EXECUTIVE SUMMARY

The North West of England's ERDF allocation under the EU Competitiveness and Employment objective for the period 2007-2013 is approximately €756 million (currently about £625 million). Nationally, the Department for Communities & Local Government (CLG) as the Managing Authority (MA) has overall responsibility for the ERDF 2007-2013 programme. In the North West of England responsibility has been delegated to the Northwest Regional Development Agency (NWDA) which has been designated an ‘Intermediate Body’ for the purposes of managing the funds. The European Programme Executive (EPE) Team within the Agency is responsible for SF PJ_PROC111

carrying out the functions of the Intermediate Body, one of which is the management and monitoring of achievement of Programme level performance targets (quantification), and another is the coordination of Programme strategy through the NWOP and the Investment Frameworks. The EPE Team is therefore seeking quotes for the provision of a facilitator for the review of the Investment Frameworks with external partners and stakeholders, as well as the formal re-quantification of the Programme, based on progress to date and taking account of future policy and delivery mechanisms.

AIMS AND OBJECTIVES

1. To facilitate the review of the Investment Frameworks with external partners and stakeholders, including managing the re-writing by dedicated groups in a workshop setting, with some follow up work as needed. 2. Linked to the above and taking account of the Interim Evaluation of the Programme, likely future policy directions and the achievement of targets to date, to provide a robust re-quantification of the Programme, which can be presented to the Programme Management Committee and the European Commission.

CRITICAL ISSUES

It is critical that the individual(s) proposed to carry out the service have prior knowledge of the scope of the North West Operational Programme and national guidance provided by CLG (the ‘User Guide’). It is also critical that the individual (s) proposed are available immediately, as the work will need to start immediately upon award of the contract.

METHODOLOGY

The tenderer is required to provide the following:

An individual / team who will work with the partner working groups to review the Investment Frameworks, managing the re-writes as needed. (This is estimated to need approx 15 working days, spread over February and March 2010) Linked to the above, an individual / team who will review the quantification of the Programme, the underlying assumptions, achievement progress and likely future activity to develop a detailed report including a revised set of targets for the Programme, with robust methodology, which can then be used to negotiate agreement with the European Commission (This is estimated to need no more than 20 working days).

Any subcontractors to be used must be stated in the contractor’s bid and cannot be changed without the prior written permission of the Agency.

CRITERIA FOR ASSESSMENT

The evaluation criteria described in this RFQ will be used to inform the final decision as to which tenderer(s) will be awarded a contract. Each criteria within this RFQ will be weighted as follows: Criteria for assessment Knowledge of the quantification for the ERDF Programme and expertise in developing quantification for this or other ERDF Programmes Significant knowledge of the North West Operational Programme, and expertise in the development of Investment Frameworks or operational strategy documents;
