THE JOURNEY On 16 May 2016, participants of the Senior Management Programme began a three-week journey of learning and reflection. Held in a world-class campus in Singapore, the programme provided an international learning experience designed to strengthen knowledge of the new world and broaden leadership skills. The Class of 2016 comprised 28 senior executives and professionals from Australia, Bhutan, China, Hong Kong, Philippines, Singapore and Taiwan.

Congratulations on successfully completing the 2016 Senior Management Programme (SMP) at the Lee Kuan Yew School of Public Policy (LKY School)! More than that, let me also welcome you to the growing community of LKY School alumni of which you are now an important part. The SMP was designed to provide you with an enriching learning experience and to help you take your next bold steps in your leadership journey. I am confident that you benefited from interacting with our outstanding faculty as well as senior practitioners such as Prof Lam Chuan Leong, Mr Peter Ho, and Mr Lim Siong Guan, among others. For this year’s study trip, you also had the opportunity to visit Sydney, Australia, where you observed the leading-edge citizen engagement practices of another government and honed your skills in the practice of public policy and public service. I hope you found the experience a rewarding one, with memories to last a lifetime. Finally, and perhaps most importantly, I hope that you had ample opportunities to learn from each other and form lasting bonds of friendship that will last beyond your brief time at the LKY School. PILLARS OF LEARNING The Senior Management Programme (SMP) is designed to prepare high-potential executives for their next big assignment by examining real-world challenges, pertinent topics and fundamental issues that affect decision making, governance and leadership. It leads participants through a three-week journey of learning and reflections across three themes:
The SMP is anchored in the premise that the individual leader has the potential to exercise positive influence in guiding organisations and make a positive contribution to society. Hence the programme places great emphasis on enhancing participants’ awareness of their strengths and weaknesses when interacting with others.
Through this programme, participants explore new concepts and tools that they can apply in today’s increasingly competitive and dynamic environment. It focuses on broadening participants’ perspectives, thus providing a roadmap for identifying new opportunities and synergies. Participants come together to learn in an atmosphere of trust, collaboration and shared values.

INTERACTIVE APPROACH The programme places a heavy emphasis on interactive teaching and discussion methods, including simulation exercises, case studies, debates and panel discussions in addition to the presentation of new analytical frameworks,
engaging participants as experienced practitioners. The participants themselves added to the richness and dynamic of the discussions both in and outside the classroom, thus contributing significantly to each other’s learning experience.

LASTING BONDS The new relationships and rapports formed among participants – from diverse backgrounds, organisations and countries – will become an important source of support and affiliation as they continue their career advancement. SMP
provided them the opportunity to build strong personal and professional networks with fellow participants, and with LKY School’s community of alumni around the world.
After completing the SMP, I strongly believe that I could be equipped with knowledge and skills to address the major challenges in staff management, interaction with members of the public and how to better meet the increasingly high customer expectation. 16

INTEGRATED MANAGEMENT EXERCISE The Integrated Management Exercise (IMEX), an innovative and distinctive overseas learning component of the SMP, offers a unique opportunity for participants to tackle a multilateral policy challenge in a real-life setting. For SMP 2016, participants travelled to Sydney, Australia for one week to study multi-level governance in complex public policy settings and the leading-edge citizen engagement practices of another government. As part of the experiential
learning, participants were able to apply their leadership skills and knowledge acquired from the classroom discussion in the first week of the programme to create insights and provide recommendations on strengthening governance and enhancing engagement with stakeholders. Participants typically rate this intensive experience as one of the highlights of SMP, combining both learning and relationship building.

The interactive sessions have helped us to clarify and apply concepts learned.

PROF. KISHORE MAHBUBANI was appointed Dean of the Lee Kuan
Yew School of Public Policy on 16 August 2004 after having served 33 years in the Singapore Foreign Service (with postings in Cambodia, Malaysia, Washington DC and twice as Ambassador to the UN, during which he also served as President of the Security Council). He was the Permanent Secretary of the Foreign Ministry from 1993-1998. He is the author of “Can Asians Think?”, published in Singapore, Canada, US, Mexico, India and People’s Republic of China and of “Beyond The Age of Innocence: Rebuilding Trust between America and the World”. He is also the author of “The New Asian Hemisphere”, published in February 2008. He was named in 2010 as one of Foreign Policy’s top 100 Global Thinkers for being the voice of a new Asian Century.

Mr. Low also held various senior positions at the heart of the Singapore government. He was the Director of Fiscal Policy at the Ministry of Finance from 2004 to 2005, and the Director of the Strategic Policy Office in the Public Service Division from 2006 to 2007. Mr. Low co-wrote and edited “Behavioural Economics and Policy Design: Examples from Singapore” (2011), a pioneering book which details how the Singapore government has applied ideas from the field of behavioural economics in the design of public policies. Mr. Low holds a double first in Politics, Philosophy and Economics from Oxford University, and a Masters in International Public Policy from The Johns Hopkins University’s School of Advanced International Studies. He is currently a Vice President at the Economics Society of Singapore.

PROF. ZEGER VAN DER WAL is a globally recognised public management
MR. NUNO DELICADO is a founding partner at Pluris and lecturer
scholar. He has educated and trained over 1500 graduate students and senior officials across the globe. Assignments have taken him to Australia, Cambodia, China, Hong Kong, India, Kazakhstan, Laos, Malaysia, Singapore, Thailand, The Netherlands, UK, USA, and Vietnam. He has held visiting fellowships at American University and The Maxwell School of Citizenship and Public Affairs in the USA, and Australia National University. He has (co)authored over 70 publications, including books, journal articles, and op-ed pieces. His main publications have been translated into Russian and Chinese. In 2014, he was awarded the prestigious Humanities and Social Sciences (HSS) Faculty Research Fellowship. In 2015, NUS bestowed the Annual Teaching Excellence Award upon him. He obtained his PhD in Public Administration with distinction from VU University Amsterdam in 2008.

At LKYSPP he teaches negotiation, dialogue, facilitation and consensus building, in executive courses and Master programmes. Examples of Nuno’s projects include facilitating state budget discussions in view of economic scenarios for a country in Southeast Asia, supporting a global NGO resolving conflict between member organisations, a management team negotiating a new collective bargaining agreement with the employees’ union, and a biotech startup merge with another company. Previously, Nuno was a management consultant with Bain & Company, and earlier with McKinsey & Company.
PROF. LAM CHUAN LEONG is a Practice Professor at the Lee Kuan Yew School of Public Policy. Prior to his retirement from the Singapore Civil Service in March 2006, he has headed several Ministries including the Ministry of Communications and Information, Ministry of Trade and Industry, and Ministry of National Development where he has an overview of the key macro-economic policies in Singapore. He was also the Chairman of the Infocomm Development Authority from 2000-2007 and Chairman of the Competition Commission of Singapore from 2006-2015. In these capacities, he has wide experience of micro-economics and regulatory issues relevant to a liberal market regime.
MR. AARON MANIAM is currently Director (Industry) at Singapore’s
Ministry of Trade and Industry, responsible for coordinating economic policies and regulating the manufacturing, services and tourism sectors, as well as overseeing long-term economic transformation. He joined the Singapore government in 2004, serving on the North America Desk of the Foreign Service (2004-2006) and at Singapore’s Embassy in Washington DC (2006-2008). He was posted to the Strategic Policy Office (SPO) at the Public Service Division in 2008, before being appointed the Head of the newly-formed Centre for Strategic Futures (CSF) in January 2010, while retaining his SPO portfolio. In July 2011, Aaron was appointed Director of the Institute of Policy Development at the Civil Service College (CSC), which organises leadership training programmes for public sector talent (the top 1% of the public sector workforce). He received his education at Somerville College, Oxford, where he graduated with double First Class Honours in Philosophy, Politics and Economics (PPE), was a Coombs Scholar and held the Mary Somerville prize for academic excellence. He received a Master of Arts degree in International and Development Economics from Yale University, and a Master of Public Policy (with Distinction) from Oxford’s Blavatnik School of Government (BSG). Aaron was one of eight young leaders named an “Outstanding Young Singaporean” in 2011. He was also conferred the Singapore Youth Award in 2012, and identified by the World Economic Forum as a Young Global Leader in 2013.

DR. DOUGLAS OLOUGHLIN is a Principal Consultant in CSC’s Institute of

Leadership and Organisation Development (OD). His areas of expertise are in change management, coaching, facilitation, leadership, organisation development (OD), team effectiveness and large group interventions. He has designed and facilitated leadership milestone programmes and OD interventions in CSC and the Public Service as well as a number of sessions with senior leadership teams from various agencies. Douglas has written position papers on team effectiveness and OD for leaders. Douglas has been based in Singapore since 1993. Prior to joining CSC, Douglas was with AT&T for 14 years, then ran his own OD consultancy company. He has facilitated sessions in more than 20 countries, lectured at SIM for 10 years and is certified in a wide range of assessments. He has also co-founded a number of OD networks, written several articles, and authored the book “Facilitating Transformation: 12 Strategies for Creating Extraordinary Breakthroughs with Groups.” Douglas has an M.B.A from the Rutgers Graduate School of Management and a PhD in Organisation Development from Assumption University. His research focus was how the frameworks and tools of adult developmental psychology, particularly action/leadership logics and action inquiry, can enhance leadership and OD.
MR. TONG YEE started out teaching General Paper at Nanyang Junior College. In 2007, after setting up a community outreach programme to provide tuition for repeat students in Singapore, he co-founded School of Thought to continue to promote innovation in education and civic learning in both the private and public sectors. School of Thought has since evolved to become The Thought Collective. With a growing group of 5 social enterprises, they are reputed for building social and emotional capital and are at the forefront of social innovation in Singapore. Other companies under The Thought Collective are Think Tank Studio, Thinkscape, Food for Thought and Common Ground. A champion of social emotional learning and ontological coaching, Tong Yee is a highly soughtafter motivational speaker and trainer in various sectors. He has spoken at national and local events such as the National University of Singapore Lead Programme for future business and social leaders, ASIA NGO Innovation Summit and TEDx. He is also a well-known trainer among schools and universities. As a social innovator, Tong Yee provides consultancy services for national agencies such as the National Council of Social Service and NEXUS, the outreach division of Singapore’s Ministry of Defence. He is a council member of the National Youth Council, the Singapore Memory Project, S50 Committee (Youth and Education) and Advisory Committee for Youth Corps Singapore.
PROF. JAN WOUTER VASBINDER studied physics at the Technical
PROF. DODO THAMPAPILLAI is an economist at the Lee Kuan
University of Delft (1972). Until 1981 he worked in the nuclear industry in Israel and the Netherlands. In 1981 he was appointed Attaché for Science and Technology in Washington and Ottawa. In 1985 he returned to The Netherlands, to develop large and long term cooperative industry university research programmes. Subsequently he became a member of the management team of the organisation responsible for executing government innovation policies. In 1991 he became partner and then CEO of an interdisciplinary consultancy firm. The joy in his work comes from finding new potentially powerful combinations of knowledge, and developing programs to explore and exploit these. A lot of his time is invested in helping organisations to develop their strategies for the future. In 2003 he was one of the initiators of Institute Para Limes, of which he is the first president. As of 1 July 2011, he has taken on the position of Director of the Center for Complexity Sciences at the Nanyang Technological University in Singapore. In his career, the common thread is “looking for new combinations and connections, building bridges and coaching”. His motto is: “the value of knowledge is in its application”.

He held an Adjunct Professorship in the same field at the Swedish University of Agricultural Sciences at Uppsala until 2009. In 2005, he was included in the list of Eminent Environmental Economists by UNESCAP and was previously a member of the UNEP Expert Group in Environmental Economics. He has over 100 publications including seven books and nine refereed monographs. He was also awarded the DFG Professorship (University of Kiel, Germany 1999/2000) and SLU visiting Professorship (Sweden- 1999/2000). He has also consulted with World Bank, Asian Development Bank, United Nations Development Programme, Food and Agricultural Organization of the United Nations and International Labour Organization, and the Australian Government. Dodo’s current research focus is on Macroeconomics and the Environment and the revised edition of his text “Environmental Economics: Concepts Methods and Policies” (Oxford University Press 2002, 2006).

PROF. PAUL CHEUNG is the former Director of United Nations
Statistics Division (UNSD), and facilitated the development of the global statistical system and coordinates the work of the United Nations Statistical Commission. He oversaw a programme of work that included the development of international statistical standards, the dissemination of global statistical data, the provision of technical advice to member states in the development of national statistical systems, the coordination of international statistical activities, and the delivery of programme support to the UN System on all statistical matters. Prof Cheung also had the responsibility of implementing the UN mandates on geospatial information, cartography, and geographic names. In 2011, his initiative of establishing an inter-governmental platform to address issues on Global Geospatial Information Management (GGIM) was warmly endorsed by the member states and the first global forum was held in Seoul. Prior to joining the United Nations, he served as the Chief Statistician of Singapore from 1991 to 2004. He was awarded the Public Administration Gold Medal in 2002.
DR. SARAH SCHULMAN is InWithForward’s Founding Partner, where she facilitates a team of designers, social scientists, and community mobilizers to re-make social services from the groundup. InWithForward comes from lessons learned over the past decade designing new aged care, early childhood, family and youth services - but rarely building the long-term capacity of systems to innovate. That’s why InWithForward embeds itself within social service organisations, and works from the bottom-up and inside-out to launch alternative services, networks, and policies. In Vancouver, InWithForward has launched Kudoz: an adult learning exchange for adults with a cognitive disability. In Toronto, InWithForward is in the midst of prototyping a set of solutions with street-involved adults. Prior to InWithForward, Sarah led the Radical Redesign Team at The Australian Centre for Social Innovation, where she helped build three new solutions including the award-winning Family by Family. Sarah holds a Doctorate of Philosophy in Social Policy from Oxford University, where she was a Rhodes Scholar, and a BA and MA from Stanford University.

DR. ADRIAN KUAH is Senior Research Fellow and Head of Case Studies Unit at the Lee Kuan Yew School of Public Policy. His research interests include futures studies, complexity science and political philosophy (focusing on pragmatism). Adrian started his career in the civil service as an economist in the Monetary Authority of Singapore. He then worked in the private sector as a business strategy consultant before embarking on an academic career with the S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University. As Assistant Professor in the Military Studies programme, he taught on the MSc programmes as well as the Goh Keng Swee Command and Staff College’s courses. He returned to the civil service in 2013 as Lead Strategist in the Centre for Strategic Futures, Strategic Policy Office, Prime Minister’s Office, where he was involved in whole-ofGovernment futures research and scenario planning. He led a team of researchers in analysing complex, cross-cutting public policy issues across the social, economic, infrastructure and security domains. He joined the LKY School in July 2015. Adrian obtained his Bachelor of Arts (Honours) degree in Economics and Politics from the University of York, graduating with first class honours, followed by his Master of Arts degree in International Politics from the University of Warwick. He earned his Doctor of Philosophy degree in Defence Policy and Economics from Cranfield University, where his doctoral studies were fully funded by RSIS. MS. CHERYL CHUNG is the Deputy Director of Strategic Planning at
the Lee Kuan Yew School of Public Policy. Prior to joining the School, Cheryl worked for the Singapore Government for 12 years where she led foresight and strategy activities across several ministry portfolios. Her work mainly focused on the intersection of technology, economic and regulatory policy. She was most recently the Lead Strategist of the Futures Division at the Ministry of Transport, where she helped to start up the Ministry’s futures work. The Division looked at future of transportation issues across air, land and sea and Cheryl led the Ministry’s work on Autonomous Vehicles (AVs), developing the vision for AVs in Singapore and putting in place the policy, regulatory and technology framework to support eventual AV deployment on public roads.Cheryl’s past postings include the Centre for Strategic Futures and the Strategic Policy Office at the Public Service Division of the Prime Minister’s Office. In that role, she led their Emerging Strategic Issues project and as well as research on the evolving role of the state. Cheryl started her strategic foresight career at the Ministry of Trade and Industry’s Futures Group. In her spare time, Cheryl volunteers as a Project Director with Conjunct Consulting and is active in the social innovation sector.

read Law at the University of Cambridge, where he graduated with a Bachelor of Arts from Fitzwilliam College, Cambridge University in 1995. He obtained a Master of Laws from Harvard University under the Lee Kuan Yew Scholarship in 2000. He was admitted as an Advocate and Solicitor of the Supreme Court in 2002. He was awarded the Eisenhower Fellowship in 2012. Mr Kwek began his legal career in the Supreme Court in 1998, serving first as a Justices’ Law Clerk in the Supreme Court, and subsequently in appointments as Senior Assistant Registrar, Supreme Court and District Judge, Subordinate Courts. He has held appointments in the Ministry of Trade and Industry as Deputy Secretary (Industry), in the Public Service Division of the Prime Minister’s Office as Deputy Secretary (Development) and in the Civil Service College as Dean and the Chief Executive Officer. Mr Kwek was appointed the Second Solicitor-General on 1 July 2015.
of Public Policy. Originally from Toyohashi, Japan, Naomi left her hometown to attend a college in the United States and studied at the Paul H. Nitze School of Advanced International Studies (SAIS) of Johns Hopkins University (MA, May 2003) located in Washington D.C. She subsequently served as a World Bank consultant (20032006), engaging with public sector governance reforms in lowand middle-income countries. Combined with her short, but eyeopening study-abroad experience in Africa during her college years, these international career backgrounds inspired her to research, from global and comparative perspectives, issues pertinent to public administration and governance reforms. In December 2010, she obtained PhD in Public Administration from the Maxwell School of Citizenship and Public Affairs in Syracuse, the United States. Her full-time academic career began in August 2011 at the National University of Singapore where she served as an Assistant Professor at the Department of Political Science.

an Adjunct Professor in the Lee Kuan Yew School of Public Policy at the National University of Singapore. As an Assistant Professor in the LKY School from 2004 until mid-2012, he has taught on infrastructure policy, urban policy, transport policy and introduction to public policy. His earlier published research explored comparative perspectives on the interactions between urban transport policy and urban land-use policy, with a focus especially on Southeast and East Asia. His recent and current policy interests and research focuses include parking policy, public transport regulation and innovation in travel demand management. He is the author of the Asian Development Bank report, “Parking Policy in Asian Cities”. He is currently advising metropolitan governments in Indonesia and China on parking reform.

Investment Corporation (GIC) in September 2007. He was Chairman of the Singapore Economic Development Board from October 2006 to June 2009. The Board is the Singapore government’s lead agency for planning and executing strategies to enhance Singapore’s position as a global business centre. Much of its work is attracting international corporations to set up manufacturing and services activities in Singapore as critical links in the global supply chain. He has been an Adjunct Professor in the Lee Kuan Yew School of Public Policy at the National University of Singapore since 2005, instructing on leadership and change management, as well as a Senior Fellow of the Civil Service College since 2006. He was the Head of the Singapore Civil Service from September 1999 to March 2005. He has been the Permanent Secretary of the Ministry of Defence (19811994), the Prime Minister’s Office (1994-1998), the Ministry of Education (1997-1999) and the Ministry of Finance (1999-2006). In every appointment he introduced innovative policies and practices which enhanced the drive, capacity, capability and performance of the organisation. He has chaired the Inland Revenue Authority of Singapore (2004-2006), the Accounting and Corporate Regulatory Authority (2004-2006) and, the Central Provident Fund Board (19861994) and has been a board member of many companies including Temasek, the other sovereign wealth fund manager of Singapore.
DR. LEONG CHING is Senior Research Fellow at the Lee Kuan Yew School of Public Policy. She obtained her PhD in Public Policy from the Lee Kuan Yew School of Public Policy. She is the recipient of the Wang Gung Wu Medal and Prize winner 2013, (Best PhD Thesis in Humanities and Social Sciences). She has previously worked as a newspaper and television reporter and has graduate degrees in philosophy, information technology and journalism. Her research interests include water policies, public sector reform, and communication strategies. Her current research project includes examining the impact of communication on the implementation of water policies, narratives and third-party governance.

MR. PETER HO HAK EAN is Senior Advisor to the Centre for Strategic
Futures, and a Visiting Fellow at the Lee Kuan Yew School of Public Policy. He is also a Senior Fellow in the Civil Service College and an Adjunct Professor with the S. Rajaratnam School of International Studies. He retired in 2010 after more than 34 years in the Singapore public service, and was Head of Civil Service, concurrent with other appointments as Permanent Secretary for Foreign Affairs, National Security & Intelligence Coordination, Defence and Special Duties in the Prime Minister’s Office. He is Chairman of the Urban Redevelopment Authority, the Singapore Centre on Environmental Life Sciences Engineering, the Management Board of the Institute for Engineering Leadership and the Singapore Maritime Institute’s International Advisory Panel. He is a member of the National University Board of Trustees, and an advisor to the Lee Kuan Yew Centre for Innovative Cities. He is also a member of several advisory boards, think-tank and councils, and director of a number of Singapore-based companies.
MS. LOUISE ANN BEEHAG is a former government strategist and
has held positions at state and local level in Australia including the New South Wales Department of Premier and Cabinet and the City of Sydney Council. She is currently Executive Education Associate at the Lee Kuan Yew School of Public Policy, National University of Singapore. Prior to this she was Executive Director of the Executive Education Department, leading a team of 17 people that has trained more than 13,000 leaders from over 80 countries and territories. She has spoken at industry conferences in Australia, New Zealand, France and the UAE and contributed to the book “Break the Ceiling, Touch the Sky: success stories of the world’s most inspirational women”. Louise holds a Bachelor of Economics and Social Sciences and First Class Honours in Human Geography from the University of Sydney, Australia and is currently undertaking her Masters in Public Administration at the National University of Singapore.
