Annual Report - 2009 Introduction

Although 2009 was a year of global crisis, PAUCI managed to continue its mission in Ukraine and Moldova, searching also for opportunity to expand to other countries covered by the European Union launched Eastern Partnership initiative. Thanks to the generous support from our donors: Charles Stewart Mott Foundation, Polish Ministry of Foreign Affairs, National Endowment for Democracy, International Renaissance Foundation, European Commission Delegation to Ukraine we were able to carry on our activities in assisting the new Eastern European democracies in their way to closer integration with the Euro Atlantic community. We have also continued our cooperation with US based United Parcel Service through administering its CSR project on upgrading the school education in the rural Polish-Ukrainian borderland. The newly established initiative was the Polish MFA funded project on promoting energy efficiency in Ukraine and training the Ukrainian energy auditors. PAUCI continued its small trans-border grant program in partnership with R.Bosch and S.Batory Foundations. On the Ukrainian-Russian borderland we stimulated the exchange of experience between both neighboring countries’ civic organizations. Working with our partners from EU, US and Canada, we organized a series of important events aimed at strengthening the Eastern Europe’s links with the Western democracies. On behalf of Ukrainian and Polish PAUCI offices I would like to express my sincere gratitude to all our donors, partners and grantees. I would also like to thank all my colleagues I work with, and friends who shared our ideas and helped us in our day to day endeavors. We do strongly believe that our work contributes to reaching the goals set up by Eastern European nations at the time of transformation change.

Polish-Ukrainian Cooperation Foundation - PAUCI was established in April 2005 as a legacy organization to the Poland-America-Ukraine Cooperation Initiative. Since 1999, this initiative served as a unique trilateral program aimed at sharing the best practices of Poland´s successful transition from a centrally planned economy to a liberal, market-oriented democracy. PAUCI mission: To build the capacity of Ukraine to integrate more closely with the European Union and NATO through the application of Polish and European experience and to facilitate extensive cross-border dissemination of knowledge and experience in key areas that impact human capital and civil society. The 4th International Forum: Ukraine´s Euro-Atlantic Future The annual international forum “Ukraine’s Euro-Atlantic Future” took place in Kharkiv on June 23-24, 2009. The conference was aimed to bring together key international experts and discuss the current state of affairs in NATOUkraine and EU-Ukraine relations. It is the continuation of the series that has taken place already in Kyiv, Brussels and Washington. The topics of the discussions ranged from the new impulses of Obama administration’s foreign policy and the EU’s role in Ukraine under the “Eastern Partnership” concept to Canada's position on Ukraine's Euro-Atlantic ambitions and impact of Euro-Atlantic ties on the region of Kharkiv. On day two, there was intensive public discussion on Ukraine’s Euro-Atlantic future and EU-Ukraine relations seen from the perspective of business and civil society in Ukraine. Forum initiated local debates with the foreign experts on the potential Ukraine’s membership in EU and NATO, which were aired the local TV.

International Conference “Ukraine Within the Eastern Partnership” The first public Forum on Eastern Partnership was organized in Kyiv on March 26, 2009, between the EU Summit (March 19-20) and Prague Summit “EU – Eastern Partnership” (May 7). The overall purpose of this conference was to bring together Ukrainian and European policy makers and experts to explore the potential of this new European Union’s initiative. Issues for discussion included: What is the EaP added value for Ukraine and the region? What is the political innovation of EaP? Can Ukraine play the role of a pilot? What can be learned from Ukraine’s negotiations with the EU on the new “Association Agreement”? Which consequences will EaP have for visa regime development, migration, expert exchange, and education? Have lessons been learnt from former initiatives, especially Black Sea Synergy? Which kind of projects can be recommended at this point? The European Commission was represented by John O’Rourke, Head of ENP Coordination Unit. The Ukrainian side was represented by Borys Tarasyuk, Head of Committee on European Integration of Verkhovna Rada of Ukraine, Pavlo Klimkin, Director of Department for European Union of MFA of Ukraine, and Vadym Tryukhan, Head of European and Euro-Atlantic Integration Bureau of Cabinet of Ministers of Ukraine. The Conference was the first public event that brought together the Ukrainian and European politicians, experts and civil society representatives to discuss the potential of the new EU initiative. The event provided a platform for discussion of the Ukrainian role as a pilot country for the six EaP target states.

PAUCI Club Meetings Since 2005 PAUCI organizes expert seminars in Warsaw under “PAUCI Club Meetings” brand. PAUCI Club provides a platform for discussing in the circle of specialists the most actual problems of the region, that can have impact on Polish and Ukrainian policies. The flexible formula offers an opportunity to discussing both - long-term perspectives and tactical approach to current political problems. The participants are carefully selected on the base of the topics of the meeting that guarantees the high quality discussion. The meetings group 20-30 experts, politicians and journalists. "NATO & Ukraine: Chances and Challenges" – guest speaker - James Greene, head of the NATO Liaison Office, Ukraine. The NATO Liaison Office (NLO) was established in Kyiv in April 1999 to facilitate Ukraine's participation in the Partnership for Peace and to support Ukrainian efforts in the area of defense reform (May 2009, 22 participants). “Russia-Poland-EU. New Challenges”. A discussion followed an expert panel where Jan Piekło (PAUCI Director), Maria Przełomiec (TVP Info), Prof. Włodzimierz Marciniak (Polish Academy of Science) and Marcin Wojciechowski (Gazeta Wyborcza) presented their opinions. PAUCI Activities Related to Parliamentary Elections in Moldova In 2009

The April’s 2009 parliamentary election fraud by the ruling Moldovan communist party (PCRM) caused violent protests what evolved into a deep political crisis lasting several months.

In June 2009 PAUCI prepared the policy paper for the Polish Ministry of Foreign Affairs with recommendation how to deal with Moldovan crisis. The Polish MFA selected PAUCI’s senior program officer – Mr. Adam Sauer to represent Poland as a long-term officer with the OSCE/ODHiR election observation mission of July 29th early parliamentary elections.

The early election process was also covered by PAUCI special newsletter titled: “Moldovan Elections Monitor” which informed public opinion (over 800 subscribers) from Poland and Ukraine about Moldovan elections and political development there. In July 2009 PAUCI distributed 16 issues of this monitor – in three languages: Polish, Ukrainian and English.

Just after April’s 2009 violent protests and abuse of human rights – PAUCI launched a campaign targeting the public opinion of Poland and Ukraine. •

PAUCI initiated the Ukrainian NGOs letter to the leadership of the European Union requesting EU involvement in solving the postelection crises in Moldova, to facilitate the negotiation and legitimate political processes; http://pauci.org/en/news/?news_action=details&news_id=504.

Community Initiatives Partnership Program: Germany – Poland – Ukraine/ Belarus/ Kaliningrad Region Along with Poland's accession to the European Union, Ukraine, Belarus and Kaliningrad District became the neighbors of the European Union. Each of these countries is different, however, the development of independent non-governmental sector is an essential element of building civil society in these countries. NGOs play also a key role in maintaining individual, inter-personal trans-border relations. Joint initiatives of NGOs from neighboring countries contribute to increasing mutual understanding, sharing experience and undertaking cross-border activities. . The Community Initiatives Partnership Program aimed to: •

support citizens engagement in local and regional community initiatives in Ukraine, Belarus and Kaliningrad District;

integrate these initiatives into cross-border Polish-German cooperation networks and /or expand the cooperation of Polish, Ukrainian, Belarusian and Russian networks to include German partners;

enhance interest in mutual cooperation and develop long-term partnerships.

• In 2009, 8 trilateral German-PolishUkrainian projects were implemented (for up to 160 thousand Euro) •

38 applications were received and evaluated by the grant committee and 7 of them for the total amount of up to 100 thousand Euro were recommended for financing in 2010. This grant competition was the last one within the program.

Grant program supported trilateral projects: German-Polish-Ukrainian, German-Polish-Belarusian and German-Polish-Kaliningrad, which were aimed at increasing citizens engagement in local and regional community initiatives, developing partner relations between three countries, transferring knowledge and experience from Western partners to the Eastern counterparts and establishing long-term partnerships. Among the supported projects there were educational and environmental ones as well as initiatives promoting human rights protection and European integration. The program is funded by Robert Bosch Foundation and Stefan Batory Foundation; PAUCI Foundation is responsible for implementation of the Program in Ukraine.

The 4th Ukrainian-Polish-German TriNet Forum

While the political and economic cooperation between West and East is intensifying we can observe that the civil and social potential of this process remains hardly exploited. In order to present the already existing initiatives and to give an impulse for trilateral exchange PAUCI together with other partners annually invites more than 70 different NGO’s and institutions from Poland, Ukraine and Germany. In 2009, the young leaders discussed with the experts like Iryna Magdysh (Ji Magazine), Michael Kurzwelly (Slubfurt), Bernd Vogenbeck (Institut für Angewandte Geschichte e.V), the potential of Polish-Ukrainian-German trilateral cooperation and how to evaluate the existing methods of trilateral cooperation. This year the Forum took place in Przemysl and Lviv. The main aim of the forum was to strengthen Ukrainian-Polish-German cooperation of NGO sector by discussing and developing ideas for joint projects and exchanging the best practices of trilateral projects implementation. In 2009 joint projects focused on “culture”, “ecology” and “human rights promotion”. The project is implemented in Partnership with Polish R.Schumann Foundation and DJO (Germany).

More than 70 representatives of various Polish, Ukrainian and German organizations took part in the Forum. Through exchange of experience they got new knowledge, input and impulses for organizing trilateral projects As a result of the working groups a list of recommendations for effective trilateral cooperation has been developed; part of projects already got financial support from Robert Bosch Foundation as well as Norwegian Fund (under Cross-border Partnership Project).

TriNet is an information platform supporting trilateral Polish-Ukrainian-German NGO activities. It consists of databases, a web-platform and a newsletter. All services are provided simultaneously in Polish, German and Ukrainian languages. •

Data base of organizations provides information on organizations from Ukraine, Poland and Germany which are engaged/interested in trilateral projects.

Trilateral Projects Database includes an overview of the trilateral initiatives that took place in the recent years. It helps organizations interested in trilateral programs to learn about the implemented projects and their authors, as well as when and where they were organized

Multicultural Identity Building And Social Policy In Borderland. Exchange Of Experience Between Polish-German (Frankfurt-Słubice) And Polish-Ukrainian (Chełm-Kovel) Borderlands

The project started in November 2009 with the aim of deepening cooperation between Chełm (Poland) and Kovel (Ukraine) in the sphere of civic activism and youth participation in developing identity of multicultural border region. Cooperation programs and fundraising activities of the project are based on the Polish-German experience. The second, not less important aim of the project is encouraging organizations from the Polish-German border to participate in the activities cooperating with Ukraine and Eastern Poland. The project targets local self-government bodies, youth, social and cultural institutions’ employees, as well as representatives of NGOs from Kovel (Ukraine, Volyn Oblast) and Chełm (Polska, województwo Lubelskie) which deal with youth or social care. Implementation of the project will be continued in 2010. The project has 4 components: educational, practical, planning and promotional. It takes place in three countries: Poland (Chełm, Słubice, Zamość), Ukraine (Kovel, Zhovkva) and Germany (Frankfurt an der Oder, Fürstenwalde, Angermünde).

Training and Briefing on ENPI Issues in Ukraine

Up to date, ENPI is the biggest and most comprehensive EU assistance instrument for Ukraine. It will have a major impact on the process of Ukrainian approximation to EU standards, procedures, policies in wide range of issues. Most of the ENPI related agenda is handled by the Ministry of Economics and Ministry of Foreign Affairs. Although ENPI projects have already been implemented, there is lack of clarity on the procedures determining the project priorities among other ministries. In 2009, PAUCI implemented a project aimed at building the understanding among central government Ukrainian institutions on the mechanisms and strategy of ENPI, and improving their capacity to participate in ENPI programs. An important issue, which was addressed, is building the understanding among various Ukrainian institutions on the strategy of ENPI, mechanism of applications, transparency of the project selection and media control over selected projects. The project consisted of three stages: “It was very useful to systematize the knowledge I have, because from now I will be able to associate definite events in my region with ENPI. Factual material provided at the training was very interesting: how much money is allocated, how much of them are used, how ENPI can be implemented. I will use this knowledge when preparing materials for press on this topic and when interviewing civil servants who are responsible for ENPI implementation.” Taras Zaiets, “Vechirnii Ivano-Frankivsk” Newspaper, participant of the training for regional journalists.

1. Inception and information collection. Setting up communication with the governmental agencies, collection of the necessary information. 2. Development of the course, development of the training materials, consulting the practical recommendations/ procedures with ministries, involved in ENPI management. Piloting of the course, making necessary corrections. 3. Implementation phase - delivery of the courses to the government officials (18 training sessions), and mass-media (2 training sessions). Production of the electronic version of the course on the CD and Web-site.

The target audience of the project is:

Central Government Agencies, included in ENPI programming in Ukraine: Parliamentary committees of European Integration and Foreign Affairs, Ministry of Fuel and Energy of Ukraine, Ministry of Regional Development and Construction of Ukraine, Ministry of Transport and Communications of Ukraine, State Border Guard Service of Ukraine, State Customs Service of Ukraine, environmental administrations and inspections of Ukraine and other governmental agencies.

The project will be completed in February 2010.

A training course on ENPI for civil servants was developed covering general issues of ENP, EU-Ukraine relations in the sphere of ENP implementation, legal regulations of ENPI and its financial mechanisms. The course was piloted at the Institute for in-service training at the National Academy of Public Administration. 9 training sessions for civil servants and 2 training sessions for Kyiv and regional journalists were organized in 2009. Trainings included both theoretical (legal) overview of ENP and ENPI and information on practical participation in ENPI

244 civil servants and 27 journalists improved their level of knowledge on such ENPI related issues as political component of ENPI at the European and Ukrainian levels; programs and mechanisms of ENPI financing; and EU documents that regulate ENPI implementation. The other important ENPI aspects, such as introducing national component of ENPI in Ukraine, trans-border cooperation programs, budget support, etc. were also presented at the training.

PAUCI Cooperation with Chernihiv Region PAUCI supported local initiatives of the Chernihiv In-Service Training Center and, thanks to usage of internet communication technologies, provided the Center’s seminars with Polish experts (in on-line video-conference mode). •

The target audience of the project consisted of Civil servants, NGOs, academic circles of Chernihiv Region; experts from Poland and Russia (in a form of videoconference).

Performance Budgeting: A Tool to Empower Citizens to Hold Their Local Governments Accountable Project goal is to promote and implement the concept of performance budgeting at the level of 5 cities (Balti, Floresti, Ungheni, Comrat and Stefan Voda) from Republic of Moldova on the basis of evaluation of the current local financial system and local budgeting processes. PAUCI and its Moldovan partner Business Consulting Institute conducted the assessment of Moldovan local financial management and current local budgeting system (in 5 Moldovan towns: Balti, Floresti, Ungheni, Comrat and Stefan Voda). Following the assessment results, PAUCI and BCI experts developed a performance management framework as a pre-requisite for the success of Performance budgeting project implementation and elaborated the concept of performance budgeting in Moldovan Local Governments. The results were compiled into a guide what included the performance budgeting concept and methodology, as well as assessment results. The expert’s work was supported by series of trainings in Chisinau for representatives of local partners and a study visit to Poland, to learn Polish experience of successful performance budget implementation by the cities of Kraków, Wieliczka and Bochnia.

Ukrainian-Polish Business Forum “Ukraine-Poland: Common Challenges and Interests” - Third Edition

III Ukrainian-Polish Business Forum “Ukraine-Poland: Common Challenges and Interests” took place on September 30, 2009 within the framework of Lviv Economic Week. Lviv Economic Week was held for the first time in 2009, and it built on the success of the traditional annual Lviv International Economic Forum. It is a new, open format for discussion and partnership, which follows best European practices of economic conferences and set standards for Ukrainian regions. The Forum aimed to provide a platform for Polish and Ukrainian experts, businessmen and representatives of local authorities to discuss issues of economic crisis influence on reforms progress, investing strategy of Ukraine and problems of joint financing as well as infrastructure development issues.

Eastern Partnership initiative’s aim is to also stimulate the economic cooperation of EU with its Eastern neighbors .

Promotion of Energy Saving Technologies Implementation in Ukraine The project was conducted by the PAUCI Foundation in cooperation with the Energy Efficient Cities Association. Its aim was to develop/ increase understanding of the significance of energy effectiveness/saving and provide the Ukrainian cities’ authorities with the expertise necessary for elaborating local energy management plans. Through organizing study visits to Poland and providing professional training for energy auditors the project contributed to upgrade the skills/expertise of energy management at municipal level. The energy management guide was produced and distributed to the participating target cities authorities. All participants received training manual which allows them to conduct further cascade trainings. Local governments participating in the project launched the preparation of developing the local energy management plans. Polish-German-Ukrainian Energy Conference The conference took place in Warsaw on December 17-18, 2009, as the UN Climate Change Conference was drawing to a close in Copenhagen and the European Council discussed the European Union’s newest energy security regulation which is to be examined by the European Parliament in the 2010. These two linked issues – energy security and the drive to achieve a low carbon world economy challenge decision makers in Berlin, Kyiv and Warsaw with serious policy choices. The aim of the conference was to examine how our three countries are facing these policy challenges and to see whether the solutions being proposed by the Climate Change process and the European Union are an adequate response to the scale of the problem. The first panel looked at the lessons of the January 2009 gas supply crisis and considered what barriers stand in the way of ensuring that there is not repeat of the major cuts in gas supplies. The second panel looked at how governments are seeking to improve energy efficiency and the third one examined the debate on expanding atomic energy as a way of cutting carbon emissions along with increasing the share of renewables in the energy mix.

Supporting Young Rural People “I Think I Can!” In 2009 PAUCI received an accreditation in Youth in Action Program as a “hosting-sending organization” and became involved in this activity. Youth in Action is the EU Program for young people aged 15-28 (in some cases 13-30). It aims to inspire a sense of active citizenship, solidarity and tolerance among young Europeans and to involve them in shaping the Union's future. The European Voluntary Service (EVS) provides young Europeans with the unique chance to express their personal commitment through unpaid and full-time voluntary activities in a foreign country within or outside the EU. Since 2010 PAUCI will implement a EVS Project “Supporting Young Rural People “I think I can!”. Within this project, young people from Ukraine will come to Poland for volunteering and young people from Poland will volunteer in Ukraine.

UPS Corporate Social Responsibility Program Long-term project aimed to upgrade the educational potential of rural schools and communities located in the Polish-Ukrainian borderland. The program supports schools and communities from the areas located far away from the administrative and cultural centers. This region is divided by the state border (the Eastern EU border), with the limited number of border crossings. The people who used to live in one multiethnic community are now separated almost as they were at the time of Soviet domination. In previous years PAUCI Foundation worked with Ukrainian schools in Nyzhanovychi and Holovetsko, the county of Stary Sambir, and Polish schools in Lipa and Sierakosce, the county of Przemysl. Using these four schools as a model PAUCI tried to attract the alternative sponsors for other schools of the borderland in 2009. The first success was reached with attracting funding from US-Ukraine Business Council for furnishing the rural school in Smerichka (the county of Stary Sambir), which suffered from flood in 2008.

Annual Report - 2009 PAUCI Membership Ukrainian Philanthropists Forum (UPF) – PAUCI Foundation is a member of the Forum and Mr.Svyatoslav Pavlyuk, Deputy Director, is a Head of the UBF Board. The UBF’s mission is development of responsible, transparent and accountable charity in Ukraine for prosperity of the country. At present the organization has 19 members. The UBF serves as an instrument to develop indigenous philanthropy in Ukraine which initially will expand the funding base for Ukrainian NGOs.

PAUCI Foundation participates in the public and expert councils with central Government of Ukraine, advising on development and implementation of the policies with Ministry of Foreign Affairs, Committee on Regulatory Policy and Entrepreneurship development, Main Department of Civil Service, National Academy of Public Administration, Ukrainian part of the Committee EUUkraine.

In Poland we are a member of Grupa Zagranica an association of Polish NGOs working abroad. It allows us to promote support of Polish public and private donors for programs that target transition in Ukraine and Moldova. We also share with other members our experience from working in the region and advocate for development of PolishAid as a separate institution from the Ministry of Foreign Affairs to allow more sustainable and multi-year support of the projects implemented by the NGOs.
