The force was however, dependent upon the support of the politicians of the day, and this led to increasing accusations of interference and of the force being "honeycombed with political appointments". A Royal Commission established in 1896 to review aspects of police work led to the appointment of a new Commissioner, Mr J. B. Tunbridge, who had the knowledge and administrative ability to redress the discipline and morale problems of the force. Various Commissioners who followed Tunbridge each played a part in increasing the flexibility and ability of the Police in meeting their law and order duties. Many of the changes can be followed by a study of the new stamps. The Post Office will operate their usual unaddressed First Day Cover service from the Philatelic Bureau for the Centenary stamp issue.
The New zealand Police will be producing their own First Day Cover for ~ commemorative date stamping at the Porirua Police College Post Office on the first day of Issue. The Porirua Police College Post Office is one of the very lew in the wortd operating at a Police academy, so the covers, costing S2.90,represent a unique opportunity for collectors. The POlice are also planning to offer a limited number of covers signed ~ Commissioner, Mr Ken and costing $6.90. The Police First Day Covers can be ordered by writing to the Police Philatelic OffIcer, New zealand Police College Post Office, Private Bag, Porirua. 1985 Christmas Stamp Issue Silent night, holy night, All is calm, all is bright Round yon' virgin mother and child, Holy infant so tender and mild, Sleep in heavenly peace, Sleep in heavenly peace.
Silent night, holy night, Shepherds quake at the sight, Glories stream from heaven afar, Heavenly hosts sing 'Alleluia! Christ, the Saviour, is born! Christ, the Saviour, is born!'
Silent night, holy night, Son of God, love's pure light radiant beams from thy holy face, With the dawn of redeeming grace, Jesus, Lord, at thy birth, Jesus, Lord, at thy birth.
One of the world's best-loved Christmas carols, "Silent Night" has been chosen as the theme for the 1985 New Zealand Christmas stamp issue.
Three stamps designed by Christchurch artist, Eileen Mayo, depict different aspects of the first Christmas described in the carol: the stable (18c); the shepherds (40c); and the angels (50c). First Day Covers for the issue were designed by Public Relations Division of the New Zealand Post Office and cost $1.22. Sir George Grove's authoritative Dictionary of Music and Musicians records that "Silent Night" was composed on Christmas Eve, 1818, at the Church of St Nicholas in Oberndorf, Austria. An assistant priest, Josef Mohr, wrote the text, "Stille Nacht" and requested the church organist and choirmaster, Franz Gruber to compose some appropriate music. The carol was first sung that same night, probably at midnight mass, but all did not go exactly according to plan. The organ broke down and so "Stille Nacht" had its world premiere to guitar accompaniment. Publication did not follow until 20 years later, in 1838. The carol has subsequently been translated into almost every language and for people all over the
world it personifies the spirit of Christmas. Eileen Mayo has chosen a symbolic, rather than a realistic, style for the Christmas stamps, using bright colours to reflect the happiness of the occasion. Some lovely details are included, like the tabby cat with the Holy Family in the stable, and the way the small boy with the shepherds reaches out to stroke a lamb, while for the angels the artist has achieved an ethereal quality. The overall impression is one of beauty and peace. The Christmas stamp issue was printed by Jon Enschede en Zonen, Netherlands, using the photogravure process. Each stamp measures 30mm x 38mm in vertical format. They are produced in sheets of 100 (10 rows of 10). Plate/imprint positional or value blocks can be obtained by purchasing at least six stamps of all denominations. Unless stocks are exhausted earlier, these stamps will remain on sale at Post Offices until January 14, 1986, and at the Philatelic Bureau, Private Bag, Wanganui (mail orders), and Philatelic Sales Centres until June 30, 1986.

ship. During World War I the Philomel spent three years in the Middle East. Upon returning to the Auckland base that was named after her, the Philomel was stripped of guns and refitted as a training and depot ship. In this capacity in 1931, her wireless telegraphy staff relayed press messages to the world from other ships covering the Napier earthquake. Twenty years later her galleys in Auckland fed the men trying to keep the wharves open during a major strike. HMS/HMNZS Achilles was commissioned three years before World War 11 broke out. Her biggest engagement was at the Plate River in Uruguay where she sustained the fewest casualties and smallest amount of damage of the three Allied ships involved in bringing down the German ship Admiral Graf Spee. class frigate commissioned in 1971, joined the Otago's anti-nuclear protest confirming the Navy's stance that it is a servant of the Government and the people who elect that administration. The Canterbury was awarded the "Wilkinson Sword of Peace" in 1984 for assisting the United Kingdom during the Falkland campaign. The HMNZS Monowai, originally built as a merchant ship, needed an extensive refit when commissioned as a survey ship in 1977 to draw naval charts and conduct fishery and other research. Beyond more office and accommodation space, a helicopter pad, improved navigational and manoeuvrability aids, it was
equipped with the latest technology. Echo sounders, sonar scans, deep ocean cameras, underwater television, gravimeters, seabed samplers, current meters and tide gauges were all part of the complement. The Monowai left Auckland on November 12, 1980 for a five month, 8000 nautical mile journey to survey the ANZCAN cable route between Australia, Norfolk Island, New Zealand, Fiji, Hawaii and Canada.
Naval and scientific personnel worked closely with staff from Cable and Wireless Lld whose ships subsequently laid the ANZCAN cable. A splendid example of civil and military co-operation. The four new stamps will cost $2.05 as will the miniature sheets and will be on sale at Post Offices until January 14, 1986, and from Philatelic Sales Centres and the Philatelic Bureau, Private Bag, Wanganui (mail orders) until November 30, 1986, unless stocks are exhausted earlier.

Orders may be made on a special form available at Post Offices from September 19, 1985 until November 6, 1985 inclusive. The special First Day Cover bearing the miniature sheet will not be supplied on standing
