For the year to June 2014 2,790 building consents were issued, with the number of new dwelling consents at 1,613 compared to 1,084 the previous year said John Christensen, SDC environmental services manager. “Selwyn has been experiencing rapid growth in recent years with the number of new dwelling consents issued more than doubling within three years,” Mr Christensen said. One family to recently make the move to Selwyn is Mark and Pauline Jansen.
The Jansens were living in Christchurch when Mark got a job working for Fonterra near Darfield. With Pauline working as a deputy principal on the North West side of Christchurch they chose to build in the centralised location of West Melton and moved into their newly built home last year. Pauline said they like the easy commute to Christchurch and the close proximity to ski fields. She said this is the first time they have lived somewhere
where they have really gotten to know their neighbours. “Our street is fantastic. They are good people, it’s social and inclusive. You know your neighbours,” Pauline said. When they bought their section in the Preston Downs subdivision in 2012 there were no other houses around and now the area around their house is almost full.

the darfield netball Club will celebrate its 50th Jubilee at the end of July with past club presidents sharing memories at an informal dinner. Karyn Thomson of Darfield Netball said the club began in 1964 with two teams and 18 registered players and played against teams from Kirwee, Hororata, South Malvern and Sheffield/Springfield. In the club’s earlier days the game was called basketball and each team played nine players. In the early 1970s the game was officially called netball by Netball New Zealand and the number of players was reduced to seven per team on the court. Up until 1984 each club had turnabout hosting games at their courts, with hosts providing afternoon tea for the visiting team. Malvern netball was then centralised to Darfield, allowing for the placement of two umpires per game. “Like any sport the rules were changed, modified and revised over the years,” Ms Thomson said. Some of the more significant rule changes included allowing more substitutions, umpires using hand signals for player and spectators’ benefit, and the introduction of Kiwi netball for junior players which provided training for young players before they played match games. “Through the club history we have moved from old navy blue pleated gym frocks with a red cord belt and red shirt, to numerous combinations of a royal blue skirt and red top”, Ms Thomson said. The club now has 13 teams and 150 registered players.

Ms Thompson said major milestones for the club had been adding two new courts and resealing them, including this year introducing a new non-slip surface, opening the club rooms in 1996 and having players make representative teams including Canterbury Country Seniors and the Silver Ferns. ¢
Funding for Foster Recreation Park confirmed the Selwyn district Council has allocated $2.2 million of reserve contributions for the development of stage one of Foster recreation Park in rolleston. The park is set to become the largest sports park in Selwyn. “Selwyn is growing very quickly and we know that there is demand for new sports grounds and parks so it is great that we are able to proceed with the first stage of work on Foster Recreation Park,” council’s open space and property manager, Mark Rykers said. The first stage of work at the park involves the development of around 14 hectares of sports fields and the installation of irrigation and lighting as
well as tree planting. Walking and cycling paths will also start to be developed and a facility with space for changing rooms, toilets and storage space for sports equipment will also be constructed. Earthworks for the development of the sports fields has already begun

To consent or not Dear editor Marty Mortiaux (ECAN) states in your article (July 16, Sewage valves causing a stink) that ECAN believe these valves are permitted in Selwyn without resource consent although had to meet conditions such as not increasing their effects or these effects going beyond the boundary. Can Mr Mortiaux please explain why he has used conditions for
permitted activities (pre-June 2002) which do not require consent, as justification for these valves which are two to three years old and fall under AQL69 (discretionary activities post-June 2002) which require resource consent? Boom times continue in Selwyn “A lot has happened in a short time. Lots of people moved out at the same time as us,” said Mark. This included four families from a red-zoned area in Brooklands who live on the same street as the Jansens. “We all formed a community pretty early. The kids on this street all go out and play together,” Pauline said. Shopping in Rolleston, playing sport in West Melton, and going for doctor’s visits in Darfield, the family have become part of the wider community. The building boom has brought drawbacks however. This is the fourth house the Jansens have built and they say it’s the one that took the longest.
“The build was lengthier due to the builders being so busy. We’ve noticed an increase in cost too,” Pauline said. On the plus side they said the length of time to obtain building consent in Selwyn was a lot quicker than Christchurch. Darfield builder Mark Moore said Selwyn’s building boom had not come out as far as Darfield, with West Melton, Rolleston and Lincoln having the biggest building increases. He said the building boom was putting pressure on manufacturers and tradespeople which sometimes resulted in the production of poorer quality goods and services. ¢

From June 17 law changes took effect to provide more protection when you buy from a door-to-door salesperson or telemarketer. Under the Fair Trading Act, if you buy goods or services as a result of an uninvited approach by a business — at home or at work, by phone or in person — you’ll have the right to cancel within five working days of the purchase (this is called a ‘cooling off’ period). This only applies if those goods or services cost $100 or more, so you can’t cancel your purchase if you bought $10 worth of chocolate from a door-todoor seller. In addition the door-to-door or telemarketing salesperson must tell you about your right to cancel the agreement, and how to do it, before you agree to buy. Once you have agreed to buy, they have to give you a written copy of the agreement. If the sale was made over the phone, they have to give you the written agreement within five working days. Among other things this agreement must clearly state the total price to be paid under the agreement. You can cancel an agreement to buy from a door-to-door or telemarketing salesperson within five working days of

receiving a written copy of the agreement, without needing to provide a reason for cancelling. You can also cancel the agreement at any time if the seller didn’t follow the disclosure requirements (unless the breach is minor). If you cancel, the seller must repay any money you have already paid them under the sales agreement. They must arrange to collect any goods they’ve already supplied (or ask you to return it) at their own cost. You have to take reasonable care of the goods in the meantime. If the agreement was to pay for services (eg rebuilding a fence) and they’ve already started supplying that service, you can ask them to undo any changes they’ve already made to the property. They can’t ask you to pay for services they’ve already provided under the agreement, if you exercise your right to cancel within five working days. Dive in movie for Selwyn Selwyn's first ever ‘dive in movie’ will be held at the Selwyn aquatic Centre this month. Popular animated film Finding Nemo will play at the aquatic centre on a giant 20m x 20m screen on Friday, July 25 starting at 6.45pm. The screening has been organised by the Selwyn Youth Council, with support from the Canterbury Community Trust, Selwyn District Council and the aquatic centre. Selwyn Youth Council member George Steele said the youth council is planning to host events for families and young people more regularly in the
future and the ‘Dive in Movie’ will be a great event for people of all ages to enjoy. “We selected Finding Nemo as it has an aquatic theme but it’s also a really popular movie with both kids and adults.” Aquatic centre manager Kathy Moore said the centre is excited about hosting the event and is expecting it will draw a good audience. Normal pool entry prices apply and there is no extra charge for the movie. ¢

The market is to be held at St Pauls Church on West Melton Road, with organiser Sue Benzie hoping it will be underway as soon as September. “It’s going to be like a farmers’ market but we’re going to allow arts and crafts as well,” Ms Benzie said. Ms Benzie hopes to have fresh locally grown produce for sale, such as eggs, fruit and vegetables as well as baking. An experienced stall holder at Riccarton and Ohoka markets, Ms Benzie has been working with the council, local church and possible stall holders to get the market up and running. “I’d like it to be every Saturday from nine to twelve. I hope to get it started in September but it will depend on whether I can get enough stall holders,” she said. “People can collaborate with someone else if they don’t have enough for a whole stall. We might allow car boot sales, but people who have a permanent site will get first preference.” Ground rental will be paid to the church from money charged to site holders. The Malvern Community Arts Council is busy preparing for Darfield Artweek 2014 with this year’s exhibition being held at the Darfield Recreation Centre from October 11 to 19 with an opening night on Friday, October 10. Arts council chairperson Kirsty Peel said conditions of entry and an on-line entry form are available on their website or can be picked up from the Selwyn Gallery in Darfield. “Entries close on September 19 and opening night tickets at $10 each can be purchased with the entry and will also be available for all others from September at the Selwyn Gallery.” Ms Peel said Dick Lucas will judge Artweek this year. “He has been chair of the Lincoln University Art Committee for the last 40 years and was closely involved in the development of the university’s art collection as well as serving on the committee of the Friends of the Christchurch Art Gallery in the past. “First prize of $2000 has been confirmed and other prizes will be
announced closer to the time and we look forward to receiving entries for what will no doubt be another fantastic Darfield Artweek.” ¢
An estimated $120 million worth of livestock are stolen from New Zealand farms each year, according to Katie Milne, Federated Farmers rural security spokesperson. “We are calling on political parties to develop specific rustling policies. We’ve got to ask if the penalties imposed are serious enough to be a deterrent for either rustling or poaching. Based on our experience to date they are not,” Ms Milne said. “We need political parties to take this seriously because in many instances weapons are being used. We would welcome parties to engage with us because the level of violence is appalling.” Constable David Pitkethley from Darfield Police said he knew of only two to three major stock thefts in the district involving 100 or more sheep in the last eight years, but he believed poachers taking a small number of stock was more common.

He gave the example of a Waddington deer farmer who recently had a small number of deer shot in their paddock and were then dragged through a fence by poachers. “Every farm in the district has a problem because they have large boundary areas that are difficult to monitor. There’s always someone out there looking for a free feed,” Constable Pitkethley said. Prosecutions were difficult to get according to Constable Pitkethley, with farmers sometimes not noticing stock were missing until sometime after the event and a lack of evidence. He said the problem wasn’t confined to farm animals with poachers targeting wild animals as well. “There are a few hunters ruining it for the majority,” Constable Pitkethley said. Farmers should contact their local police station if stock goes missing or report anonymously through Crimestoppers — 0800 555 111. ¢

Free flu vaccinations extended Plunket is encouraging Selwyn residents at the greatest risk of catching influenza to get immunised this winter, and protect themselves from the illness for free. The government has announced its free winter flu vaccine programme will be extended to the end of August as winter flu cases are rising and have yet to peak. The vaccination is free to those at greatest risk of serious influenza complications, including those over the age of 65, pregnant women, people with on-going health conditions such as asthma, and children under five years who have been hospitalised for a respiratory illness. Plunket clinical advisor Allison Jamieson said this was a chance for New Zealanders who have yet to be immunised to protect themselves from a serious illness. “Influenza kills around 400 New Zealanders, directly or indirectly, each year — so it’s not something we should take lightly. “We strongly advise expectant mums to get the free vaccination. Babies under six months old are too young to be immunised so if their mums are vaccinated they can pass protection on to their baby. “A lot of changes occur in a woman’s body during pregnancy. doing something constructive with your green waste at home by running your own compost bin is one way you can do your part to reduce the amount of waste you dump while giving your garden some wonderful nutrients. The following compost bin design is made from wooden pallets. These are easy to get hold of in Selwyn and I sometimes see people giving them away. What you will need At least four wooden pallets of the same size Wire to join them, tools Four wooden stakes Old carpet or polyurethane for lid Two hinges for a door (optional) What to do 1. Stand three pallets up to form a square, minus one side which will be your door. 2. Hammer the stakes into the ground on the inside of all four corners. Securing your structure to the ground will help buffer against attacks from nosey dogs and Nor’west winds. 3. Use two pieces of wire per corner to join the pallets together. Weave through the pallets and the corner stake, twisting the ends together to hold it. 4. The pallet which will act as the door now needs to be hinged on to give the bin its fourth side. You can either use wire to form hinges in a similar way as described above, or you can go to the extra expense of buying hinges and screwing them to the structure. If using hinges ensure they are strong enough to take the weight of the pallet door and the screws are of a decent length to hold. Get advice from your hardware store when purchasing. 5. It is then simple to add more bins to your compost area by using the right or left common wall and building on using three more pallets.Having more than one bin is fantastic because then you can use one bin of matured compost while building another. how to use your compost bin Compost requires two layers which should be no more than 10cms thick.

One layer is carbon, such as leaves, sticks, newspaper. The other layer is nitrogen, including fruit and vegetable scraps, lawn clippings, egg shells, coffee grounds and tea leaves. Add a little water with each addition of materials so the heap has the consistency of a damp sponge. Do not overwater. Turn your compost by giving it a good stir up with a shovel every three to five days to add oxygen which helps to break everything down. Put a lid on your compost to keep in the heat by using a piece of old carpet or polyurethane with a couple of old bricks on top to hold it down. You know your compost is ready to use when it has transformed into dark brown or black soft crumbly matter that smells earthy. Compost do’s Break items down until they are no bigger than the size of your little finger before adding them. Put your compost bin in a sunny area out of the wind with good drainage.

Signs raise awareness over Chilean needle grass u by Kelly M Phillips
Chilean needle grass is an invasive species which has the potential to harm field productivity and livestock where it takes hold. In order to help prevent the spread of the grass, the Chilean Needle Grass Awareness programme is providing free biosecurity warning signs for farmers to post on their property. The signs are available at Canterbury district councils. The sign provides the land owner’s phone number and asks all farm visitors to contact the owner before entering the property. This allows the owner to assess whether or not the visitor might be carrying materials which pose a biosecurity threat. Environment Canterbury estimates the grass currently affects 3700ha in Canterbury, Marlborough and Hawke’s Bay and says it could affect up to 15 million hectares if steps are not taken to prevent its spread. Charles Wiffen is a Parnassus farmer and the chair of the Chilean Needle Grass Pest Management Liaison Committee
in North Canterbury. “People, animals, vehicles, machinery and equipment as well as soil, mud and contaminated feed can all transport pests and diseases from property to property,” he said. “It only takes one seed from a Chilean needle grass plant attaching itself to a vehicle, person or animal for the plant to move and infect another property. “It is not only landowners but also visitors to farms, whether they are contractors or guests — they need to consider what’s on board when they enter and leave rural properties. “By displaying a sign at the farm gate it reminds people to think about their vehicle hygiene and basic farm biosecurity.” According to Environment Canterbury, Chilean needle grass produces sharp cork-screw shaped seedheads which catch easily on passing animals

particularly sheep, and burrow into skin damaging hides and downgrading carcasses. Lambs are particularly vulnerable to seeds penetrating their eyes causing blindness. The dense growth of the grass means it often
outcompetes with other species growing in a field. The seeds are heavy making them unlikely to be spread by the wind and they instead attach themselves to humans, machines and animal hosts passing by. ¢

Changing farming scene reflected in remuneration u by Belinda Cullen-Reid
a recent report looking at new Zealand’s future farm employment prospects and employee remuneration has highlighted a change in the farming landscape. The report which was the initiative of Federated Farmers and Rabobank, analysed the earnings of 4,153 employment positions in the dairy, sheep, beef and arable sectors in 2013 and found while dairy operations managers topped the earnings list, job prospects were highest in arable farming. “This is our largest ever cross section for the farm remuneration report and may help to dispel assumptions about New Zealand’s leading export industries,” Federated Farmers’ employment spokesperson Katie Milne said. Dairy operations managers topped the list of earning at $75,989 mean total, a rise of 9.6 percent on last year. Grains farm managers earned a mean total of $69,750 per annum, a rise of 5.1%, while dairy farm managers earned a mean total of $68,877, a drop of 2.1% on last year. Sheep and beef farm managers
dropped 4% to earn a mean total of $64,044. At the other end of the pay scale dairy assistants last year earned a mean total of $40,425, up 1.6%. A general hand on a sheep or beef farm earned a mean total of $42,942, up 2.3%. Future farm employment projections predict 4,700 new arable workers will be required between now and 2025, while 2,300 new dairy workers will be needed for the same period. “In 2025 the red meat and wool workforce is expected to have shrunk by 5,100 roles, but unskilled positions are the most affected. The need for roles with formal qualifications is actually expected to increase by 11,400 so there is plenty of opportunity,” Ms Milne said. Statistics New Zealand reports non-farm employment median annual earnings for 2013 were $43,368. ¢

Urban students get a taste of farm life u by Kelly M. Phillips
Twice a week, Blair Keith and Austin Chettleburgh leave their urban high school to hang out with a bunch of cows. The two are part of a programme funded by the Ministry of Education which takes place at National Trades Academies throughout the country. Currently, 35 Canterbury students from city schools are participating in classes on milking, animal handling, feed management and farm maintenance. Blair and Austin both attend Burnside High School and have been enrolled in the dairy programme for the past year. On Thursdays and Fridays they leave Christchurch and head out to the NTA facility on McLean’s Island. They are gaining skills in milking, fence maintenance and tractor driving, and spend about half their time doing hands-on work at local dairy farms. Austin said members of his family were involved with farming and that he had previous experience with dairy cows. “It’s just being outside and the lifestyle and I like working with cows,” he said. Blair credits Austin for getting him involved in the programme and said he loved being outdoors as well. Being on a farm was a new experience for him and caused a little bit of nervousness at first but he said he now prefers the farm to the high
school classroom. Both young men are looking to get full-time jobs in the dairy industry and Austin said he was interested in managing a dairy or becoming a sharemilker. He said his high school and the government are sponsoring his participation in the programme but that being on time and attending are the student’s responsibility. Hamish Marshall is one of Austin and Blair’s instructors and he said New Zealand has a chronic shortage of people with the right animal skills. “Farmers want to get young Kiwis involved and I like teaching anybody who’s keen,” he said. Marshall treats his classes like an employment course and helps his students find permanent farm work after they complete the programme. NTA Managing Director Craig Musson said there are an abundance of jobs on dairy farms but few takers. He said Canterbury dairy farmers are struggling to find staff and are hiring about 40 percent of their workers from overseas. “Many kids do not see the primary industries as an exciting place to work so we are working very hard to give
