An online petition is asking the Selwyn District Council to oppose any consents from Pest Control Research Ltd for its factory to produce the pesticide. Rolleston resident Jonathan Scott who set up the petition said it has already received considerable support.

“The company are saying there is no risk, but we need to see some data,” Mr Scott said. “I accept that there is a need for pest control for possums but I don’t accept this. Why does it have to be in an urban area?

Students from West Melton Primary got a taste of political life recently when they took to the council chamber floor to promote their water pollution concerns.

Selwyn District Council is proposing to decrease the number of gambling machines per capita in the district.

The group of Year 5 to Year 8 students known as the West Melton Environmental Problem Solvers had been studying water sustainability in the district and shared their findings at last week’s Selwyn District Council meeting. The group had researched pollution levels in Selwyn waterways, conducted surveys of the public’s perception of

water quality and brainstormed ideas for improving water standards. They suggested having more public education around water pollution, as well as increasing signage and imposing fines on those caught causing pollution. Cr Debra Hassen invited the group to share their findings with the Canterbury Water Management Strategy group. 

However, council does not want to go as far as banning new machines or venues, despite the recommendation of the Problem Gambling Foundation New Zealand (PGFNZ). The draft Gambling Venue Policy, which goes out to public consultation in November, proposes a reduction of gambling machines ratios from one machine per 300 people, to one machine to every 450 people. Currently there are 82 gambling machines in Selwyn. The new policy leaves room for an increase in this number. “The estimated population of 49,000 would allow for a maximum of 110 machines in the district,” Mel Renganathan, council’s research and policy advisor, said. The proposed policy also leaves open the door to new gambling venues setting up and the relocation of existing venues, though not in residential areas. This goes against PGFNZ’s recommendations for all

councils in New Zealand to adopt a sinking lid policy banning new machines and venues. “This doesn’t affect existing venues, but means the community sees a gradual decrease in pokie machines over time as venues close,” Sara Epperson from PGFNZ said. Public consultation on the draft policy runs from November 10 to December 12 with policy documents and submission forms available on the council website and at service centres and libraries. 

Pesticide plant perturbs residents Selwyn District Council planning manager Tim Harris said he was expecting a resource consent application from Pest Control Research Ltd in the next couple of weeks. “In my experience these types of applications for hazardous substance very often don’t get notified,” Mr Harris said. “Just because it’s attracted community interest doesn’t mean it will go through any kind of hearing process.” Mr Scott said he understood the petition might not be enough to persuade

council to go to public notification. He has not ruled out forming an official group and hiring a lawyer to act on their behalf. He said he has also been talking with a scientist who will provide information. Mr Scott has been invited to speak at the Rolleston Resident’s Association meeting on November 3. Malcolm Thomas, managing director of Pest Control Research Ltd, said there was zero risk to people’s health or the environment. “Let me make this very clear, if the plant gets the go-ahead there will be no discharge to air, no discharge to the ground or water, and no toxic waste discharge,” Mr Thomas said. “This process can be done completely within a closed manufacturing process.” 

Sir Bob now a chieftain Former Christchurch mayor Sir Bob Parker has been named Chieftain for this year’s Hororata Highland Games. Historically, highland games were held within each clan to establish the strongest and most valiant clansmen. As head of the clan, the Chieftain held a position of honour at the gathering. “I am deeply honoured to be named Chieftain for the Hororata Highland Games. I have watched the growth of this event since its inception and I think what the community has achieved is inspiring,” Sir Bob Parker said. “This will be my first time attending the event. I would have been at the first in 2011, however I was still part of the team managing the recovery of Christchurch after the February earthquakes. “It was inspirational at the time to see a community pull together on the road to recovery from a major natural disaster and gave great hope for those still suffering the aftermath of the earthquakes. “I have a strong connection to my Scottish heritage through my mother’s side. We belong to the Chattens Clan which is known as the ‘Clan of the Cat’. I have childhood memories of dear old Granny Niven who used to entertain me with many tales.” The role of Chieftain at the Hororata Highland Games has become an integral part of the event with past Chieftains being Simon Dallow (2011), the Gerry

Brownlee (2012) and the Governor General Sir Jerry Matapare (2013). Hororata Community Trust Chairman, Richard Lang, said the Trust feel it a great accomplishment to have such a distinguished list of past Chieftains. “Our Chieftains all lead exceptionally busy lives yet they have all given up time to support the Games and they bring their own unique qualities to the role. “Sir Bob Parker will be a fantastic Chieftain and bring great charisma to the role which is sure to shine through in the two official ceremonies held on the day.” This year’s Hororata Highland Games is being held November 8 at the Hororata Domain. 

Where nothing is too much trouble.

The article in the same issue about the Darfield water supply upgrade captured my attention — I hope the council allows further developments to go ahead in Darfield now that this longstanding issue has been resolved. It was also reassuring to read Mr Murray England’s comments that the new water supply “… will also help to reduce a problem with entrained (trapped) air that was affecting some residents’ internal plumbing.” I’m sure that will be a huge relief to the sufferers. Data from Statistics New Zealand shows Selwyn continues to be the fastest growing region in New Zealand and is experiencing record growth levels.

Selwyn’s population grew by 5.8 percent in the year to June 2014, making it the fastest growing district in the country, a position Selwyn has now held for seven years running. Nationally the population grew by 1.5% and Canterbury’s population increased by 2% in the same period. In June 2013, Selwyn’s population was 46,700. The estimated population at June 30, 2014 was 49,400. The majority of the population growth has occurred as a result of the net migration of 2,300 new residents into the district. Selwyn’s population growth in the past year is the largest increase on record for a territorial authority in New Zealand for a decade. In 2004, Queenstown Lakes District’s population grew by 6.5%. Selwyn Mayor Kelvin Coe said the population growth shown in the data is consistent with the high level of building activity happening in Selwyn. “Our building and resource consent staff have been incredibly busy over the past few years. The town of West Melton celebrated its 150th birthday with a party that lasted nearly the entire Labour Weekend. Beginning with a ball on Friday night, followed by a street parade and and town fair on Saturday, a Kiwiana themed shindig on Saturday night and commemorative service and sports day on Sunday, there were plenty of smiling faces and tired bodies by the end of the weekend. “It was an overriding success,” organising committee spokesperson Nicky Parker said. “The community was right behind it. We had great numbers and lots of fun.”

Other weekend events included a Mix and Mingle with Kiwi cricket legend John Wright, Top team competition and Bearded Men competition. Ms Parker said a highlight of the weekend was having the New Zealand Army Band lead the street parade through the town. “The whole thing went without a hitch and the weather held out. It was great to see people having a fun time,” Ms Parker said.   An assortment of unusually dressed bearded men gathered to show off 150 days of facial hair growth

Where town and country meet The Canterbury A&P Association’s annual show has delighted visitors, young and old, every year since it began in 1863. Lured by the tastes of gourmet food and wines, stomach-turning rides, feature entertainment, and the sights and sounds of the farmyard, the Canterbury A&P Show has become an annual ritual for Cantabrians. This year’s show on November 12 to 14 will feature close to 7,000 livestock and equestrian entries, 600 trade exhibitors, feature marquees and pavilions, as well as top entertainment and attractions. Over the three days of the show around 3,000 animals will compete

in more than 1,700 classes for best in show titles and over $100,000 in prize money. For the farming community it’s a chance to demonstrate the results of their hard labour — for city folk it’s a chance to see at close quarters some of the best livestock and equestrian competitors this proud farming region has to offer. The competitions will culminate in one of the undisputed highlights of the show, the Ballantynes Grand Parade, where the prize-winning livestock and equestrian entries are paraded around the main arena. Throughout the show children will be able to get up close and personal with lambs, calves, puppies, ducklings, chickens and plenty of other young animals at the Mike Greer Homes City Farmyard. This petting area is a great way to introduce children to animals they may only have seen in story books. The Canterbury A&P Show boasts one of the country’s largest equestrian programmes. About 900 horses will take part in events during the Show, including showing classes, dressage and showjumping as well as participating in parades in the main area. Another highlight will be the Shetland Grand National where

11 ponies and their riders will compete steeple-chase style. Other popular features of the Show returning again this year are the wood-chopping, shearing and wool handling competitions. Entertainment is one of the cornerstones of the Canterbury A&P Show and there will be plenty to keep showgoers of all ages entertained. If food is your thing, you’ll find plenty to tantalise your tastebuds at

the Food & Wine NZ Pavilion. You’ll be able to enjoy gourmet foods from around the world and watch cooking demonstrations from some of New Zealand’s top chefs in the demonstration kitchen. More than 50 speciality products will be on display in the pavilion and available to buy. The pavilion will also showcase medal-winning entries from the International Aromatic Wine Competition.

Farm environment plan approved

Environment Canterbury has approved another farm environment plan template under the proposed Land and Water Regional Plan. The template was developed by The AgriBusiness Group (TAG) for delivery to its clients. TAG works with both individual farm businesses and farm groups, particularly irrigation schemes. Environment Canterbur y chief executive Bill Bayfield said TAG had met all the requirements of Schedule 7 of the proposed plan. “We hope the farm environment plans that come from this template are valuable both for TAG client farmers and for its farm consultants,” Mr Bayfield said. “TAG has evidently focussed its extensive experience using farm environment plans over a six-year period to develop the template. “The Plan is a primary delivery mechanism of the Canterbury Water Management Strategy. It is therefore reassuring to see in this template a methodology that will enable development of plans identifying actual and potential environmental effects and risks to properties, addresses those effects and risks, and has a high likelihood of appropriately avoiding, remedying or mitigating them.” TAG consultant Sue Cumberworth said she was delighted the farm environment plan had been recognised as meeting the standard set by Environment Canterbury. “Our philosophy is to focus on outcome rather than output, meaning

completing the plan is only the first step in the process and we would consider it a failure if this output simply sat on the shelf without achieving good environmental and other outcomes,” Ms Cumberworth said. “TAG operates a rigorous process with its clients involving workshops, site visits, advisory meetings and independent audit.” Under the proposed Land and Water Regional Plan, a farm environment plan will need to be produced in any circumstances where an application for consent to farm is required. “There are several situations where a consent will be required at different times in future, depending on how at risk water quality is in the zone where the property is located,” Bill Bayfield said.  TAG consultant Sue Cumberworth is delighted “Irrespective of the rules, we the company’s farm environment plan has met encourage all farmers to prepare Environment Canterbury standards farm environment plans. The rise of the humble dairy cow to its place as the driving force behind the New Zealand economy is the theme of a new book covering the history of the country’s burgeoning dairy industry. Dairy Nation by social historian and author Nicola McCloy examines how dairying has changed from a cottage industry into a major player in New Zealand’s economy. “New Zealand has always had a reputation as a nation living on the sheep’s back,” Nicola McCloy said. “While that might once have been true, the humble dairy cow has far outstripped the sheep in economic importance in this county in the 21st century.” There are now more cows than people with 46 million cows being milked, Ms McCloy said. “Dairy products now make up a quarter of our merchandise export earnings, with milk, butter and cheese earning the country $12.4 billion in 2012. Compare that with the combined income of meat and edible offal (including sheep and beef) and wool at $5.9 billion, and it’s clear that the dairy

cow has taken over the sheep’s mantle as the true hero of our economy.” Ms McCloy said New Zealand is punching above its weight in the international dairy market. “According to DairyNZ statistics 4.6 million cows produce 19.1 billion litres of milk so that dairy products make up just over a third of the global dairy trade and feed more than 100 million people each year.” Dairy Nation takes a journey from the cow’s humble beginnings through to the dairy industry today. “The first dairy cows arrived in this country in 1814 in the company of the English missionary Samuel Marsden. They were English Shorthorns which were established across the Tasman on account of their adaptability to the rugged dry conditions found in Australia.” As well as describing the introduction of new breeds of cattle, Ms McCloy’s book looks at how the land was

FA R M I N G that arrived here back in the 19th century. “The earliest dairy cows in the country wouldn’t have had much in the way of grass to feed on. As their owners usually settled in coastal areas, the cattle roamed free, grazing on scrub and fernland to stay alive. Inevitably this led to a certain number of beasts going feral, and also to a percentage of stock dying from poisoning and malnutrition.” A significant change in dairying came as the population increased. “With early settlers all having cows to supply their families with the milk they needed, there was no real need for a dairy industry. “As more settlers began to arrive, congregating largely in the towns, this began to change. In order to graze more cattle to meet this new demand for milk, more farmland was needed.” Land was cleared and imported grass seeds planted. Initially these pastures did well but as they waned for lack of nutrition the need for agricultural science arose to solve the farmer’s problems. “In 1878, the opening of Lincoln Agricultural College provided them with access to the answers. The college’s director, William Ivey, was fascinated by fertilisers, and he was one of the first people to import superphosphate into New Zealand to test on the farm at Lincoln.” Dairy Nation covers key people in the dairy industry, changes in milk

Empty agrichemical containers wanted Spring crop spraying has been in full swing throughout Selwyn and Agrecovery Rural Recycling is now returning to collect the empty agrichemical containers for recycling. Following the success of previous container collection events in the region, Agrecovery will be holding an event at Farmlands in Darfield on November 24 from 9am to 2pm. Five events held in Canterbury earlier this year netted nearly 5,500 containers. As the warm weather takes hold the spring rush of growth is upon us. Stormy weather means the garden is subject to a mix of warm air from Nor’ west winds and the occasional damp deluge from a spring thunder storm. November is Canterbury’s month as Cup Week slides into Show Day and a holiday for all. If large crowds and fanfare are not your thing, you might choose to spend your long weekend in the garden so you can attempt to catch up with its rampant spring growth spurt. Whatever your fancy have a good time doing it and don’t forget to start lathering on some sunscreen when outdoors and find yourself a suitably sensational gardener’s hat with a nice wide brim to protect your ears and nose from sun exposure. This month look out for sagging, baggy and fruit laden plants and prepare to stake and tie them for support. Don’t leave your plant friends high and dry. Keep things well watered, especially the young and vulnerable. Be aware of plants that could succumb to wind damage. Sow Bok choy, broccoli, Brussels sprouts, butter beans, cabbage, carrot, cauliflower, celery, chives, coriander, cucumber, dill, lettuce, parsley, radish, runner beans, sweetcorn
