Job Purpose Working in concert with the Knowledge Management Unit staff this post must implement TESA and integrate this system with existing core systems and the data warehouse at the NWDA and make fully operational, in order to create a bespoke Management Information System that will provide all of the reporting information to support the needs of the European ERDF Programme being administered by the NWDA, its Programme Monitoring Committee, all relevant sub committees and the NWDA Executive Management Body. A post requiring a professional Management Information specialist with a proven and substantial sufficiency in this specialised field of work, underpinned by extensive and relevant practical experience of delivering this type of post previously.

Dimensions Reporting directly to the Head of Knowledge Management, the Senior Management Information Analyst (SMIA) will be strategically instrumental in the design, delivery, deployment and ongoing maintenance of the ERDF Management Information solution for the NWDA.

Working closely with the European Team, ICT and all user departments this post will co-ordinate the delivery and availability of timely, accurate and quality assured data, information, intelligence and knowledge across all Directorates, EMB and Board of the NWDA. The post will report to the Head of Knowledge Management but its prime customer will be the Director EU and the European team in the provision of Management Information. This indirect reporting line brings with it a heightened requirement for the individual to be able to service the requirements of two reporting lines with appropriate, timely, prioritised and quality Management Information. Whilst the post holder will be responsible for the management of one direct report, the delivery of the responsibilities of the role will necessitate the management of teams of individuals from across the agency in order to gain access to quality Management Information data across the agency, and to this end the post holder will need to be influential and well skilled in interpersonal skills. As such the postholder will need to deploy management skills to bring together a series of cross agency functions in the delivery of bespoke ERDF Management Information solution. The management of the working relationship with ICT will be critical to the success of this role in that the Management Information solution for ERDF will need to facilitate the secure and efficient storage and retrieval of information both within core NWDA systems and TESA (ERDF bespoke software system) and will need to ensure therefore that this information is available to keep NWDA and DCLG informed of the current situation with the European Programme. There will be a significant proportion of the post dedicated to the provision of analytical work on the Management Information produced to produce intelligence and knowledge that can be used by the European Team and the Executive Management Board of the NWDA in their assessment of how well the programme is progressing throughout its cycle. This information, intelligence and knowledge provision will be used to determine the changes to the strategic shape of the project as it moves forward.

Responsibilities  Working in concert with the European Team, DCLG, KMU, ICT and key strategic departmental teams across the agency manage the development of the business requirements for the ERDF Management Information Solution ensuring that the final solution meets the needs of the NWDA, DCLG, the European Team and fully integrates with all core applications.

 Working with KMU/ICT colleagues the post holder must, ensure that the design, development and deployment of the ERDF MI solution for the NWDA is fully integrated. 

Provide expert systems knowledge input into projects relating to design and delivery of process improvements in support of the Corporate Knowledge Management and Business Intelligence solutions.

Matrix management of members involved in internal delivery of projects.

 Specification, production and maintenance of a portfolio of internal and external Corporate reports (both tactical and strategic) to support the ERDF initiative with Management Information.

 Support the Agency staff in the production and access to quality management information and processes to support the ERDF process.

 Provide key strategic analysis to deliver strategic information intelligence and knowledge to the European Team and the EMB of the NWDA to assist decision making on the Programme.

 Work closely with all levels of staff internally within the Agency to identify business requirements needed to design, develop implement and maintain the ERDF MI solution.

 Responsible for challenging requirements and negotiating a solution to address organisational need which is both deliverable and appropriate.

 Successfully document ERDF MI solution requirements and ensure sign-off within the business at all levels prior to deployment.

 Implement control procedures into the delivery of ERDF MI solution, the production of reports and data used to make all necessary key strategic decisions.

 Testing - Working closely with ICT have responsibility for putting in place testing strategies and plans that test the viability and functionality of the ERDF MI solution, especially relating to the all Corporate KM, MI and BIS systems.

 Provide expertise and advise on data structures and databases that ensures correct and quality production of reports/ management information.

 Work in conjunction with ICT to design corporate reporting solutions that meet business needs.  Produce ad-hoc reports as required, ensuring control in production and sign-off when delivered.  Quality check data across the core applications under Knowledge Management to ensure the application is successful.

 Provide support in process development, forms design & production, management information and reporting.

 As required, be able work as part of a team or as an individual to present to SMT, EMB, Chairman, NWDA Board, DCLG, Government Departments and other external bodies such as RDAs.

Planning and Organising 

The planning horizon for this position is throughout the life of the ERDF initiative i.e. 9 years and the post holder will need to plan through a series of programme phases:o System Integration and Operational Deployment o

Planning and organising of all system improvements and developments to ensure integration with all core systems and delivery of solutions to identified organisational need.

 Decision making based on business requirements for the ERDF MI solution structure and design.  Decision making on Knowledge Management deployment protocols and systems that deliver the ERDF MI solution to the user.

 Decision making on the amendment of database structure to facilitate improved delivery of the ERDF MI solution to meet organisational needs.

 Influencing decision making at all levels within the organisations relative to ERDF MI solution structures.

Internal and External Relationships  Must establish and maintain an excellent working relationship with the European Team, KMU and Strategic Head/Directors within the NWDA

Knowledge, Skills and Experience Needed 1. Degree or relevant professional qualification in the area of Business Systems/Information Mgt 2. Significant demonstrable experience in the delivery of Management Information systems design, development, deployment and maintenance. 3. Prince II Foundation would be distinctly advantageous

4. An excellent understanding of how core systems, data warehousing and structures interact. 5. A proven track record in the delivery and deployment of ICT based management information systems

6. Excellent knowledge of interpreting, identifying, analysing and producing data and management information

7. Minimum of full ECDL underpinned by a significant proven track record in the manipulation of the MS Office Suite at “Office Specialist� level 8. Excellent influencing skills are essential for this post. 9. Experience of process mapping, re-engineering & procedure documentation and controls

10. Understanding & experience of data warehousing, database structures and SQL is desirable 11. Understanding of public sector funding and financial requirements essential. 12. Exceptionally methodical, organised and analytical with problem solving capabilities. 13. Good communication, influencing, interpersonal and negotiating skills.
