The initial application from Vodafone was filed in 2011 and council determined the consent required limited notification allowing those closest to the tower to have their say on the application. A hearing was set down for November 2012 but Vodafone requested a delay to allow them to respond to a number of submissions including moving the tower further back, with the initial plan sitting it just 30m from the roadside.

West Melton residents could be without adequate cell phone coverage for another year following a decision to appeal a resource consent allowing Vodafone to build a telecommunications tower on the outskirts of the township.

Online consenting process gets thumbs up

A new online building consent application process launched by the Selwyn District Council earlier this year is getting the thumbs up from users. Currently the average time to process building consents, which are double what they were at the same time last year is 12 working days, with the average time to issue a resource consent, up 54% on 2012, is 12.5. Selwyn District Council’s environmental services manager John Christensen said the new online building consent application process was aimed at making it easier and faster for people to lodge a building consent. “Training sessions for customers were carried out to familiarise regular users with the new system and to help refine and simplify the online application process. “The new system is popular with customers, with 87% of customers saying online application process

was clear and easy to complete,” Mr Christensen said. Steve Butterworth, director of SWB Design Ltd, one of the businesses who has used the online consent process said the process of lodging consents with Selwyn District Council is now even simpler and more straightforward that it was before. “Selwyn has, in our opinion, the best online application system we have experienced to date. “We hope that other Building Consent Authority’s will look at implementing a similar online application service,” he said. The council was recently re-accredited as a Building Consent Authority (BCA) by IANZ (International Accreditation New Zealand) with no corrective actions identified as needing to be taken.

Building consents double that of last year In the four months to October 2013, more than double the number of new dwelling, commercial and industrial building consents have been issued in Selwyn compared to the same period last year. Selwyn District Council’s environmental services manager John Christensen said the consent volumes coming in this financial year were much higher than in the same period in 2012 so it seems likely this year will be even busier than last year. Of the 925 building consents issued in the four months to the end of October, 638 are for new dwellings, while in the same period in 2012, 302 new dwelling consents were issued. Commercial and industrial activity in Selwyn is also increasing, with 92 industrial and commercial building consents issued between July and

Thirteen years in the making Water pollution a growing concern  by Derek Crombie, CEO, Central Plains Water Ltd

The Central Plains Water scheme is the culmination of 13 years of planning.

Nutrient leaching from intensive farming is a major cause of water pollution.

[It has involved] consultation with a wide group of stakeholders including, among others, the Department of Conser vation, Environment Canterbury, Fish and Game, Runanga, Selwyn District Council, community groups both urban and rural, health organisations, the Selwyn Waihora Zone Committee, primary industries and irrigators. While Central Plains Water Ltd sits in the middle of this diverse group, it is only one of several organisations that are integral to the solution that will deliver the environmental, economic, social, cultural and recreational benefits envisaged for the Selwyn Waihora Zone. The aim over the past two years, in particular, has been to develop a solution package that will ensure the key outcomes of the Canterbury Water Management Strategy are delivered via the Selwyn Waihora Zone Implementation Plan. Part of Central Plains Water’s contribution to this will be the introduction of approximately 360

The Central Plains Water (CPW) scheme, combined with Fonterra’s failure to recognise that there are limits to growth in dairy cow numbers, will burden Canterbury’s aquifers and Te Waihora/Lake Ellesmere with more nutrient pollution. The large water takes from the Waimakariri and Rakaia rivers will also reduce the summertime flows and risk increased algal blooms in the lower Waimakariri, making it unpleasant for swimming and summer recreation. The recent report by Parliament’s environmental watchdog , the Parliamentary Commissioner for the Environment (PCE) underlines why large scale irrigation schemes, such as CPW, which encourage more dryland farmers to convert to dairying, is not in our interest. The PCE’s report highlights the link between land use change to intensive agriculture and water pollution. It models nutrient pollution from dryland farming, forestry, and dairying and matches this with changes in land use to predict the amount of nutrients polluting our waterways.

Nutrient leaching from intensive farming is a major cause of water pollution. The report predicts an on-going decline in water quality in many catchments across New Zealand, especially in Canterbury and Southland, even if agribusinesses use best management practice and mitigation measures such as streamside planting. The scale of the increase in cow numbers and resulting nutrient pollution overwhelms such measures. This is unsurprising when weak Environment Canterbury rules have seen light stony soils on the north banks of the Rakaia unsuited to dairying because of their capacity to leak nutrients, cleared of shrub land irrigated and grazed by dairy cows. The dairying juggernaut which CPW is assisting is creating a substantial environmental debt in terms of groundwater which is unsafe to drink, and streams which are unsafe for swimming and fishing. At least eight community drinkingwater supplies in Canterbury now have to be monitored because their nitrate levels are more than half the maximum acceptable value determined by the World Health Organisation. The majority are in the Selwyn and Ashburton districts. In 2010–11 only two community water supplies were in that position. 

million cubic metres of new alpine water into the Central Plains area, enabling farmer irrigators to switch from groundwater use to surface water use. New irrigation does have issues but as a scheme, CPWL will provide benefits beyond the ability of individual irrigators including strict compliance controls and mitigation measures that outweigh the impacts. An example of this is the work we are doing with Environment Canterbury, Department of Conservation, Fish and Game and the Kayakers and Jet Boaters Associations to protect both the recreational use of the river and the passage of fish within. For Central Plains Water Ltd to be successful, it must enhance all that it touches including the environment, economy, society, culture and recreational endeavours. If it cannot do this, it will not be sustainable. 

Numbers attending the Courtenay A&P Show were up, according to this year’s show president Hamish Reid. While Mr Reid said there were no exact figures available on the number of people passing through the gates it was possible to get an idea from the increase in gate takings. “Lots of people came along. It’s always great to have a really good show. The day went really well,” Mr Reid said. The theme of young people having a go was also a success. Mr Reid said there were lots of people watching Tara Marshall’s dancers and the New Zealand Young Farmers were happy with the numbers of young people having a go in the Agrikids’ area. The West Melton Young Farmers pet tent was a popular spot with some children revisiting the tent numerous times to see their favourite animals. The Young Achievers’ award this year went to Gareth Reed whose family farms near Darfield. 

Appeal delays cell phone coverage Following the granting of the resource consent for the tower in September 2013 a group of residents calling themselves ‘West Melton Residents Against Halkett Rd Tower’ lodged an appeal with the Environment Court. The appellants are four families and three individuals. “Not a single person opposing the facility disputes the need for improved mobile phone coverage or indeed the RBI,” one of the appellants Tim Chaplin said. “However, people did not move to West Melton township to have such a large and inappropriate utilitarian structure on their door step which

devalues their properties and adversely affects their amenity and rural outlook.” Mr Chaplin said their appeal is also against the limited notification nature of the consent as, given the consent was first lodged in 2011, people have since moved into the area affected by the tower but have been unable to submit. Vodafone has rejected mediation ahead of the Environment Court hearing to be held in the second quarter of 2014, meaning if the appeal is unsuccessful the earliest work could start on constructing the tower is late next year.

The Selwyn Wine and Food Trail display at the Canterbury A&P Show was awarded second prize for Best Presented in the Trade Exhibitor of the Year Awards. This comes on top of the trail’s recent award for the best wine tourism service in the South Island Best of Wine Tourism Awards. Celia Bosman of True and Daring Wines, West Melton, said the trail’s success was helping the businesses involved to become better known. “We notice people coming through the cellar doors. We’ve noticed it’s working,” Ms Bosman said. The Selwyn Wine and Food Trail consists of around 30 artisan producers from the district who have banded together to promote their food and wines. “So many people don’t realise what’s happening west of Christchurch. People can make a trail visit. You can choose an area at a time. They can spend a day in West Melton or in Tai Tapu.”

The guide for the trail consists of a brochure naming businesses and mapping their locations. The Selwyn District Council has been a key figure in the production of the guide.

While the sun helps to promote growth, it also can deprive the soil of much needed water and also makes the weeds grow. Here are some helpful tasks to do this month to get your garden through the dry hot time. To Do List 1. Watering: A good time to water your garden is in the morning before the main heat of the day. This will help to prevent evaporation, allowing more water to reach the roots of the plants. A decent watering every second day is more beneficial than a light watering every day. Also, don’t forget to water the lawns. 2. Weeding: Weed regularly to ensure your plants are getting the nutrients instead of those pesky weeds. Once you have weeded apply a bark mulch to help suppress the weeds. 3. Mulching: Compost or bark are excellent for mulching and help to retain moisture in your garden. Over the years many novice riders have had their first taste of off road thrills thanks to Honda’s range of small MX-style bikes — the XR series, along with the popular CRF 80 and 100. abilities while still building confidence. It’s nowhere near as challenging as a similar sized two stroke, with a more gentle delivery of power. Lemons Lemons are renowned for their health producing properties. However, it is not widely known that, like the buffalo, the entire lemon should be used and appreciated. These are OPC (oligomeric proanthocyanidins) found in the pigments on dark red grape seeds and Resveratrol a very different compound found in the skins of both red and white grapes. OPC is arguably most powerful dietary antioxidant. In nature OPC is mostly found in the bark or seeds of plants to protect these critical parts of the plant from free radical damage. OPC has potent cardiovascular benefits and is particularly beneficial in reducing the oxidation of LDL cholesterol. Well Drilling When Texco Drilling Ltd installs your new well you can be assured of quality. To ensure this we provide down-hole camera footage at the end of each well. We use experienced operators, with casing joining undertaken by skilled and qualified welders, using formal weld procedures. Environmentally friendly products are also used in all situations where equipment engages or enters the ground (thread grease etc.) We specialise in:

•150mm and 200mm wells to 150 metres • 250mm and 300mm wells to 60 metres

• Large diameter wells up to 1.2 diameter for efficient shallow wells • Galleries also installed with excavators up to 35 ton available

Well Development: We pride ourselves in leaving your well correctly screened and developed to its full potential with quality stainless steel wedge wire screens of the correct diameter and aperture size. Correct and full development has a positive impact on pump selection, protects your pump investment, and maximises the overall long-term economics of the well and pump installation. Each well is unique and requires a different approach, something that we can discuss with you to reach a suitable and economic solution. Texco use primarily mechanical and air development methods depending on what is required in each situation.

Inspection, rehabilitation and repair of existing wells: With our comprehensive range of equipment and high resolution Down Hole Video Camera we can inspect and recommend further action on your existing well or indeed recognise if it has reached the end of its economic life. We can then discuss a solution with you for each case. Well repair system: We also have a well repair system available to give you a viable option to fix a broken or non-complying well,

rather than drilling a new one.

Test Pumping: This can be undertaken with measurements taken by Orifice Weir, V Notch Weir or electronic flow meter with data loggers and down hole measuring done by electronic pressure transducers. We have our own diesel generator if power is not available on site.
