REFUND POLICY
Please review our direct refund policy and be sure to communicate ahead of time if plans change and you cannot attend a program. ✓ 5 business days notice or more: 100% refund or credit is given minus a $5 processing fee. ✓ 3-4 business days notice: 50% refund or credit is given minus a $5 processing fee. ✓ 2 business days notice or less: no refund or credit given. ✓ Program fees are not refunded or prorated for participants who miss portions of the program. ✓ Full refunds or credits will be granted for programs that are canceled by the District, without withholding a $5 processing fee.

SCHOLARSHIP POLICY
Any resident of Sisters Park & Recreation District who, for reasons of financial hardship, cannot participate in an activity sponsored by the district, may confidentially apply for a partial waiver of activity fees. The maximum amount of scholarship funds granted to a household is $500 per fiscal year, limited to no more than 50% of the actual activity fee, and must be applied for and approved prior to participation. All applicants need to reapply at the beginning of the fiscal year. Scholarship recipients are not eligible for refunds above the dollar amount they paid. Exceptions to this policy: • A foster child who attends Sisters School District is eligible for the scholarship program regardless of their current address. • A student residing outside of SPRD boundaries, but who is a resident of and attends a Sisters School District school, is eligible to apply for a District scholarship. Patrons are still subject to out-of-district fees, and scholarship funds may not be used toward out-of-district fee differential. For approval, the patron needs to present proof of residency and proof of eligibility. If the patron is unable to provide this documentation, they may attach a hardship letter. Our programs are open to everyone regardless of whether you live within our district boundaries. District users who live outside of district boundaries do not pay property taxes to help support Sisters Park & Recreation District and are subject to a 30% fee increase. 2

Fundamentals of Jiujitsu
Ages 8-15. Jiujitsu is an ancient martial art with an emphasis on grappling to subdue much larger opponents and is excellent for self-defense. In this jiujitsu fundamentals class, we will learn the basics of grappling, basic strikes, throws, and how to control someone once on the ground. Ages 5-11. Science, Technology, Engineering, Art, and Math using motorized Legos. Every project is built by students step-by-step with no one left behind. Entering 3-6. From intricate bird nests to astounding beaver dams, animals are engineering all around us. Take a closer look at construction techniques and amazing adaptations found in the animal kingdom. Join Discover Your Forest and the U.S. Forest Service staff to build, unravel, discover, and test nature’s animal engineers as we explore our environment in this fun and hands-on camp. Ages 8-13. Learn the art of being a true outdoorsperson! Our primary activity will be fishing, and the instructor will fill out each day with lessons in foraging from the natural world and upping your archery marksmanship! Ages 8-12. This camp is all about tool use, creativity and engineering. Each day campers will be introduced to a new a project that they will work on throughout the week and bring home. Projects may include assembling a bushcraft knife, a bone awl, wood baton, natural fiber cordage, handcarved wood spoon and/or bowl, paracord survival bracelets and more. Preschool
Ages 3-4. We offer a yearlong preschool (September- August) that properly prepares your child to enter kindergarten. Our teachers help children grow socially and emotionally along with learning literacy, math, music and movement, art, and physical education. Students must be at least 3 years of age by September 1, 2022 and potty trained. ERDC accepted. Fall commitment forms will be accepted starting April 11. JOIN THE SPRD TEAM! Tackle Football
Grades 5-6. In partnership with Central Oregon Recreation League, this program aims to introduce players to tackle football in a less physical setting by using the USA football Rookie Tackle eight-player approach. PRIORITIZING FINANCIAL RESPONSIBILITY THROUGH CHALLENGING TIMES When you’re an organization whose mission and reason for being is to bring people together for activities, a pandemic that keeps people at home and at a distance from one another poses some challenges. That’s been the story of the past couple of years for Sisters Park & Recreation District (SPRD). Faced with the lockdowns of spring 2020, SPRD took immediate action to maintain its fiscal health and pivot to serving the urgent needs of Sisters families. They cut down to a bare bones staff and worked to secure local, state, and federal grants to support services that they could deliver to the community — services that helped folks in Sisters keep going through tough times. Since the onset of COVID-19, SPRD has received approximately $252,000 in COVID-related grants which went to cover staff time for COVID response, PPE, cleaning products, additional staff required to meet program cohorting requirements, and more. SPRD secured grant funding for “carebased” programming. Such programming provided a distance-learning partnership with Sisters Middle School to provide certified substitute teachers to help middle schoolers with homework and in keeping up with their distance-learning
work. Kids were also able to get some playground time in. “ That helped with the socialemotional learning the kids lost during the lockdown,” said SPRD Executive Director Jennifer Holland. Grants helped fund the free Playground Program. “We wanted to provide that so parents could keep working,” Holland noted. SPRD kept an eagle eye on expenses and, thanks to diligent work, “we were able to remain in a good financial position through COVID,” Holland said. Now, as we shift toward living with COVID, SPRD is ramping up to provide broader programming to the community — with a special focus and concerted effort toward restoring opportunities for adults and older adults in Sisters. SPRD has hired a program supervisor and is hiring two coordinators to support the effort. “This kind of infrastructure inside the office allows us to offer these programs to the community,” Holland said. The District is pursuing creative ways to offer programs, including noninstructor-led programming, like open workout time in SPRD’s facilities. They are actively seeking ways to get adults and seniors who have been restricted in their activities back into action.
“We do know that there’s a lot of isolation,” Holland said. “We want to bring back those positive touchpoints for all citizens of Sisters.” Because the district is in good financial health, SPRD is working to absorb price increases this year, or keep them to a minimum despite inflation. The District also hopes to increase the amount of money budgeted for scholarships. As SPRD ramps back up, the board and staff understand that they are working in a changed community. COVID changed the way people live, and many new people have moved in to Sisters Country over the past two years. In order to serve that changed community most effectively, SPRD plans to conduct a needs analysis, starting by May. Holland is already gathering input from discussions about the potential future of the current Sisters Elementary School site through the City’s Parks Master Plan update. SPRD will organize focus groups that are representative of the community to understand what people want and need from their recreation district. “We want to be sure that, as we’re building back, that we’re building back effectively and efficiently, based on what people want,” Holland said.
