Programme Support Officer - Rural Development Programme for England Operations – Programme Team Senior Project Delivery Manager RDPE Vacant D Upper Role Profile 2 (Dev Family)

To ensure data integrity on projects, compliance with project processes and procedures, manage change control, check issues and risks and ensure compliance with EU Funding Regulations. To provide a support role to programme and project managers and teams and to coordinate programme management information across the Operations Directorate. ORGANISATION CHART Now confirmed. DIMENSIONS Operational 1. Support the development and delivery of the EU Rural Development Programme for England - through provision of advice, compliance checks and management of information. 2. Provide specialist support – EU Agricultural Funding – ensuring compliance with EU funding regulations. 3. Undertake compliance, auditing and monitoring inspection of projects and delivery partners. 4. Assisting the Project Delivery Managers with responsibility for RDPE with the management budgets 5. Overseeing and verifying payments for payment by Rural Payments Agency 6. Management of resources to ensure that claims and invoices are processed 7. Provide management statistical information as necessary for internal purposes other government agencies 8. Ensuring the accuracy of information held on the project management database 9. ) PRINCIPAL ACCOUNTABILITIES 1. Liaise closely with RDPE team 2. Responsibility for ensuring accurate information inputted into database systems 3. To oversee and approve grant claims for expenditure ensuring compliance with EU funding regulations 4. Ongoing checking the issues and risks on projects are being properly recorded and managed to ensure compliance with EU funding regulations 5. Maintain data to ensure inspections,audit and compliance checks carried out as required by EU Funding regulations 6. Ensure timely receipt of claims and reports 7. To develop and maintain a close working relationship with Rural Payments Agency (RPA) 8. To be central point of contact of contact for Delivery Partnership/ end beneficiary and RPA

Provide instruction, advice and guidance to beneficiaries/delivery partnerships on claims and processes Ongoing checking that project key document files are being properly maintained. Support the work of Programme and Project Managers and their teams including the provision of programme and project level data in liaison with the Knowledge Management Team. Co-ordinate and manage information required to support programme, project and contract delivery within the Operations Directorate, including finance and outputs. Provide coaching and mentoring to support compliance with project related processes and procedures and data integrity.

PLANNING AND ORGANISING • Assist with resource planning and management to ensure that project roles are appropriately spread and that projects are adequately resourced. DECISION MAKING • Able to assimilate, interpret and communicate EU Funding Regulations • Ongoing checking issues and risks on projects INTERNAL AND EXTERNAL RELATIONSHIPS • Undertake a strong influencing role across the Agency to ensure consistency of standards in project development and delivery and the sharing of best practice. • Liaison with a range of internal and external contacts KNOWLEDGE, SKILLS AND EXPERIENCE NEEDED Essential • Minimum of 5 years programme and/or project management experience, preferably in the public sector • Proven working knowledge of assembling and using data and management information to support programme management. • Experience of compliance auditing and inspections • Good working knowledge of IT products, particularly Microsoft Office Desirable • Understanding of public sector funding and financial requirements • Methodical, organised and analytical with problem solving capabilities • Good communication, influencing, interpersonal and negotiating skills. • Confidence and knowledge to challenge programme and project data and work with owners to ensure data is of the highest standard and quality.
