Staff and contractors employed in the delivery of therapeutic services and their administrative support in the Central region.

The New Zealand AIDS Foundation (NZAF) has an expectation that all staff will:

PRIMARY OBJECTIVE To provide both positive and effective leadership to those employed or contracted by positive heath in either a therapeutic or administrative capacity within the regions. Managing internal and external relationships to ensure client and stakeholder satisfaction. Leading on Biomedical HIV prevention and promoting the NZAF services in order to achieve the highest standards of service and support for our clients.

JOB ENVIRONMENT This Full time position is located at the Awhina Centre and has responsibility for the delivery of services in the central region. Other Regional Offices are maintained in Christchurch, and Wellington, with the National office being based in Auckland Positive Health Services are committed to be responsive to all people infected or affected by HIV, regardless of age, gender, ethnicity or sexual orientation while being aware that MSM (men who have sex with men) are the core group affected within Aotearoa New Zealand, while Recognition is also given to the growing need of positive migrants within the heterosexual communities who have acquired HIV/AIDS before migration to New Zealand. The service focuses on providing free and confidential HIV and syphilis testing, counselling/ psychotherapy/ social work support and information to people living with HIV and or AIDS and their significant others, promoting a safe sex message to all and utilising a health promotion model to challenge unsafe sexual behaviours. With appropriately targeted staff employed to address need. NZAF is a non government organisation and has been in existence since 1985. The legal structure is a charitable Trust with a Board of Trustees and employees are members of the Foundation with the right to vote at its annual general meeting and on any other matter referred to the membership.

The Regional Manager collaborates with individuals and organisations in the region in order to ensure wide outreach to those Living with or affected by HIV Health providers maintaining collaborative working relationships with other HIV and AIDS health service providers and agencies allied health and health related services, such as sexual health, infectious diseases., PHO`s and local iwi health providers Peer support Groups Maintaining a good working relationship with the peer support organisations within the identified regions Other Organisations The NZAF works with other organisations and individuals involved with the issues related to sexual health, HIV and AIDS and Hauora. NZAF staff are expected to contribute positively to the maintenance of effective working relationships with these groups.

PERFORMANCE INDICATORS Up to 20% of the manager’s time may be clinical in nature having a counselling/psychotherapist/nursing or social work professional registration or background ensuring practice in is line with professional body guidelines.

KEY TASKS

Planning and Reporting

Have input into the Development of, implement and monitor annual operational plan.

Work with Director and other Regional managers to prepare reports to Ministry of Health Funders on a six monthly basis

Operational plan input is drafted and discussed with director by the end of May at the latest All positive health staff in the regions report active participation in the development of the plan, and good knowledge of key activities and milestones within the plan Operational plan milestones and timeframes are met or exceeded Active participation and input into six monthly reporting process

Financial

Draft and monitor budget for identified regions Manage expenditure against board approved budgets on a monthly basis

NZAF financial protocols and policies are followed and National Manager Finance and Administration reports adequate compliance Budget is prepared on time Expenditure is kept within budget. Or if over a variance report is completed.

Staff Management

Manage and recruit staff, including the development of individual work programmes or performance plans, and individual development plans Ensure staff are well supported to perform within their roles, including the provision of regular management supervision Ensure adequate staffing levels are maintained to address client need

Staff performance development reviews are completed on time Staff have a minimum of fortnightly individual supervision sessions Staff report being well supported Staff report clarity on expectations of them in their roles Performance issues are reported to the Director and managed according to agreed plan Staff work programmes are developed, signed off and monitored within agreed timeframes

Biculturalism •

Contribute to NZAF’s progress towards cultural competency and commitment to biculturalism by ensuring key events and relationship management approaches ensures full and active participation and effective relationships with Māori

Positive Health staff provide evidence of improved cultural competency in their operational activities as per operational plan Evidence of active participation and effective relationships in events where requested. Demonstrate a sound knowledge of Tikanga


Service Liaison • •

Co-ordination and consultation with stakeholders and service coproviders. Ensuring the provision of specialist services meeting the health needs of clients and working collaboratively with other health agencies to achieve high quality outcomes for our clients and the service.

Quality • Promote quality as an important individual responsibility by encouraging participation in quality improvement projects, staff training, and orientation practices.

Monitor and report on the implementation and effectiveness of quality systems including policies and procedures, audits, and quality improvement initiatives taking an active role in quality accreditation process in the future.

Fundraising Support the National Co-ordinator assisting in the provision of special services and Projects.

Sufficient funds are raised to adequately fund the NZAF wellness fund for positive people living in New Zealand.

Professional

Ensuring safe clinical practice is maintained by self and staff

Practice according to the professional standards and ethics of relevant professional group (NZ associations of counsellor/psychotherapists/social workers) as well as the NZAF code of ethical conduct and policies. Clinical supervision is accessed on contractual basis.

Other Support the Director assisting in the provision of special services and Projects.

Undertake tasks that assist the director or promote the service, such as Candlelight Memorial Event .


SUPPORT Supervision The Director positive Health is responsible for ensuring that the Intra-regional manager understands their role and tasks, and is supported in carrying them out. Supervision meetings will occur monthly, quartile peer management meeting and on an ad hoc basis as needed by either party. External needs to be here? Performance Appraisal Performance appraisal according to NZAF model which includes self, peer, and manager assessment will be carried out annually, will include a work plan and may be linked to a performance based salary review.

Professional Development The value and advantage of education and staff development for both the worker and the NZAF is recognised. Adequate training, information and assistance will be provided to ensure that the manager is able to meet the responsibilities of the position. Administrative Assistance Some clerical and administrative assistance will be provided at the Awhina Centre
