Complaint Apartment building was demolished, weeds mostly removed. Owner dumped significant additional fill on the top of a unstable hillside to level the lot and attempted to pave the entire lot without an occupancy permit. He has been ordered by the city to file for a variance if he wants to install a surface parking lot at this location.This site is now an illegally paved parking lot as per current zoning designation. Pending hearing on 3/22/2012 for 3732-3742 Dawson, owner may pursue expansion of his commercial parking lot at 3732 Dawson to include 3738 Dawson. Lot is not landscaped to code. Vacant lot that appears abandoned, overgrown, collected debris or not properly secured

MRL Associates Owner removed stones on PennDOT owned LLC land. Paved it and is using as a parking lot.

They plan to submit (3/22/12) Zoning board hearing . engineer's report in September. (4/20/12) OPDC filed FOF/COL brief and is awaiting final ZBA decision.

Mandated that in interim, owners install parking bumpers. Residents are getting Councilman Lavelle's office involved as welll as city attorney, Pitt and other stakeholders. Most if not all of businesses do not comply with garbage codes. Place garbage bags without cans and recyclable cardboard out far before pickup, diminishing aesthetic appeal of block and a potential rodent magne (4/15/12) Disruptive property, collecting money for party entry (abated after Officer Bennett visited property); (5/3/12)Trash strewn across front and rear yards for months, upholstered furniture on porch. Inside- currently occupied with Electric and Gas service shut off. Major water damage on top floor. Outside- Porch walls falling down, Cars parked in backyard. Side walk littered with large chunks of cement, retaining wall falling down, front steps crumbling, and hole in roof in the rear of the house.

(4/16/12) City traffic engineer is aware of violations and advised residents to call issue into (8/14/12) Confusing discussion at July 311 before they can send out an inspector, Oakwatch meeting. University of documenting time and place of each incident. Pittsburgh representative confirmed that Residents have done so and we are waiting for university owns Sutherland Street and further action. (6/20/12): Justin Miller confirmed therefore the street never should have that City Planning has no jursidiction here and been authorized as part of route. City is that he reminded Amanda Purcell of DPW of unsure of which department has issue.(6/29/12) Liz Style has contacted Scott jurisdiction on remedying this-- Police, City Schubert (Zone 6 Commander) who then Planning, City Traffic Engineer? contacted Commercial Vehicle Enforcement Unit and the Commander of Zone Four

(8/14/12) An ACHD inspector visited site on 7/17/12. Many citations issued, but none for trash. Larry from ACHD will do personal follow up visit.

(5/17/12) Per 311 email, warning letter issued. (5/9/12) OPDC re-submitted to 311 with photo of trash out on Sunday, during Pgh Marathon. (3/13/12) OBID and OPDC have made multiple 311 reports, awaiting updates.

Proved he abated building violations, visited property); but due to community testimony that property has been continually disruptive, Judge Ricciardi fined him.
