The Plans Examiner I performs technical review of residential or other construction plans to ensure compliance with municipal building or zoning codes. This position reviews plans for completeness, accuracy, and conformance to applicable building codes, ordinances, zoning regulations, and national standards. This position interacts with the public and staff with a heavy emphasis on providing outstanding customer service; Exercises independent judgment and problem solving. Balances independent work with customer communication and interaction from walk in residents and contractors. Often works on multiple projects. Assists with all technical questions relating to building and zoning requirements and guides customers through permit process. Always maintains a positive customer service atmosphere within department. Possess a high level of verbal and written communication skills. EDUCATION AND EXPERIENCE:
Completion of an Associate’s Degree in the field of engineering, architecture, construction management, or construction technology, and three (3) to five (5) years of related work experience, preferably in a government setting; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. LANGUAGE SKILLS:
Ability to read and interpret construction documents including architectural and engineering drawings, plats of survey, and technical manuals related to construction projects and governmental regulations, ability to regularly handle and resolve internal and external complaints of a non routine nature, ability to analyze and effectively respond to requests for information from staff, customers, and the general public. CERTIFICATIONS, LICENSE, REGISTRATIONS:
Must possess and maintain in good standing, a valid driver’s license. Must also have or obtain a Residential Plans Examiner Certification through the International Code Council (ICC) within twelve (12) months of hire and must obtain two (2) additional International Code Council (ICC) certifications as directed by the Community Development Director within three (3) years of hire from the list below. • National Electrical Code Examiner, • International Mechanical Code Examiner, • International Building Code Examiner, • International Fuel Gas Code Examiner, • International Property Maintenance Code Inspector, • International Fire Code Examiner, JOB DUTIES AND RESPONSIBILITIES:
• Excellent customer service to all internal and external customers. • Guides customers through the permit application process. • Performs plan reviews for minor residential and commercial permits to determine compliance with all applicable ordinances, codes and regulations • Prepares detailed plan review communication to identify approvals or areas of non-compliance. • Provides information at the public counter regarding the City Building Codes and Ordinances including regulations on occupancies, structures, fire, life safety issues, accessibility, energy conservation and other construction related issues. • Meets and confers with the architects, engineers, contractors, developers, residences and other permit applicants to assist them in understanding the code requirements • Ensures accuracy when entering and maintaining plan review and building permit records in computer files. • Provides support to administrative support staff for registrations, inspection requests, processing building permits, etc • Requires the ability to enforce codes and regulations while exhibiting outstanding customer service skills. • Collects applicants plan sets and other required documents and ensures that they have submitted all of the required documents. • Plans, organizes and maintains the city-wide plan review routing system; maintains files, records and reports related to the plan review and code interpretation process. • Ability to read and interpret construction documents including architectural and engineering drawings, plats of survey, technical manuals related to construction projects and governmental regulations. • Calculates fees and costs related to issuance of permits. • Assists building inspector with difficult or unusual code requirements for major structures. • Maintains permit records, plan review reports and prepares special reports as requested or required. OTHER SKILLS AND ABILITIES:
• Strong data entry and computer skills with the ability and knowledge to create databases, spreadsheets and monthly reports. BS&A building software knowledge is highly desired. • Professional verbal and written communication style. Ability to create letters and other written documents at the collegiate level. • Ability to establish and maintain pleasant, professional, working relationships with co-workers property owners, public officials, contractors, and to enforce the building codes with firmness and tact. Annualized Wage starts at $53,763. Full benefit package includes IMRF pension, 457 retirement plan, health, dental, vision, and life insurance.
