7. Plate Number and Imprint Blocks

The minimum number of stamps for plate and imprint blocks of all values in the Decimal Currency issue is shown in the list in Section 1 of this Bulletin. The policy covering the sale of plate numbers and imprint blocks 60 far as Decimal Currency stamps are concerned is as follows: (a)

Each plate number and imprint block sold is to comprise 10 st~ps or more in all values up to 10 cents or is to comprise 6 stamps or mQre in the values from 15 cents upwards. (These conditions also apply to sales of positional stamp~)

(b)

Every endeavour is made to have the plate numbers and the printer's imprint printed on the selvedge near one corner of the sheet so that they are available in one block. Where this has not been done the conditions for purchasing apply to both the printer's imprint block

and the plate number block. Requests for blocks will be filled only as far as possible depending on the number available. Clients will note that the conditions for these blocks also apply when positional stamps are required. 8.

Stamp Programme 1967-1971

The programme published in the last Bulletin (No. 42) referred only to proposed definitive stamp issues. The usual Health and Christmas issues will, of course, be continued and certain special events and anniversaries will also be commemorated by the production of special issues. Information about special issues will be published in the Bulletin in the usual way. 9.

Health Stamps, 1967

The designs for the 1967 Health stamps will be the first issue of the new series depicting sport. The sport of rugby will be depicted on both the 1967 Health stamps which have been designed by ~~ L.C. Mitchell, Wellington. Each stamp features a boy playing rugby football with a shadow figure of an All Black footballer in the background. On the 3c + 1c stamp the boy is putting the ball in position for a place kick. On the 2ic + 1c stamp the boy is running with the ball. On both stamps the shadow figure is performing the same action as the boy.

The large sheets contain 100 stamps. The 2ic + 1c will appear in vertical format and will measure 25mm x 33mm and the 3c + 1c will appear in horizontal format and will measure 23mm x 25mm. Miniature sheets will contain 6 stamps and one sheet of each denomination and will cost 45c (4s.6d.). The stamps will be available from Wednesday, 2 August 1967, and, unless stocks are exhausted earlier, will be withdrawn from sale at post offices and the Philatelic Bureau, General Post Office, Wellington, on 30 November 1967. Pictorial date-stamps will be in use on the first day of issue at each of the 6 permanent Health Camp post offices. These camps

are situated at Maunu (Whangarei), Pakuranga (Auckland), Gisborne (Gisborne), otaki (Wellington), Glenelg (Christchurch) and Roxburgh (Dunedin). New Zealand residents wishing to have envelopes cancelled with the special date-stamps should forward their addressed envelopes under cover to the Chief Postmasters at the offices shown in parenthesis. A remittance to cover the cost of the stamps required, plus a servicing fee of 2c (2d.) for each envelope is to be forwarded with each order. 'The King George the Fifth Memorial Children's Health Camps Federation is again providing a souvenir envelope which will be on sale at most stores and stationers in New Zealand at a cost of 3c (4d.). As the Health stamps will not be placed on sale until after D.C. Day, overseas clients are requested to forward separate orders and remittances to the Philatelic Bureau, General Post Office, Wellington, for first day covers and mint stamps. Those persons requiring first day cancellatic .15 should post their orders in time to reach here by 31 July 1967. Souvenir envelopes produced by the Health Camps Federation will be available at a cost of 3c (4d.) each and a servicing fee of 2c (2d.) for each cover will be charged. If addressed covers are supplied the servicing fee will be 2c (2dL) for each cover. 10.

1964 Blue Penguins Health Stamp and 1965 Fantail Health Stamp

There has been some misunderstanding about the source of the material used as the basis for the designs of the 1964 Blue Penguins Health stamp and the 1965 Fantail Health stamp. It is now confirmed that the designs of both stamps were based on paintings by Miss C. Talbot Kelly. The Blue Penguins were painted for a member of the staff of the Dominion Museum by Miss Talbot Kelly as a private commission. The Fantail design was based on a photograph of Miss Talbot Kelly's painting. The Post Office would like to acknowledge the fact that Miss Talbot Kelly's paintin@3were used. 11. Availability of Stamps

Clients are reminded that the 1966 Christmas stamp and loose copies of the Centenary of Post Office Savings Bank stamps are still available at the Philatelic Bureau. Full sheets, plate and imprint blocks of both stamps of the Centenary of Post Office Savings Bank are exhausted. 12.

Cook Islands Stamps

Clients are reminded that the Cook Islands stamps are no longer sold by the New Zealand Post Office. As the Cook Islands has attained Independence, the New Zealand Post Office, therefore, has no control over the stamp production or sales policy of that Administration. All orders and inquiries about Cook Islands stamps should be addressed to the Chief Postmaster, Philatelic Bureau, P.O. Box 200, Rarotonga, Cook Islands.
