Medical centre set to open

It is hoped that this will be in the next few days,” Mr Allen said. Health professional Dr Olive Webb from Hororata is concerned at how long it has taken to get the medical centre open to the public. “Darfield is one of the fastest growing areas in Selwyn and needs to have proper facilities. “I think the whole thing has been a debacle,” Ms Webb said.

“We’re planning on opening on December 30. We’re hoping it will all come through,” medical centre lessee Dr Johan Vlok said. A cultural blessing ceremony was held at the new medical centre last week with invited guests being able to look around the new facility, which includes eight consulting rooms. “I think the medical centre looks magnificent. There is a lot
of room to move about. We’ve probably got one of the nicest medical centres in the region,” Dr Vlok said. The medical centre was scheduled to open earlier this year, but was delayed due to sound-proofing concerns raised by Dr Vlok which resulted in the installation of additional insulation. “I’m glad we’ve put down the soundproofing insulation. Normal Wednesday collections resume on 8 January. All other collection days are unchanged, however the time rubbish is collected may vary over the holiday period so please ensure that your bags, wheelie bins or crates are out by 7.30am. Selwyn Aquatic Centre The centre is closed on Christmas Day, Boxing Day and New Year’s Day. From Friday 27 December – Sunday 5 January the centre is open from 8am to 8pm. Normal opening hours resume on 6 January. Rolleston Community Centre and Lincoln Event Centre Both centres close at 12pm on Tuesday 24 December and will re-open on Monday 6 January. Lincoln Event Centre will be open 9am-5pm from Monday 6 January - Friday 10 January, and will be closed on Saturday 11 and Sunday 12 January. Normal opening hours resume on Monday 13 January. Pines Resource Recovery Park The Recovery Park will be closed on Christmas Day (Wednesday 25 December) and New Year’s Day (Wednesday 1 January). The Park is open with normal hours on other days.

Recycling leads to rubbish cutback

West Melton School buses are sporting brand new signs, thanks to safety concerns raised by a group of students and Selwyn MP Amy Adams.
Each Selwyn household now creates around 108 kilograms less rubbish per year than six years ago.

The Year 5 and 6 students from West Melton School had reported to Ms Adams in late October their findings that the majority of cars were speeding past school buses, with the fastest observed travelling at 70 kilometres per hour. “I was shocked by what the students had observed, including the fact that less than 20% of the people surveyed by the children knew the correct speed for passing a school bus that has stopped to drop off or pick up students,” Ms Adams said. “Something had to be done and the students had come up with some excellent solutions themselves including the recommendation for signage on the back of the school buses to remind drivers of the 20kph speed limit.” Ms Adams assisted the students with their campaign by writing letters to relevant authorities including Selwyn Mayor Kelvin Coe, Canterbury District’s Road Policing Manager Inspector Al Stewart, and Associate Minister of Education Nikki Kaye. “I was very impressed with the students’ concern for their own safety and that of their classmates and I was very happy to help the students make a difference in their local community,” Ms Adams said.

Season’s greetings to one and all and a special welcome to all the new arrivals to our district this year. It’s been another year of extraordinary growth for Selwyn with all the challenges and opportunities it brings, alongside continuing ear thquake recovery progress. The festive season however reminds us how fortunate we are as we share the friendship and goodwill of our family and friends, and recognise the true treasures in our life as we care and share our values and ideals with others. We owe so much to so many when we think of all the volunteers who contribute to the well being of our community. In Selwyn our emergency services, our sports clubs, recreational, cultural activities and Community Care services are all largely serviced by volunteers. You all contribute so much to the well
being of our community and ensuring Selwyn is such a wonderful place to live, work and play. On behalf of the councillors and myself, I would like to thank all those who have supported us and council staff in the many activities undertaken during the year. After a particularly busy year I hope we can all enjoy the Christmas break, take time to reflect and refresh as we remember family and friends, and reflect on the good things in life. It’s been a privilege and a pleasure to work with you and for you this past year. Safe journeys, Merry Christmas and a happy and prosperous New Year to you all.

I am sure you are all busy in the flurry of pre-Christmas preparations, end of year work functions, and school prizegivings. It can be an exhausting time of the year. As well as a time to celebrate, it is a time to reflect on the achievements of the year that is drawing to a close. It has been a year of strong growth and progress in Selwyn. However, we have also faced further challenges from the damaging effects of some extreme weather. I know this has caused extra stress for many having to deal with the clean-up of fallen tree — follow up yet more insurance claims, and await repairs to property and essential irrigation equipment. To all the people of the Selwyn electorate, I would like to wish you a very happy Christmas and a safe and relaxing holiday. I hope you have a chance to take a break with your nearest and dearest as this is what is really important about Christmas — not presents.
I would like to say a huge thank you to all of those people who have approached me during the year at various events around Selwyn and shared their views with me. I really appreciate your words of support and encouragement and hearing what is important to you in your communities. I am extremely proud to represent you as your local MP and I am looking forward to meeting many more of you around the district next year. For me, Christmas and New Year means spending time catching up with family and friends and recharging my batteries for the year ahead. My office at 829 Main South Road in Templeton will be closed from December 23 and will re-open again on the January 13.

Entertainment welcomes festive season

A perfect evening was the description Country Christmas in the Park organising committee member Judith Pascoe gave to this year’s event. While numbers attending were down slightly, the weather was fantastic and the event ran smoothly. “It was one of the best [Christmas in the Park] in terms of weather and it was a very good crowd. The performances went well and people enjoyed the Christmas carols and singing along.” The evening included dancers and singers from around the district. Mrs Pascoe said that a number of
people from the organising committee were stepping down after this year and more people were needed on the committee to keep the yearly event going. The Record’s year in review by Kent Caddick, Editor
In July of this year the long-serving Malvern community newspaper the Malvern Record based in Darfield transformed itself into the tabloid community newspaper The Record. While still retaining its Darfield office, where the Malvern Record had served the community for over 50 years, The Record opened an office in West Melton and increased its distribution to cover a wider section of
the Selwyn community including Rolleston and West Melton and surrounding areas. We look back at some of the highlights and the people who made the news in The Record in 2013.
p August 14 2013: In August Selwyn tourism business Ballooning Canterbury helped a Christchurch mother attempting to win a radio competition to raise funds for a charitable trust set up in memory of her four-year-old daughter who passed away after suffering from Beckwith Wiedemann Syndrome.
p July 10 2013: The first edition of The Record featured Rolleston’s champion inline skater Mark McDonald who was selected for the New Zealand team to compete at the 2013 World Speed Skating Championships in Belgium while some Darfield residents were upset at a decision to remove an historic 100-year-old footbridge without any community consultation.
p August 28 2013: The August 28 issue of The Record featured Selwyn resident Emily Lawn who was selected to represent New Zealand at the World Sports Aerobics championships in Serbia.

p September 11 2013: Photo: Victoria Caseley Danielle Hughes and her miniature horse Whiskey Runner took part in a Scurry New Zealand competition at Canterbury Agricultural Park and were featured in The Record’s September 11 issue which also profiled retiring Selwyn District Council’s Springs Ward councillor Lindsay Philps.
p September 25 2013: The newly established Selwyn Youth Council was featured on the front page of The Record on September 25 just as the Ministry of Education begun a round of public meetings in Rolleston to discuss proposed primary and high schools for the fast-growing township. p October 23 2013: Three-year-old Charlotte Park from Rolleston and her battle with acute lymphoblastic leukaemia were featured on the front page of The Record on October 23 with her parents Tristan and Paula saying they had been overwhelmed by the support they had received from the local community.
p October 2 2013: The October 2 edition of The Record highlighted the ongoing delays affecting the opening of the new Darfield Medical Centre which had been labelled ‘ridiculous’ by Hororata health professional Dr Olive Webb.

It’s hard to imagine a time in New Zealand when we didn’t enjoy our sun soaked, sea and sand ridden summer holidays, but in early colonial history it wasn’t the case. Holidays were not made official until the end of the 1800s. Before that Christmas and New Year’s Day were treated as any other day, and people were expected to work as normal, unless they occurred on a Sunday. From the 1870s to the 1890s a number of holiday acts were passed ensuring that workers received statutory days off at Christmas, New Year and Easter. By the 1920s Kiwis were enjoying the summer break as we recognise it now and the tradition of seaside baches began. In the 1930s most people travelled to their holidays by rail, but by the 1950s private automobiles took over in popularity, allowing holiday makers to travel to more obscure locations. Caravans began to become part of the holiday scene in the 1940s and campsites took off in popularity in the 1950s. These days Kiwis are no longer the flightless birds of their
namesakes but instead enjoy travelling the world and are well renowned for their adventurous spirit.

They are passionate people involved intimately in the production of their own product,” Ms Mitchell said. The trail includes local markets, foods such as olives, hazelnuts and organic produce as well as wines, restaurants and cafes. Trail promotional resources include a brochure style guide with a map listing producers and a website. “People can use the guide to plan where to go and use it as an itinerary planner. Some businesses are by appointment only, some you can drop in.” As part of the trail people can sample wine and fresh produce, and in some
cases see behind the scenes and talk to the producers. “It gives people a chance to look, see, taste and buy.” Ms Mitchell said the brochure can be used in conjunction with other promotional material from Selwyn District Council, such as the Selwyn Country Gardens brochure, so that people can make a day of visiting different types of locations. Harvesting fresh home grown tomatoes is a joy many look forward to every season. Even those new to gardening can expect a bumper crop in their first season with a few simple tips. All that is required is a position in full sun, a little TLC (tomato loving care) and a vision on how you will enjoy the harvest. Check out some of these interesting places where you can grow tomatoes. Upside down Tomatoes are such an adaptable crop you can even grow them upside down in a bucket. Use a bucket with a handle, turn it upside down and poke in a few drainage holes, then make small crisscross planting holes spaced around the bottom of the bucket and peel open to plant the young seedlings. Fill the bucket with tomato potting mix, making sure you firm the mix well around the seedlings. Hang the bucket in full sun and water with a planting tonic. Initially the plants will face downwards, but as they begin to grow, they will naturally begin to grow up towards the sun, righting themselves so that they grow up around the bucket. In the bag If you’re short on space or time, tomatoes can be planted directly into a bag of tomato mix. The bag acts as the container. The bag will have all the goodies in it to ensure tomatoes thrive. Before planting poke a few drainage holes in the bottom of the bag. Cut open the top of the bag and jiggle around the mix so it sits flat, then plant a tomato in the top. Water and stake as per normal. One plant per bag is sufficient unless you choose a dwarf variety and then two or three can be planted. Hanging baskets These are a wonderful way to grow tomatoes because no staking or tying is

needed, the fruit never gets dirty from the soil as they dangle over the sides of the basket and they are portable, so you can take them on holiday. Choose a large basket, the more root room the better. Fill with a tomato potting mix and then plant. Suitable varieties include Tumbling Tom, Yellow Pear and Red Pear. At the office Why not make tomato growing an office challenge. Select a position in full sun by a large window, ideally where there is wall to floor glass. Select a large container, at least 20–30 litres in capacity (three times the size of a kitchen bucket), fill with a tomato potting mix, provide some

In the greenhouse Prepare the soil prior to planting as you would for outdoor beds by blending in sheep pellets and tomato fertiliser. Plants still need to be staked and ensure a good watering regime is in place. Planting can commence as soon as the soil is ready, and harvest will be prolonged until winter. Plan aims to control nitrate leaching
Controls on the leaching of nitrates in farming across Selwyn are to be set by Environment Canterbury through its Land and Water Regional Plan. ECan commissioner Peter Skelton says once the plan’s rules are in full effect next year, the council will require farmers and land-users to manage their operations and improve their environmental performance so the decline in water quality can be reversed. “In Canterbury we are well aware declining water quality is an issue,” Professor Skelton said. “Farmers

nutrient red zones. Within those limits, the plan enables economic activity. “Farmers will not be told what to do with their land — they know their own businesses. Whatever they do, however, they will be required to comply with the rules.” The Land and Water Regional Plan sets the regulatory framework which implements the Canterbury Water Management Strategy which is aimed at improving water outcomes across the region.
Professor Skelton said the new rules also address water quality issues in urban areas. “There are new rules which will protect the rivers and streams in our towns and cities from pollution from stormwater and wastewater discharges.” As well as addressing water quality and quantity issues, the Land and Water Regional Plan enables earthquake recovery and considers other issues such as land stability, flood protection and biodiversity.

However, farmers can recycle their used wraps through Plasback, a product stewardship scheme which recovers used farm plastics for recycling. Under the Natural Resources Regional Plan (NRRP), since 2011, people have not been allowed to burn many wastes generated from domestic and business activities including metals, treated wood, other plastics, empty containers and other wraps. The penalties are $300 for a first offence and up to $1,050 for repeat offences.
Persistent offenders could be prosecuted. Untreated wood and green waste can still be burned, but there are restrictions around this about the way they affect air quality and to avoid nuisance caused to other people. Clean air rules apply all year round in residential areas to ensure that outdoor burning doesn’t contribute to poor air quality or cause a nuisance. Farmers should check with Environment Canterbury and Rural Fire if they are unsure of what they can burn and when.

Pasture still key to profitable farming by Dr Ants Roberts, Chief Scientific Officer Ravensdown
An award-winning pasture sounds simple, but in my opinion and experience, it is anything but. Given that pasture grown on your farm is the cheapest feed you will ever obtain for your livestock, ideally your pasture should: 1. Produce enough total dry matter to fully feed all the stock classes on your farm throughout the whole year 2. Be of high nutritive value, supplying all the essential major and trace element, crude protein, energy and fibre requirements 3. Retain palatability throughout the whole of its growth cycle 4. Maintain productivity and quality for at least 10 years without requiring renovation 5. Persist through dry summers, where irrigation is not available, and be resistant to pests and diseases Sounds like a pipe dream? The reality is usually quite different. New Zealand pastoral agriculture is based on pastures which are predominantly a mix of ryegrass and white clover, so an award-winning pasture could be a highly productive 70/30 mix of these two species. However, particularly in dairy systems,
other species ie, fescues, cocksfoot, plantain, chicory and red clover are often also components of pasture and so award-winning pastures may well have these species present. Regardless of the species and cultivars used, award-winning pastures don’t just happen. Planning is essential. Early consideration should be given to the following: 1. Soil pH and fertility should ideally be corrected well in advance of preparing the seed bed, either by cultivation or direct drilling 2. The preparation method will be dictated by factors such as paddock contour, or the need for recontouring, and weed and pest burden 3. Sowing the seed to the correct depth is critically important for successful germination and subsequent establishment of a dense, productive sward 4. Post emergence, treating the new pastures properly with respect to nitrogen fertiliser application and judicious use of light grazing at appropriate time intervals will assist tillering of grass species

Synlait Milk on target for 2014 by Kent Caddick
Synlait Milk says it is on track to achieve the financial targets for the 2014 financial year set out during its initial share offering. The comments were made during the Selwyn company’s recent annual shareholders’ meeting at which new shareholders were welcomed on board. Synlait board chairman Graeme Milne said they are on track to achieve the financial targets set for the 2014 year during the Initial Public Offering (IPO). “Our focus is on continuing to increase the proportion of value added products in our ingredients business, and increase the volume of our infant formula and nutritional product sales. “This focus is supported by our growth initiatives which will add lactoferrin production, blending and packaging of infant formula products and a 40% increase in production capacity.” Synlait’s lactoferrin plant, which is under construction, is on target with production expected to begin in February 2014. Innovative irrigation nominations sought The hunt is underway for examples of innovation within Selwyn’s irrigation sector. Entries have just opened for IrrigationNZ’s Innovation in Irrigation Award which will be presented at a conference and expo next April, being held in Napier. The award, which comes with a $2,500 prize, celebrates, encourages and promotes innovation within New Zealand’s irrigation industry. IrrigationNZ CEO Andrew Curtis says the category is extremely broad and encompasses technical innovations by industry, initiatives which protect the environment, and innovative thinking where irrigation has helped create resilient communities. “Innovation is commonplace within our sector as irrigators are constantly responding to regulatory and community feedback to improve performance. Unfortunately too often the focus is on the negative, and many significant
advances made by our industry have been overlooked,” said Mr Curtis. “The reality is most irrigators strive to be efficient water users and are considerate of their environment. There are lots of exciting things happening within our industry and the award gives us an opportunity to recognise the positive impact irrigation plays in many communities.” Past winners of the award include the North Otago Irrigation Company in 2012 which used its prize to re-establish the North Otago Sustainable Land Management Group to promote responsible farming in its area. Finding a good multi supplement Those who oppose supplements rightly state that most New Zealanders do not have outright nutrient deficiencies. What many experts miss is that the human body performs best with optimal levels of key micro-nutrients. A new beginning for the Springfield Hotel For most of the year the historic hotel has been closed but thanks to the efforts of Peter and Shell Richardson and their family the pints are being poured again. The recent arrivals from Australia have restored the hotel to the country pub feel it had always been associated with, with dine in or takeaway ‘pub grub’, pool table and separate male and female toilets. Peter, who along with Leonie Herson, can be found in the kitchen cooking up a storm says he has been impressed by the quality and freshness of the produce on this side of the Tasman. “Our meals are basic pub grub like steak and chips and there is nothing on the menu over $15. ”Lunch and dinner are available from Wednesday to Sunday with
lunch being served between 11am and 2pm and dinner from 4pm to 9pm. While Peter is the ‘boss’ of the kitchen his wife Shell and local Kath Roche, along with eldest son Wade, tend bar. The hotel also has an off-licence with the bottle store open between 11am and 9pm. Proving popular with the locals is happy hour which is held between 6pm and 7pm on Tuesdays and Wednesdays. Budget accommodation is also available in the hotel (bookings advisable), with the backpackers accommodation set to open early next year.

Restricted Fire Season Notice is hereby given that pursuant to Section 22(2) of the Forest & Rural Fires Act (1977), the lighting of fires in the open air within the rural areas of Selwyn District is restricted from 10pm Monday, 23 December, 2013 until further notice. The exemptions to this are: 1. The burning of crop residue will be permitted without the issue of a Fire Permit providing the following conditions are met: (a) Fires shall only be lit during daylight hours and must be out by dark. (b) No fires shall be lit while strong winds are blowing or forecasted, or when conditions are such that the fire is likely to spread beyond the limits of the land for which this Authority is issued. Maximum allowable wind strength is 19kph (Beaufort Scale 3). (c) The area to be burnt is to be surrounded by a continuous fire break, cleared of all combustible material to a minimum width of 10 metres. (d) The fire is to be patrolled by the person lighting the fire until it is completely out. (e) Prior to lighting, the occupiers of neighbouring properties are to be advised of the time and date of burning. (f) That some form of Fire Fighting Equipment such as grubbers, beaters, fire extinguishers or vehicle mounted water supply/spray units is on site to deal with any fire outbreaks. 2. Fires are permitted in enclosed drums providing the following conditions are met: (a) The drum top must be covered with a wire mesh sized no greater than 20mm or have a lid and flue with a spark arrester fitted. (b) The drum must be surrounded by a 3 metre area that is cleared of combustible material and be at least 3 metres away from other buildings, trees or vegetation.
(c) The area must be serviced by a reticulated water supply or an alternative water supply (tanker, dam, etc.). The water supply must be capable of fully extinguishing the drum fire and the area immediately around it. (d) The drum fire must only be lit during daylight hours and fully extinguished by dark. (e) The drum fire must be attended by someone at all times until it is completely out. (f) The drum fire must not be lit when the wind is blowing or forecasted to be above 19kph (Beaufort Scale 3). (g) The drum fire must not be lit or allowed to burn when the smoke is likely to cause nuisance to neighbours. (h) Only vegetation, paper, cardboard and untreated wood are allowed to be burnt under Environment Canterbury Air Plan. 3. Gas fuelled barbecues lit in properly constructed containers. 4. Only gas fuelled barbecues lit in properly constructed containers are permitted in Council Reserves. 5. Burning may be permitted if a Fire Permit has been obtained from the Principal Rural Fire Officer.

These exemptions apply to the Rural Areas of Selwyn District only. No open air fires may be lit within residential areas without a Resource Consent from Environment Canterbury. Any Permit used is not a Legal Defence against a Claim for any damage which may be caused by the fire. The responsibility for its control and the liability for any damage which may arise lie with the person lighting the fire.
