No Cost TOSAs

NWESD Provides Math & Science TOSAs at No Cost to Districts

The NWESD Board is using discretionary reserve funds to provide no-cost direct services to member school districts in the form of math and science Teachers on Special Assignment (TOSAs), to address specific priorities identified by NWESD District Superintendents. The Board felt strongly that the current economic climate warranted additional support from the NWESD and polled member districts to identify their highest priorities for direct services. The most frequent response from regional Superintendents was a request for special assistance in the areas of math and science. In accordance with this feedback, the NWESD began building coordinated math and science TOSA services, available to participating districts at no cost for the 2010-11 and 2011-12 academic years. Dr. Kathy Shoop, NWESD Assistant Superintendent for Teaching and Learning, is now working with Curriculum Directors to create a regional service and delivery plan. Each of the participating twenty-six districts has been asked to identify specific roles that TOSAs can fill in strengthening their math and science curriculum, so common needs can be met more efficiently. On a broad scale, the TOSAs will be: 1. Deepening math and science content knowledge 2. Differentiating instruction 3. Using formative assessments 4. Coaching in instructional strategies and best practices EDvantage Summer 2010

Registration Open for the Admin Certificate Program The TOSAs will use state and, in the case of math, common core standards to guide their work. These common core standards are part of a larger effort to strengthen education statewide, and regionally. The NWESD is currently accepting applications for math and science TOSAs. Specific job descriptions can be found at www.nwesd.org/HR. If you have any questions, or would like more information about the TOSA program, please contact Jennifer Longchamps at 360.299.4095 or jlongchamps@nwesd.org.

Registration Now Open for Administrator Professional Certificate Program! The NWESD is now accepting registrants for the 2010-11 Administrator Professional Certificate Program cohort, set to begin in August. The program consists of (a) one full day entry seminar, (b) three evening seminars over the course of the program, and (c) one culminating evening seminar that will include a panel presentation. Additionally, participants may be expected to invest additional time, as needed, to ensure that all certification requirements are met. A complete program description is available by emailing Dr. Jerry Jenkins, Superintendent, at jjenkins@nwesd.org.

4

This proficiency-based program requires a strong commitment from the candidate, their school district, and the NWESD to reach the Professional Certification expectations. Eligible candidates will have completed two years of administrative employment within the same school district and have an employment contract for an administrative position in the same district for 2010-11. Interested parties can go to http://www. nwesd.org/AdmProCert and complete a short registration survey. Specific materials will be sent to candidates after the course has been filled, including billing information for the $1,200 course fee and location information. Seminar sites will be determined by the geographic location of the participants. The 2010-11 Program Description provides a more comprehensive overview. For additional information about the Professional Certificate Program, please contact Dr. Jerry Jenkins at 360.299.4003, or by email at jjenkins@nwesd.org.

What is PreK-3rd Alignment? P

reK-3rd Alignment is a comprehensive reform strategy that is gaining momentum, both nationally and within our region, focused on ensuring that all children develop the cognitive and social skills that establish strong foundations for future learning. Research shows that children who experience a continuum of quality, aligned PreK-3rd components perform better in third grade than those who do not. Third grade is a critical turning point in children’s education. This is the time when children begin to shift from “learning to read” to “reading to learn”. Those children who cannot read proficiently by the third grade will struggle to master the academic content in later grades. The same is true for those children without solid math and social skills. Children who are behind at third grade usually struggled well before then, and despite what we may hope, they just keep falling further and further behind. Traditionally, policymakers have focused in on middle school and high school in efforts to address the achievement gap and high school drop out rate. They have paid less attention to the foundational years of education or ensuring that learning builds from one year to the next. PreK-3rd urges educators to take a long range view of education and to develop policies and practices that support the foundational development of children’s most crucial cognitive and social skills. EDvantage Summer 2010

Our state has identified four key elements to PreK-3rd Alignment: 1. Institutional leadership 2 Early Learning partnerships and coalitions 3. Aligned and effective instruction; across programs, agencies, institutions and grade levels 4. Family partnerships and engagement Over the next two years, NWESD will build the capacity to facilitate PreK-3rd Alignment in our region by taking steps to lead, support, and learn about the replication of promising practices identified as key components of an aligned educational system. There is a strong commitment to early learning in our region, with many wonderful efforts taking place.

A key element of the NWESD program for PreK-3rd Alignment includes a package of tools featuring nationally recognized literacy expert David Matteson. These tools, built specifically for educators in PreK-3rd classrooms and child care providers in the region, include consulting services, literacy materials and an interactive website. In 2009, the NWESD received a grant to take the promising practice of early literacy instructional alignment occurring in Nooksack Valley School District to scale its five-county region. The Nooksack Valley School District has emerged as a leader within the region for integrating early learning as part of their strategic approach to increase student achievement and partnering with community programs in that approach. The district, in collaboration with the Opportunity Council, their Head Start partnership, has developed a professional development model of shared teaching 6

and learning among teachers PreK-3rd. In choosing literacy as the instructional focus, the Nooksack Valley Collaboration brought in David Matteson, an expert in emergent reading and writing, to work with teachers from both Head Start and the school district. As an extension of the grant project, the NWESD has begun to develop a website as a means of including more early learning teachers in this work. The website examines the “big ideas” behind early literacy development and provides educators with specific strategies for supporting emergent readers and writers. In partnership with Child Care Resource and Referral, community child care partners have the opportunity to access the content of a secure website, to consult with early literacy coaches who have trained with David Matteson, and to participate in professional learning communities focused on early literacy instruction. We believe that working to develop common approaches that support literacy development among district-community early learning partnerships will result in more children entering school with the skills and attitudes they need to be successful and to maintain that achievement over time. This program is very new to the NWESD and is currently serving a small group of member districts. However, additional districts are joining the movement as this series gains momentum. If you would like to inquire about the PreK-3rd Alignment program, or other resources available in that area, please contact Karma Hugo at 360.299.4045 or khugo@nwesd.org.

At-Risk Youth Educational Advocates Y

outh, re-entering the community-atlarge following a period of detention, face a number of obstacles that place them at-risk of failing during the transition process. Transitioning youth offenders from structured environments into less structured environments presents problems that may contribute to disruptive behaviors. Most of these students are unprepared for the shift and lack the social, communication, and problem solving skills necessary for them to cope with day-to-day situations.

detention centers. The target populations are high-risk youth, ages 12–18, estimating this program will serve approximately 150 youth over the next school year.

“I have been so confused and have not known where to start, until you called me into your office.”

The NWESD was recently awarded additional Title 1D funding from the Office of Superintendent of Public Instruction (OSPI) to expand the youth offenders’ transitional and educational coordinating services program, and to prevent middle school students from dropping out. OSPI has awarded these funds to each Educational Service District in a statewide effort to support transitioning youth and reduce the rate of recidivism/return to Washington

EDvantage Summer 2010

To reach these goals on the local scale, three educational advocates have been added to schools in the NWESD region. These advocates work closely with Youth & Family Services and are part of a collaborative project, Education Advocate Project, developed to involve educators, social workers, administrators and community members who come in contact with highrisk youth While the Title 1D project is relatively new, the benefits are already measureable. Intensive after school tutoring and personal support has been taking place with the students already involved in the program. Participating youth are learning specifically about making good choices and recognizing that grades are important to their livelihood and their future. “I have a caseload of

7

“Meeting with my parents was tough but it made things better.” students who attend tutorials after school when needed,” said Educational Advocate Shauna Kopischka. “Within that group, at the end of the third quarter, 90% of them increased their grades in two or more of their classes. Some going from 4 Fs to none or just one.” Even the youth are vocalizing their gratitude for the resources available through this program. Many of them have voiced appreciation directly to their advocates and are demonstrating the skills they have learned. “You kept me from making some really poor choices this weekend,” one student recently told his advocate. One could argue that this statement alone qualifies as a high return on investment.

In the late 1800’s retail giant Marshall Fields allegedly coined the phrase, “the customer is always right” as a way of promoting customer service excellence in his stores. In this lively, interactive workshop, you’ll learn the skills necessary to achieve excellent customer service in your practice and lead improvement in your organization. You’ll learn (1) who your customers are, (2) basic and advanced customer service skills, (3) effective communications online, on the phone, and face to face, and (4) dealing with customer complaints. While not every customer is “right” all the time, every customer does deserve to be treated professionally and with respect. This course will help you do that every time you interact with a customer.
