In front of a Darfield Domain crowd of around 5,500, which included Prime Minister Bill English, the Crusaders kicked off their season with victory over the Highlanders in the annual Farmlands Cup clash. Local businesses reported significant increases in trading as supporters of both sides were drawn to the event, which was hosted by the Darfield Rugby Football Club for the first time. “It put us on the map,” Darfield RFC President James Scollay said. “I spoke to one business owner who said it was the biggest day they have ever had. Other businesses would also have benefitted from it, and that was something we wanted to see.”

He said it was probably the biggest single sporting event he had been to in Selwyn in his lifetime. “We knew it was going to be big but when you actually see 5,200 ticketholders plus all the volunteers, players and support crew in one place, it is pretty amazing.” The condition of the playing surface at Darfield Domain drew praise from many including the players and watching All Blacks. “A huge amount of effort went into this, starting in August of last year when work began with the planning and then on irrigation, seeding, fertilising and spraying,” Mr Scollay said. “The condition of the ground was a real

tribute to work of Jeff and the rest of the grounds committee crew.” Mr Scollay also paid tribute to what he said they called the ‘volunteer army’ which pitched in to make the day run smoothly. “We put out the word for volunteers and on that first day we had over 80 volunteers, which included people who had no direct link to the rugby club at all, just people from the community. “To those people who say community spirit is dying I can vouch that it is not. We wouldn’t have got halfway there if it wasn’t for the volunteer army… that was massive.” continued on page 3…

Road safety is vital for drivers of all ages. As part of the Selwyn District Council Road Safety programme, mature drivers in the Selwyn District are offered a free refresher course which is to be held shortly. Age Concern delivers these courses for the Council.

What does the course involve? You will guided through a one day, 5 hour session using a workbook, which you keep at the end of the course. The course is designed to be informative, enjoyable and informal. There are no tests or exams and you will receive a certificate of attendance. The course is free with morning tea, lunch and refreshments provided.

Lincoln University Professor Dr Ken Hughey will be one of the key panellists for this year’s Earth Hour Kim Hill debate to be held at the university next month. Dr Hughey will join radio presenter Kim Hill and other guest for the annual debate on March 23, which will be held in the Stewart Building at Lincoln University. This year’s topic is ‘Water, a global issue affecting New Zealand’. Other panellists include Bryan Jenkins from the Waterways Centre for Freshwater Management and Canterbury Employers’ Chamber of Commerce chief executive Peter Townsend. Dog training workshop Training and working with farm dogs will be the focus of a workshop to be held near Darfield this month.

The workshop will be led by one of the country’s leading dog trialists, Lloyd Smith, and is being brought to Selwyn by Beef and Lamb New Zealand (BLNZ) in conjunction with the Primary ITO. BLNZ northern South Island extension manager Sarah O’Connell said the half day workshop will appeal to both beginner and experienced dog handlers. “Farmers have told us they would like to learn more about working with their dogs and we are fortunate that Lloyd Smith has agreed to help us out.” She said they have run the course before but not for a few years. “The last one we held was in Fairlie and we had

around 40 people turn up for that,” she said. “Some of the frequently asked questions focus on how to correct bad behaviour and bad habits in farm dogs, and when and how to begin training.” The workshop will be held at Shelterdale Farm on Rockwood Road near Darfield on February 17. Ms O’Connell said registration is essential and they may hold a second session if there are enough people interested. Selwyn Mayor Sam Broughton, who has been heavily involved with the youth council in his role as a youth worker and councillor in previous years, said he is looking forward to working with the new council. “Our youth council is a reminder

that Selwyn is full of great young people who are keen to contribute to our community.” “I look forward to working with them and seeing them develop over the year.” A chair for the council will be appointed by the group later in the year, and until then Kusal Ekanayake and Paige Sullivan will act as co-chairs. Members took part in a team-building exercise recently when they visited Christchurch Adventure Park and took part in a zip-lining challenge. The council will also visit YMCA Wainui Park camp on Banks Peninsula in March for an Orientation weekend. However, for all the hard work he said it was something they would gladly do again. “That is ultimately a decision for the Crusaders, but from our point of view, we would love to see it back in Darfield.” Something Darfield resident, and Selwyn Mayor, Sam Broughton also thinks would be good to see. “It was an amazing occasion,” Mayor Broughton said. “All credit must go to the Darfield rugby club and all the volunteers who

put together the event and made it a huge success. “It was an occasion where the whole of Darfield could get out together and one where you would catch up with old friends you hadn’t seen for a while. “It certainly bought people into the town and I know some of the businesses were very busy because of it.” Much to the delight of the locals who went along the Crusaders ran in eight tries in their 50-33 win, which was the first match for the side under new coach Scott Robertson. ¢

The government’s recent announcement that the minimum wage will increase to $15.75 on April 1 this year is good news for workers in Selwyn and across the country. Starting out and trainee hourly minimum wage rates will also increase from $12.20 to $12.60 an hour, remaining at 80 per cent of the adult minimum wage. Our minimum wage is now more than 50 per cent of the average hourly wage, which is one of the highest ratios in the OECD. This will be particularly welcome news for young workers in Selwyn just starting out in their first jobs in 2017, as many minimum wage earners fall into this category, or are doing parttime casual work as students. There is always a balance between increasing wages to benefit workers and ensuring that businesses do not face undue pressure from the increase, which can in turn hinder job growth. That is why the government’s approach is to make gradual and sustainable increases to the minimum wage.

The latest increase means that since 2008 we have raised the minimum wage by $3.75 an hour, or 31 per cent. During the same period inflation has risen slightly less than 14 per cent, which means real incomes for those on the minimum wage have increased more than 17 per cent since 2008. This announced increase is the latest step by the government to assist those on lower incomes. In recent years we’ve increased benefit rates for families for the first time in more than 40 years, lifted Working for Families payments, and invested more in programmes to support more New Zealanders get off benefits and into work. One of the government’s priorities this year will be to continue to ensure that lower income workers in Selwyn and across New Zealand share in the benefits of economic growth. Sean Bailey, principal of Rolleston’s newest primary school Lemonwood Grove, is delighted with the way the first week has gone. Lemonwood Grove in the Rolleston subdivision of Faringdon opened its doors last week with 59 foundation pupils coming through the school gate for the first time. Principal Sean Bailey, who was previously principal at Ladbrooks School, said the first week went very well. “The learners are adjusting well to their new environment. They spent time taking part in experiences based around group work and collaboration, and using our new spaces effectively. “The feedback has been very positive. Parents are encouraged to spend as

much time as they want in our spaces so they can see the learning process take place.” Mr Bailey said being involved in setting up a new school has been very rewarding. “I feel honoured to be in this position to help to develop a school culture from the ground up, and develop a learning community which involves students, teachers and parents.” The school is being developed in two stages with stage one being able to take up to 450 pupils and stage two is planned to take a further 300 students. ¢

Tributes flow for community stalwart u by Kent Caddick

The Kirwee community has being paying tribute to a muchrespected local identity who passed away recently. A crowd of around 500 people packed the Kirwee Community Hall to pay their respects to Malcolm George Begg, a man who had done much to invigorate the hall in which his memorial service was held. Those attending were told about Malcolm’s passion for life, with his love for family, sport and theatre much to the fore. Malcolm served as an officer of the Kirwee Tennis Club for 50 years and it was here he met his wife Adrienne, who shared his passion for the game. At the time he was secretary/treasurer and she was club captain. Dave Ashton of the Kirwee Tennis Club said Malcolm’s service to the club began when he was elected secretary/ treasurer in 1966 when he was 17 years old, just out of Rangiora High School. He was elected president of the club in 1983 and served in the role until 2015. His skill on the court was equal to his administrative record, being a representative for Malvern and Canterbury Country for many years. “Malcolm loved the camaraderie, fun, friendship and competitiveness of the Paroa home and away matches every year, and passed this passion on to many of us,” Dave Ashton said.

Malcolm’s other sporting love was hockey. He was a Hockey New Zealand Master’s representative for more than 15 years, from 1999 to 2015, winning a gold medal at the World Masters in Melbourne in 2002 as a member of a North Island invitational hockey side, which he considered a highlight of his career. He was also a Canterbury Masters hockey rep for almost 20 years, winning 12 gold medals with the team during those years. Malcolm’s other great love outside family and sport was musical theatre, becoming a founding member of Kirwee Players of which he was a life member. David Stott of Kirwee Players said he and Malcolm were talked into being in the chorus for the Kirwee Players ‘one off’ first show, Showboat, in 1977. He was involved in the theatre group’s annual production every year since then. In 2000 Malcolm was made President of Kirwee Players, a position he held until stepping down at the end of 2013, although he remained on the committee. In 2016 Malcolm was awarded a Merit Award by Music Theatre New Zealand for 40 years of service to theatre. He took the lead role in many productions through the years including

Annie Get your Gun, Fiddler on the Roof, Oklahoma, Camelot and South Pacific. “He was a mentor and inspiration to many other actors young and old and would always have his words and music learnt very early on,” David Stott said. “As years went on he did not hesitate in being in the chorus when principal roles did not come up.” Malcolm Begg was a tireless worker for the Kirwee community, evidenced by his involvement is securing the town’s

hall, which had fallen into disrepair in the 1990s. “Malcolm was elected Chairman of the Kirwee Hall Rebuilding Committee and he guided this committee from the first meeting to the opening of the building by the Prime Minister in August 1999, debt free,” Mr Stott said. Malcolm Begg, who was in his 68th year when he passed, is survived by his wife of 46 years Adrienne, their three children, Jayne, Stuart and Sarah, and five granddaughters.  ¢

Summer fun continues in Springston

Summer fun came to Springston late last week with a Picnic in the Park event at Springston Domain. Well over 100 people attended the community event which is part of the Selwyn District Council’s Summer in Selwyn event programme,. The programme runs from January to April. The Springston locals and visitors

from further afield took the time to enjoy the event which included live entertainment, face painting and pedalmania cycling. On Thursday night a Lincoln Picnic in the Park will be held and that will be followed by further events in West Melton (February 16), Leeston (February 23) and Prebbleton (March 15). ¢

Rolleston development picking up pace Rolleston is one of the fastest growing towns in New Zealand and over the next 20 years it is expected it will grow from around 14,000 people to over 25,000. That phenomenal growth has been reflected in the opening of three new schools including the town’s first high school in just the last 12 months. To cope with this growth the Selwyn District Council, after many years of planning and consultation, introduced a Rolleston Town Centre Masterplan in 2014. The master plan is a 20-year vision which sets the direction for the future development of the town centre and is in recognition that the evolution of the town centre is essential to provide a social and economic heart for the town and the wider Selwyn district. In recent years major retailers like The Warehouse, New World and Countdown have set up shop in Rolleston and have been joined by and fast-food outlets McDonalds and KFC Under the plan it is predicted that by 2030 the Rolleston Town Centre will be a thriving destination at the heart of Rolleston where people will come to work, shop and play. The land swap will open the way for a new library complex, a public square and retail shops as outlined in the masterplan. The exchange means the reserve status on 4.3ha of land at Rolleston Reserve is now transferred to 30ha of land at Foster Park. Rolleston Reserve was previously surplus Crown land which was later vested in the council and classified for recreation purposes. Following the approval for the land swap Selwyn District Council chief executive David Ward said it was exciting news for Rolleston.

“The exchange means around half of Rolleston Reserve will be redeveloped for a range of community and commercial activities including a new library complex, a public square and retail shops,” Mr Ward said. “The remaining half of the reserve will remain as greenspace and be developed over time into an iconic park close to shops and community facilities.” Mr Ward said the existing playcentre, scout facility, tennis and netball courts will remain at the reserve. Foster Park will be developed over the next decade to become Selwyn’s largest sports park and provide a number of sports fields, an indoor courts complex, a major playground, walkways and cycleways and additional parking. The park is opposite to the $15 million Selwyn Aquatic Centre, the first indoor pool in Selwyn, which was opened in 2013. There is already talk of expanding the facility Mr Ward said the development of retail and commercial spaces on Rolleston Reserve could start in 2018 depending on interest from developers and the process to relocate existing sports activities to Foster Park. “The construction of a new library is planned for the 2018–19 financial year while the development of the retail and community spaces is expected to take place over a number of years.” Council also recently purchased 99ha

New CEO for Fertiliser Association Dr Vera Power has been named as the new chief executive for the Fertiliser Association of New Zealand. Dr Power’s appointment follows retirement of former chief executive, Dr Philip Mladenov, at the end of last year. Chair of the Fertiliser Association Board, John Henderson, said, Dr Power has strong credentials in research relating to phosphorus use in farming systems, and more recently, links to water quality management and environmental protection. “That is experience that is both highly valuable and highly relevant to her new role,” Mr Henderson said. “Dr Power understands the evolving demands on farmers to farm responsibly while operating in an increasingly complex regulatory environment. Dr Power said she was excited to take

TPP withdrawal blow to farmers u by James Parsons, Beef + Lamb New Zealand

President Trump’s decision to require the United States to withdraw from the Trans Pacific Partnership (TPP) is a disappointing one for sheep and beef farmers. As currently drafted, TPP cannot enter into force without the US, which is a significant blow for trade liberalisation in the Asia Pacific region in the short term. President Trump’s executive order also prohibits the US from participating in any further negotiation of TPP and requires that the US pull away from multilateral negotiations in favour of bilateral agreements. This effectively puts paid to hopes that the US might re-commit to TPP if it could secure more favourable terms through further TPP talks. Ironically, the lost opportunity to our sector from President Trump’s decision mostly lies outside of the US. TPP would have had only a relatively minor positive impact on our trade with the US due to existing low tariff rates faced by New Zealand beef and lamb in that market. The real value of TPP to our sector was in reducing tariffs and creating a level playing field in high-value Asia Pacific markets, Japan in particular. Due to the Japan-Australia FTA, Australian beef entering Japan enjoys a tariff rate that is 10 percentage points lower than that faced by competitors such as New Zealand and the US. As

a direct result, over 2015 and 2016 Australian beef exports to Japan have increased by 13%, while those from New Zealand and the US have fallen by 10 and 11% respectively. The reality is that, in the short to medium term, New Zealand will struggle to complete a bilateral FTA with Japan to achieve a level playing field on beef. Our competitiveness in that market, and our resulting market share, will continue to be affected for some time. What next? While this is a major setback there remain a number of possibilities for multilateral FTAs in the Asia Pacific. The remaining TPP parties may revise their agreement to remove US concessions and press on with an agreement as a way to show trade leadership in the region. The Regional Comprehensive Economic Partnership, which is under negotiation and includes (among others) New Zealand alongside ASEAN countries, China, India and Japan, also provides an opportunity to free up access and establish common trading rules in the Asian region. Over the coming weeks and months B+LNZ will continue to work alongside

the government and other industry groups as we come to terms with this setback and work through continuing to press for trade liberalisation. Decisions in the US and Europe over the past 12 months have added a lot of uncertainty to how to progress this agenda, but it is critical that we as an export sector continue to keep the pressure up. Rural support trust benefits from Farmlands Cup u by Kent Caddick

The North Canterbury Rural Support Trust was the main beneficiary of the second annual Farmlands Cup match in Darfield on the weekend. The Farmlands Cup, played between the Crusaders and the Highlanders, aims to bring top quality rugby to the country. As well as the cup itself, there is also $5,000 at stake thanks to Farmlands, New Zealand’s largest farmer owner rural supplies cooperative. The winning team donates the prize-money to the charity of its choice. Following the Crusaders 50–33 win over the Highlanders at Darfield Domain in front of 5,500 people the Crusaders nominated charity, the North Canterbury Rural Support Trust, was presented with a cheque for $5,000. The Crusaders chose the charity in recognition of the challenges many in rural North Canterbury faced following the Kaikoura earthquakes. MC and former All Black Richard Loe told the Darfield crowd it was an appropriate charity for the Crusaders as the squad had up in North Canterbury helping the community following the earthquakes. The Darfield Rugby Football Club, which was founded in 1904, hosted

the 2017 event. Club president James Scollay said it was a great community event to host. “One of the highlights of the day for me was how the crowd was able to mingle with the players after the match. “The players and even Prime Minister Bill English stayed for almost two hours after the match to sign autographs and have their photos taken with the fans.” The inaugural Farmlands Cup was played between the Crusaders and Highlanders in 2016 with Waimumu in Otago hosting the event. The match ended in a 19–19 draw.
