£60,000 - £70,000 p.a., depending upon experience

Job Purpose: To develop, manage and deliver a number of strategic projects and programmes to progress the physical and economic regeneration of the City of Preston. Main Accountabilities: • • •

To take full responsibility for the development, management and delivery of a number of strategic projects and programmes to meet corporate and business plan objectives in Preston city centre and its gateways; To support the Chief Executive in promoting Preston Vision Limited (PVL) and effectively managing and developing relationships with key public and private sector stakeholders in Preston; To ensure that these activities are delivered to the required PVL specification and quality standards within agreed budgets and programmes and to have sole budget and output responsibility for defined activities in order to meet expenditure and output targets and agreed outcomes. All activities must be within the requirements of PVL’s financial regulations; To lead and manage a delivery team including professional and administrative support and external consultants when required. As necessary provide leadership to external partnership and delivery activity; To engage with private sector developers/investors and manage the promotion of development and other investment opportunities; To co-ordinate investment by the public sector in the delivery of development priorities; To utilise common standards and values to focus both partners and stakeholders on collective goals; To assist in the preparation of the Corporate and Annual Business Plan; To support the Chief Executive in the development of new business; To liaise with the Director of Operations to ensure management, financial, output and programme information is accurate and up to date; Ensure all programme management and IT system based records are updated for all schemes on at least a monthly basis; To take full responsibility for the communication and community liaison needs of the defined projects with the support of the Communications Manager; To represent PVL on external Project Boards, Steering and Implementation Groups as appropriate;


Participate in PVL’s internal working groups and other corporate sponsored events as appropriate;

Influencing decision makers within Preston and the Lancashire sub region to support PVL’s programmes and projects; Influencing strategic direction and policy formation for the company

Person Specification Knowledge, Skills & Experience: • • • • • • • • • • • • • •

Substantial senior management experience in the delivery of major and complex development and/or physical regeneration projects, either in the public or private sectors; Partnership working with public and private sector partners with an understanding of their funding mechanisms and the complexity of the public/private sector interface in driving forward development and regeneration; Evidence of working at a senior level with strong and decisive leadership skills; Ability to translate strategy into delivery priorities and actions; Experience of working within a complex multi-agency environment including local and central government and non-governmental organisations Experience and understanding of various investment models and funding streams including access to European funding; Familiar with knowledge based institutions and the associated issues of technology transfer, business spin out, social engagement etc., Proven success of working with local communities on major projects and maximising their regeneration benefits; Excellent programme and project management experience, including financial accountability, in an urban environment; Proven ability to manage staff and to manage and motivate multi-disciplinary project teams including external consultants; An accomplished communicator with a proven track record of highly developed collaborative and influencing skills in brokering relationships and motivating others to deliver; Up to date knowledge of design and sustainability agenda; Educated to Degree level and/or a relevant professional qualification; General understanding of at least one other professional skill, e.g. planning, engineering or surveying.
