Dean’s Message We have come a long way. In ten years, the Lee Kuan Yew School of Public Policy has become the best-endowed school of public policy in Asia and third best-endowed in the world, the second most generous and, possibly, the first to introduce a fully integrated multidisciplinary curriculum. It has emerged as the school of choice to study public policy in Asia, offering several advantages to young people venturing into the field. The strong, diverse and research-active faculty is a major asset. Pedagogical innovations, experienced practitioners from Singapore and a rich pool of Asian case studies enhance the classroom experience. With international students making up 80% of the cohort, the rich global diversity of the classroom also provides unique networking possibilities. Our goal is to bring together the best of the East and the best of the West, enriching the educational experience of our graduate programmes. The School also excels in research. Generous research funding is one of our strongest assets. The multidisciplinary faculty produces excellent research in several fields, from social policy to China-India relations; from water policy to international trade. Four research centres complement the research of the faculty, creating an ecosystem of research excellence that also benefits the students. Our executive education (EE) programmes are also among the strongest in the world. In addition to over 2,000 graduate alumni from 80 countries and territories,
we have also trained more than 11,000 professionals from all around the world in our EE programmes. For a small school, we have already created a substantial global foot print. Our partners and donors have contributed significantly to the School’s growth. Our collaboration with the Harvard Kennedy School is long-standing. We are also the first Asian school to join the Global Public Policy Network (GPPN) established by Columbia SIPA, the LSE and Sciences Po. We are blessed by the strong continuing support we receive from our donors, many of whom are driven by the noble mission of the School to inspire leaders, improve governance and transform Asia. As we move into our second decade, with even greater potential beckoning us, we would like to invite you to join us in this exciting journey that we are embarking on. I hope that this small brochure will give you a flavour of the many exciting opportunities that lie ahead. Kishore Mahbubani Dean, Lee Kuan Yew School of Public Policy
LKY School — A Graduate School of Choice Part of the National University of Singapore, the Lee Kuan Yew School of Public Policy was established in 2004 with the mission of educating and training the next generation of Asian policymakers and leaders. Our strategic location in Singapore — a city-state widely known for its strong governance and efficient civil service — enables students to study in one of the best public policy laboratories in the world, while accessing the wider Asia-Pacific region in a distinctively global environment. Students and faculty of the School enjoy a campus environment at Bukit Timah that is second to none in Singapore. Situated beside the world-famous Singapore Botanic Gardens, a newly crowned UNESCO world heritage site, the campus is spread over sloping lawns and grassy quadrangles, interspersed with pristine white colonial-era architecture in the neo-classical style.

“The Lee Kuan Yew School of Public Policy has been a leader and trailblazer in public policy-related education in Asia... UNDP believes that effective public policy design and implementation are central to the achievement of the Millennium Development Goals and the post2015 development agenda. We look forward to strengthening our partnerships with the School in the years ahead.” Helen Clark Administrator of the United Nations Development Programme and former Prime Minister of New Zealand
“Governance is truly at the heart of today’s political debate… it will be about the learnings of what makes for effective government, not just from Singapore but from around the world, that will be the engine of our future prosperity. Public policy schools are clearly central to this: to collect, analyse and share scholarship about such governance systems, processes and mindsets. I have been immensely impressed by the work of the Lee Kuan Yew School of Public Policy.” Tony Blair Prime Minister of the United Kingdom (1997–2007)
“As leaders — and you are the leaders of tomorrow, the leaders of this century — you will need to be acutely aware of what’s going on around you. You need to have compassion and be sensitive to the consensus of others. You need to develop good judgment. You also need to know, as you move forward, what is right and what is wrong… and over time you will develop that inner compass that guides you and gives you strength.” Kofi Annan Secretary-General of the United Nations (1997–2006)
“…The value-add of people with time to dedicate to a current policy task in a public policy institute, is to bring the two worlds together, the world of theoreticians and the world of practitioners, and applying always this disciplinary approach. There is, I believe a sweet spot, a happy meeting ground, which institutes such as LKY School can fill.” Kevin Rudd Prime Minister of Australia (2007–2010; 2013)
“Don’t rely too much on sovereign states… do things more ‘bottom-up’, include subnational public entities… and involve business and civic societies. How to create this loop [with] these bridges and linkages is I think an art of governance for the future which schools like LKY School could help foster by giving the people of tomorrow the necessary talent.” Pascal Lamy Director General of the World Trade Organization (2005–2013)
Our Graduate Programmes Students at the LKY School can expect to extend their learning well beyond the walls of the classroom, and to benefit from strong empirical evidence and contextual narratives that emphasise Asian and international dimensions. We adopt teaching methods that are designed to be problem-oriented, interdisciplinary and integrative.
Our classrooms focus on case-teaching and teamteaching, enabling our students to draw productively on diverse perspectives. With generous endowments from our donors, more than half our students receive some form of financial support including scholarships, grants and tuition fee waivers.
“Learning public policy at the LKY School equipped me with the tools that I needed for that holistic approach, and the interaction that I had with my diverse classmates enriched the whole learning experience.” Fika Fawzia Director, President’s Delivery Unit for Development Monitoring and Oversight, Indonesia Master in Public Policy graduate (2012)

“At senior policy formulation level, I was looking for both depth and breadth of inputs in public policy. My career goal as a civil servant is to update my analytical and policy formation skills as a public manager, so that I can lead our unit to fulfil organisational goals. LKY School gave me the skills set to be a better leader, to appreciate issues from different perspectives and to understand policy problems with conceptual frameworks. This change has been appreciated by my organisation, my colleagues and my family. Rajesh Arya Director, Training Division Government of India Department of Personnel and Training Master in Public Administration graduate (2012)

International Partnerships and Generous Financial Aid Two key factors to the School’s success are the partnerships we have struck and the generosity of our donors. We have a strategic partnership with Harvard Kennedy School and are the first school in Asia to be admitted into the prestigious Global Public Policy Network (GPPN).
