Mr Coe, a Leeston farmer, was made an Officer of the New Zealand Order of Merit (ONZM) for services to local government, and was one of two Selwyn residents to make the list. He had served three terms as mayor of the Selwyn District Council, until his retirement at last year’s local body elections. He had previously been a councillor for the Ellesmere Ward from 1991 to 2007 and deputy mayor from 2004 to 2007. “It is always nice to have your efforts recognised but it has been a real privilege to have had the opportunity to serve as mayor of Selwyn,” Mr Coe said. “I have to thank my wife Gem and the family for their contribution and support over the years as it wouldn’t have been possible without them. “I would also like to acknowledge the work of council staff and councillors, both past and present, for their work, and also all the wonderful people of Selwyn who really are the ones who help shape the district.” Mr Coe led the Selwyn district through the aftermath of the 2010 and 2011 Canterbury earthquakes and has held a range of leadership positions within various community organisations throughout the district. He has been involved with Federated Farmers for more than 40 years, including time as Provincial President of the North Canterbury branch from 1991 to 1994. received an ONZM, awarded for her services to children’s welfare, a field she has been working in for more than 30 years. She is the director of Family Help Trust (FHT), which she has been involved with for 26 years after her early training in psychotherapy and social work. FHT

helps Canterbury’s most disadvantaged families develop effective parenting skills through programmes such as the Home Interaction Programme for Parents and Youngsters (HIPPY). “To be honest I was blown away by the award — it was so unexpected,” Ms Robins said. ¢

According to Selwyn District Council Solid Waste Manager, Andrew Boyd, the volume of household waste recycled in Selwyn has increased from 3,901 tonnes in the year to June 2014 to 4,982 tonnes in the year to June 2016. Mr Boyd said it was great to see the increase in recycling but is reminding residents that over the holidays people often generate more recyclables. “To help maximise recycling over this period we have provided some answers to common questions we receive about what you can and can’t recycle.” He said a full list of what you can and can’t recycle is available on the

council website at selwyn.govt.nz/ kerbsideguide. “It’s important that recyclable containers are empty and are clean before you put them into your recycle bin,” Mr Boyd said. He said takeaway coffee cups and glass other than bottles are sources of confusion. “Takeaway coffee cups have a thin plastic coating on the inside, so that they can hold liquid. For this reason they can’t be recycled and need to be put into the rubbish bin. “Drinking glasses or crockery also can’t be recycled as these differ from glass bottles and end up contaminating the recyclable glass.” ¢

Summer growth keeps fire danger high

Reserve status change gets green light

The Minister of Conservation has approved the exchange of the reserve status on part of Rolleston Reserve for land at Foster Park.

A restricted fire season is still in force for Selwyn, despite firefighters reporting a quieter than normal summer, as the fire danger remains high due to vegetation growth in rural areas.

Selwyn’s Principal Rural Fire Officer Douglas Marshall said the restricted fire season is expected to continue for some weeks. “The Christmas and New Year period has been very quiet for Selwyn firefighters compared to other previous years due to the cooler summer weather. “Of particular concern this year is the high volumes of grass and other vegetation across the district due to the excellent growing conditions. “When this material dries out though, it does provide significant amounts of vegetation which if ignited could cause fires that are challenging to extinguish.” Mr Marshall said property owners are being asked to take particular care

that when mowing or cutting vegetation they don’t create sparks which can ignite fires, and to do it during the cooler parts of the day or immediately after rain. A restricted fire season was introduced in the rural plains of Selwyn district on December 22. Under a restricted fire season, only gas barbecues, crop residue and rubbish fires inside contained drums are allowed in rural areas of Selwyn. Any other fires can only be lit if a permit has been obtained from Selwyn District Council. In residential areas the only types of outdoor fire permitted throughout the year are barbecues or cooking fires. ¢

A change of use at Rolleston Reserve has been proposed for some time and was included in the Rolleston Town Centre Master Plan, adopted in 2014, and in the Land Use Recovery Plan. The exchange means the reserve status on 4.3ha of land at Rolleston Reserve is now transferred to 30ha of land at Foster Park. Rolleston Reserve was previously surplus Crown land which was later vested in the council and classified for recreation purposes. “The minister’s decision is exciting news for Rolleston,” Selwyn District Council chief executive David Ward said. “The exchange means around half of Rolleston Reserve will be redeveloped for a range of community and commercial activities including a new library complex, a public square and retail shops. “The remaining half of the reserve will remain as green space and be developed over time into an iconic park close to shops and community facilities.” Mr Ward said the existing play centre, scout facility, tennis and netball courts will remain at the reserve. Foster Park will be developed over the next decade to become Selwyn’s

largest sports park and provide a number of sports fields, an indoor courts complex, a major playground, walkways and cycleways and additional parking. Mr Ward said the development of retail and commercial spaces on Rolleston Reserve could start in 2018 depending on interest from developers and the process to relocate existing sports activities to Foster Park. ¢

Roundabout work begins

The cost of a council seat

Work will begin this week on a new roundabout for Rolleston, which will cause road closures.

The intersection of Kidman, Byron and Tennyson streets will be closed until January 18 to allow for the roundabout to be constructed. Selwyn District Council’s transportation asset manager Mark Chamberlain said that during the closure, Byron Street and Kidman Street traffic won’t be able to travel through the intersection and will need to detour on an alternative route. “Tennyson Street traffic will be able to travel through the intersection but traffic controls will be in place that may cause short delays.” Meanwhile, council has piped the open water race underground along Tennyson

Street outside Rolleston School. “This will allow for additional parking along the road and a new footpath to improve access to the school,” Mr Chamberlain said. “The progressive piping of the open water race is part of a wider planned work programme for the Rolleston town centre project to upgrade Tennyson Street to provide an additional footpath, along with paving, street trees and parking in this area. “In time, the piping will also extend down to Lowes Road to enable a footpath to be created along this section of Tennyson Street too.” ¢

p Successful Selwyn Central ward candidate Mark Alexander spent more than most in seeking to retain his seat around the Selwyn District Council table

Details of council candidates’ expenditure and donations have just been released to the public with almost all of the Selwyn candidates funding their own campaigns. The biggest Selwyn spender though was Leeston farmer John Sunckell, who outlaid $26,000 on his successful bid for a seat on Environment Canterbury as its Mid Canterbury councillor. His opponent, Springfield’s Nicky Snoyink, spent under $3,000. Mr Sunckell’s spend was second only to returning Christchurch Mayor Lianne Dalziel in the Canterbury region, with Ms Dalziel’s mayoralty campaign costing just over $28,000. In the Selwyn mayoralty race, successful contender Sam Broughton spent more than $18,500 on his campaign, while runner up Pat McEvedy was the biggest spender around the council table with just over

$24,500 spent. Mr McEvedy was also campaigning for a position on council in the Ellesmere Ward for which he was successful. In comparison, neighbouring successful mayors spend considerably less, with sitting Waimakariri Mayor David Ayers spending just $1,500 on his re-election, while Donna Favel spent around $5,500 to unseat Ashburton Mayor Angus McKay, who unloaded $11,000 on his failed campaign. The biggest spender for a seat around the Selwyn District Council table solely as a ward councillor was successful candidate Mark Alexander in Selwyn Central. He spent just over $10,500, almost $6,000 more than any other ward candidate, and $10,500 more than council hopefuls Tony Palmer (Springs Ward) and Harry Schat (Ellesmere Ward) who spent nothing on their campaigns ¢

The Year 13 students each received a $3,000 tertiary scholarship from the Selwyn District Council to help fund their future studies. Hannah Long and Duncan Finlayson from Lincoln High School, Cassian Duthie and Brionne Fleming from Ellesmere College and Emily De Rooy and Kathryn Barnhill from Darfield High School were all awarded a 2016 Selwyn District Council Tertiary Scholarship Award. Four of the six students are going to Otago University in 2017 to study health science. One of these, Darfield High School graduate Kathryn Barnhill, said receiving the scholarship will help her a lot with her studies this year. “Receiving this scholarship felt like a huge surprise and honour given the number of amazing and deserving applicants there were. “I hope to be able to study hard to come away with a degree that will allow me to give back to our community,”

Kathryn said. Hannah Long from Lincoln High School is spending a month, early this year, travelling through Europe and America with the United Nation’s Youth Organisation before returning to Christchurch to study a Bachelor of Arts in International Relations and Sociology. Hannah said receiving the scholarship was a very humbling experience as there were many students at her school deserving of the scholarship. Ellesmere College graduate Cassian Duthie, hopes to go on to study oncology and pursue research in cancer treatment, while Duncan Finlayson from Lincoln High School and Brionne Fleming from Ellesmere College are both also studying health sciences at Otago University in 2017. Emily De Rooy from Darfield High School, former head of the Selwyn Youth Council, will use her scholarship to help with her Human Services study at Canterbury University. ¢

Community centre secures grant

A funding boost for the new $6.9 million West Melton Community and Recreation Centre has helped make up for the disappointment on missing out on a grant from the New Zealand Lotteries Commission.

The West Melton Community and Recreation Centre Committee has received a $250,000 grant from the Rata Foundation, part of almost $2 million the funding organisation has just handed out for building projects. Committee chair Bruce Russell said it was welcome news, particularly given they had missed out on significant Lotto funding. “We are now looking to put the project out for tender by the end of February and are hopeful we can begin building by May, with a completion date for about this time next year,” Mr Russell said. He said as well as the $6.9 million needed for constructing the building, there would also be other costs including landscaping and drainage work, which will push the final cost out to close to

$8 million, the bulk of which will come from development contributions. The Selwyn District Council will assist with a grant of 10% of the construction cost but Mr Russell said they have made a presentation to council to increase its funding in the project. “While the centre is being built in West Melton, like the Lincoln Events Centre and the Selwyn Aquatic Centre in Rolleston, the facility will be used by more people than just those living in the township,” Mr Russell said. “We have already had inquiries from outside groups like St John Cadets, Girl Guides and Selwyn Football to use the facilities. The new building will be able to hold around 550 people and will also be available to corporate and private groups for hire.” ¢

However, thanks to Lincoln’s unique three-semester Diploma in University Studies (DUS), he is in the same year as many of his mates from school, lives on campus, and is embarking on a Bachelor of Commerce (Agriculture). If the DUS was not available, he said: “I would not be studying.” The diploma allows students to learn extra language, literacy and study skills. Once they successfully complete the programme, which is the only one of its kind in New Zealand, they are eligible for entry into the second year of a Bachelor’s degree. Academic programme manager Dr Megan Clayton says diploma students can live in the halls of residence and take part in university activities without having to go through another provider to

get UE first. It also helps to bridge a gap for overseas students who might not have a Year 13 option in their countries or whose qualifications do not gel with the New Zealand university system. Academic coordinator Heather Blakeborough says the programme has an excellent retention and pass rate. “It is meeting a wide range of needs but not penalising students. They can go straight to Lincoln, while some may have just missed out on UE and not even need an extra semester.” Feedback has indicated that the option is a particular relief to students who had expected to gain UE but missed out. 2016: A year in review

Looking back We continue our look back at the people and happenings which made Selwyn a great place to live in 2016.

p The reluctant hero: Rolleston man Rick Irvine played down his part in an earthquake convoy which brought relief to the earthquake stricken people of Kaikoura late last year. He was hailed a hero after organising a massive relief effort that brought welcome supplies to the people of Kaikoura struggling with getting on with life after the quake which cut off the town from the rest of country. “Yes people have said to me ‘you are a hero’ but that’s not the case. It’s just something you do when people are in need,” Mr Irvine said. “Having been through two earthquakes in Selwyn and Christchurch, we knew what people were going through and we just had to do something to help.” Following the devastating 7.8 earthquake which struck North Canterbury in November, Mr Irvine, who owns a property just north of Kaikoura, set up a Facebook page to take donations of goods and money intended for the people of Kaikoura.

p Honoured: Malvern Community Board chair Jenny Gallagher of Kirwee received a Queen’s Service Medal for her services to the community in this year’s Queen’s Birthday Honours list. In the citation accompanying the announcement of Mrs Gallagher’s QSM, it read that, ‘following the 2010 and 2011 Canterbury earthquakes she played a developing and supporting role in the Community Civil Defence Response Team within the Selwyn district, and this model of community level support and management for emergency response is now the preferred approach across the whole district’. Mrs Gallagher was re-elected for a third term as chairperson of the Malvern Community Board at last year’s local body elections.

2016: A year in review

p New School: West Rolleston School became the newest primary school in the district when it opened its doors for the first time in 2016. Principal Sylvia Fidow, pictured here with office manager Trish Hann, said in the first year they will be taking in 75 year one to four students with the school set to receive year five to eight pupils in 2017. “It has been an amazing journey setting up a school from scratch and building relationships with parents and the wider community,” she said. “Our focus has been on health and safety as well as an awareness of building sustainable environments.” The school, which has been built to take up to 750 pupils, is being powered by solar energy with the 24kW solar panel array the largest in any primary school in New Zealand.

p Fit for life: Selwyn fitness instructor, Linda Miratana, took out two prestigious national awards at the 2016 New Zealand Exercise Industry Awards. Linda took out the Group Exercise Freestyle Instructor of the Year and the People’s Choice Award. She is a group fitness team leader at Selwyn District Council’s Lincoln Event Centre, where she teaches seven group exercise sessions each week including pump and spin classes. Linda says she couldn’t have won the awards without the support of those around her and she is very proud to have won both awards.

As an agricultural economy, New Zealand’s future is in the hands of the next generation of farmers. There will be challenges aplenty for those who take up the reins of the agricultural industry in the 21st century — but unparalleled opportunities as well. Helping the up-and-coming leaders of this vital sector to develop skills and abilities for the future is the mission of New Zealand Young Farmers, and the local chapter in West Melton is just about to turn 60. That’s a long standing tradition indeed — spanning from the post-war years all the way to the digital age. Back in the 1950s the technology that farmers used to tame the land and bring in the harvest may have been different, but the values of resilience, ingenuity and hard work remain evergreen. Some of those old original founding members may indeed be back on the February 11 when the West Melton Young Farmers hold a special event to commemorate the birthday of their organisation — and it’s likely that many of them will be wellknown names in the farming community.

New Zealand Young Farmers may be most well-known thanks to their fastpaced Young Farmer of the Year contest — a staple of the rural calendar for decades. But the skills which are taught by this participatory club go deeper than shearing and fencing to beat the clock and the judges. I t takes a special kind of learning to run a successful farm, and it’s a kind not easily closed between the covers of a textbook. The extra curricular nature of the Young Farmers clubs and the comradeship they foster means that they are a seed-bed for leadership — a quality necessary when running a rural enterprise with many different kinds of staff and contractors on hand. Most importantly, perhaps, the Young Farmers Clubs of New Zealand

Toxic algae at Glentunnel A health warning for parts of the Selwyn River around Glentunnel, due to the discovery of a potentially toxic algae, remains in place.

The Community and Public Health division of the Canterbury District Health Board issued the warning just prior to Christmas, after the toxic algae benthic cyanobacteria was found in Waikirikiri/Selwyn River at Glentunnel. Canterbury Medical Officer of Health Dr Ramon Pink said people and animals, particularly dogs, should avoid the area of the Selwyn River at Glentunnel until the health warning has been lifted. He said the algae look like dark brown to black mats and can produce toxins harmful to people and animals. “Exposure may cause skin rashes, nausea, stomach cramps, tingling and numbness around the mouth and fingertips,” Dr Pink said. “If you have come into contact with potentially contaminated

water and are experiencing any of these symptoms, visit your doctor immediately and let your doctor know if you’ve had contact with dark brown/black algal mats or water in this area.” He said the Selwyn District Council, as the drinking water supplier for the area, is following agreed procedures to ensure their reticulated drinking water supplies are safe. “No-one should drink the water directly from the river at any time, even after boiling the water as it does not remove the toxin.” Dr Pink said pets should be taken to a vet immediately if they are showing signs of illness after coming into contact with algal mats. “People and animals should remain out of the waterways until the warnings have been lifted.”
