The Selwyn District Council is reviewing parking options throughout the district and is inviting the public to have their say. The council has endorsed a draft Selwyn district parking strategy for public consultation next month.

The council says the intent of the strategy is to provide an overarching strategic direction for the management of parking across Selwyn District, and

particularly in town centres, where the highest demand occurs. The far-reaching strategy includes the impact parking has on public transport, walking and cycling, as well as urban design and amenity outcomes across the district. “Council will be looking at districtwide parking, rural, metropolitan and residential parking.

In his foreword the strategy document, Mayor Sam Broughton said that it was important that the council and public think carefully about how to guide and manage future car parking. “Our growth means that parking in many towns isn’t as easy as it used to be — this is part of our new Selwyn.” continued on page 3 …

Public to have say on parks The Selwyn District Council has called on the public to have their say on the use of the district’s parks. This month, the council voted in favour of a review of the Parks and Reserves By-law going out for public consultation. It is in response to community concerns about such issues as the use of model aircraft and drones, unsupervised children in parks, animals on parks and reserves, and the rules around lighting fires in public places. As Rolleston College enters the final term of its second year, we talk to Principal Steve Saville about what has excited him most about being in charge of the South Island’s newest and one of its fastest growing secondary schools. Rolleston College — Horoeka Haemata — is a modern teaching facility in an historic town of new-found vigour and growth and Steve Saville and his staff want to make it one of New Zealand’s best and most holistic secondary schools. It is a big responsibility for a first-time principal. He has a staff of 57 and a school roll of 440 — double the opening roll in January last year of 220. Seal extension policy stays

Lincoln University is putting student wellbeing front and centre with a comprehensive plan aimed at strengthening existing support programmes and introducing new initiatives.

The Selwyn District Council has announced that there will be no change to its current policy for seal extension assessments. The policy came under review after what, council said, were recurring requests by the public for roads to be sealed through Annual and Long Term Plan submissions. The council currently uses a benefitcost-ratio (BCR) system to decide whether it is viable and warranted to seal a road. The review considered whether seal extension could be provided for through a new funding model that enabled landowners to pay for

a seal extension under a targeted rate arrangement. After reviewing the proposal, the council has decided to retain the existing BCR-based policy. It said the policy already provides the mechanism for landowners to fund seal extensions. Currently, the council’s roading network includes approximately 1,100 kilometres of unsealed lowvolume roads — most of which generally carry less than 200 vehicles a day.

The university has enlisted wellbeing coach, Dr Jackie Blunt, to lead team work on supporting mental health, strengthening mental fitness and improving overall wellbeing on the Lincoln campus. Dr Blunt said university is a time when there are a lot of new pressures on students. “When we pay attention to how we are feeling, we can adjust as we go along, so the normal ups and downs of life aren’t so chaotic and hard on our body and minds. An initiative called WELLU involves training student volunteers

to be wellbeing leaders and mentors.” Seven have completed training and are working in the campus community.” Dr Blunt says there is a variety of other projects underway including chaplaincy initiatives, and involving international and domestic students, Maori and Pasifika “The senior management group has made the decision this year for Lincoln to become a health promoting university. Both staff and student wellbeing are recognised as essential for a healthy educational community, so workshops for both are now up and running.” 

Getting the right bus Changes to some Metro bus services in Christchurch come into effect on Monday, October 29. Earlier this year, Environment Canterbury consulted on proposed changes for public transport as part of its Long Term Plan 2018–28, to help address a financial shortfall in the public transport network. Seven routes are directly affected by the changes and public transport manager, Stewart Gibbon urges people to check the new timetables if they travel on those services. “The new timetables are available now at metroinfo.co.nz. You can also collect a timetable from the Bus Interchange or by calling Metroinfo on 03 366 88 55,” said Mr Gibbon. The routes affected by these changes are the 28, 107, 108, 135, 145, 150 and 535. Among the key changes, routes 135 and 150 will form a new combined route travelling to New Brighton via the new Taiora QEII, retaining the current connection between New

Brighton and Burwood Hospital and allowing for more connections across the northeast of Christchurch. Route 28 will be extended from Papanui to also travel to Bishopdale, Casebrook and Northwood. Route 45 will travel from Westmorland to the CBD, via Barrington Mall. It will also take a longer route around Westmorland, providing more residents with access to the service. A new shopper service, the 155, will be introduced, to run between Lyttelton and Eastgate via Ferrymead, The Tannery, Woolston, Bromley and Eastgate. The shopper service will run three times a day, Monday to Friday, on a trial basis for 12 months. The last day of the existing services is Sunday, October 28, with the updated services in place from Monday, October 29.

Native plants on offer Native plants promoter, Te Ara Kakariki Canterbury Greenway Trust is accepting applications until November 25 for assistance in planting natives in Canterbury. “The trust began 12 years ago with a vision to carry out native restoration and create a greenway from the mountains to the sea,” says Te Ara Kakariki coordinator, Letitia Lum. “Each planting site we help to create becomes a greendot or stepping stone in the greenway. So far there are over 65 native greendots providing a path for native birds and invertebrates to spread out or return to the plains. Ecologist Colin Meurk’s theory on which the trust’s vision is based states that the optimum distance between sites is five kilometres enabling birds to then spread seeds between them.” Landowners who are looking to commit an area of their property to native restoration are encouraged to apply. It could be on a farm, lifestyle block, business or on community land, such as the Coalgate Reserve, who have been planting their greendot with Te Ara Kakariki for several years. Successful applicants can receive a restoration plan put together with an ecologist. This plan includes a plant list specific to the property along with instructions on how to prepare and maintain the site to ensure the best possible survival and growth. There is also a small amount of contestable funding available for plants and plant guards with specific funds being

available to the landowners in the Hororata area. Te Ara Kakariki can also bring a group of volunteers to the site as part of the Canterbury Plantout in spring 2019. This year about 12,000 plants were planted as part of various plantout events hosted by the trust with more than 200 volunteers attending to work towards the Greenway vision. Fete a success

Running a country fete is not an easy task for organisers. Nevertheless, when it comes to a small farming community getting behind their local school to mark its 150th-year, this one worked out brilliantly, says Springston School principal, Dianne Prendergast.

The fete, held at the school last Saturday, attracted 1,600 for what Dianne Prendergast described as a truly memorable event. “It was a true country occasion with families, staff, students past and present all rallying around to celebrate our 150th-year.” Ms Prendergast said the fete was full of special moments for the large crowd. “One of those was, of course, the official opening by our oldest former student Hazel Boon, aged 95,” she said. “Then there was the cutting of the cake by Neville Benny with his grandson, Stirling — marking the intergenerational mix, which is such a large and vibrant part of our school. Ms Prendergast said the school currently has 250 students,

but that was just the tip of a very large iceberg for her. “A school like Springston is more of an extended community. “The support for the school from parents and caregivers, local businesses and former students is wonderful. “It was a great pleasure to seeing them all there on Saturday, enjoying fine weather and reliving all the memories that kept flooding in.” Springston School was established in 1868, with 14 pupils. At the time, it was one of only 20 schools in Canterbury. Ms Prendergast said all the proceeds from fete would go forward to a major landscaping programme planned for the school grounds. 

Hororata Highland Games

The spectacle, the feats of strength and skill, the colours and the sounds — a traditional Highland games is a cultural experience to rival any folk festival or sporting event in the world. Thanks to the rich Scots heritage brought to our shores by some of our ancestors, we here in New Zealand don’t have to travel halfway around the globe to enjoy one! The Hororata Highland Games is as fine an example of this time-honoured tradition as you’ll find anywhere on earth — a combination of a cultural celebration and a series of sporting challenges, which emphasise strength and skill. Alongside, of course, you’ll enjoy the stirring music of the old Scottish clans played by drummers and pipers in full regalia, tuck into some hearty good food, including, of course, the noble haggis. There will be Highland dancing, a ‘kilted mile’ footrace in the traditional tartan garb, stalls selling crafts and delicacies, a chance to explore your Scots heritage, and of course the famous ‘heavy events’ — including the stone putt and the caber toss. Some

say that these sports, which require amazing strength, were developed when the invading English forbade the Scottish clans from training warriors. Others insist that the tradition goes back even further, and reflects the fact that no Scot will ever back down from a challenge, even if it is as tough as lofting an entire log into the air! With victories both in sports and in sales to add to their trophy cabinet for 2018, Can-Am can certainly offer some top tips about how to get to the top. Then again, if their new 2019 Defender is anything to go by, they can also offer some sage advice about how to stay there. With a massive victory in Australia’s demanding Finke Desert Race — the gruelling ‘Dakar Down Under’, which chews up and spits out unready machines — Can-Am have also elevated their Defender HD8 side-by-side utility off-roader to the top position in Kiwi sales. Canterbury police are encouraging people to be mindful of security as summer approaches. “Police continue to work hard to prevent, respond and investigate burglaries, but we can’t do it alone,” said Christchurch Metro Area prevention manager, Inspector Leairne Dow. “The weather is getting warmer and more people are out and about, so now is a good time to think about security.” Inspector Dow said that with a few simple actions people could make their homes and things safe, especially when out or on holiday. She suggests: • Locking cars and garages • Keeping doors locked, even when at home, and closing windows at night. • Keeping a spare key in a safe place. • Parking vehicles on the property or in a well-lit area. • Installing burglar alarms and/or sensor lights. “Always be aware of what’s happening around you, and please ensure you report any suspicious activity to police,” Inspector Dow said. “It’s important to look after the wider community, too. If you see someone breaking into your neighbour’s

Those in the know when it comes to building and renovations — and this certainly includes all of the qualified tradespeople in the industry — know that the recipe for a successful project is an intricate cooperation between allied professionals. Synchronised like clockwork, this means that the concrete is poured, the nails are hammered, the pipes and wires unfurl, and the roof goes on in choreographed precision. However, when it goes wrong, the timelines skip, and some tradies are left waiting for others who are tied up on other jobs. When the market is busy — and that’s the new normal — this can be exacerbated in all directions. After all, it’s no use having the flooring contractors come around before the painting is done, or calling in the electricians to fit lighting on a non-existent ceiling. There was a time when the proud owner of the prospective new dream property would take it on themselves to arrange all the different aspects of a build themselves. Nevertheless today, it’s sound advice to hire a seasoned project manager — many times, but not always an experienced veteran builder — and let the subcontractors be arranged and organised by the pros.
