Property Manager OPDC Assistant Director
POSITION GOALS:
Manage OPDC’s residential and commercial rental portfolio to generate income for the organization and to provide quality affordable rental units to serve community needs.
Oakland Planning and Development Corporation (OPDC) is a community-based organization in Pittsburgh’s Oakland neighborhood with a 36-year history of serving the community. OPDC builds a better Oakland through job placement services, neighborhood preservation and investment programs, resident volunteer efforts, and community engagement. OPDC connects people and organizations with diverse concerns and perspectives—to build an economically stronger, more culturally cohesive, more action-oriented, and more actively employed, engaged, and inclusive Oakland community—based on shared goals arrived at through open dialogue and direct action. The Property Manager reports directly to the Assistant Director and manages the entire rental portfolio of two commercial retail leases, two office leases, and 80 residential units, including a HUD 202 building, and a LIHTC development. The manager supervises the groundskeeper and maintenance worker. Position Responsibilities Tenant Management Market and fill vacant units consistent with affordability goals and regulations; conduct background checks, credit history, and other screening tasks to ensure quality tenants. Provide excellent customer service to OPDC’s tenants, both residential and commercial. The property manager is the primary contact for tenants. While OPDC will provide administrative support, Manager is ultimately responsible for the following: leasing-up units, answering tenant phone calls, addressing complaints, collecting rent, etc. Follow up with unpaid rents to ensure collection. Manage formal eviction process when necessary through District Magistrate. For vulnerable tenants/those with special needs, work with service providers to ensure eviction does not result in homelessness. Maintain accurate and up-to-date digital and paper records of tenants and rent collection. Work with OPDC colleagues to connect tenants to community activities. Coordinate with service providers to address tenant issues.
Property Management Supervise Groundskeeper and Maintenance Worker positions. Using effective team building, leadership, and management skills, lead property management team to maintain quality properties with efficient operations and great customer service. It is the Manager’s responsibility to create an effective team with clear roles/responsibilities and lines of communication, thereby streamlining operations. Work with Office Manager collaboratively to interface with tenants, collect and deposit rents, and ensure quality upkeep of all properties. Manage routine and emergency maintenance work orders (including night/weekend call). Keep tenants informed as to status. Manage vendor relationships (coordination of contractors, snow removal, security, pest control, etc.). Solicit bids to ensure competitive rates. Manage quality and timely turnover of vacant units. Provide regular reports to OPDC management and board of vacancy rate. Complete routine annual inspections of all units. Visit properties on a regular basis to ensure quality standards are met; take swift action to maintain high quality of each property. Management of Overall Program Ensure compliance with all applicable regulations, including annual certifications. Manage all necessary inspections by external agencies. Maintain a tracking system to know far in advance of government requirements, deadlines, etc. Track asset management to maintain a picture of the whole portfolio and advise OPDC management on reserve allocations. Communicate with OPDC management to ensure accurate accounting records and approval of capital expenditures. Qualifications Bachelor’s degree in property management, real estate, or related field, plus 3 - 5 years’ experience. Team builder who can lead and motivate staff. Strong customer service and interpersonal skills, especially with regard to clients of all types and backgrounds. Demonstrated experience working congenially with difficult people. Demonstrated ability to solve problems thoughtfully and effectively. Maintain a high degree of confidentiality. Demonstrated experience managing contractors and construction/rehab to ensure quality, cost-effective results in a timely manner. Knowledge of rental market and Fair Housing Law. Knowledge of public-sector subsidy programs for affordable housing and demonstrated experience complying with regulations.
Proficiency in Microsoft Word, Excel, and Outlook, and willingness to learn new software as needed. Highly organized, able to easily maintain paper and electronic files, able to pay attention to detail and manage many items at one time. Willing to work a flexible schedule – evening/weekend call. Enthusiastic, self-motivated, and independent worker. Team player; open to nonprofit environment where each staff member may be called upon to do unglamorous work or fill in for another person on occasion. Be able to lift and carry 50 pounds if needed. Must have a valid driver’s license and reliable transportation to access properties. Must pass PA criminal history check.
