EXECUTIVE SUMMARY
The Marketing team wishes to appoint a single supplier to manufacture and erect a building wrap, at the former Transport and General Workers Union building located on Churchill Way, bottom of Islington (see location map attached) in Liverpool City Centre. The wrap will be required to be attached to scaffolding, which will be erected surrounding the entire building (all four sides), and to its current height (cad drawings attached showing 3d perspective) for size and scale a site visit will be required. The design of the wrap (draft design attached) will be supplied by the NWDA, in a format required by the successful company 2.
CRITICAL ISSUES
The Agency has a sustainable procurement policy. Suppliers should source environmentally friendly materials wherever possible. 4.
PROJECT MANAGEMENT
The procurement of the Building Wrap will be managed by Mike Hughes, Marketing Account Manager. 5.
TIMESCALES

Successful supplier appointed and all suppliers notified of outcome.

CRITERIA FOR ASSESSMENT
Criteria for appraising responses submitted for this project are: • • • •
Cost and subsequent value for money. General approach and timescales for carrying out this project. Previous experience in managing projects of this nature. Maintenance costs.
Suppliers wishing to quote for this work are required to: 1) Complete the requested information; as per the Contractor Response sections 1and 2. 2) Confirm acceptance of the Agency’s Standard Terms and Conditions of Contract for Goods. 3) The supplier appointed will also undertake to obtain agreement to the Agency’s terms and conditions of contract by all sub-contractors working on behalf of the Agency (if applicable).

CONTRACTOR RESPONSE 1.
FORMAT OF PROPOSAL Your proposal should be structured as follows: • • • • •

Details of materials to be used, plus method of fixing. Details of how wind resistant measures will be built into the fabric. Cost breakdown, which will include provision for maintenance over the time period the wrap will be in place. Any subcontractors to be used must be stated in the contractor’s bid and cannot be changed without the prior written permission of the Agency. Lead times – we require that the wrap is printed and erected by 30th April 2008.
FINANCIAL PROPOSAL • A full breakdown of all costs associated with the project including costs of producing, erecting and maintaining the wrap • All costs should be quoted exclusive of VAT.
