Assistant Director for Workforce and Strategy
Reports to:
OPDC Executive Director
Position Goals: Lead strategy planning and organizational systems upgrades for JobLinks, OPDC’s successful workforce development program. Oversee JobLinks operations and manage JobLinks staff. Lead fundraising and program development/expansion efforts for JobLinks as well as other OPDC programs. Oakland Planning and Development Corporation (OPDC) is a community-based organization in Pittsburgh’s Oakland neighborhood with a 30-year history of serving the community. OPDC builds a better Oakland through job placement services, neighborhood preservation and investment programs, resident volunteer efforts, and community engagement. OPDC connects people and organizations with diverse concerns and perspectives—to build an economically stronger, more culturally cohesive, more action-oriented, and more actively employed, engaged, and inclusive Oakland community—based on shared goals arrived at through open dialogue and direct action. Responsibilities: General Operations • Supervise staff and oversee all operations of Job Links program • Develop annual program budget; review financial reports monthly • Ensure efficient operations utilizing all available technology to its maximum effectiveness • Manage the final design and fit out of new office location; manage the logistics of the office move and set up of new location • Ensure effective and regular communication with Executive Director - and other staff as needed - regarding all JobLinks activities Outcomes Tracking and Performance Measurement • Analyze programs and develop efficient, seamless systems for capturing workforce program outcome data • Analyze workforce outcome data to track performance; produce reports, graphs, etc. • Collaborate with OPDC Communications Manager to produce stories from this data • Use data to set targets for future program growth
Strategy Development and Execution • Assess current programs, collaborate with staff/board/stakeholders to develop strategy for workforce program growth and development • Through communications and operations, ensure that strategy is integrated into all work plans, personnel reviews, and activities • Track progress toward strategy goals; make adjustments to operations as necessary • Integrate workforce program strategy with all OPDC programs; engage in overall organizational strategic planning • Ensure effective communication with and engagement of OPDC board of directors Systems and Infrastructure • Identify and implement hardware and software upgrades needed to implement strategy; likewise with equipment and fixtures • Integrate strategy into staff work plans and annual evaluations • Ensure data tracking is kept up-to-date with effective database design • Identify and implement staff training as needed • Assist with public relations activities that promote awareness of JobLinks and OPDC Fund Development • Prepare grant applications to foundations, corporations, and government agencies; draft funder reports as needed and ensure that reporting requirements are met • Maintain up-to-date knowledge of best practices in workforce development, trends in our region, and opportunities for OPDC clients to meet those needs • Assist OPDC Executive Director with fundraising in all OPDC program areas as needed • Assist with fundraising for new office location • Conduct research to identify new funding opportunities Qualifications • Master’s degree and at least five years experience related to community development/social service field • Expert in best practices in non profit management • Proven fundraising expertise • Ability to manage multiple projects at once • Excellent written communications skills, effective presentation and public speaking skills • Organized, IT savvy, creative, holds high standards for quality and results • Bridge builder, team player, problem-solver, ability to work with persons of diverse backgrounds • Commitment to and enthusiasm for OPDC’s mission Compensation OPDC offers a generous benefits package; salary for this position is dependent upon experience and will be consistent with similar positions in the nonprofit sector.
