JOB ENVIRONMENT This is a full time position based at the New Zealand AIDS Foundation's National Office in Auckland. All employees are required to agree and work within the Foundation's stated vision, purpose, values and goals (as stated in its Strategic Plan), and to abide by its Ethical Code of Conduct, operational policies and procedures. All programmes and services work within the framework of health promotion outlined in the World Health Organisation's Ottawa Charter (1986). The primary group most affected by HIV and AIDS are gay and bisexual men, and many of our services are targeted to this population. This requires an acceptance of sexual diversity, sensitivity to the special health needs of men who have sex with men, and the creation of a working environment supportive of Takatāpui and gay men. Our Positive Health services are focused on the needs of anyone living with HIV AIDS; gay, heterosexual, transgender, male or female, adult or child, in effect the positive communities and their family/whānau. Our HIV Prevention Communications Group focuses on those who are most at risk of becoming positive.

The HIV Prevention and Communication Group works across the NZAF to manage a range of work including a membership programme, media, fundraising, events, campaigns, social marketing and all general communications for the NZAF. The NZAF is a non governmental organisation based in the communities most at risk and has been in existence since 1985. The legal structure is a charitable Trust with a Board of Trustees and employees are members of the NZAF with the right to vote at its Annual General Meeting and on any other matter referred to the membership. In terms of international development work, the NZAF has a commitment to the Pacific because of the level of ongoing movement of people between Aotearoa New Zealand and the Pacific, the impact of HIV on Pacific communities within Aotearoa New Zealand and in Pacific countries, and the serious responsibility that Aotearoa New Zealand in general has taken in regard to being a nation within the Pacific. The NZAF model of international development builds on its experience in working with alongside Pacific communities living in Aotearoa New Zealand, and works on interventions that:

are based on partnerships with the communities most at risk build healthy and strong social environments develop strong and supportive communities are evidenced based use peer leadership models (developing the skills of community members to deliver services and programmes within their own communities) develop and advocate for strong public policy that upholds the rights of those communities most affected by HIV.

The NZAF recognises that it is not an expert on any aspect of the Pacific, rather there are skills and experiences we have that would be beneficial to our colleagues and partners in the Pacific and vice-versa. Our Pacific partners and colleagues are the experts, and the NZAF views its role as that of a supporter. The NZAF understands that discrimination based on HIV status, sexuality and/or gender identity is damaging and a major contributor to the silence around MSM (men who have sex with other men) sexuality and HIV risk behaviour. NZAF interventions will work to uphold the dignity of, and reduce discrimination related to, the sexual and gender diversity of all Pacific people. The international development work of the NZAF focuses on building capacity in Pacific organisations. Activities are agreed with Pacific partners and will be time limited with a clear focus on the NZAF involvement as being finite after which our partners will be able to continue independently. The NZAF sees this as critical to a sustainable and ethical model of development.

PRIMARY OBJECTIVES The NZAF International Development Programme will work with key Pacific NGO partners towards the reduction of undiagnosed HIV and STIs, prevent onward transmission of HIV, reduce discrimination and reduce health inequalities for Pacific gay men, bisexual men, non-identifying Pacific men who have sex with men (MSM), and fa’afafine, akava’ine, fakaleiti and other Pacific transgender people. The Programme Co-ordinator will develop, deliver and manage the programme, including:

programme and project planning, implementation, monitoring and evaluation leading communication with NZAF international development partners providing ‘in-country’ capacity building and technical assistance to agreed Pacific NGO partners in line with the NZAF’s programme plan ensure delivery against funding agreement specifications seeking opportunities to grow the NZAF International Development programme in line with the programme plan.

EXTERNAL Key Programme Partners The NZAF has developed partnerships for a specific programme of work starting in 2009 and running for three years with the Samoa AIDS Foundation (SAF), the Tonga Leiti Association (TLA), the Pacific Sexual Diversity Network (PSDN), the AIDS Council of New South Wales (ACON) and the Australian Federation of AIDS Organisations (AFAO). SUPPORT Supervision The Director HIV Prevention and Communications is responsible for ensuring that the Programme Co-ordinator International Development understands their role and tasks, and is supported in carrying them out. Supervision meetings will occur fortnightly. Performance Appraisal Performance appraisal according to the NZAF performance review system that includes self, peer, and manager assessment will be carried out annually. Professional Development The value and advantage of education and staff development for both the worker and NZAF is recognised. Adequate training, information and assistance will be provided to ensure that the Programme Co-ordinator International Development is able to meet the responsibilities of the position. Administrative Assistance Some clerical and administrative assistance will be provided, but the post holder is expected to be able to self support when necessary.
