TARGET #1 Improve services to meet member district needs through research-based, expanded and refined services, programs, and strategies. Activity: Respond to the needs of member districts with enough understanding of our internal capacity to offer efficient and coordinated support.
ADMINISTRATION Certification Processed over 2,500 written certification application forms for teachers, administrators, and educational staff associates. Issued temporary certification permits for the majority of the 2,500 educators so they were immediately ready for employment. Assisted educators from all 35 school districts in the NWESD region by answering questions about the type of certificate they hold, the requirements to keep their certificate valid, and directing them to the application materials on Office of the Superintendent of Public Instruction’s (OSPI’s) website or mailing applications to them upon request. Provided information about NWESD and teacher certification at four student teacher workshops hosted by Western Washington University (WWU).
Communications Provided email marketing services to Mount Vernon School District and created infrastructure to make those services available to all member districts. Updated and refined the Gates Foundation website, which created online learning opportunities for a broad spectrum of district staff and other entities. Built the "Hub" online environment that offers a cleaner and more user friendly interface for districts to find services and contact NWESD program staff. Built the "Library" online environment that offers a place for districts to go for reference materials, supplemental documents and helpful links related to their cooperatives, professional development and services. Began construction on the "Commons" online environment that offers member districts a collaborative workspace to share ideas, post documents and converse in a secure location.
Operations Provided ongoing support for Career and Technical Education (CTE) in Whatcom County. Provided standards alignment training, assessment training, and learning matrices training in the Sultan School District. Provided four Washington Education Decision Support System (WEDSS) trainings for principals and central office staff. Provided student-led conference training for Custer Elementary in the Ferndale School District.

Provided Continuous Improvement Technique Classroom Level (CIT-CL) training for 30 teachers in the Ferndale School District. Facilitated team building activities for Northwest Regional Data Center (NWRDC) staff. Provided customer service training for 50 principals and central office staff in the Edmonds School District. Facilitated a learning targets presentation at Central Elementary in the Ferndale School District.
Payroll/Personnel Provided retirement/Health Care Authority (HCA) assistance to Lopez Island School District during search for a temporary payroll person.
Resource Development Managed the NWESD E-Rate program for 18 school districts which generated over $700,000 in returns. Supported Burlington-Edison School District in a grant proposal writing opportunity which resulted in the district being awarded 1.3 million dollars.
Superintendent’s Office Initiated significant development of Washington Education Decision Support System (WEDSS) by Washington School Information Processing Cooperative (WSIPC) to permit informed instructional decisions. Expanded NWESD’s partnership with the Nooksack Valley School District, Harvard University, and the Gates Foundation to develop an early child education program expansion and evaluation pilot program. Facilitated expansion of E-Rate service, communications, and understanding for 18 school districts within the region. Provided orientation and ongoing support, as appropriate, for three new district superintendents. Presented NWESD service overview to the Arlington, Bellingham, Concrete, Coupeville, Darrington, and San Juan school boards. Provided requested materials and counseled 30 school district superintendents. Facilitated board workshops on topics of request for Blaine, San Juan, Everett, Coupeville, and South Whidbey school districts. Provided leadership team coaching and support for the Ferndale and Mount Baker school districts. Provided superintendent transition support assistance to the South Whidbey, Lopez Island, and San Juan Island school boards. Facilitated superintendent level awareness and discussion with five districts prior to WESPaC Finance conversion. Regularly attended county superintendent meetings. Provided collective bargaining support to seven school district superintendents. Facilitated a pilot school board candidate identification and recruitment process for the Marysville School District. Facilitated long-range instructional leadership development in the Arlington School District.

Facilitated district instructional leadership development for 12 districts; NWESD Advanced Leadership Academy serving five school districts; UW-CEL Five Dimensions of Teaching and Learning for 36 administrators across six districts as well as Vancouver Public Schools. Responded to member district requests to continue an Administrator Professional Certificate Program. Facilitated the Blaine School District Board and Superintendent evaluations. Prepared superintendent compensation comparisons in response to three school board requests. Provided, in partnership with ESD 112, construction planning and management services to the Marysville, Meridian, and Lynden school districts. Continued to offer increasing levels of professional development and program support at the district and county levels to permit customization and district travel savings.
FISCAL SERVICES Provided email access on website for school district staff and others to easily and directly contact NWESD accounts payable department staff. Provided individualized financial reports to all Unemployment Pool members to enable school districts to better manage resources during these uncertain economic times. Expanded the Business Management Services program for Mount Baker and Coupeville school districts by utilizing successful methods developed in prior business management contract interactions. Transitioned Orcas Island School District from NWESD-provided business management services to district self-managed business practices through consultation in order to develop the skills internally within the district.
MIGRANT EDUCATION REGIONAL OFFICE (MERO) Conducted survey of migrant program directors to get deeper data for a more meaningful needs assessment, which will inform districts MERO services. Provided technical assistance to school districts in administering their migrant education grants. Created a resource for school districts outlining the migrant preschool services that are available in the NWESD region. Created a resource, with other Migrant Education Regional Offices, to help districts communicate with parents about graduation requirements and the expected graduation date adjustments for migrant students. Facilitated collaboration among school districts' migrant families and staff in order to help them develop more creative, comprehensive plans. Improved existing migrant trainings according to specific feedback from school districts. Created new professional development migrant courses for school districts according to their demonstrated needs and requests. Collaborated with local colleges and universities to provide information on post secondary education opportunities for migrant students. Provided individualized professional development opportunities for member districts on the specific needs, academic and non-academic, of their migrant students.

Facilitated training of the Migrant Family Math Toolkit with mentoring to districts on implementation of resources available. Developed, with input from districts, the state-wide Migrant Family Literacy Toolkit with mentoring to districts on use and implementation strategies. Worked with other departments in the NWESD to join efforts in outreach to include migrant students with intentionality in academic programs.
NORTHWEST REGIONAL DATA CENTER (NWRDC) Participated at a regional level training in dealing with expulsions and suspensions. Held superintendents’ WESPaC Finance pre-conversion meetings in 13 school districts. Attended monthly OSPI Comprehensive Education Data and Research System (CEDARS) longitudinal student data warehouse meetings and updated staff on changes or expected outcomes that would impact clients. Delivered over 100 regularly scheduled/ongoing WESPaC Student workshops coinciding with district responsibilities throughout the year. Delivered 17 individualized consultations/trainings upon request. Provided ongoing regional district consultations and workshops on topics requested by districts: 38 regional consultations, 34 consultations in Everett, 142 phone consultations/trainings, 30 workshops, and 84 regional workshops. Posted tutorials, training documents, information tips, and best practices on NWRDC website. Maintained a five person phone rotation to address client support needs. Added a tape binder to the Nuvera printer that provides ability to print and bind up to a 250 page book. Implemented the FootPrints tracking software to improve support response and tracking for all NWRDC clients. Relocated the Business Support team as part of the post conversion support plan for Shoreline School District, which allowed greater flexibility in supporting a large district while maintaining a high level of support for other member districts. Redesigned the S-275, Personnel Budgeting and Fiscal Budgeting workshops to simplify the process. Completed time clock hardware implementation for nine True Time application time clocks for member districts.
PREVENTION CENTER Developed a sustainability plan as Safe and Drug Free Schools, Tobacco Prevention & Control, Project Success, and American Recovery and Reinvestment Act (ARRA) funds will not be available in 2011-2012. Facilitated face-to-face meetings, workshops, and written correspondence to understand building needs related to curriculum, training, and supplementary materials. Provided regional trainings in the following: five Adverse Childhood Experiences, four Advocacy SelfRegulation and Competency, one Media Literacy, two Level 1 Student Safety Assessments, one Level 2 Team Trainings, one gang training, and one Strengthening Families Training.

SPECIAL PROGRAMS & SERVICES Autism Outreach Project (AOP) Provided 19 professional development workshops on autism spectrum disorders for target audiences working with children/students from birth through age 21-years old. Facilitated consultation between presenters and workshop participants to provide follow-up training, thus enhancing support based on autism adult learning research. Identified and added autism research-based resources and materials to the lending library to benefit educational professionals and families. Provided autism training and services catalogs to every school district and school building within the NWESD region and throughout the state.
Early Learning & Literacy Facilitated regional Pre-K to 3 leadership group meetings to assess and promote promising practices in early learning for 41 participants in 12 districts and nine early learning partner programs. Attended ten local and regional group meetings (county early learning networks), to promote communication regarding program development, best practices and integrated student supports. Conducted early learning needs assessment of regional services for infants and toddlers regarding the development of home visiting and consultation models at the regional level and to coordinate services at the state level. Facilitated Classroom Assessment and Scoring System training, attended by 38 teachers and administrators from eight districts and six early learning partner programs. Facilitated Emergent Literacy training to 684 teachers from 16 school districts and 15 early learning partners across the region. Facilitated a series of emergent and early literacy classroom demonstrations attended by 270 teachers from 14 school districts and 13 early learning partners. Facilitated Early REACH cultural competency training attended by 27 teachers from across three districts and three early learning partners.
School Nurse Corps (SNC) Facilitated regional school nurse trainings through collaborative agency efforts which promoted evidence-based, best-practice learning. Coordinated with Prevention Center staff to promote intra-agency and regional Coordinated School Health (CSH) activities. Facilitated communication, support, resources, and professional development for school nurse services to the cooperative programs.
Special Education Administrative Services Co-sponsored Systems of Care training in collaboration with Department of Health Services, North Sound Mental Health Administration, Juvenile Justice Administration, Children’s Administration, and Western Washington University. Provided coordination and collaboration for integrated care management and wrap-around services for children in Skagit County via partnership with the Region-3, Children’s Policy Executive Team.

TEACHING & LEARNING Provided professional development for paraeducators in Monroe and Edmonds school districts. Offered five Administrator Professional Certification seminars for seven regional principals. Facilitated Professional Education Advisory Board meetings for NWESD's Administrative Professional Certification program. Served as a panelist for Washington State Administrative Professional Certification presentations. Managed the Classroom-Based Assessment (CBA) Cooperative, facilitated Board meetings, trained participants in use of the data tool and provided on-site support to member districts. Participated in several Fairness and Bias Review sessions, examining math items and reading selections for the CBA Cooperative. Worked with WSIPC and Skyward to develop an online assessment tool for CBA Cooperative. Provided oversight of 4.5 day 2010-2011 Teaching American History summer conference for 73 teachers. Organized and managed a problem-based learning history workshop for 88 participants. Managed the Math/Science Teacher on Special Assignment (TOSA) project; worked specifically on evaluation, research, TOSA support, and budget. Assisted in coordination of two two-day Robert Marzano events on instructional strategies and frameworks. Worked with regional Tier 2 and 3 schools on leadership and reading initiatives. Co-facilitated 13 school Association of Educational Service Districts (AESD) accreditation panels. Created “Sixth-Year Renewal" for AESD schools already accredited; created a draft online accreditation document and revised current initial and third-year review documents/processes. Co-created and facilitated a two-day Differentiated Instruction workshop for 20 teachers. Managed the regional Poetry-Out-Loud national recitation program. Provided professional development in formative assessment in math and science for staff in 18 school districts. Provided professional development in benchmark assessments in Arlington School District. Provided ongoing professional development in student-friendly learning targets at several regional schools. Supported the planning and work of the school-improvement Gap Analysis in reading at Lynden School District. Worked with Marysville High School science teachers using Analyzing Instructional Materials (AIM) process to select 9th/10th grade science materials for adoption. Began work with Marysville Middle School science teachers on adoption of new science materials with a goal to complete adoption for fall 2011. Provided data support services to Mount Vernon School District. Responded to district requests to align the science standards to the materials they utilize in their classrooms by hosting a FOSS representative and a facilitator from ESD112 to provide their experiences and knowledge. Provided data support services to two Oak Harbor elementary schools as part of their annual school improvement process. Provided professional development around effective science instruction techniques at monthly elementary principal meetings in the Snohomish School District.

Provided Big Idea science training for Orcas Elementary school. Provided regional teachers with information and registration procedures for attending the physical science content training workshop at Skagit Valley College. Co-developed the Collaborative Inquiry Cycle, a teaching and learning cycle for math and science that involves teachers in collaborative study of state standards, collaborative units, and lesson development targeting the standards. Co-presented training for regional teachers in use of the Collaborative Inquiry Cycle. Met with Conway, Lake Stevens, and Blaine elementary teachers to introduce the Collaborative Inquiry Cycle in science. Facilitated a workshop for Concrete third and fourth grade teachers and a cohort of Monroe School District middle school science teachers through the Collaborative Inquiry Cycle in science. Facilitated a cohort of Meridian teachers, grades 5-12, through the Collaborative Inquiry Cycle in science. Facilitated Sultan School District 5th grade teachers, Seattle Hill Elementary 6th grade teachers, and Lynden Middle School science teachers through the Collaborative Inquiry Cycle in science. Facilitated cycles of teaching and learning in math to classroom teachers at Dutch Hill Elementary (4th and 5th grade teams), South Whidbey Elementary (3rd, 4th, and 5th grade teams), Concrete Elementary (4th-8th grade team), and Conway Elementary (administrative team). Supplemented cycles of teaching and learning in math with researched-based content to Dutch Hill Elementary (4th and 5th grade teams), South Whidbey Elementary (3rd, 4th, and 5th grade teams), and Concrete Elementary (4th-8th grade team). Offered pedagogical math changes to Dutch Hill Elementary (4th and 5th grade teams), South Whidbey Elementary (3rd, 4th, and 5th grade teams), Concrete Elementary (vertical 4th-8th grade team), and to Conway Elementary (administrative team). Coordinated a systemic unit of best practices in teaching and learning fractions for Dutch Hill Elementary (4th and 5th grade teams), and South Whidbey Elementary (3rd, 4th, and 5th grade teams). Coordinated a systemic unit of best practices in teaching and learning geometry at Concrete Elementary (4th-8th grade team). Provided ongoing math content professional development to Conway teachers throughout the year. Facilitated a group of secondary math teachers from three districts in Whatcom County through Formative Assessment training and mini-studio work. Developed a semester-long course to support Algebra 1 students for the End of Course (EoC) exam with Stanwood-Camano School District, including pre-assessments and lessons. Presented the First Steps in Mathematics training to Friday Harbor Elementary staff. Presented discourse training in math to Mukilteo and Mount Baker school district teachers. Provided ongoing Academic Literacy Vocabulary workshop series at Darrington High School. Provided Gap Analysis review to analyze current reading system in Lynden School District. Facilitated Stanwood-Camano School District literacy adoption and a five-year district-wide literacy plan (ongoing). Planned and facilitated a book study at Highland Elementary School in Lake Stevens School District to bolster teachers’ content skills (grades K-2). Provided support, data-analysis, and ongoing training for CBA participants and additional staff at Granite Falls Middle School. Facilitated professional learning communities to classroom teachers at Sultan Middle School (6th–8th grade) and Concrete Elementary School (5th–8th grade).

Designed Collaborative Inquiry Cycle to support implementation of research-based pedagogy in math and science for elementary and middle school classrooms. Vetted classroom-based assessments in math and reading and reviewed for fairness and bias. Supplemented cycles of teaching and learning with content-focused math professional development at Sultan Middle and Concrete Elementary schools.
TECHNOLOGY SERVICES Educational Technology Support Center (ETSC) Presented a Summer Institute hosted by the Everett School District, focused on moving teachers along the Tiers of Technology Integration, for 12 participants from eight districts. Hosted and facilitated three separate training sessions for Enhanced Peer Coaching program for 30 participants from five districts. Hosted and facilitated six separate training sessions for the Teaching and Learning in the 21st Century (TL21) program to 34 participants from eight districts. Hosted and facilitated seven separate TL21, Cohort 2 training sessions to 15 participants from five districts. Hosted an E-Rate videoconference training session attended by participants from four districts. Provided webinars on three different Web 2.0 applications (Diigo, Glogster, and Prezi) attended by a total of 40 participants from 24 districts around the state. Hosted a combined face-to-face/videoconference/webinar on the use of the SMART Response system (clickers) for five onsite and nine remote TL21 participants from eight districts around the state. Facilitated an online Thinkfinity curriculum course for 18 participants focusing on the use of web-based tools and resources for cross-curricular instruction in science, social studies, environment and sustainability, and technology. Offered a hybrid/blended course (Teaching Through Technology (T3) comprised of four hours face-toface instruction, followed by 12-15 hours of online learning, focused on developing the technology and peer coaching skills of teachers currently serving (or interested in serving) in the role of building-based technology integration support.
Learning Resource Cooperative (LRC) Provided services to 33 school districts in the NWESD region, including digital streaming, DVDs, videos, online research tools, and audiobooks. Developed a new way to provide resources to districts that meets district need for supplemental materials for the classroom and the need to be fiscally responsible.
Tech Services Provided network and server support to Snohomish, Sultan, Granite Falls, and Lynden school districts. Managed NWESD Network Cooperative which provides technical support services to 20 districts within the NWESD region.

TRANSPORTATION  Provided information on upcoming changes in transportation funding through monthly meetings and electronic correspondence.  Created a curriculum for increased professional attitudes and professionalism to be delivered statewide to over 600 driver trainer instructors who will in turn disseminate the material to over 10,000 school bus drivers in Washington state school districts

TARGET #2 Encourage staff initiation and evaluation of potential opportunities within the NWESD to provide new services to districts and schools. Activity: Investigate potential new funding sources in order to improve services to member districts.
ADMINISTRATION Resource Development Supported the Prevention Center, Teaching & Learning, and Technology Services in applying for new grant funds. Served as a liaison to several community partners including North Cascades Institute and North Sound Mental Health Administration for funding-related matters.
Superintendent’s Office Presented and discussed seed money concept and process with Leadership and Communications Council (LCC) and all staff. NORTHWEST REGIONAL DATA CENTER (NWRDC) Made presentations and/or provided pricing information related to NWRDC and Washington School Information Processing Cooperative (WSIPC) WESPaC software to Seattle Christian, St. Joseph's Catholic School, and Seattle Lutheran. Participated in fixed assets demonstration with Renton School District, NWRDC and WSIPC staff. Met with Shoreline School District administration regarding a program enhancement request related to fee management and food services. Participated in NWESD/WSIPC planning meetings for Classroom-Based Assessment (CBA) integration into the WESPaC system and training of district staff to implement an online CBA. Participated in Gradebook meeting with Arlington School District, including planning, scheduling, and training timelines as well as implementation. Provided support and assistance in Washington Education Decision Support System (WEDSS) trainings in collaboration with NWESD staff. Investigated feasibility of Online Employee Review system supported by Skyward. Participated in the Human Resources Advisory committee to help steer the development of the WESPaC product in ways that would benefit member districts. Ordered September payroll for a district that could not complete the process due to an emergency. Conducted Adobe Connect end user training for the student team. Added Food Service module for the Northwest Career & Technical Academy (NWCTA), tested workstation hardware and consulted on work flow process.
PREVENTION CENTER Coordinated with the NWESD development officer and the Snohomish County Sheriff’s office to explore a grant opportunity addressing gang threat assessment. Pursued the possibility of the NWESD being a mental health provider with services resembling our school-based treatment service, Program for Success. Developed/continued partnerships with the following agencies: Snohomish County Department of Health, Skagit County Community Services, Department of Behavioral Health and Recovery, Whatcom Family & Community Network, Whatcom County Department of Health, Snohomish County Prevention Partners, Skagit Prevention Council, North Sound Mental Health Administration, Skagit County Child and Family Consortium, Family Policy Council, Gates Foundation, and Children's Home Society of Washington, which will be instrumental in the successful awards of grant funds for 2011-2012. Investigated possible partnerships with Whatcom, Skagit, Snohomish, Island, and San Juan Island counties to provide Student Safety Assessment Team funding for all school districts within the NWESD region.
SPECIAL PROGRAMS & SERVICES Early Childhood / Early Learning & Literacy
Facilitated grant-funded project to implement professional development in six school districts intended to align literacy instruction from Pre-K to 3rd grade. Expanded Pre-K to 3rd grade literacy alignment grant funded project to include a fee-for-service option that allowed five additional districts to participate.

Conducted needs assessment of regional services for infants and toddlers to inform the development of opportunities at the state and federal level. Coordinated regional early learning coalition through funding from Thrive by Five. Facilitated cross-walk activity strategies from county logic models to Washington State Early Learning Plan in review of service coordination and funding resources. Provided technical assistance and support to two counties developing proposals for funding from the Foundation for Early Learning. Developed grant-funded Pre-K to 3rd grade project into professional development model which districts now purchase as fee-for-service. Investigated grant opportunities from OSPI (mini-grants), Department of Early Learning, and other state and local funding sources. Developed partnership with, and funding from, Child Care Resource and Referral to pilot a model of literacy professional development for thirty Pre-K teachers from six district catchment areas in support of districts participating in Pre-K to 3rd grade literacy alignment.
Developed and presented a proposal at the request of seven districts for a county early learning coordinator position to be jointly funded by each school district of Skagit County.
Regional, Cooperative Programs Surveyed member districts to determine need to provide cooperative supplemental services by occupational therapists, physical therapists, speech and language pathologists, school psychologists, and audiologists. Surveyed districts in Whatcom and Skagit counties to determine need to develop and garner commitments for a school modeled after Northwest Regional Learning Center (NWRLC). Created a new program within Whatcom County titled Journeys to meet the needs of students with severe mental health needs at a ratio of 4:1.
School Nurse Corps (SNC) Investigated and, as appropriate, applied for state and regional level initiatives and grants (e.g., National Assembly on School-Based Health Care, Seizure Grant with Skagit Health Department, and American Nurses Association grants). Coordinated with Prevention Center regarding resources and need for a Youth Problem Gambling workshop.
Special Education Administrative Services Coordinated with OSPI and NWESD’s Teaching & Learning department in pursuit of a grant from National Council of Teachers of Mathematics. Collaborated with NWESD development officer in planning and coordinating Systems of Care conference. Investigated a possible Federal grant from the Office of Juvenile Justice to ascertain the applicability of the grant aligning to NWESD regional needs.

TEACHING & LEARNING Facilitated the creation of San Juan Leadership Team to assist regional superintendents in planning intra-island professional development. Presented Young Authors Conference at Rotary Literacy workshop in order to provide Rotarians with possible project support information. Worked with local community members and Washington State Leadership and Assistance for Science Education Reform (LASER) to bring in support from medium-sized local businesses for NW LASER Alliance efforts to sustain science education improvements. Provided oversight and review of the 2011-2014 Teaching American History grant application process.
TECHNOLOGY SERVICES Educational Technology Support Center (ETSC) Hosted and facilitated a brainstorming summit for seven Skagit County school districts to consider/discuss common barriers of effective technology planning and implementation and possible collaborative activities to overcome those barriers. Participated in the planning and development of two new fee-for-service professional development offerings: Teacher-Librarian Peer Coaching (TLPC) program and Teaching Through Technology (T3) program. Facilitated the free distribution of two commercially marketed software applications (Google SketchUp Pro and ESRI ArcGIS Desktop) to all districts in the NWESD region through state-wide partnership agreements with Google and ESRI. Contracted with Verizon for updating an interdisciplinary (science, social studies, environmental) online Thinkfinity course developed last year. Collaborated with the other Educational Technology Support Centers (ETSCs) across the state on a new Thinkfinity professional development program in which online Thinkfinity courses could be offered on a fee-for-service basis across all ETSCs. Participated in planning for state-wide train-the-trainer program to enable local ETSCs to offer/deliver training programs focused on the classroom use of iPods and iPads.
Learning Resource Cooperative (LRC) Explored potential opportunities with vendors to create savings on electronic resources and delivery methods for districts.
Tech Services Assisted Darrington, Sedro-Woolley, and Burlington-Edison school districts in acquiring grants up to $11,398 to purchase new video conference end points.
TRANSPORTATION Investigated potential new funding sources through Washington Traffic Safety Commission and the Department of Ecology in order to improve transportation services to member districts.

Communications Upgraded the electronic communication method for professional development opportunities, providing a user friendly weekly email outlining our professional development opportunities to member districts and individuals choosing to participate. Consolidated and improved NWESD publications into one high quality periodical (Education Connection) featuring professional development opportunities, district news and NWESD educational articles. Met with curriculum directors to identify specific areas where the NWESD could improve communication with them and the groups they represent. Created social media accounts on Facebook and Twitter to share NWESD information with the public and partner agencies. Upgraded the NWESD website to include a more dynamic and user friendly contact directory for communication, as well as a stronger navigation and organizational system to provide quicker access to NWESD information online. Built the annual report and legislative documents for distribution to districts, governing bodies, and the public to provide transparency regarding programs, budgets, and how these are utilized.
Payroll/Personnel Collaborated with other ESDs on issues including salary comparisons, policy updates and job descriptions. Shared knowledge of WESPaC Human Resource module with 12 member districts as they converted to the product. Worked with the OSPI to attempt to find approved HIV/AIDS training for employees. Shared job descriptions with OSPI as requested by NWESD directors.

Superintendent’s Office Assisted the Association of Educational Service Districts (AESD) through coordination of five ESDs to refine and develop accountability reporting that may be used across all ESDs. Facilitated two-way communication and advocacy between member districts, legislators, OSPI, and the State Board of Education (SBE).
FISCAL SERVICES Actively participated in meetings attended by all nine ESD financial officers and OSPI to share financial and compliance information affecting school districts and ESDs. Actively participated in meetings attended by administration representatives from all nine ESDs regarding a common ESD network. Attended regional school district business manager meetings to share updated information and solicit information regarding where NWESD could provide additional support in business management. Attended ESD fiscal officers’ meetings where information was shared between ESDs to provide more consistent and better services to school district business offices. Developed an ESD Fiscal Officers’ Directory to assist NWESD fiscal staff in identifying similar positions within other ESDs to improve inter-ESD communication. Worked with OSPI as a member of the School District Accounting Advisory Committee where revisions to the School District Accounting Manual were developed and other processes regarding school district reporting to OSPI were discussed and communicated. Worked with the Snohomish County Treasurer’s Office to improve accuracy of monthly reports for 16 school districts. Worked with OSPI to provide training to school districts on the new funding formula and the new F-203 apportionment model.
MIGRANT EDUCATION REGIONAL OFFICE (MERO) Met bimonthly with OSPI and the ESD Migrant Education Regional Offices to develop and maintain state-wide consistency of MERO services. Met on a bimonthly basis (in person, through telephone conferences, and K20s) with Program Supervisor from OSPI and job-a-likes from other ESDs in order develop and share resources and trainings to coordinate efforts for state-wide consistency. Coordinated district support and information with OSPI to allow consistency and accuracy of information. Participated in monthly Children's Council meetings in order to stay connected with local early education providers and agencies. Worked with the state-wide Migrant Education Program including OSPI, North Central ESD, ESD 105, Secondary Education for Migrant Youth (SEMY), and Migrant Student Data and Recruitment (MSDR) on specific work plan activities and services to districts. Collaborated with other ESDs through the Migrant Family Literacy Practitioner's Committee to develop resources for local and state-wide training opportunities in math, literacy, and research-based programs for teachers, staff, students, and parents.

PREVENTION CENTER Collaborated with all ESDs in the state on vetting groups in collaboration with OSPI for dropout prevention. Partnered with Olympic ESD and Skagit, Whatcom, and Snohomish County Health Districts to provide four Adverse Childhood Experiences trainings to districts from both ESDs and community leaders.

Early Learning & Literacy / Early Childhood Disseminated information about the Early Learning Plan (ELP) via regional and county coalitions. Attended and disseminated information from monthly OSPI and ESD Early Childhood and Early Learning meetings. Provided support and technical assistance in the expansion of the Pre-K to 3rd Literacy Alignment Project for ESD 105 and ESD 113. Presented information about the Pre-K to 3rd Grade Literacy Alignment Project at the Starting Strong conference sponsored by OSPI and the Department of Early Learning (DEL). Facilitated regional Early Childhood Special Education and Early Intervention meetings for 60 participants in 25 districts, and 3 early intervention programs as a conduit for and in collaboration with OSPI.
Regional Cooperative Programs / Institutional Education Hosted state-wide OSPI Institutional Education spring meeting. Attended, participated in, and presented at OSPI Institutional Education quarterly meetings. Facilitated presentation of Northwest Regional Learning Center's (NWRLC) program by six students during the OSPI Institutional Education quarterly meeting. Conducted a state needs affinity process to determine best use of discretionary funds, value of current State Needs Projects, and future needs to be addressed within region. Conducted a regional survey to ascertain district needs regarding Response to Intervention (RTI); Positive Behavior Intervention Support (PBIS); Section 504 rules and regulations; paraeducator competencies; and Sound Options training support. Collaborated with Puget Sound ESD to provide trainings on newly implemented revisions for the American Disabilities Act (Section 504) training at county and regional level. Collaborated with Parent-to-Parent, Partnerships for Action-Voices for Empowerment (PAVE), and Washington Initiative for Supported Employment (WiSE) to provide regional support and training. Disseminated and interpreted OSPI communications to district personnel, providing consultation to small groups and individualized technical assistance to district special education administrators and building personnel. Conducted compliance verification activities with 19 districts. Researched and explored co-training collaboration with Puget Sound ESD on Family Involvement: Closing the Achievement Gap. Provided technical assistance to districts on Medicaid funding provisions, Safety-Net, Maintenance of Effort, and a newly developed Risk Assessment Tool applied to American Recovery and Reinvestment Act (ARRA) funding for special education in collaboration with OSPI, Department of Social and Health Services, and the NWESD Fiscal Services Department. Facilitated processes and provided coordination of feedback from all ESD special education administrators to Office of the Superintendent of Public Instruction (OSPI) on the office of District Improvement and Accountability efforts, specific to instructional research and embedding student learning standards into the Individual Education Program (IEP) process.
TEACHING & LEARNING Represented the NWESD at Western Washington University’s College for All Cultures symposium. Served as a member of the Skagit Advancement via Individual Determination (AVID) board, to increase awareness of NWESD services within the region. Facilitated five meetings of Teaching & Learning leads from regional districts to share information, provide support, and showcase best practices. Served as a member of the Washington Association of School Administrators (WASA) board, to increase awareness of Association of Educational Service District (AESD) services and work with regional district leaders. Attended regular Association of Educational Service Districts (AESD) Assistant Superintendents' meetings to calibrate and connect around common efforts. Participated in Professional Educator Standards Board Alternate Pathways workgroup. Worked with Administrative Professional Certification providers throughout the state to create and/or revise procedures and documents. Hosted the Common Core Standards (CCS) regional awareness session to inform the community about the CCS documents, plans, and timeline. Attended regular OSPI and Association of Educational Service Districts (AESD) meetings to discuss issues relevant to the consolidated services agreement and legislated requirements. TECHNOLOGY SERVICES Educational Technology Support Center (ETSC) Hosted seven Technology Roundtable meetings over the course of the year which were attended by district IT (network infrastructure) and Ed-Tech (PD/curriculum) staff. Administered the Nwroundtable listserv, which serves as a communication channel linking all of the key district technology contacts (both IT and Ed-Tech), who use it to pose questions, make announcements, seek technical assistance, search for colleagues using specific products, etc. Encouraged all regional district technology contacts to actively use the Technology Leaders Corner of the state-wide Educational Technology Support Center (ETSC) website. Participated in monthly videoconferences with the ETSC directors and training facilitators from each of the nine ESDs and OSPI.

Hosted two state-wide Technology Forums in collaboration with the other regional ETSCs, which were attended by 34 educators. Collaborated with OSPI and the other regional ETSCs in the reading/scoring of grant applications for two separate programs: Teaching and Learning in the 21st Century (TL21 Cohort 3) and the Qwest Foundation grants. Participated in monthly videoconferences with TL21 facilitators from the other ESDs to compare notes, evaluate course activities, share insights and tips, etc.
Learning Resource Cooperative (LRC) Re-created contact database in the EMMA marketing tool, to enable the LRC to send professional and informative notices to district contacts. Collaborated with other ESDs to compare services to districts to ensure that the best available resources are offered to school districts. Served as representative on the Washington Learning Source (WLS) advisory committee, which is a state-wide consortium of the ESDs providing discounted options for resources and services to districts.
Tech Services Participated in online group discussions moderated by other ESDs. Participated in state-wide meetings with K-20 peers discussing ways to improve support for, and the general betterment of, the K-20 network’s services. Worked with Special Programs & Services to simplify the state reporting process for detention programs. Visited with key technology contacts (both IT and Ed-Tech) in all 35 regional districts, to become better informed regarding initiatives and projects being undertaken to better understand ways in which Technology Services, Educational Technology Support Center (ETSC), and the Learning Resource Cooperative (LRC) can be of assistance in supporting those efforts.
TRANSPORTATION Managed the ESD 112 based OSPI program that trains and authorizes new school bus driver trainer instructors in all Washington public schools. Accepted the responsibility of the Driver Instructor Training Course, which is the entry level course offered to state authorized driver trainer instructors.

ADMINISTRATION Certification Collaborated with OSPI Professional Certification staff, college/university education certification personnel and ESD certification specialists at the annual certification conference to gather ideas on processing and communication. Participated in several in-house professional development offerings to keep abreast of newer communication methods and computer updates.
Communications Upgraded internal processes for marketing professional development opportunities using the NWESD EMMA email marketing system. Built four websites specifically for online learning, collaboration and sharing, creating opportunities for further online solutions to provide services to member districts. Created three online environments to replace the current NWESD website, providing member districts with new online tools and efficient access to information.
Operations Attended Microsoft Institute Leadership Training in Bellevue in an effort to improve the systems at NWESD.
Payroll/Personnel Implemented a new process for employee annual evaluations. Improved process for new staff orientation in response to collected data and staff input. Increased involvement in the screening and interviewing process to ensure consistency, maintain a high standard of service to our departments, and free up staff time. Worked closely with all departments during the budgeting process to assure that data is accurate.
Resource Development Reduced the costs associated with the E-Rate program by several thousands of dollars.
Superintendent’s Office Enabled reduction of program space fees by early retirement of Anacortes facility debt. Provided written all staff meeting summaries as requested by the Leadership and Communications Council (LCC).

FISCAL SERVICES Streamlined the accounts payable process by using electronic rather than paper copies. Worked directly with NWESD staff to build understanding of various fiscal tools in order to guide their decisions and reduce errors. Researched a multitude of special cause compliance situations such as, determining proper forms to use for a Canadian contractor. Expanded and simplified purchasing option information for internal staff. Created Time & Effort forms for consistent reporting to meet federal grant requirements. Developed tailor-made templates and other tools to meet specific departmental needs. Researched, identified, and informed users of grant requirements such as, private schools participation. Prepared and submitted specialized American Recovery and Reinvestment Act (ARRA) federal grant reports for other departments. Reduced accounts receivable exceeding 60 days. Streamlined accounts receivable process and improved communication with school districts by using email and ensuring a NWESD contact person is identified.
MIGRANT EDUCATION REGIONAL OFFICE (MERO) Developed a spreadsheet to aide in budget estimation of projects that is also being used by migrant directors in districts. Coordinated services to districts by collaborating with each MERO staff member during monthly internal staff meetings. Developed a priority matrix for servicing school districts for targeted support and services. Surveyed district migrant directors regarding their knowledge of migrant law. Changed the MERO program based on a state-wide program evaluation using a district interview process.
NORTHWEST REGIONAL DATA CENTER (NWRDC) Reduced printing by providing electronic files to districts prior to trainings/meetings which required supporting information. Developed and presented recommendations related to the annual NWRDC budget review and the fulltime enrollment (FTE) fees charged to member districts and related rebates. Hired two supervisors in lieu of Business Team Manager to better serve client needs. Completed in-depth review of all billable services between the NWRDC and WSIPC. Provided Print Shop services including a calendar, saddle stitched books, programs, course guides, Special Education procedural safeguard books, Candidates' booklets, brochures, business cards, flyers, post cards, etc. for 30 school districts, NWESD, NWRDC, and WSIPC.

Composed and emailed Weekly Message to the WESPaC Student leadership team. Scheduled, communicated, and posted a series of WESPaC Student workshops in line with district tasks throughout the year. Attended trainings and Adobe sessions on newly released software products which utilized the FootPrint call tracking system for client calls and messages. Developed a new procedure to log warrants online, which is accessible to the business team resulting in better customer service. Participated in an Adobe InDesign product workshop. Participated in an online training to develop PDF forms. Attended practice presentations for staff to share knowledge and improve presentations to our clients. Attended Student/Leadership weekly team meetings to discuss software, client, training and hardware performance issues. Provided technical support for 2010 WESPaC User Group (WASWUG) Conference.
PREVENTION CENTER Worked with other departments to reduce travel expenses by combining site visits to neighboring districts and/or setting up teleconferences. Delivered materials to member districts during site visits in order to reduce postage expense.
SPECIAL PROGRAMS & SERVICES Collaborated with the NWESD Communications Specialist to refine professional development marketing campaigns through the use of the NWESD email marketing system. Utilized K-20, GoTo meetings, esdWorks, and phone conferences to maintain efficient forms of communication and training opportunities.
Autism Outreach Project (AOP) Offered AOP classes state-wide via video conference, resulting in workshops delivered to 248 locations with 1,377 attendees. Linked with other agencies serving students with autism to maximize resources, including the Autism Society of Washington, Parent-to-Parent, Department of Health, Center for Change in Transition, University of Washington Autism Center, and Seattle Children’s Hospital. Provided information on educating students with autism on the AOP website, including links to online resources and training.
Early Learning & Literacy / Early Childhood Collaborated with NWESD Communication Specialist to develop early literacy website that is currently being utilized by 282 teachers from 12 districts and nine early learning partners, as well as ESD 105 and ESD 113. Offered coaching seminar to build local capacity for support of ongoing PreK-3rd Grade Literacy Alignment training which was attended by 60 teachers and administrators from 11 school districts and 9 early learning partners.

Engaged in extensive systems mapping process to identify areas of overlapping resources and priorities among multiple early learning initiatives and partners. Conducted monthly regional early childhood special education/early intervention meetings via video conference to minimize travel expenses incurred by participants.
Regional Cooperative Programs / Institutional Education Developed new process for distribution of monthly "report cards" to member district administrators – identifying student enrollment trends, number of referred students pending program enrollment, and actual revenues and expenditures to date compared to budgetary figures, to inform decisions and refine service delivery. Collaborated with NWESD Technology Services to create student data reporting system for juvenile detention programs which exports to the ESD Longitudinal Student Data System (CEDARS) at OSPI.
School Nurse Corps (SNC) Utilized OSPI and SNC generated evaluation tools for feedback on services from district providers, parents, and staff. Conducted regular surveys of SNC nurses to seek the most effective way to provide services that meet the needs of districts. Used state-wide SNC criteria to determine fair allocation of funding and provision of services to SNC districts.
Special Education Administrative Services Utilized continuous improvement tools/technology to identify and operationalize existing services as they relate to district needs and state resources at state, regional, county, and local levels. Reviewed department administrative assistant support to maximize support to programs and equalize workload. Reviewed and initiated development of contract/agreement processes and protocols to ensure agency policies and procedures are met. Provided training and consultation for data collection with four pilot districts on Transition Services and Compliance, in conjunction with OSPI. Collaborated with Teaching & Learning Department on math and science instruction for early learning coordination of math supports for students identified with special education needs.
TEACHING & LEARNING Attended Microsoft Institute Leadership Training to consider agency procedures and future actions. Enhanced Science Materials Center (SMC) Cooperative services with addition of barcode inventory system and transportation services for member districts. Worked in conjunction with the science coordinator to provide services to 21 districts in the Northwest Leadership and Assistance for Science Education Reform (LASER) Alliance. TECHNOLOGY SERVICES Educational Technology Support Services Collaborated with the other Educational Technology Support Centers (ETSCs) and OSPI on activities, services, and programs developed and delivered by NWESD's ETSC. Contracted two active classroom teachers as co-developers and co-facilitators to provide NWESD Summer Institute program for teachers.
Learning Resource Cooperative (LRC) Collaborated with vendors and staff to provide up to date information and resources for districts/schools in the areas of research databases, streaming media, and physical resources such as professional development, DVDs, and videos. There were 33 of the 35 school districts in the NWESD region that participated in the LRC.
Tech Services Worked with Special Programs & Services to simplify the state reporting process for detention programs.
TRANSPORTATION Submitted budget cuts resulting in reduction of a .5 FTE administrative position, while this reduction was not easy, the program has maintained quality services at a reduced cost.

MIGRANT EDUCATION REGIONAL OFFICE (MERO) Created (in collaboration with OSPI and a team of practitioners) a Migrant Education Program Literacy Toolkit for use by districts in 2011-12 to meet their migrant program state goals and action steps in reading/ELL. Provided districts training in the Migrant Education Math Toolkit to support local efforts to have culturally and linguistically appropriate Math Nights that targeted migrant parents. Provided regional migrant Parents as Leaders trainings to select districts. Provided regional migrant Parent Involvement Network meetings in Skagit and Whatcom counties and in Southwest Washington regions. Provided a four-day Family Involvement Training (Project FIT) to parent and administrative teams from eight districts in Western Washington. Provided an all day Program Implementation workshop to all migrant directors in the NWESD region. Provided an all day Program Planning workshop to all migrant directors in the NWESD region. Provided trainings on the 7 Areas of Concern and an Overview of the Migrant Education Program in selected districts in the NWESD region. Provided support to teams on planning, evaluation, and implementation of their local migrant programs.
NORTHWEST REGIONAL DATA CENTER (NWRDC) Presented Skyward Suite demonstration to new Director of Student Services for Renton School District. Presented Gradebook product overview to Mount Vernon School District. Provided the following throughout the year: District Contacts User Forum, Health User Forum, Secondary Gradebook User Forum, Standards-Based Gradebook User Forum, Secondary Registrars User Forum, Special Education User Forum, and Food Service meetings to discuss and share best practices, provide demonstrations, and information related to software updates. Offered monthly Lab Days within each major service area allowing knowledgeable coordinators to assist clients. Provided networking firewall port reminders for district technical staff to prevent Web application slowness or blockage. Provided Packet Shaper and training to White River School District to monitor networking issues that they could not trace.
PREVENTION CENTER Monitored budgets and materials from previous programs thus, providing additional resources and materials to member districts to promote sustainability as grant funds are discontinued. Supported dropout prevention initiatives including Educational Advocates and Adverse Childhood Experiences trainings to enhance member districts' knowledge of non-academic barriers to student success.

SPECIAL PROGRAMS & SERVICES Autism Outreach Project (AOP) Provided information to districts and families to assist in team-building, communication, and collaboration.
Early Childhood Conducted 9 community stakeholder focus groups throughout the region on services for infants and toddlers. Developed 3 infant and toddler stakeholder surveys, available in both English and Spanish, resulting in 189 collected responses. Provided training and consultation on early childhood services and compliance requirements (e.g. Least Restrictive Environment, Child Outcome Summary Form, Transition to 3-5, Part B services). Provided consultation for transition Individualized Education Plan (IEP) compliance/self-review with 3 pilot districts to determine common needs and targeted areas for improvement, including accessing general curriculum and PreK alignment.
Early Learning & Literacy Developed SharePoint site as information and data hub for Regional Early Learning Coalition.
School Nurse Corps (SNC) Conducted multiple site visits and phone consultations with Lopez Island School District for transition, orientation, and mentoring of new nurses. Provided 5 professional development trainings for SNC nurses in 13 districts as well as the NWESD Cooperative Program School Nurse. Conducted 13 site visits to SNC districts for annual review with school nurse and administrators. Provided coordination/collaboration efforts with other public health and education agencies (e.g., Seattle Children’s, local health departments, all ESDs, WWU, SPU). Served on local, regional, and state committees including University of Washington’s Nursing Advisory Board.
Special Education Administrative Services Provided professional enhancement and topic-directed trainings for new and developing special education directors, revisions to district procedures and special education manual revisions. Consulted and collaborated with five districts, Department of Social and Health Services, and community partners (private group homes and mental health providers) on process to enhance service coordination for low-incident students with intensive needs (life skills, physically impaired, blind, etc.). Developed Positive Behavior Intervention in Schools (PBIS) training framework focused on building teams (Cohort 1) for 2011-12 implementation. Provided specifically designed training, correlated with the State Performance Plan for Special Education programs.

Collaborated with Sound Options to provide 3 trainings for regional educators and district administrators (Approaching Difficult Conversations, Building Collaborative Teams, and Leading Participative Meetings). Provided targeted training for paraeducators assigned to special education support services (e.g. Math Skills for Elementary Students; Para-Reading LETRS; and Strategies for Paraeducators Working with Students on the Autism Spectrum). Collaborated with Washington Sensory Disabilities Services to provide 3 workshops to educators working with students who are deaf or hard of hearing. Provided technical assistance to districts on Washington Administrative Code (WAC) rule changes and district policy and procedure revision requirements. Provided in-depth consultation and technical assistance with numerous school districts on such topics as evaluation procedures, staffing ratios, maintenance of effort requirements, Specially Designed Instruction (SDI) service delivery, personnel development, and transition services. Utilized Continuous Improvement tools (including collaboration with Assistant Superintendent of Operations) to focus and enhance coordination of the Region 3 Children’s Policy Executive Team, relative to mental health supports and school-wide intervention services for high-risk students.
TEACHING & LEARNING Supported regional districts in writing School Improvement grants for OSPI.
TECHNOLOGY SERVICES Learning Resource Cooperative (LRC) Worked with 33 districts to deploy the new ProQuest Platform.
Tech Services Visited every district within our region to better understand their use of technology and provide insight into what districts are doing, and to discuss ways that NWESD could provide assistance. Monitored district firewalls and provided assistance with patching them when vulnerabilities were discovered. Notified districts of free learning opportunities available through video conferencing.
TRANSPORTATION Provided technical expertise to all NWESD districts upon request, ranging from informal phone conversations regarding personnel issues to multiple-day formation studies requiring on site evaluation of any and all aspects of student transportation operations. Facilitated as a liaison between school districts and Washington State Patrol School Bus Inspectors when clarification was needed during school bus inspections. Acted as primary liaison between the Department of Licensing and all NWESD school districts to provide oversight to the School Bus Third Party Testing program, which allows districts to satisfy the commercial licensing requirements for school bus drivers.
