Labour has announced it will invest $100 million in Christchurch’s public transport, including adding a commuter rail link between Rolleston and the city, should it become the government following September’s general election. But former district councillor Sarah Walters, who was council’s representative

on the Greater Christchurch Public Transport Joint Committee, said the plan doesn’t stack up. “I am a huge supporter of public transport, including rail, as it makes sense economically, culturally, environmentally and socially and would very much like to see some

smart investment made, but I don’t believe the plan as currently presented provides the best bang for our bucks,” Ms Walters said. “Without major upgrades, including double tracking and a sensible end point in Christchurch this plan is not viable. continued on page 3…

He replaces Shanan Stewart, who as a player-coach in 30 games, won and defended the Hawke Cup, and assisted numerous young Country players to gain first class honours. CCCA executive director Peter Devlin said Stewart will not be lost to the association and will continue to play representative cricket. “Michael and Shanan will make a formidable partnership at the helm of a young and enthusiastic representative squad,” Mr Devlin said. “We are delighted to regain one of our own for a role that is vital in maintaining our position as one of New Zealand’s leading district associations.” Sharpe played most of his club cricket for Sefton in the Canterbury Country competition as well as 50 matches for the senior team. He also played 31 first class games and 33 one-dayers for Canterbury before coaching the provincial side and the New Zealand U19 team. Mr Sharpe said after taking a step back from cricket to spend time with his young family he is now ready to return

More than three million packs will be sent out this week as the Electoral Commission launches its campaign to enrol voters for the 2017 General Election. The personalised enrolment update packs are being sent to all enrolled voters and should arrive in letterboxes this week. Chief Electoral Officer Alicia Wright said only voters who are correctly enrolled will be able to vote in September. “Look out for the envelope with the Orange Guy on the front and open it and check the details.

“If they’re correct, it means you don’t need to do anything more and you’re all set to vote in this year’s election. “If you need to update any of your details, especially if you’ve changed your name or address, fill out the form, sign it, and send it back in the return envelope.” Ms Wright said if Selwyn voters don’t receive a pack it means they are not enrolled or need to update their details. “You can visit www.elections.org. nz or pick up an enrolment form at a PostShop. Rolleston rail resurrected “There are no train stations suitable for public use, even the Rolleston station is ‘exterior use only’ and doesn’t even have toilets. There aren’t any other stations or platforms. They need to be safe and fit for purpose. “The lines would need to be fully upgraded and fully double tracked, as a minimum, and signalling also needs to be upgraded. This line is already busy with freight trains and Middleton is operating at or very close to capacity.” She doesn’t believe connectivity to public transport within Christchurch has been thought through clearly. “The location of the station in Addington is another major sticking point, it is at a transport dead end. “It would need to be linked to very regular bus services travelling to various destinations, but this is not possible without hugely disrupting the current bus services for other users as buses can’t just call by in passing.” Ms Walters also questions why a rail link to Rolleston has been targeted in the Labour proposal when a commuter rail heading north of Christchurch seems to be more urgently needed. “Selwyn has multiple routes in and out of the city, whereas the northern arterial is far more limited and more congested and rail could therefore provide a more viable alternative.” She said as a country we need to get much smarter about how we do transport. “Congestion is costing this country hugely and many of these issues could be solved with better transport options in conjunction with travel demand management.

Selwyn Mayor Sam Broughton was on hand to officially mark the opening of Selwyn’s newest sporting club at Brookside Park on Saturday. The Warriors held their inaugural club day and ribbon cutting ceremony to celebrate the unveiling of their new goalposts at Rolleston’s Brookside Park. Rolleston Warriors president Nui Ririnui said the new goalposts help to establish the club’s identity in the town. “Throughout the year we haven’t had posts so we thought as a club if we could get posts up, people will actually see that league is in Rolleston, because some people still don’t know. “Having those up on club day is a big deal for us.”

The Warriors, who are fielding six junior teams from the nursery grade through to 11 years in their first season, have played exclusively at Canterbury Park in Christchurch so far this season. “It was a great day, the kids loved playing on their own ground and the parents were pretty stoked too.” As well as the junior teams being able to play on their own fields the club also hosted a top-of-the-table Canterbury Rugby League division one clash between Burnham Chevaliers and Woolston Rams, with Rolleston junior players leading the teams on to the field. Unfortunately for the home fans Woolston won the match 32-16. ¢

Annual plan adopted The development of a district health hub and an expansion of the Selwyn Aquatic Centre in Rolleston are two of the highlights of the Selwyn District Council’s Annual Plan for the next 12 months.

p Meg Edwards, a Year 6 student at Kirwee Model School has taken out the top prize in the recent Malvern Speech Competition. Meg, who has a passion for wanting to change the way people use water, was placed first in the competition which was held at Darfield Primary School recently. Her speech topic was ‘Make a Change: Water Consumption’. Thirteen Year 5 and 6 students from around the Malvern district took part in the competition.

The plan has been formally adopted by the council following public feedback which included 189 submissions and 241 people completing an online survey on the plan. Under the plan the average rates increase for the next financial year is 4.5 per cent. “The plan has a focus on planning for new facilities and investing in core services like footpaths and roads for our growing population,” Selwyn Mayor Sam Broughton said. “We offered some different options this year to make it easier for people to share their views and we were pleased that the community took the opportunity to participate in consultation on the draft plan through an online survey, submissions, Facebook comments, and at local consultation events. “It was great to hear everyone’s views — some submissions reinforced our proposed direction while the weight of other submissions has meant council has changed other proposals. Thank you to the community for contributing to the discussion.”

The plan confirms council will undertake a feasibility study on a new Health Hub which will look to provide accommodation for specialised and secondary health and social services not currently available in the district. The plan also confirmed that design and planning work is to be carried out on developing additional pool space at the Selwyn Aquatic Centre. “Submissions and survey comments showed strong support for the Health Hub concept and for adding pool space at the Aquatic Centre,” Mayor Broughton said. The plan also lays out a programme to extend existing footpath networks in a number of townships by adding 19 new sections of footpaths to encourage walking and cycling. Changes to how storm water management is funded were also confirmed which will see existing storm water rates, which currently vary by township, replaced with a standard $85 storm water rate. This rate would be charged in townships where the council manages storm water. A proposal was also included in the plan to extend library opening hours at the weekends and to include later weekday opening and closing times. ¢

Construction of an off road link to connect Lincoln to the Little River Rail Trail has begun.

The 45km Rail Trail runs from Shands Road in Hornby, via Prebbleton, Lincoln, Greenpark, Motukarara, Kaituna, Birdlings Flat, and Catons Bay to Little River. A new shared cycleway and pathway will link Lincoln to the existing Rail Trail at Ellesmere Road. The link will be developed in two stages with the first stage running from Liffey Springs Park to the Lincoln Stormwater Wetland. This stage is now under construction by Selwyn District Council with a new pedestrian and cyclist bridge over the L2 River at Liffey Springs Park recently

developed to link to existing pathways around the wetlands. A new water crossing point will also be added at the wetlands. “The new bridge and pathways will provide a mainly off-road route which allows cyclists to avoid having to use a busy section of road along Edward Street and Ellesmere Road south and will provide a safer and more enjoyable cycling experience,” council’s transportation asset manager Andrew Mazey said. “It also provides access across the river for residents in the neighbouring subdivisions to the wetlands area for recreation.” ¢

The children ran through the school’s farm paddocks and newly developed Food Forest area. They also represented their whanau groups by running and also developing and performing team chants. Lincoln too strong for Rolleston  by Kent Caddick

Defending champions Lincoln were too good for a youthful Rolleston side in the latest round of Selwyn Premier netball action. Lincoln, which have dominated the premier division for the last few years, had too much experience for Rolleston in a rematch of last year’s final, running out 81-19 winners. Rolleston had little answer to the power of Lincoln but never gave up in the match with Shaunagh Poutoa and Mikayla Gillespie standing out for the losing side. Broadfield moved into second place on the points table with a 67-53 win over previously secondplaced Greenpark. In the final match of the round Southbridge kept it close

in its match with Halswell but finally succumbed 41-48 with Kath Palmer once again leading from the front for Southbridge. This weekend Greenpark take on Lincoln in the early game while Rolleston face Halswell and Southbridge is up against Broadfield. ¢

West Melton succumb to Waihora  by Kent Caddick

One of the favourites for this year’s Ellesmere division one rugby title, Waihora, were taken aback when they travelled to West Melton Domain on Saturday as the home side came out firing. West Melton raced out to a 12-0 lead after just 10 minutes of the match, with attacking fullback Lewy Allan leading the way for the Westies with two tries. Allan was equally impressive on defence throughout the match but as the first half wore on Waihora started to find its feet. Two tries put Waihora on level terms and just before half time West Melton lost a player to the sinbin which cost the home side dearly. While the player was in the bin Waihora ran in three tries, extinguishing West Melton fans hopes of an upset. Waihora kept up the pressure for the rest of the match and while West Melton

scored a third try late in the match the Tai Tapu-based side ran out comfortable winners, 54-17. Meanwhile, champions Southbridge, which lost to Waihora the previous weekend, bounced back from that loss to crush the combined Burnham Dunsandel Irwell side 58-19 to restart its title defence. The other two matches of the round were fairly close affairs with Rolleston bouncing back from its first round thumping at the hands of Prebbleton to beat Hornby 20-12, while Prebbleton continued on its winning way with a hard fought 22-17 win over Lincoln. ¢

The report identifies that the drift of business activity towards Christchurch’s west combined with development of the Southern motorway makes Southwest Christchurch an attractive place to live, with Rolleston as a core contributor to growth in this area. Rolleston also offers a relaxed lifestyle with many new high quality homes, new facilities like the Selwyn Aquatic Centre and easy access to Selwyn’s outdoors. Rolleston can claim to be New Zealand’s school building capital — with four new schools opened since 2015. Foster Park, which is currently under development, will also become one of Rolleston’s major attractions. A number of sports fields have already been developed, along with new paths, and a destination playground is also planned at the park. Growth in Rolleston shows no sign of slowing down with resource consents issued for around 1,200 new sections issued in 2016 in a Special Housing Area under the Selwyn Housing Accord. The special housing area includes two areas in east Rolleston. Building consent activity continues to be strong in 2017. Rolleston’s

development makes a significant contribution to Selwyn’s growth. Selwyn’s population has grown from 33,000 in 2006 to 56,000 today. Construction of a new complex where The Warehouse, Noel Leeming and Warehouse Stationery will be based has started on Masefield Drive, adding to Rolleston’s range of shops. A new shopping complex also recently opened in Faringdon, offering a range of food choices, a convenience store and fashion store. Looking to the future, plans have been approved to develop part of Rolleston Reserve to allow new shops and community facilities to establish. The development of retail and commercial spaces could start from 2019 depending on interest from developers and the process to relocate existing sports activities to Foster Park. The reserve is also identified as the future home for a new library which is also planned to be completed by 2019. The remaining half of the reserve will remain as green space and be developed over time into an iconic park close to shops and community facilities. The existing playcentre, scout facility, tennis and netball courts will remain at the reserve. ¢

Striking it lucky with aerially-applied clover Regular autumn rainfall made for ideal conditions for clover seeds to strike on Hamish and Annabel Craw’s 422ha Banks Peninsula farm. The couple, who are Beef + Lamb New Zealand Innovation Farmers are aiming to lift the quantity and quality of dry-matter grown on their medium hill country by 3T/ha, and are looking to legumes to help them achieve this. Through plot and paddock-scale trials, they have identified the most costeffective chemicals to control native grasses and allow resident clovers to flourish. Now, in the third year of their Innovation farm programme, they are looking at over-sowing with clover to augment the existing population on their trial area and implementing the specific management requirements of clovers, in particular subterranean (sub) clover. Hamish said three significant rainfalls between late February and late March resulted in three separate strikes of sub clover. “This meant we were managing clover seedlings at three different growth stages and so to ensure good

This area was immediately grazed for seven days, using ‘hoof and tooth’ to ensure good seed-to-soil contact and reduce some of the pasture cover that had accumulated in wake of the rain. The introduced seed has struck well and Hamish believes the pasture sward, although slightly longer than he would have liked, actually provided a protective environment for the seedlings as they established.

“We have been really impressed by the number of plants we have seen strike and how the bare patches have filled up with sub clover — thanks to the spreading nature of the plant.” This area won’t be grazed until at least the clover seedlings have three leaves — but quite possibly it won’t be grazed at all until late winter, early spring. “We will just be keeping an eye on it and playing it by ear,” Hamish said. For the Craws, the focus now will be on managing the sub clover so that it provides them with a bank of high quality feed in that early spring period. ¢
