Teachers’ fund Selwyn MP Amy Adams is hoping local teachers will apply to the Teacher-led Innovation Fund to get support to trial their ideas on innovative teaching practices. The Te a c h e r - l e d Innovation Fund is part of the government’s $359 million Investing in Educational Success initiative. Ms Adams said the initiative recognises that it is the quality of teaching which has the biggest impact for students at school. “I want to see our local teachers supported to try new things in the classroom to raise achievement and the aim of this fund is to do that. “I believe that giving teachers the opportunity to try out new ideas and investigate new practices could lead to some great results in the classroom. “Since the fund started, successful projects have been put into practice and shared across schools to help improve learning outcomes for students,” Ms Adams said. Applications close on March 16 next year with successful proposals to start in July. 

The Regional Hotspots report, by economic analysts Infometrics, identifies southwest Christchurch as a hotspot area, where the population is expected to nearly double by 2023. South-west Christchurch covers Selwyn’s north-west and nor th-eastern areas and includes areas of the townships of Rolleston, Lincoln, Prebbleton, Kirwee and West Melton. It also includes parts of Wigram, Yaldhurst and Halswell in Christchurch City. Selwyn District Council chief executive David Ward said the area is expected to see its population grow by 85% from 2013 to 2023. “Selwyn’s high levels of growth means council has a very busy work programme, including  Selwyn District Council chief executive David Ward says Selwyn’s high levels of growth mean council has a very planning for the development busy work programme of a range of new community facilities and parks, and investing in is Infometrics’ most recent quarterly infrastructure improvements as well economic monitor, which showed the as hosting a wider range of community district’s population grew by 6.6% in the events and activities,” Mr Ward said. year to September 2016. A public meeting is being held in West Melton this week to help local farmers and other residents to identify a plant pest which threatens animal welfare and crop yields.

 Selwyn residents and farmers are being asked to be on the lookout for the invasive plant pest Chilean needle grass which has been discovered near West Melton

About 350 hectares of Canterbury land is infested with Chilean needle grass (CNG) but known sites had been confined to North Canterbury until late last year when an infestation was identified in West Melton. Environment Canterbury Principal Resource Management Advisor Biosecurity Laurence Smith said last season’s discovery of CNG in West Melton meant farmers everywhere need to be vigilant. “The seeding season is now upon us,” Mr Smith said. “We need to stop the spread to protect our agricultural industry and environment. People can help by checking for Chilean needle grass this summer, as identifying an infestation early will make containing and controlling the pest less expensive and more manageable.” CNG is an invasive pasture pest that reduces crop yields, causes animal welfare issues and places trade restrictions on infested farms. It’s easiest to identify in spring and early summer, when distinctive purple seed heads become visible. The seeds are dart like, with a sharp seed head and a long, kinked tail. Mr Smith said it is most likely to be found where there is less competition from desirable pasture species, such as dry hard hill country, areas with light soil, heavily grazed pasture and bare ground. “Chilean needle grass can be spread by movement on contaminated

machinery, vehicles, feed and stock,” he said. “To prevent spread, only allow clean vehicles and machinery on to your property, and make sure any stock or feed brought on to your farm haven’t come from an infested property.” If people suspect they have found CNG, they are being urged to contact Environment Canterbury immediately. More information including identifiers can be found at facebook.com/ Chileanneedlegrass. A public meeting on CNG will be held this Thursday, December 8, at the West Melton Tavern, starting at 7pm. 

New Zealand’s role in Antarctica

West Melton School students have been working hard to beautify the area around the school’s BMX track.

 by Amy Adams, Selwyn MP

Earlier this month I was fortunate to have the opportunity to visit Antarctica on behalf of the Minister of Defence, who was unable to make the trip. As well as acting for the Minister of Defence, I have a local interest in better understanding New Zealand’s activities in Antarctica, since our Antarctic programmes operate from the Christchurch International Airport, which is part of the Selwyn electorate. In addition, internet connectivity is a critical issue for our scientists on the ice so I wanted to understand Scott Base’s connectivity in my role as Minister of Communications. I travelled to New Zealand’s Antarctic research station at Scott Base, which is situated on a low volcanic headland at the southern end of Ross Island, 3,500km south of Dunedin and 1,350km from the South Pole. Scott Base was first established in 1957. It can accommodate 85 people at any one time and from October to February it is a bustling hub of scientific researchers. With almost 60 years’ experience working in Antarctica, New Zealand is recognised a leader in the

international treaty system, and has a strong commitment to protecting the natural environment. Antarctica New Zealand is the government agency charged with carrying out New Zealand’s activities on the ice. The agency’s mission is to ensure that the continent and the Southern Ocean are valued, protected and understood. Our scientists are doing important work to find the answers to complex scientific questions, including investigating the effects of climate change on Antarctica. The visit was awe-inspiring and a real privilege. The vast open spaces, untouched environment and incredible white vistas left a lasting impression on me. I was inspired by the dedicated team of people at Antarctica New Zealand and in the New Zealand Defence Force, who work assiduously to ensure this remarkable environment is protected.

 West Melton School students and helpers plant out more than 300 plants as part of a beautification project at the school

The students have planted out nearly 600 plants as part of the project. The school’s promotion officer Rita Spadoni said the planting had all come about from the work that West Melton School community parent Emma Smith has done with some of the pukeko garden students. “The learners had to measure out the area, research types of plants and create a planting plan,” she said. “Next there was a presentation to principal

Sue Jackson, and then Southern Woods was approached to see if they would be interested to work with the school. “The students put in a lot of time to create ideas for this area of the school, while Emma has worked extremely hard on behalf of the school community, to coordinate everything from developing plans, to approaching Southern Woods and Xteriorscapes to assist with the planting.” 

Control wanted for roadside traders

Weedons fair a great success

 by Kent Caddick

Weedons School wrapped up its 145-year celebrations with a Christmas twist on the weekend.

The Selwyn District Council is seeking to develop a bylaw which would regulate roadside traders including food carts.

Currently council does not have any bylaws or policies which regulate commercial trading in public places other than reserves. In a report to a recent council meeting, environmental services project manager John Christensen told councillors that the district is seeing an increasing number of mobile traders, particularly food carts and vans, operating from both public and private land. “Generally there seems to be an increase in interest from traders during the summer months,” Mr Christensen said in his report. “It is also possible that there are traders the council does not know about trading in the district, as traders are able to register their licence in Christchurch and therefore do not need to also register in Selwyn. In these cases it is only when there is a complaint that the council is made aware of them.” Mr Christensen said they were aware of street traders operating in Darfield, Rolleston and Lincoln, and had already received complaints about some of them, including one complaint from a Darfield business concerned by the

adverse effect the street traders were having on local businesses. “Asset staff often deal with complaints arising when traders operate on roads,” he said. “Difficulties arise in persuading traders, who have the appropriate licences, to relocate, as they have a common law right to occupy public road.” He also noted that with the growth in some Selwyn towns, established businesses like cafes would seek to occupy footpath areas. Councillors voted to instruct staff to develop a bylaw to control activities in public places. Mr Christensen said any bylaw would include controls on activities in public places, and provision for licensing, fees and enforcement. “It would not be the intention that any proposed controls would adversely impact on existing successful community events, such as farmers markets of the Hororata Highland Games. The intention would be to avoid putting in place an unnecessary process for activities which are not causing any issues.” 

 Weedons School pupils dressed up for the school’s Christmas Twilight Market and Fair which helped to celebrate the school’s 145th anniversary

The school held a special Christmas Twilight Market and Fair which also helped to raise funds for the installation of a musical playground at the school. Fair committee spokesperson Sarah Webb said it was a great night with more than 2,000 people through the school gates. “The weather held out for us and we had people coming through the gates one after another,” she said. “There was a fantastic selection of stalls, children’s games, Father Christmas and a great selection of

entertainment. “Our fair committee was overwhelmed with how well the fair was supported and all the long hours of organising were well rewarded with a successful fundraising event. “Our sponsors have been so generous to our school and it was great to be able to showcase our school to the wider community.” While the funds raised from the fair have yet to be tallied, they will go toward the building of a musical playground, which the school hopes to start building early next year. 

Living rurally means there are many things to think about, including the distance from your nearest fire station, so it is especially important you have the necessary fire safety precautions in place. It could take a while for a fire truck to reach your property so you need to make sure you have all safety measures in place to firstly avoid a fire and secondly minimise the damage. A fire moves quickly and in no time at all, what looks like an easily manageable flame, can turn into a raging inferno. Make sure you have fire extinguishers

located strategically around the property. Think about where a fire could break out and place them accordingly. Machinery, workshops, vehicles and in the kitchen are just a few of the places a fire might start. When you have burn-offs, as many lifestyle-block owners and farmers do, make sure it is completely out before leaving it. Check the weather before lighting one to make sure the wind won’t blow it towards buildings or treelines. Always contact your local council for permits and to check if there are any fire bans on at the time, prior to lighting your burn off. Be aware that hot machinery can spark particularly dry paddocks, so never leave machinery to cool down on dry grass. If hay is baled when it is green it can heat up and spontaneously combust when stacked so keep this in mind when baling. Embers from barbecues can also lead to fires. With the slightest breath of wind, what looked like a dead fire can reignite and cause a lot of damage. Make sure all ashes are completely cold

and doused with water and never leave barbecue fires unattended. Keep horse trucks and tractors safe from fires by checking for birds nests. These nests are often found under the bonnet — so check for these every time you use your vehicle — and can combust easily when exposed to heat. You can never be too careful when it comes to fire safety. Fires cause major damage to your property or business and is a serious danger to you, your family and your livestock, so make sure you take all the necessary precautions all year around and especially during the hot summer months. 

Business What is the Regional Business Partnership Network? The Regional Business Partner Network helps New Zealand businesses innovate and grow by making it easier to access early stage business support. The Regional Business Partners group is funded by two government organisations, New Zealand Trade and Enterprise, and Callaghan Innovation, and is made up of 14 Regional Business Partners throughout New Zealand. NZTE is the government's international business development agency and its purpose is to help New Zealand businesses grow bigger, better and faster in international markets. Callaghan Innovation is a government agency which helps businesses succeed through technology and works with businesses of all sizes who share the ambition of challenging what is possible. It has a wide range of services to make the path from research and development to market success easier, faster and less risky. The Regional Business Partner Network has also partnered with Business Mentors New Zealand

to help businesses access mentoring services. The network has specialist business advisors available to provide advice, information and connections to support a business. How the Regional Business Partnership Network can help businesses to: gain outside perspective from an independent, experienced business advisor in a confidential environment; identify the next steps for a business; connect business owners with the local business community, industry networks and clusters; match businesses with a mentor from Business Mentors NZ; provide access to Capability Development vouchers; and provide access to research and development funding. To register a business for Regional Business Partner Network support, go to regionalbusinesspartners.co.nz.

Helping Selwyn businesses grow Regional Business Partners is offering support to new and existing businesses in Selwyn. According to the Selwyn District Council, data from 2015 shows there were around 6,000 businesses operating in Selwyn, employing 16,190 people. The number of businesses grew by 9% from 2012, and the number of employees increased by 15%. Regional Business Partner advisor for Selwyn, Warren Sargent, said the district has a diverse economy with many new businesses establishing themselves. “There’s a huge range of different businesses in Selwyn,” Mr Sargent said. “For example in Rolleston there are a number of businesses providing services, construction, manufacturing and logistics, many are part of Canterbury or national chains. “In Lincoln many of the business are focussed on science, innovation and agriculture, while in areas such as Leeston, Tai Tapu and Darfield there are

a number of engineering, consulting or rural service businesses. We are also assisting local farms. “There is a lot of support available to all types of businesses, no matter what level your business or your experience. What’s important is reaching out and getting connected to those people who can help.” Mr Sargent said the Regional Business Partners can provide Selwyn businesses with a number of opportunities. “Including helping business owners to gain perspective from an independent, neutral, experienced business advisor in a confidential environment, helping them understand and identify how to improve their business.” To find out more, people can contact Mr Sargent by email at warrens@cecc.org.nz or call 027 455 1954. 

Build & renovate

Getting the outside right by Paul Campbell

From the technical aspects of building, let’s move to the completed home and its place in the world. As design is vital inside, the exterior needs attention too as balance and symmetry play an important role in achieving a well-designed space. How your home will look from the road is a consideration that will bear not only on your daily use of the property, but also on its future value.

The facade of every home needs some semblance of balance and symmetry in order to appear pleasing and properly designed. There are many methods of enhancement, be it stone or wood features, door and window placement, roof lines or landscapes to achieve an attractive exterior. With myriad options, deciding on build materials for the exterior can be confusing. Weatherboard, iron, steel, brick, stone, breeze block — the choices go on. Recently on a visit to France, this writer was impressed with the old French village houses, which disguised a very simple two-up-and-two-down — even

three stories of the same combination — with a fascinating exterior combination of stone, tile and wrought iron accents. With these homes standing in some cases the test of centuries, a modern version may well be the one for you. You may want tumbled stone and shingles, or perhaps something more 21st century such as polished aluminium and board and batten panelling. This again is where your architect may come into his or her own, as an experienced practitioner will have dealt with multiple choices in former consultations. There are also a lot of websites out there, complete with colour photo examples of quality homes around the

world, to feed ideas into your plan. Then of course, there’s your choice of colour. Will the house blend into its surroundings, or stand out? Colour can highlight many exterior features. Most important here perhaps is the roof, the largest expanse you’ll need to cover. Many New Zealand properties today feature pre-coloured roofing steel. When you have designed the interior and planned the exterior, we are probably left with the land itself, and where the house sits in its surrounds will be the finishing touch. You may plan a pool, a deck or two, a tiled barbecue area and a shed for the garden you plan. The landscape around your home will be limited only by your imagination. A fountain, a pergola, even a garden gnome? Let the adventure begin.

Journalist - The Record We are seeking an industrious reporter with community curiosity and a flair for writing stories about people and places. Today’s electronically generated information systems have lost the plot when it comes to dealing with community news, which requires some old-fashioned journalism from a people person with a contact book, a camera, and a nose for news that doesn’t necessarily involve chasing fire engines.

And what is local government doing? Who is that local achiever? The list is endless. Call it grass roots stuff, and you’d be quite right. But these sources produce stories that matter to the community you’ll serve. If this sounds like you, and you have your eye on a really satisfying career with loads of opportunity contact us.
