Darfield Medical Centre delays labelled ‘ridiculous’ u by Belinda Cullen-Reid

The centre has cost the Selwyn District Council just under $950,000 to build and has been funded through loans and land sales with no additional cost to ratepayers. Health professional Dr Olive Webb from Hororata is concerned with the amount of time it is taking to get the medical centre open. “I’ve been on the Canterbury District Health Board for 13 years and when I first came onto the board the burning issue in Darfield was a new medical centre. “There have been starts and stops and initiatives and regressions and political barriers and inducements and finally we have this building. “I have to say it seems ridiculous and perhaps reflects a lack of monitoring as the building was being built.” Dr Webb believes delays by the council in solving problems relating to soundproofing were not due to intentional neglect and it was more likely council put it in the ‘something I must get onto’ basket. “I think it’s abysmal and I think we need to be agitating, especially if it’s a small thing. There’s always a risk if something’s a small problem then it’s not big enough to focus a lot of attention on. I think a little bit of pressure to make things work is in order.” Selwyn Mayor Kelvin Coe said council is as concerned as anyone at the delays. A lease was signed between council and Dr Johan Vlok, which included sound

proof specifications in August 2011. Mayor Coe said an error on the part of the contractor led to the instalment of sound insulation at a lower level than the contract specified. He said this would be rectified by the builder and brought up to standard STC 44 requirements, which is the recognised standard in the industry for this kind of facility. “Dr Vlok in the meantime has asked for an even higher standard of insulation of STC 52,” Mayor Coe said. Council’s property services coordinator Rob Allen said remedial work by the contractor would not take place

until a decision had been reached about the higher specification of soundproofing wanted by Dr Vlok. “Anything over and above what the contract promises we will be looking for him (Dr Vlok) to pay for that.” Council has given Dr Volk until this Friday to make a decision about covering the cost of the sound proofing above what was originally contracted. Concerns regarding the size of the new medical centre car park have been raised at Malvern Community Board meetings. Dr Vlok didn’t respond to The Record’s request for comment on the soundproofing issue. ¢

p A convoy of tractors and caravans lined the road outside West Melton Domain last Friday. The group, some who had travelled all the way from Geraldine, chose the spot to have a tea break on their trek to North Canterbury to attend the annual Waipara Vintage Festival. The group travelled between 100km and 120km a day with a top speed of around 25kmh. The lead tractor was driven by Kevin Taylor of Leeston.

of cryptosporidium, which forced the centre to shut the doors and empty the pools.

p Swim schools at the Selwyn Aquatic Centre will resume after the pools were cleared of cryptosporidium

The centre was closed to the public after nine cases of cryptosporidium, a bug which causes severe stomach cramps and diarrhoea, were discovered in Selwyn. Six of the nine cases were from people who have gone swimming at the centre, and another case had two siblings who had been swimming there. The pools were emptied, cleaned and refilled with fresh water. Tests taken last week indicated cryptosporidium was no longer present at the centre and the green light was given for it to reopen. Selwyn’s Aquatic Facilities manager Kathy Moore says pool users are reminded that it is extremely important not to swim or bring children to the centre if they have experienced diarrhoea and to stay away for at least two weeks after their symptoms are finished. Canterbury Medical Officer of Health Dr Alistair Humphrey says the pool itself was not the source of the outbreak. “The pool is never the source of cryptosporidium outbreaks, the source is infected people who use the pool.

“People who use the pool must ensure they do not swim two weeks after having diarrhoea. If they do they are putting their community at risk,” Dr Humphrey said. Meanwhile, Kathy Moore said parents who have children enrolled in swim school lessons will receive credits for missed lessons which will be used in term four. “People who have purchased pool memberships will also have their membership period extended by the centre to make up for the closure period.” ¢

The Selwyn District Council has moved to reduce speeds along a dangerous section of Shands Road near Prebbleton in an attempt to reduce the number of motor accidents. Since 2008 there have been two fatalities, six serious and 30 minor injury accidents on the stretch of Shands Road between Hamptons and Marshs roads, the district boundary with Christchurch. The latest fatality was in July when a car failed to stop at Blakes Road and collided with another vehicle on Shands Road. “These intersections have been struggling to perform safely and efficiently as traffic volumes have steadily increased around the Prebbleton area and on the main arterial routes to Christchurch,” SDC transportation manager Andrew Mazey told councillors at a recent council meeting. In response councillors approved a speed reduction from 100kmh, along Shands Road and the intersections with Trents, Blakes and Marshs Read the newspaper online

roads, to 80kmh. Since the opening of stage one of the Christchurch southern motorway in late 2012 traffic volumes have increased on Shands and Springs roads by 35% and 47% respectively. While stage two of the motorway, which is expected to begin construction in the 2015–16 financial year, will eventually see upgrades to the Trents, Blakes and Hampton road intersections along Shands Road, Mr Mazey said it was unacceptable to wait until this occurred when more immediate action, such as lower speed limits, was available. “Lowering speed limits can reduce the severity of any crashes to more survivable levels and can be introduced immediately.” The new speed limits came into force on October 1. ¢ Find

Synlait Milk has posted an $11.5 million net profit after tax for the year ending July 31, 2013, an increase of $7.1 million on 2012.

The result was 6.5% ahead of its prospective financial information (PFI) forecast of $10.8 million. The Central Canterbury company had revenue of $420 million in 2013, an increase of 11.5% on 2012. Synlait Milk managing director Dr John Penno said that was driven largely by increased sales volumes but admitted the infant formula scare had impacted on their performance. “We remain confident of meeting our long term objectives for our infant formula and nutritionals business despite missing volume targets in 2013 primarily due to market disruption caused by Chinese regulatory changes at the end of the financial year. “We are well positioned to take advantage of new regulations taking place in China that focus on quality standards, product On Time, Any Time - GuArAnTeed pricing as well as a consolidation of brands.” The company paid its milk suppliers a total average milk price of $5.89 per kg MS. Art week celebrating community creativity

Tiki tour for Royal New Zealand Ballet

u by Belinda Cullen-Reid

Art week continues to provide a way of celebrating creativity in the community according to Malvern Community Arts Council chairperson and Art Week co-ordinator Kirsty Peel.

Selwyn ballet lovers will be able to get a taste of some of their favourite performances when the Royal New Zealand Ballet returns to its roots in its 60th birthday year with a ‘tiki tour’ of heartland New Zealand.

Art week is this year being held at the Malvern Recreation Centre in Darfield from October 12 to 20. “It gives artists an opportunity to exhibit. They don’t have to be professional artists. Anyone can enter.” This is the 32nd Art Week to be run by the Malvern Community Arts Council. Over 120 artists have taken up the challenge of showcasing their works. “It is certainly the largest art exhibition held in Selwyn and there would be few small provincial towns in New Zealand that host an exhibition of this size and standard incorporating works in all media in both two and three dimensions.” Ms Peel said there was a huge mix of experience and topics. “Every year a quarter of people entering in art week are new. We have more than 30 artists who haven’t exhibited in the past. So even if you have been to art week before there will be new artists to find.” Each year art week attracts around 14,000 visitors from all over Canterbury. “Lots of people enjoy coming to see a huge variety in people’s creativity.

This biennial Tutus on Tour mixed bill features excerpts from five audience favourites and one brand new work and sees the dancers performing in community theatres, town halls and school gymnasiums from Kaitaia to Stewart Island. Tutus on Tour will hit the Aurora Centre in Christchurch on November 23. “The 2013 edition of Tutus on Tour includes a few ‘blasts from the past’ as well as some RNZB premieres,” RNZB Artistic Director Ethan p Tutus on Tours includes a few ‘blasts from the past’ as well Stiefel said. as some RNZB premieres “Classical and contemporary selections are capped With so many towns to visit, the off with a newly created production company splits into two touring parties of Peter and the Wolf. The French secret in a capsule Well formulated supplements can introduce nutrients and compounds that can have profound health benefits. Most people will have heard of the “French Paradox” — this is the apparent contradiction that the French have a diet high in saturated fats yet have very low rates of coronary heart disease. The French diet also has one of the highest intakes of certain antioxidants found in red wine that help prevent cholesterol from becoming dangerous. Red wine is loaded with antioxidants but the two with the most powerful heart protective qualities are proanthocyanidins (OPC) and resveratrol. These potent antioxidants protect cholesterol from oxidation and can help reduce inflammation in the coronary artery walls. Additionally they help to prevent blood from becoming too sticky allowing good blood flow. A study titled “Cardioprotective Effects of Dietary Polyphenols” (Zern et al, 2005) observed the benefits these compounds have on cholesterol metabolism and very importantly in reducing the inflammatory process that is a major contributor to blocked arteries. Both OPC and resveratrol can also reduce levels of inflammatory compounds called cytokines which is why I always include therapeutic levels through supplements in people with cardiovascular and autoimmune diseases. Additionally they are helpful for any form of inflammation as they deal with the source of the problem. I first started adding these compounds from supplements 17 years ago and have observed their benefits in thousands of people. Like all antioxidants the real benefits are when different antioxidants are combined at the right doses. The ideal solution is an anti-inflammatory and antioxidant dense diet combined with appropriate antioxidants, minerals and vitamins from well formulated supplements. It is very important though to have a programme created for your circumstances so feel free to contact me if you need some ideas. After significant stock losses at the then Sandihurst Winery, Hennie and Celia Bosman created a success story with True & Daring Riesling, out of what could have been certain disaster for their future in the wine industry. Three years on they are still coming up with good ideas. “Most of our Riesling is exported to the United States of America and sold into celebrity restaurants but we are still very keen to maintain our local identity,” Celia says. “For the past few months while developing our business in the USA, we have been working to expand the offering at the True & Daring Wine Centre.” The True & Daring Wine Centre aka celia’s now supports sales for many of the local wineries and food producers alongside the True & Daring Riesling. “From wine to walnuts to artwork and gifts - we are adding new products all the time.” Supporting the wine centre is also an online shop on the new website celias.co.nz. “We know how busy everybody is these days and they would like to buy local products but often don’t have the time to make several stops. We hope that celia’s will make buying local a little easier.” The True & Daring Wine Centre, aka celia’s, is open from Wednesday to Sunday 12pm to 5pm and www.celias.co.nz is available 24/7. Any producers interested in having products included at celia’s are welcome to contact Celia on 03 347 8269 or celia@trueanddaring.com.

Action packed October for the Ashburton Events Centre

Fine Dining Restaurant

Actress and singer Ali Harper is set to liven up the Ashburton Events Centre this month as she brings the award winning play Bombshells to town in an action packed October for the venue. Bombshells, a one-woman play written by Joanna Murray-Smith, humorously exposes six women balancing the demands of their inner and outer lives with funny and touching portrayals of the modern female. Ali Harper takes audiences on a journey through six shades of the modern woman — in life and love… from feisty teenager to beleaguered mother to a 64-year-old widow who reawakens an appetite for the unexpected. The intensely clever writing wittily strips away polite veneers to reveal social pressures and hidden desires. Ali Harper was awarded the prestigious Chapman Tripp Actress of the Year in 2008 for her performance in Bombshells. Also hitting the stage in October is songstress Bella Kalolo who has worked with many Kiwi musical icons such as Don McGlashan, Dave Dobbyn and Fat Freddy’s Drop. Kalolo has earned three nominations for Best Female Vocalist at the Pacific Music Awards and travelled the globe, performing at the world famous Glastonbury Festival and the City of

London Festival. Kicking the month of October off at the Ashburton events centre is the Mid Canterbury Children’s theatre production of Aladdin Jnr, which will run from October 4 to 6. One of the stars of the hit television series Sensing Murder, medium Kelvin Cruickshank, will bring his talents to the Ashburton Events Centre on Thursday, October 17. The sounds of the 1950s and 60s will feature in Magic Moments a non-stop song and dance show with a cast of 28 and a nine piece band on October 22 and 23. For more information on all of these events go to www.ateventcentre.co.nz. Life lessons on Terrace Station

u by Belinda Cullen-Reid

Dealing with natural disasters has been part of the reality of life for Kate Foster, who has come to realise that landmarks are as much about people as they are about places. While some historic homesteads in the district suffered major earthquake damage following the September 2010 earthquake, structurally Terrace Station got off relatively lightly. “There’s little structural damage. Being a wooden house it moved. It’s built on riverbed boulders.” Kate remembers the shock of being woken in the early hours of the morning as the 7.1 magnitude earthquake ripped through Selwyn. “I remember the noise of the chimneys coming down, and the mess. In the earthquake we lost power and that set off the fire alarms. Throughout the house was this loud voice telling us to ‘evacuate the premises’.” Extensive refurbishment work to be done by EQC meant the family had to move out of the homestead for six month, emptying the house of most of its contents.“We had to pack up the possessions of four generations and put

them in a 40 foot container and other places. There were over 200 banana boxes of books.” Now back in the homestead Kate can enjoy the repaired interior walls with www.survus.co.nz

Home for Kate is the historic Terrace Station near Hororata built by her illustrious great-grandfather Sir John Hall, New Zealand Premier from 1879 to 1882 and mover of the Parliamentary Bill which gave women in New Zealand the vote in 1893. Growing up in her great-grandfather’s home, strewn with historical mementos of his political career, seemed unextraordinary to Kate. “I knew the house wasn’t like my friends’ houses. It didn’t seem nearly as nice. It wasn’t until I was about 18 and one of my friends said ‘your house is really great’. I began to see it in a new light.” The Terrace Station homestead began as a modest pre-cut three roomed house sent over from Australia in the 1850s. Several extensions have seen it grow into a 550 square metre rambling weatherboard homestead, set amongst a large woodland garden.

Ensuring that history is preserved remains a priority for Kate and Richard which is why the Terrace Station Charitable Trust was formed. “It’s one of New Zealand’s most important heritage places. the house and do some well needed restoration work. “Although the ear thquake was hideous, the outcome has been wonderful.” Kate has seen Terrace Station go through a number of challenges, but the earthquake was the most significant. “We’ve had two major winds, floods that went right through the garden, and snow storms. The earthquake was the worst of all the natural disasters. The natural disasters reinforce that the built or created world, and even the natural world, can be destroyed.” Perhaps it is the pioneering spirit coming through in Kate that helps her to remain philosophical in times of distress. “It was like what the pioneers would have felt — the similarity between losing everything familiar. What did they have to hold on to? In the end it’s about relationships. A good relationship becomes the landmark of your life.” As one of four daughters to Godfrey and Peggy Hall, Kate made the decision to be the one to continue the family farming tradition, along with her husband

Richard. Strength and determination were required to take on Terrace Station. “It was unusual for a woman to be in a farming situation. It was an onerous responsibility. It is easier now that the family has grown.”

A combination of work by the hall committee, the dance school and volunteers has seen refurbishments done to the hall with Tara Marshall Dance and Fitness Studio now using the hall six days a week. “I’m really happy the hall is looking as good as it is. It’s come a long way from what it used to look like,” Tara Marshall said. Work to the hall included painting inside and out, floorboards re-sanded and varnished, a veranda built onto the front entrance and a new car parking area. “The school currently has a role of 112 dance students and we also have adults popping in and out throughout

studio in a hall in the country. I can have the music as loud as I want and no building next door will ever complain.” Over 100 years ago Kimberley was a small bustling mid-Canterbury town, with a school, church, blacksmith, hotel, post office, domain and cemetery, according to Neil Stott chairperson of the Kimberley Hall committee. “The railway line from Kirwee to Sheffield was originally planned to go through Kimberley. The line was to go down Tramway Road. The railway strip is still there.” Mr Stott says that if the rail line had gone ahead in its original location then the township of Kimberley would have been the main hub town of the area and not Darfield. Prior to the dance school using the hall mention had been made of selling or moving the hall. “It’s the only pre-1900 building left in the Kimberley area. It was a very popular hall for dancing in its day — now it’s just being used for a different style of dancing,” Mr Stott said. ¢

Hiring a tradesperson — what to look for and questions to ask u Article courtesy of www.consumer.org.nz

What's the best way to find a builder, plumber or electrician? Choosing purely on price isn't always the best policy. We explain why, and detail how to brief your tradesperson and go about getting a quote or estimate. How important is price? It's not always good policy to look for the cheapest — a skilled tradesperson might charge more but take less time and do a better job. Large franchise operations may charge more to cover the costs of training technicians and buying topquality equipment. However, if it's just a small job, you don't want to pay top dollar. Word of mouth is the best way to find your tradesperson. Ask friends or neighbours who've had work done recently for a recommendation. You could also ask the relevant trade association. Membership of a trade association doesn't guarantee good-quality work, but if things go wrong the association should help resolve the situation.

others as it could mean the low tenderer has misunderstood the project or is relying on ‘extras’ to make a profit. If it is hard to get a fixed quote because there might be more work required, ask for a basic quote and an hourly rate for any extra work. ¢

Joynt Andrews Lawyers

Ask for the names of satisfied customers or for references. With builders and painters it helps to see examples of work that was done less than a year previously. For a large job, ask three companies for a written quote. A quote is a fixed price that won't vary unless you agree in writing to unforeseen extras. It should list the work to be done, the materials to be used and labour costs, and give proposed start and finish dates. For building work, check that council levies are included in the quote. Be wary of quotes that are much lower than the

Land and lifestyle — it’s all here Just outside Kirwee Village is this spacious four double-bedroom homestead on 10 hectares (25 acres) of established grounds. The home features an as-new open plan farm style kitchen and dining area (with double ovens and large gas hob) flowing through to a formal lounge with a very efficient log fire. The living area opens out to a large sunny north, north-west outdoor entertainment and barbecue area, with garden and lawns. With neutral décor throughout this family homestead exudes warmth and character. Additional buildings comprise a four car lockup garage, workshop area, three bay barn, plus two horse loose boxes and a tack room. There are various other structures for the raising of chickens and pigs for domestic use.
