I. Centenary of New Zealand Post Office Savings Bank

A set of two stamps will be issued on 3 February 1967 to commemorate the centenary of the New Zealand Post Office Savings Bank. The denominations are to be 4d. and 9d. The 4d. stamp will be maroon in colour with gold lettering and will depict the head and shoulders of the Queen below a reproduction of a head in relief of Queen Victoria. The 9d. will be olive green with turquoise lettering and will depict in gold a reproduction of the reverse side of a half sovereign in circulation in New Zealand in 1867 in gold and, in silver, the reverse side of the New Zealand dollar coin which will be issued to commemorate New Zealand's change over to dollars and cents. The stamps are being printed in photogravure in sheets of 120 by Messrs Harrison and Sons Limited, London. Unless supplies are exhausted earlier, the issue will be withdrawn from sale at post offices and at the Philatelic Bureau, General Post Office on 9 JUly 1967. Overseas clients may now place orders with the Philatelic Bureau, Postal Division, General Post Office, Wellington, for first day covers and mint stamps. Those persons requiring first day cancellations should post their orders in time to reach here by 31 January 1967. Post Office first day covers will be available at a cost of 2d. each and a serVicing fee of 2d. for each cover will be charged. If addressed covers are supplied the serVicing fee will be 2d. for each cover. The usual rubber hand-canceller service will be available and, as mentioned in Bulletin No. 39, the service has been extended to all 21 Chief Post Offices. Special posting boxes will be prOVided at the Chief Offices on both occasions and all covers posted in the special boxes will be postmarked with the rubber hand-cancellers instead of the usual steel hand datestamps.


Persons residing outside the 21 Chief Office cities or towns who are desirous of having covers marked with the hand-cancellers should forward their remittance and addressed envelopes under cover to the Chief Postmasters concerned with a request that the envelopes be cancelled with the rubber hand-canceller. A servicing fee of 2d. for each cover should be included in the remittance and the outside cover or wrapping should be endorsed "Covers for cancellation with handcanceller on 3 July 1967". Written requests should re-ach Chief Postmasters not later than Wednesday, 1 February 1967. Background Notes In the late 1860's, with the gold boom in full progress in New Zealand, there developed a need for efficient and convenient institutions of saving. The Post Office Savings Bank met this need with deposits guaranteed by Government. The first five Post Office Savings Banks were opened at the same time, on 3 February 1867 in Auckland, Christchurch, Dunedin, Wellington and Hokitika; the last-named being the centre of the West Coast gold fields. In ten months the popularity of the Post Office Savings Bank The total sum deposited had grown to 46 offices open for business. at the end of 1867 was ÂŁ96,000. And now, 100 years later, the faith of the people in the Post Office SaVings Bank is such that the total credit of depositors is ÂŁ434 million in over 2 million accounts. 2. Christmas Stamp. 1966

Clients are reminded that the 1966 Christmas stamp was placed on sale on 3 October. The denomination is 3d. which is the inland rate for Christmas cards. The rate for Christmas cards and for first day covers to overseas addresses is }td. As mentioned in Bulletin No. 40, the SUbject this year is a reproduction of the painting "The Virgin with Child" by Carlo Maratta. The sheets are of 60 stamps in five rows of twelve. There are two plate numbers, 1A 1A 1A 1A and 1B 1B 1B 1B. There are slight variations in the depth of the shadings but neither plate is noticeably lighter or darker than the other. The printer's name (Harrison and Sons Ltd.) is shown on the lower left-hand corner of the sheet. The plate number is printed on the lower right-hand corner and the sheet value (15s.0d.) at the upper right-hand corner. Unless supplies are exhausted earlier, the stamp will be withdrawn from sale at post offices on 7 January 1967 but may continue to be ordered by post from the Philatelic Bureau, Postal Division, General Post Office, Wellington, until 9 July 1967 (not 31 July). 3.

Health Stamps, 1966

The 1966 Health stamps will be withdrawn from sale at all post offices and at the Philatelic Bureau, Postal Division, General Post Office, on 30 November 1966. 4. Western Samoa Hurricane Relief

The Western Samoan 8d. stamp surcharged Gd. for hurricane relief was placed on sale on 1 September 1966. This stamp is available to New Zealand collectors at the Chief Post Offices, Auckland, Christchurch,


Dunedin and Wellington and by, post from the Philatelic Bureau, Postal, Division, General Post Office, Wellington. The stamps will be withdrawn from sale on 30 November. Overseas collectors are requested to write to the Chief Postmaster, Apia, Western Samoa, for their requirements. 5.

Tokelau Islands

Because of a delay in shipping, it is now expected that the new 6d., 8d. and 2s.0d. values (referred to in Bulletin No. 40) which are being issued for the Tokelau Islands will be placed on sale at about the end of October or early in November. Orders will continue to be accepted for the new stamps but not now for the servicing of first day covers. The stamps may not be used for postage in New Zealand. 6.

Opening of Philatelic Bureau

The New Zealand Post Office will this month be opening a Philatelic Bureau at 66A Courtenay Place, Wellington. The Bureau will handle all mail orders for philatelic sales which are at present dealt with at the Postal Division, General Post Office, Wellington. The postal address for philatelic orders will be WPhilatelic Bureau, Postal Division, General Post Office, Wellington". The Bureau will be on street level and will provide a counter service for philatelic sales of stamps and postal stationery as well as other facilities of interest to stamp collectors. An examination room is being provided for the use of clients who wish to examine particular stamps or sheets of stamps and stamp journals and philatelic bUlletins, including many issued by overseas administrations and publishers will be available for perusal. The Bureau will feature displays of stamp and postal stationery currently on sale as well as other items of interest to philatelists. It is not intended, however, that clients will be permitted to examine stocks of new issues with a view to purchasing flaws, or the same particular stamp or stamps from a number of sheets. The Bureau will be open Monday to Thursday 8 a.m. - 5 p.m. and Friday 8 a.m. - 8.30 p.m. Philatelists from other centres are cordially invited to call at the Bureau when visiting Wellington. 7. , Remittances

Clients are reminded that internal United States money-orders cannot be accepted in New Zealand in payment for stamps ordered. Personal cheques are accepted from New Zealand customers only and, when applicable, exchange should be included. Postage stamps are not accepted in payment for stamp orders but stamps currently on sale may be exchanged for other stamps provided that the stamps are in good condition and the value does not exceed ÂŁ1. 8. Scott Base

A special dates tamp will be used at Scott Base Post Office on 20 January 1967 to commemorate the 10th anniversary of the official opening of Seott Base in 1957. The'Philatelic Bureau will prepare covers using Ross Dependency stamps and will service them for people wishing to have envelopes


marked with the special datestamp. Plain white envelopes will be used at a cost of 1d. each plus 2d. each for servicing. Clients may, if they wish, forward their own addressed envelopes. In such cases only the servicing fee of 2d. will be charged. Covers should reach the Philatelic Bureau, Postal Division, General Post Office, Wellington, by 20 December 1966. 9. The Stamp Collector

This well-produced pUblication is the official journal of the Federation of New Zealand Philatelic Societies.
