This Annual Report presents the activities and achievements of the Office of Public Works (OPW) for the year 2018. The OPW’s principal activities are in the areas of Flood Risk Management and Estate Management, including Heritage Services. I would like to particularly highlight the launch of the Flood Risk Management Plans and Flood Maps, following completion of the National CFRAM (Catchment Flood Risk Assessment & Management) programme. These plans are a roadmap for flood risk management measures that, in conjunction with those already constructed or in planning or design, will provide protection, within the areas assessed, to approximately 95% of the properties at risk and will inform the implementation of a strategic ten year €1bn investment programme. During 2018, work also continued on the design or construction of 36 major flood relief schemes, with construction work undertaken on 11 of these projects. In addition, under the Minor Flood Mitigation Works and Coastal Protection Scheme saw 44 projects completed in 15 Local Authority (LA) areas at a cost of €1.1 million. In terms of Estate Management, the OPW holds and manages a large diverse property portfolio that includes over 550 office buildings and over 720 Garda properties. As part of the modernisation and rationalisation of space in the portfolio, 16 new leases were taken and 18 leases surrendered. The OPW’s Estate Portfolio includes 780 national monuments sites as well as historic buildings, parkland and gardens. Highlights in 2018 included Pope Francis’ visit to Ireland to some of those properties which the OPW facilitated on behalf of the State, including the planning and management of the closing Mass in the Phoenix Park. A further achievement was the presentation of the Gold International Large Parks Award for the Phoenix Park, just one of many heritage attractions managed by the OPW. As one of only two parks in the world to receive this Award, and as the host of one of the biggest attendances in Ireland that year, it puts the Park and the OPW on the world stage. Beyond the Phoenix Park, the OPW also received seven Green Flag Awards for its management of parks and green spaces. Also within the Heritage area, I was especially pleased to welcome the introduction of free admission for people with disabilities and their carers to all OPW Heritage sites, which has proved to be a resounding success and has contributed to a further annual increase in visitor numbers across the Heritage estate.

I am pleased to submit the 2018 Annual Report to the Minister of State at the Department of Public Expenditure and Reform with special responsibility for the Office of Public Works and Flood Relief, Mr. Kevin ‘Boxer’ Moran, T.D. This report summarises the progress of the OPW in the second year of the period covered by our Statement of Strategy (2017-2020). Our strategic priorities are to maximise the efficient use and value of the State property portfolio; minimise the extent and impact of flooding; protect and promote our national built heritage; and excel in our organisational performance and service. As part of the portfolio development the OPW completed a number of significant projects in 2018 in providing the high quality accommodation and specialist facilities a modern State requires. This included new Garda stations in Galway and Kevin Street, Dublin and regional courthouses in Letterkenny, Limerick, Waterford, Wexford, Cork and Mullingar. 2018 also saw one of the largest accommodation projects ever undertaken by the State. With the relocation of the Department of Health and the Department of Children and Youth Affairs, along with additional accommodation for the Department of Finance and the Department of Public Expenditure and Reform (DPER) to Miesian Plaza. While many challenges were encountered in the project it has provided these Government Departments with 15,000 square metres (sqm) of modern office space supporting efficient and effective work. In the Summer of 2018, the OPW was tasked with the role of Sponsoring Agency for the provision of Brexit Infrastructure on behalf of the Government. The OPW engaged with relevant stakeholders to agree requirements and ensure the coordinated and timely delivery of additional Port and Airport infrastructure. Preparations commenced in the context of both the so-called ‘Central Case’ where infrastructures and facilities will be required to be in place on 31st December 2020, and the ‘Disorderly’ scenario where the UK could have left the EU at the end of March 2019, without a withdrawal agreement in place. In addition to the publication of the Flood Management Plans and Maps in 2018 referenced by the Minister, the launch of the floodinfo.ie website now provides access so that for any chosen location, the public can view the risk from significant flood events and the measures in place, underway or planned, to address that risk. The portal won a prestigious national award for Excellence in Public Facing Web Portals. Extreme weather events in early 2018 and the prompt and comprehensive responses of the National Emergency Coordination Group, on which the OPW has a key function, showed once again the essential role the OPW plays in supporting government and society. I would like to acknowledge and thank the OPW’s workforce for their diligent and dedicated service in 2018, and to thank our many stakeholders for their collaboration in our activities.

The OPW is the lead agency for flood risk management in Ireland. It is responsible for developing, implementing and coordinating comprehensive policies and strategies for flood risk management. Its primary functions are to:

INTER-DEPARTMENTAL FLOOD POLICY COORDINATION GROUP The OPW chaired the Interdepartmental Flood Policy Coordination Group throughout 2018. The purpose of the Group is to have regard to the extent of non-structural solutions that will inform the ten-year implementation strategy of the Flood Risk Management Plans and to ensure that policies that can benefit communities and individuals directly – to be prepared for and respond to or live with flood risk – are carefully considered. The key achievements of this Group during 2018 were: »» The Flood Risk Management Plans were approved by the Minister for Public Expenditure and Reform in April 2018 resulting in a €1bn investment in an additional 118 flood relief schemes to be delivered over the coming decade along with the 36 schemes in the existing capital programme. The OPW and Local Authorities (LAs) are actively engaging on the arrangements and structures to be put in place to advance the implementation of the first tranche of 57 projects to be delivered. The implementation of the Plans will benefit human health and wellbeing, economic prosperity, the natural environment and our cultural heritage. »» Progress continued on the delivery of a once-off Voluntary Homeowners Relocation Scheme targeting aid at those worst affected primary residential homes that flooded as a result of the flood event during the winter of 2015/2016, and for which there are no alternative feasible measures. The second stage of the process, which involves a site inspection of the property, was significantly complete at the end of 2018 and decisions on applications are due to be made in the first half of 2019. The Group will continue to oversee the Government’s flood risk policy and use the evidence in the approved Plans to ensure that all possible measures to manage and mitigate flood risk for Ireland are implemented to protect communities.
NATIONAL EMERGENCY COORDINATION GROUP Through the National Emergency Coordination Group, established as part of the National Emergency Management Framework, the OPW contributed to the Government’s response to Storms Eleanor and Emma in Q1 2018. This included providing briefings, guidance and advice on forecast tidal and storm surge conditions, briefings on river water levels from data available from the OPW’s www.waterlevel.ie portal and on forecast information available from the European Flood Awareness System (EFAS). The OPW issued four advisory notices in respect of high surge forecasts to LAs and other relevant stakeholders during 2018.

Spearhead the national delivery of strategic flood risk
WATER QUALITY SUB-GROUP The OPW participated in the Water Quality Sub-Group established by the National Directorate for Fire and Emergency Management, and which reported to the Government Task Force on Emergency Planning, during the summer drought. Regular reports and briefings on the river level situation nationwide were provided from early July to late September. This information was invaluable in assessing the severity of the drought and informing necessary actions. The OPW operates surface water monitoring stations at 403 river, lake and tidal locations nationwide, and water level data from the vast majority of these stations are now available in real time (at 15 minute intervals) on www.waterlevel.ie. The popularity of the web portal continues to grow since its launch in 2013, with 462,000 visits recorded in 2018, an increase of 7.5% from the previous year. The site is used widely by the OPW, LAs, Waterways Ireland, Electricity Supply Board, Environmental Protection Agency, the public and the media as a source of information on water levels and particularly in aiding the response to, and management of, flooding events. A number of visualisation enhancements were made to the portal during the year, including the presentation of significant thresholds to provide context during floods and droughts.
SHANNON FLOOD RISK STATE AGENCY COORDINATION WORKING GROUP
The Shannon Flood Risk State Agency Coordination Working Group was established in 2016 to enhance on-going co-operation across all of the State Agencies involved with the River Shannon. During 2018, activities undertaken by the Group included: »» Publication of a Work Programme of actions to help manage flood risk on the Shannon catchment. »» Targeted maintenance activities at a range of locations to improve channel conveyance. »» Commencement of a third year of a trial lowering water levels on Lough Allen during the winter months.

Support sustainable planning and development planning guidelines NATIONAL CATCHMENT FLOOD RISK ASSESSMENT AND MANAGEMENT (CFRAM) PROGRAMME The National CFRAM Programme was completed following the launch and publication in May 2018 of the 29 Flood Risk Management Plans and the Flood Maps, which have been produced for 300 communities that are home to approximately 3 million people. The Plans set out flood risk management measures that, in conjunction with those already constructed or in planning or design, will provide protection to approximately 95% of the properties at risk within the areas assessed, and inform a strategic ten year €1bn investment programme. In time, there will be alternative methodologies to address the remaining 5%. »» The OPW developed and launched the www.floodinfo.ie web portal, the main communication channel for the Flood Maps and Flood Risk Management Plans developed through the CFRAM Programme. For any chosen location, people can now view the risk from significant flood events and the measures in place, underway or now planned to address that risk. This public facing and user friendly web portal was developed in-house and provides information on flood risk and its management to many audiences, including the public and communities, LAs, policy makers, planners, engineers, public representatives and the media. The portal won a prestigious national award for Excellence in Public Facing Web Portals in November 2018.
2nd CYCLE OF THE EU ‘FLOODS’ DIRECTIVE An approach to the 2nd Cycle implementation of the EU ‘Floods’ Directive was agreed by the National ‘Floods’ Directive Coordination Group, which aims at refining and improving on the extensive work undertaken in the 1st Cycle through the National CFRAM Programme. Work commenced in 2018 on the development of improved national indicative fluvial flood maps, which will cover areas where mapping was not prepared under the CFRAM Programme, on the review of extreme sea levels for the national coastal flood mapping, and on the preparation of improved mapping for turlough flooding.

Protect communities from river and coastal flood events
In 2018, the OPW continued to provide an advisory service to the planning authorities on the implementation of the Guidelines on the Planning System and Flood Risk Management (2009). This advice is supported by the development of the flood maps that were prepared under the National CFRAM Programme and published in May 2018 (www.floodinfo.ie). The OPW actively participated in the preparation of the National Planning Framework (NPF), including membership of the NPF Environmental Steering Group, and in the development of the draft Regional Spatial and Economic Strategies that were published late in 2018 for consultation. The OPW, through the Memorandum of Understanding with Insurance Ireland continued to exchange information in relation to completed flood defence schemes. In 2018, the OPW and the Department of Finance also worked with the insurance sector to baseline flood cover ahead of schemes being completed. This aims to provide a ‘before’ and ‘after’ of flood insurance cover for communities being protected in the future; and give a baseline to be able to address any concerns about the levels of cover being reported. In 2018, data relating to four schemes has been provided to Insurance Ireland, as the first set of data to pilot a comparative analysis of the levels of flood cover before and after schemes have been completed.

FLOOD RELIEF SCHEMES During 2018, work continued on the design or construction of 36 major flood relief schemes with over €60 million being spent on these projects. These schemes will provide protection to approximately 12,000 homes. Construction works were undertaken on 11 of these projects during 2018, which included works on new projects in Clonakilty, Co Cork and Ashbourne, Co Meath. Major construction projects were completed or substantially completed on two projects at Bellurgan, Co Louth and Skibbereen, Co Cork. These two schemes, operational at the end of 2018, brought flood protection to approximately 350 properties, bringing the total number of properties protected since 1995 to approximately 9,500. Works also continued on other significant schemes including Athlone in Co Westmeath, Templemore in Co Tipperary, Bandon in Co Cork, Ennis in Co Clare, Claregalway and Dunkellin in Co Galway and the River Dodder in Dublin. These schemes are due to be completed during the period 2019 to 2021. The OPW continued to fund LAs under the Minor Flood Mitigation Works and Coastal Protection Scheme with 44 projects completed in 15 LA areas at a cost of €1.1 million. These projects brought flood protection to over 300 properties. Since 2009, 727 projects have been approved under the Minor Flood Mitigation Works and Coastal Protection Scheme, providing protection to over 6,800 properties. Furthermore in 2018 OPW: »» Agreed a project brief for a study to examine the removal of the pinchpoints resulting in lower summer water levels through the Shannon Callows, to help address the summer flooding in this area while maintaining the appropriate navigation requirements. »» Agreed on the principles of a study on the cause, degree and rate of restriction downstream of Parteen Weir to possibly inform measures that may reduce some restrictions that have occurred.
OPW ARTERIAL DRAINAGE PROGRAMME The OPW continues to fulfil its statutory duty in terms of arterial drainage and in 2018 2,100km of OPW arterial drainage channels were maintained, representing approximately 18.2% of the total length of OPW arterial drainage channels in the State. In addition, 117km of OPW embankments were maintained or refurbished, representing approximately 14.7% of the total length of OPW embankments in the State.

FLOOD FORECASTING AND WARNING SERVICE Flood forecasting and warning is regarded as an important non-structural flood mitigation measure that allows the general public and LAs to take more effective preventive action to reduce the impacts of an impending flood.
OBJECTIVE
In 2016, the Government agreed to the establishment of a National Flood Forecasting and Warning Service, by Met Éireann with oversight by the OPW. As well as providing assistance and advice to Met Éireann, during 2018 the OPW: »» chaired the Steering Group, including representatives from the Department of Housing, Planning and Local Government, Met Éireann and the LAs to steer and support the establishment of the new service. »» participated on the steering group trialling fluvial flood forecasting software systems on five representative catchments in Ireland. This included identifying and mapping the most suitable existing river gauges for use in the catchments and assigning appropriate flood alert thresholds for flood forecasting. »» reviewed those locations identified by the national Flood Risk Management Plans where flood forecasting is recommended as a preferred flood risk management measure, and »» participated on the Communications Working Group to develop and implement a communication strategy for this service.
Enhance public understanding of flood risk and its management The OPW’s web portal www.waterlevel.ie allows real time access to data from hundreds of rivers, lake and tidal stations where we monitor surface water levels. The www.floodinfo.ie website provides community based information on flood risk and plans to address that assessed risk. It also provides a forum for the public to report flood events in their areas and to view historical flood events.

OBJECTIVE
Proactively manage the property estate in the care of the Commissioners of Public Works Property Management activities during 2018 included the following: »» In 2018, the OPW’s Property Management Services reviewed the policies and procedures around rents receivable on its properties, including historic properties and monuments. The OPW activated a sales ledger to streamline and modernise its management of its rental and licence fee income, including masts income, and to identify rental performance by its tenants. The OPW received rental income of €1,292,853.11 in 2018 which is all now demanded, receipted and recorded electronically. »» The key ongoing outputs from the Property Asset Management and Delivery Plan (PAMDP), published in 2013, are the Protocols on Transfer and Sharing of Property Assets (DPER Circular 11/15) and the Policy on Property Acquisition and Disposal (DPER Circular 17/16). Both are underpinned by the intra-State Property Register which is hosted by the OPW. The OPW also monitors issues arising with the implementation of the Circulars to inform future policy approaches to managing State property assets. »» As part of the PAMDP the OPW’s Programme of First Registration continued with the targeted registration of properties identified as strategic assets or suitable for consideration as part of the OPW’s Property Disposal Programme. In 2018, 23 applications for First Registration were processed by the Property Registration Authority of Ireland, with a total of nine registered. »» The OPW administers matters arising relating to the property assets of dissolved companies which devolve to the Minister for Public Expenditure and Reform under Section 28 of the State Property Act 1954. Over 100 new matters arose in 2018. »» The OPW enters into licence arrangements on certain properties such as former Garda stations, museums and sports fields for community, administrative, sporting or legacy reasons. Almost 30% of licence agreements are with other State bodies providing educational, cultural, health, and other services. The OPW advertises to the farming community when it has available land that is suitable for grazing or tilling. »» The OPW in partnership with Obelisk Communications continues to manage and operate the OPW’s portfolio of mast sites and to develop new sites for use in the telecommunications sector. To date, the OPW has granted approximately 550 licences to mobile phone operators (MNOs) and Tetra Ireland Limited to utilise State property for the provision of mobile telephony and digital radio services. Such licences generated a gross income in 2018 of €4m.

»» The Convention Centre Dublin (CCD) is owned by the State. A Public Private Partnership (PPP) Company operates the facility under a Project Agreement (PA). The PPP Company is responsible for operating the Centre for a 25-year concession period. The building is due to be handed back to the State in 2035. Under the PA, the State will pay for the Convention Centre over 25 years by means of Unitary Charges (UC). The OPW continues to monitor the operations of the Centre and manages the provisions in the Agreement together with the resolution of all associated financial, legal and property matters. In 2018 the Convention Centre hosted 180 events including 151 Conferences. 62 of the Conference Events were for International Association or International Corporate clients which attracted nearly 38,000 International Conference Delegates. Payments made by OPW under the PPP Project Agreement, primarily the Unitary Charge, amounted to €24.3m in 2018. In terms of the strategic purchase of properties, the OPW acquired the following during 2018: »» Caltragh Car Park, Sligo: €1.35m »» Kilcarn, Navan, Co Meath: €2.7m »» Mountshannon Road, Dublin 8: €4.3m »» Bailieborough, Co. Cavan: €210,000 »» As part of the strategic management of the portfolio, the OPW disposed of ten surplus properties for €2,112,011, of which most significant were Church Avenue, Glasnevin, Dublin 9 for €870,000 and Hainault House, St. Stephens Green, Dublin 2 (sale of right of way) for €800,000. A total of 16 new leases were taken in 2018 comprising 9,425 sqm of office space at a full year annual rental value of €3.45m. Rationalisation of leased office space continued in 2018 with 18 leases being surrendered at a full year annual rental of €6.79m. New leases included 2,408 sqm of space in Trinity Point to accommodate the Department of Rural & Community Development, National Shared Services Office and the Data Protection Commissioner. 2018 saw Miesian Plaza being fully occupied, mainly by the Department of Health and the Department of Children and Youth Affairs. The almost 15,000 sqm of offices has provided both Departments with modern, tailored headquarters in the heart of Dublin 2. It has allowed the Department of Health to vacate Hawkins House and facilitated the surrender of the lease on Mespil Road (annual rent €1.6m). Miesian Plaza has also provided additional accommodation for the Department of Finance and the Department of Public Expenditure and Reform. Other major surrenders in 2018 included Davitt House, Dublin – the former headquarters of the Workplace Relations Commission (rent €1.68m per annum), and 94 St. Stephen’s Green, Dublin (rent €1.02m per annum) which accommodated staff from the Department of Justice and Equality. Additional office accommodation portfolio management projects in 2018 included: »» Acquisition of sites for new Garda facilities to be provided at both Sligo Town and Bailieborough Co. Cavan, under the Government approved “Garda Capital Plan 2016 – 2021”. »» Surrenders and negotiations of a number of ‘leasehold’ interests for An Garda Síochána operations in various locations. »» Considerable progress made on the development of a long-term Estate Management Strategy including research on projected future demand for office accommodation, based on the labour force projections in “Project Ireland 2040”, and the potential costs involved. »» Provision of civil and structural engineering support for property and land acquisitions/ disposals at Bailieborough Garda Station , Co. Cavan, Hawkins House, Dublin and Brexit projects at Dublin and Rosslare Ports.

Maintain the estate, and further the roll-out of estate-wide planned and preventative maintenance DEPARTMENTAL MAINTENANCE The OPW is responsible for providing a shared service for statutory maintenance contracts and building maintenance to over 2,200 properties nationwide, under the DPER Circular 1/13. Property Maintenance Services continue to develop a strategic approach to managing property maintenance, with a greater focus on planned and preventative maintenance programmes vis-à-vis reactive maintenance. Expenditure on Departmental Maintenance in 2018 was €24.705m. The planned building fabric maintenance programme accounted for €3m of this expenditure; with over €14m spent on Mechanical and Electrical works and nearly €7m spent on reactive maintenance which was necessarily delivered in response to client notifications.
NATIONAL CULTURAL INSTITUTIONS, HERITAGE SITES, MONUMENTS AND OTHER OPW PROPERTIES A total of €2.83m was spent in 2018 on maintenance and security at national cultural institutions, heritage sites, monuments and other OPW owned and managed properties.
PROPERTY MAINTENANCE MINOR WORKS In 2018, Property Maintenance Services spent over €12.5m on delivering capital programmes which included fabric upgrades, fit-outs, fire safety upgrades, and security works involving Government offices, Garda properties and national cultural institutions.

ELECTIVE WORKS In 2018 the OPW continued to provide a shared service to facilitate Departments/Offices who required agency works to be carried out that were not covered by OPW maintenance and capital programmes. These works are referred to as ‘elective works’ which are funded by the Departments/Offices.

The planning and development of the Property Maintenance phase of the TRIRIGA Integrated Workplace Management System continued towards a Q1, 2019 go-live date. In 2018, work commenced on building metrics on Wastewater Treatment Plants & Systems at nine sites, in order to establish baseline views on the condition, maintenance and design life.

Universal Access Programme: The OPW, in partnership with the National Disability Authority (NDA), is carrying out an operational review of the effectiveness of Section 25 of the Disability Act 2005(action 26 in the National Disability Inclusion Strategy 2017-2021). A consultation process has commenced with key stakeholders and a finalised report should be available in 2019. This included a series of consultations held with User Groups to highlight the difficulties and challenges which have prevailed since the Act came into effect. Workshops and Key Stakeholder Interviews were facilitated throughout 2018, with representative groups from all corners of Ireland participating. Those who attended contributed greatly to the valuable and insightful information gathering which will in turn lead to the formulation of the key findings.

There is a rolling Programme of Works being carried out throughout the Country to facilitate the public and ensure compliance as required under the Disability Act 2005.

Brexit Preparedness: OPW was tasked with the role of Sponsoring Agency for Brexit Infrastructure and Facilities on behalf of Government in the Summer of 2018, following a referendum held in the UK on 23rd June 2016 where a majority voted in favour of leaving the EU. The invocation of Article 50 of the European Union Treaty started a two-year process which was due to conclude with the UK’s exit on 29 March 2019. OPW was tasked with amalgamating the requirements for all the affected Government Agencies (primarily the Office of the Revenue Commissioners, the Department of Agriculture, Food & the Marine and HSE’s Environmental Health Service) to provide the necessary infrastructure in preparation for checks required to facilitate the movement of goods through Dublin Port, Dublin Airport and Rosslare Europort. To complicate matters, preparation requirements are twofold with facilities required associated with the immediate threat of a ‘no-deal’ scenario on the 29th March 2019 and a separate set of projects required in the event of an ‘orderly’ Brexit, allowing a transition period into December 2020. The portfolio of works can be split into two subsets and explained as follows:
‘No Deal’ Brexit Preparedness Dublin Port There were existing but very limited facilities for checking goods via existing non-EU or ‘third countries’ provided for the Revenue Commissioners, the HSE and the Department of Agriculture, Food & the Marine Forestry in Dublin Port. In the context of Britain leaving the EU and given the volume of trade between Ireland and the UK, the existing facilities are no longer fit for purpose given the volume of transits anticipated. The proposals for a no-deal Brexit involved the development of nine projects across four separate sites with a cumulative total area of approximately six hectares. To put that scale into perspective, it equates to approximately five times the area of the Croke Park football pitch. All facilities were required to be delivered by 12th April 2019 (extended from the original deadline of 29th March 2019). Vehicle checks envisaged to cater for up to 128 HGV’s can be stacked in anticipation of a documentary or seal check. If a physical inspection is required the consignments are sent to a separate, 12 inspection bay facility which contains food grade ambient/chilled/freezer stores, specialist inspection rooms and ancillary staff accommodation. There are a number of office buildings provided throughout the Port, and a live animal Border Control Post (BCP) will be provided for inspection of race horses and the like. Ordinarily, schemes of this scale and complexity would take a number of years to deliver. In the context of the national emergency, all legislative, regulatory and procurement processes were streamlined to enable OPW to turn projects around from inception to completion in six months. This inordinate task was only made possible through collaboration with contractors and other Government Departments. In addition, a 45,000sqft concrete floor was poured in a couple of days, a task that might take at least a couple of weeks on a standard construction site. This stands as the largest and quickest concrete pour of any OPW project undertaken to date.

Rosslare Europort OPW are providing infrastructure and facilities over four locations around Rosslare Europort to accommodate additional Revenue/Customs, HSE and the Department of Agriculture, Food & the Marine staff. The former Renault site was purchased by OPW in February 2019 and provides HGV documentary and seal checking infrastructure, with temporary facilities to be provided for live animal and physical checks until permanent facilities are completed at a later date. Office facilities were provided for over 100 Brexit related staff in the Ferry Terminal Building, CVO Building and the Trade Facilitation Office.
Central Case Dublin Port OPW have developed a brief and sketch scheme for the provision of a 35 inspection bay 12,000sqm facility at a site centrally located within the Port, and purchased specifically for Brexit provisions. In addition to this, plans are in place to provide 270 HGV parking spaces for consignments awaiting inspection within the Port. A separate site has been acquired to build a new Live Animal BCP.
Rosslare A 3.5 hectare site adjacent to Rosslare Europort will be developed to provide documentary and seal check facilities with provision for 35no HGV’s. A new 12 inspection bay building, Live Animal BCP, driver facilities and staff accommodation will be provided within a central control compound to facilitate future ‘third country’ inspections in the South East.
Dublin Airport The DAA have recently provided ‘Cargo 3’ warehouse for OPW to carry out fit out works in order to provide an Airport BCP to deal with airborne imports, including live animals. This facility will be in place by 15th December 2019.

Encourage practices that maximise energy efficiency in public buildings The OPW continues to run the ‘Optimising Power @ Work’ energy efficiency campaign in both Central Government and Public Sector buildings. In the Central Government campaign, annual energy savings of 18.6% (with associated annual cost savings of approximately €6.3m) are currently being achieved through the programme. The public sector campaign is currently achieving annual energy savings of 9.1%. With regard to the OPW’s own energy targets, the Sustainable Energy Authority of Ireland’s (SEAI) “Annual Report 2018 on Public Sector Energy Efficiency Performance”, shows the organisation currently achieving savings of 21.1% with associated primary energy savings of 13.4GWh. In 2018 the OPW, funded by the Department of Communications, Climate Action & Environment (DCCAE), again partnered with SEAI to deliver a programme of energy efficiency retrofit works in Central Government buildings. A fund of €4m provided in 2017 was increased to €9m in 2018. Over the 2 years, energy upgrade works have been carried out in over 40 large buildings. The programme primarily involved upgrading older lighting systems to high efficiency LED, installing automatic lighting controls and upgrading of boilers. The measured energy savings in the retrofitted buildings are showing savings of up to 70% in the electricity used for lighting, leading to savings of up to 45% in total electrical consumption. A further retrofit programme is planned in 2019 which will also include some fabric upgrade works. In addition to the programme above, the OPW and SEAI partnered in a further pilot programme to develop a scalable model for the energy retrofitting of poorly performing smaller buildings from the OPW portfolio. 44 buildings, mostly Garda Stations, benefitted from significant retrofits with measures ranging from deep retrofits to fabric insulation, windows/doors replacement and heating and lighting upgrades. This scheme, costing in excess of €1.3m was fully funded by the DCCAE/SEAI. It resulted in significantly reducing the carbon emissions from these buildings and achieving sustainable future annual energy savings in excess of €100,000 p.a.

The OPW is committed to ensuring that all relevant buildings within our portfolio are compliant with the EU Energy Performance in Buildings Directive. The Nearly Zero Energy Buildings Programme (NZEB) emanates from this Directive and requires that all new buildings occupied and owned by public authorities after 31st December 2018 are NZEB compliant. In addition, every new public building be designed to a nearly zero energy building standard from 2020. Under the National Development Plan 2018 – 2027, the OPW is charged with the delivery of a number of large scale building projects, the design and construction of which will comply with the NZEB standard. These projects include the Lesson Lane Office Development, Forensic Science Laboratories at Backweston and the Garda Security and Crime Prevention Centre, Military Road, Dublin.
OBJECTIVE
As part of the OPW’s ‘Deep Retro Fit’ programme design work has progressed on projects such as Tom Johnson House. Works will include a complete fabric upgrade along with improved energy efficient systems and renewable energy sources to comply with Part L of the Building Regulations. A key part of the State’s portfolio relates to heritage sites, buildings, parks and gardens within the care of the OPW. The ability to upgrade the energy efficiency of a historic structure whilst maintaining the appropriate conservations standards is a challenge but can be seen in recently completed projects such as the refurbishment works to Government Buildings South Block.

Advising on the implementation of the Architectural Policy Actions. Visitor services are provided at 70 sites and at some locations, our responsibilities also extend to plant maintenance and cultivation as well as habitat protection for protected flora and fauna.

OBJECTIVE
The OPW is a lead agency in areas of conservation, preservation and presentation of cultural and heritage properties and is responsible for the day-to-day maintenance, operation and presentation of National Monuments and Historic Properties in State care.
EMO COURT: Restoration of the Wellingtonia Avenue was completed during 2018 and the avenue is now fully reinstated to the old Wellingtonia Gates. Plans to open the first floor of the house have been developed and work commenced on-site by end of 2018 with a view to opening this part of the house to the public for the first time in 2019. New facilities will open for visitors in Spring 2019.

GREAT BLASKET ISLAND: Visitor facilities on Great Blasket Island are being improved as part of a programme under the aegis of a partnership of public bodies consisting of the Office of Public Works, Kerry County Council, Fáilte Ireland and the Department of Culture, Heritage and the Gaeltacht . In 2018, two of the recently restored historic houses opened to visitors for the first time. One of these was the original house of Tomás Ó Criomhthain, author of probably the most renowned work of Irish-language literature from the Island, An tOileánach (The Islandman). Additionally, the Blasket Visitor Centre at Dúnchaoin on the mainland was provided with a new viewing point and updated interpretation with funding assistance from Fáilte Ireland as part of a strategic investment programme in signature visitor points along the highly successful ‘Wild Atlantic Way.’

ANNES GROVE: A work programme to reinstate the gardens at Annes Grove continued. Conservation works to the house included window replacement and re-rendering of the exterior. Visitors were able to access the site during May 2018 with a local community development organisation presenting pre-booked guided tours. In preparation for longer opening in future, modest car parking and public toilet facilities have been installed on-site.
ALTAMONT: At Altamont, works on the installation of a new roof were completed in 2018 which ensures the building is watertight and protects the fabric of the house. Works also commenced on the installation of a new wastewater treatment system for the site which will be completed in April 2019.

ONGOING CONSERVATION PROJECTS:Work continued on a number of ongoing conservation, fabric consolidation & repair and health and safety projects at National Monument sites including Ardamullivan Castle; Askeaton Castle; Ballymalis Castle; Barryscourt Castle; Buttevant Abbey; Cahir Castle; Charlesfort; Croom Church & Round Tower; Kilmallock Medieval House; and Taghadoe Church.
ROCK OF CASHEL: Early in 2018, work was completed on the provision of a new floodlighting system at the Rock of Cashel. The system was inaugurated in time for St. Patrick’s Day festival in March and allowed the site to “go green” for the Festival.

Work also continued throughout the year on the planning for a new Visitor Reception facility at Cashel. This project, which is supported by Fáílte Ireland, will help to streamline visitor access and will enable the provision of modern services such as advance online booking etc.

GREEN FLAG AWARDS: In 2018 the OPW received seven Green Flag Awards for its management of parks and green spaces at St. Stephen’s Green, Castletown, Derrynane, Garinish Island, Grangegorman Military Cemetery, the Irish National War Memorial Gardens and the Phoenix Park. The OPW was also awarded the inaugural Green Heritage Flag for the War Memorial Gardens.
ORMOND CASTLE: Following the extensive refurbishment at the castle in Carrick on Suir, an Interpretation project was delivered to provide an exhibition of historic information and other material relating to the site.
CASTLETOWN: The ‘Castletown Experience’ was again presented to the public in summer 2018 including the Pleasure Gardens and the Limecrete Room in the farmyard (which housed the popular “Big Brick” Lego exhibition). A major exhibition of photographs of the artist Picasso through a large part of his life was presented in the main house, proved hugely popular with visitors and increased Castletown’s visitor footfall significantly during the summer.

Present and interpret our heritage sites to their best advantage ensuring that their potential contribution to tourism is maximised and that visitor enjoyment and education experiences are enhanced
PHOENIX PARK: The Phoenix Park is the largest enclosed public park in any capital city in Europe and receives up to 10 million visitors every year. 2018 saw unprecedented use of the Phoenix Park for a range of large-scale events and a number of large sporting events. Over 750,000 people attended or participated in third party events at the Park in 2018. The Phoenix Park was also the inaugural recipient of the ‘Gold Urban Parks Award’ at the World Urban Parks Symposium in Melbourne, one of only two parks in the world to receive this prestigious Award. The awards recognise the quality of Parks across the globe, the skills of the people who manage them and the value they bring to the cities they serve. It was also winner of the Irish Independent ‘Best Local Attraction’ award 2018-2019.

KILMAINHAM GAOL MUSEUM: The Kilmainham Gaol Museum site continued to be increasingly popular with visitors with almost 431,000 visitors to the site during the year. The site hosted a number of events during 2018 including an exhibition mounted in collaboration with the Nelson Mandela Foundation and the Department of Foreign Affairs and Trade to celebrate the Centenary of the birth of the former South African President.

SCEILIG MHICÍL: The Sceilig Mhicíl site continues to be popular with visitors notwithstanding the practical difficulties associated with reaching the island, with 16,755 visitor landings in 2018. During the latter part of the year, work started on the development of a new 10 year Management Plan for the site which, following public consultation, will be put in place in 2019 to guide the management of the site in future years, in compliance with UNESCO rules for World Heritage Sites.

PORTUMNA CASTLE AND GARDENS: New Café facilities were opened to the public at Portumna in mid-2018. This is one of a series of developments planned for the site in order to improve the visitor infrastructure at this important location. Work was also progressed during the year on the development of car parking facilities, with the grant of Planning secured for the new facility in the second half of the year.
CARLO SCARPA AWARD: The International Carlo Scarpa Prize for Gardens is a campaign of studies and care for sites, which are considered by the Judging panel to be particularly rich in natural, historical and creative values. The Prize was instituted in 1990 and is organized every year since then by the Fondazione Benetton Studi Ricerche in Italy. The Céide Fields site in North Co. Mayo was announced as the winner of the Carlo Scarpa Award for 2018 and, in a ceremony in May in Italy, the Prize was accepted by Gretta Byrne, OPW Manager of the site.

MAJOR EVENTS AND STATE VISITS Papal Visit The OPW provides a high-quality event management service to the State and oversees all State events from Commemorative ceremonies to high-profile visits by international heads of state. At the request of the Government, the OPW developed and implemented an overarching Papal Visit Management Plan in conjunction with the World Meeting of Families. The primary objective was to facilitate the health, safety and welfare of all participants, attendees and staff at locations including Dublin Airport, Knock Shrine, Dublin Castle, Aras an Uachtarain and the Phoenix Park. The Office of Public Works managed the safety and logistics aspects of the visit in conjunction with An Garda SĂochĂĄna and other stakeholders including the HSE, Transport for Ireland and Dublin City Council. The final mass which took place in the Phoenix Park attracted 150,000 attendees. All Park staff were involved in preparations including gardeners, park rangers, general operatives, painters, litter pickers, tree surgeons, admin staff, foremen, service manager & park superintendents. The core element of work was managing the contractors working on-site to present the event. OPW Staff spread over 780 tonnes of horticultural sand along all routes within Phoenix Park to minimise slips/ trips and falls. The total distance of the routes within the Park was 15 kilometres. Staff removed over 300m of banks to ensure universal access along the routes and installed over 300m of tar along kerb edges and ramps to ensure access for all along routes within the Park. Staff monitored the deer herd since works commenced on-site on 23 July and carried out night patrols of the deer to monitor their welfare throughout the weekend.

Royal Visits HRH Prince of Wales and the Duchess of Cornwall came to Ireland on a three-day visit. The OPW Event Management Unit was responsible for logistics and event management for the visit while key teams within National Historic Properties played a lead role in the successful delivery of a key element of the itinerary, a memorable visit to Daniel O’Connell’s house in Derrynane, Co. Kerry. In July 2018, the Duke and Duchess of Cambridge visited Dublin and again the National Historic Properties at Farmleigh delivered wonderful service to the visiting entourage at the State guesthouse.
Concerts & Large Events The Ed Sheeran Concert series at the Phoenix Park was a significant undertaking for the Park team in April/May 2018, 180,000 people attending concerts over three nights. This coincided with the annual set-up for ‘Bloom in the Park’ which was again a huge success attracting 120,000 visitors over the June Bank Holiday weekend. In November/December the Park team worked with Dublin Zoo to present the ‘Night Lights’ event at the zoo which welcomed 240,000 visitors.

These included: »» Poetry Ireland Tour – A series of music and poetry events hosted by Olivia O’Leary at Emo Court, Derrynane House and Glebe Gallery, Donegal. »» ‘Nelson Mandela Centenary Exhibition” and ’Unsurrendered Spirits – the Prison Writings of Dorothy Mac Ardle” at Kilmainham Gaol »» ‘Coming Home - Art and the Great Hunger’ presented by Quinnipiac University, Connecticut the Coach House Galleries, Dublin Castle. »» ‘Derek Hill and the view from Donegal.’ OPW, The Glebe Museum, Donegal at the State Apartments, Dublin Castle. »» ‘On a Pedestal’ Curated by Mary Heffernan - OPW, Helene Bremer, independent Dutch curator and Nuala Goodman, Milan based curator at Castletown House and the State Apartments Dublin Castle. »» ‘Women in Politics 1918-2018’ presented by Department of Culture, Heritage and the Gaeltacht at the Coach House Galleries, Dublin Castle. »» Design and Crafts Council of Ireland: ‘Hi Fashion’ An exhibition of fashion from Japan and Ireland and ‘Lustre & Influx’ Highlights from the Design & Craft Council of Ireland’s ceramic and goldsmith graduates at Farmleigh Gallery »» ‘Face to Face’ Anthony Palliser’s Irish portraits at Farmleigh Gallery. »» ‘Untitled [Landscape]’ an exhibition of works from the State Art Collection (OPW) and the collection of the Department of Finance, Northern Ireland at Rathfarnham Castle. »» ‘Three Threads’ an exhibition exploring the orchid tapestry created by Frederick Moore and ‘Sculpture in Context’ at National Botanic Gardens, Glasnevin.

Some of the key achievements in 2018 include: CRAFT APPRENTICE PROGRAMME The OPW Craft Apprenticeship Programme, in conjunction with SOLAS, continued throughout 2018, with a total of 36 Apprentices actively involved during the year. The first full graduates to emerge from the 4 year Programme – 12 stonecutters / Stonemasons and 6 Craft Carpenters / Joiners – were formally celebrated at an event held in Farmleigh late in the year where the successful Apprentices were awarded their Advanced Craft Certificates by Minister of State Kevin ‘Boxer’ Moran TD.
COLLECTIONS MANAGEMENT The OPW is the custodian of some very significant and valuable collections, which allow us to interpret the rich and varied histories of our heritage sites. We are committed to conserving and protecting these valuable assets to the highest standards for future generations. We care for our collections and sites in line with professional museum standards. Currently, eight OPW properties are participants in the Heritage Council’s Museum Standards Programme for Ireland (MSPI), which promotes professional standards in the care of collections. Castletown, Farmleigh, Dublin Castle, Rathfarnham Castle, St. Enda’s are all fully accredited. In 2018, Kilmainham Gaol, Glebe Gallery, Kilkenny Castle continued the process of achieving accreditation.
COUNCIL OF THE EUROPEAN UNION The Council of the European Union invited a group of national experts to investigate skills, training and knowledge transfer in the heritage professions in Europe. The group was operational in 2017 and 2018 under the Work Plan for Culture 2015-2018, with the support of the European Commission. A representative from OPW Conservation Services attended meetings as part of an Open Method of Coordination (OMC) for the EU Commission, the theme of which was ‘Fostering cooperation in the European Union on skills, training and knowledge transfer in cultural heritage professions’. A report from the group is due to be published in 2019, which is intended to be a resource for the European Union (EU) to ensure the long-term sustainability of Europe’s cultural heritage. The purpose of the publication is to highlight that the most effective way to manage, protect, promote and enhance Europe’s irreplaceable cultural heritage is to ensure that the people who do this work (and all stakeholders who make decisions affecting cultural heritage) have the traditional and emerging skills required to fulfil these complex, challenging and necessary roles.

Create, promote and sustain a strong public reputation for heritage excellence by maintaining a consistent high quality approach to conservation and presentation of the cultural estate assets in our care Work continued throughout the year on the Cultural Institutions Programme where a number of individual projects and initiatives were advanced: »» NATIONAL MUSEUM: Work continued throughout the year on the development of a project to provide Universal Access to the Museum building. »» LEINSTER HOUSE: A major conservation works project to the historic Leinster House continued on-site following the earlier completion in 2017 of the required enabling works. »» NATIONAL LIBRARY: The redevelopment programme for the National Library in Kildare Street commenced on-site with an initial focus on enabling works in the first instance to enable key enhancements to be made to the storage of the Library collection in purpose designed modern storage environments within the building and the creation of new public spaces in the West Wing. »» NATIONAL CONCERT HALL: Work commenced on a new circulation core, which will provide better connectivity and accessibility for the public within the complex. A new redevelopment plan for the overall National Concert Hall complex in Earlsfort Terrace was developed which will see phased improvement to the Hall, a second smaller hall added, enhanced education spaces and new public facilities. »» CRAWFORD GALLERY: Investigative works and planning studies for a major upgrade programme for the Crawford Gallery in Cork was completed, with a focus on upgrading existing spaces within the building and providing new facilities for the public and improved storage of the collection.

CORPORATE SERVICES
An extensive range of support activities were provided in 2018 including: »» The Customer Action Plan 2017- 2019 was updated and Customer Charter circulated to offices and sites. »» The OPW continued to monitor compliance with our Official lrish Language Scheme. »» Long-service awards were made to 75 OPW staff members at a ceremony in November 2018; »» Roll-out of new MS-Exchange/MS-Outlook email system for 1,300 staff across 130+ sites. »» Creation of ICT Strategy 2018-20. »» 10,030 no. of ICT helpdesk calls resolved. »» Implementation of ePQ (Build to Share). »» Significant resourcing activity was undertaken, achieving a 7.33% increase in resources over 2017. Some long standing resourcing gaps were filled in priority delivery areas and HR and Finance streams were professionalised. A 3-year rolling Strategic Workforce Plan was implemented to optimally resource the Office with relevant and appropriately skilled team members deployed in the right roles at the right time. »» The results of the second Civil Service Employee Engagement Survey were published in March 2018 with staff continuing to feel highly engaged and with an increased level of support from the organisation. Challenges remain in the areas of a culture of innovation and involvement for all staff. To address these challenges a series of 13 focus groups were held nationwide, representing all grades and locations. Strong levels of engagement and trust were established with the focus group approach. A priority response action plan has been developed in relation to improving the employment experience for staff. »» A strong focus was placed on driving a culture of performance management, with training and support provided to line managers driving an increase in compliance from 70% in 2017 to 83% in 2018. »» A new Learning & Development section was established in 2018 with a renewed focus on supporting a culture of continuous learning. A total of 1,793 learning interventions were delivered in 2018. »» CPD continued to be supported for all professional and technical streams such as Architects and Engineers and was extended to Finance and HR streams in 2018. »» The OPW’s Equality function was expanded to include a formal brief on Engagement and a review of Engagement and Wellbeing is now underway.

GOVERNANCE AND EVALUATION UNIT Public Spending Code A Quality Assurance Process was undertaken by the GEU comprising: »» The completion of inventories of all projects/programmes at different stages of the project life cycle in excess of €0.5m (current and capital). »» The publication of summary information for all procurements in excess of €10m on the Office’s website for 2017. »» The completion of self-evaluation checklists, with a sample of 30% undergoing further analysis. »» The selection of a number of projects/programmes for closer examination (at least 5% of total spending). »» A Quality assurance report completed and returned to the Department of Public Expenditure and Reform.
OPW CONTRACTS REGISTER 2018 saw the introduction of the OPW Contracts Register on the Integra Financial system. The register provides a platform for the central recording of all procurement contracts placed on behalf of the OPW, including type, value, procurement method and associated spend. To end of 2018, over 5,500 contracts with an overall value of €88.5m had been recorded.

CORPORATE GOVERNANCE 1ST ANNUAL REPORT The Governance & Evaluation Unit drafted the first OPW Governance Committee Annual Report 2018 covering the period from April 2016 to the end 2017. The report provides an overview of the main features of the OPW Governance Framework and how aspects of it are being implemented for consideration by the Chairman & Management Board.

Léiríonn an Tuarascáil bhliantúil seo gníomhaíochtaí agus éachtaí Oifig na nOibreacha Poiblí (OOP) le linn na bliana 2018. Díríonn an OOP go príomha ar réimsí feidhme a bhaineann le Bainistiú Riosca Tuile agus Bainistiú Eastáit, na Seirbhisí Oidhreachta san áireamh. Ba mhaith liom aird faoi leith a tharraingt ar sheoladh na bPleananna um Riosca Tuile agus na Léarscáileanna um Riosca Tuile. Rinneadh seo tar éis chur i gcrích an chláir Náisiúnta CFRAM (Staidéar um Mheasúnú agus Bainistiú Riosca Tuile). Tá na pleananna seo ríthábhachtach chun cuidiú le plean oibre a leagan amach do bhearta bainistíochta riosca tuile. Tabharfaidh na bearta atá sna pleananna seo, mar aon le bearta atá i bhfeidhm cheana féin nó atá bpleanáil nó á ndearadh faoi láthair, cosaint do 95% de na sealúchais a bheadh i mbaol sna ceantair ar a ndearnadh staidéar orthu. Bainfear úsáid as an taighde seo nuair a bheidh clár straitéiseach infheistíochta €1bn á chur i bhfeidhm. Lean obair ar 36 ollscéim faoisimh tuilte agus tosaíodh ag obair ar 11 de na tograí seo. Críochnaíodh stáisiúin nua don Gharda Síochána i nGaillimh agus i Sráid Chaoimhín i mBaile Átha Cliath mar aon le cúirteanna réigiúnacha nua i Leitir Ceanainn, Luimneach, Port láirge, Loch Garman, Corcaigh agus an Muileann gCearr. Cuireadh an dara cuid den phróiseas, ina ndéantar scrúdú ar an sealúchas i gcrích, a bheag nó a mhór ag deireadh 2018 agus déanfar cinntí maidir le hiarratais sa chéad leath den bhliain 2019. Leanfaidh an Grúpa ag maoirsiú bheartas um riosca tuile an Rialtais agus bainfidh siad úsáid as an bhfianaise atá ar fáil sna pleananna faofa lena chinntiú go gcuirfear gach beart is féidir i bhfeidhm, chun riosca tuile a bhainistiú agus a mhaolú ar mhaithe leis an bpobal a chosaint.
AN GRÚPA NÁISIÚNTA COMHORDAITHE EIGEANDÁLAÍ Bunaíodh an Grúpa seo mar chuid den Ghréasán Náisiúnta um Bhainistiú Éigeandála. Ghlac OOP páirt i bhfreagairt chomhordaithe an rialtais i dtaca le Stoirmeacha Eleanor agus Emma sa chéad cheathrú de 2018. Thug an Oifig faisnéis, treoir agus comhairle maidir le borradh taoide agus stoirme, faisnéis a aimsíodh ar shuíomh gréasáin OOP www.waterlevel.ie mar aon le faisnéis ón gCóras Eorpach Feasachta Tuile (EFAS) maidir le leibhéil uisce sna haibhneacha. Thug OOP ceithre fhógra comhairleach d’Údaráis Áitiúla agus do pháirtithe leasmhara eile maidir le réamhaisnéisí borradh taoide nó stoirme i rith 2018.

Measúnú agus bainistiú straitéiseach riosca tuile a stiúradh FOGHRÚPA CÁILÍOCHTA UISCE Bhí OOP rannpháirteach san Fhoghrúpa Cáilíochta Uisce a bhunaigh an Stiúrthóireacht um Bhainistiú Tine agus Éigeandála a chuir tuairiscí ar fáil do Thascfhórsa an Rialtas um Phleanáil Éigeandála i rith thriomach an tSamhraidh. Cuireadh eolas ar fáil maidir le leibhéal uisce na n-aibhneacha ar bhonn rialta ó thús Iúil go deireadh Mhí Mheán Fómhair. Bhí an t-eolas seo an-tairbheach chun cé chomh dona agus a bhí an triomach a mheas, chomh maith leis na bearta a bhí riachtanach sa chás seo. Reáchtálann an OOP stáisiúin mhonatóireachta uisce dromchla ag 403 ionad, idir aibhneacha, locha agus láithreacha taoide ar fud na tíre. Tá sonraí ón gcuid is mó de na stáisiúin seo ar fáil anois ar bhonn fíor-ama (gach 15 nóiméad) ar an suíomh www.waterlevel.ie. GRÚPA OIBRE UM CHOMHORDÚ NA NGNÍOMHAIREACHTAÍ STÁIT MAIDIR LE RIOSCA TUILE IN ABHAINN NA SIONAINNE Bunaíodh Grúpa Oibre um Chomhordú na nGníomhaireachtaí Stáit maidir le Riosca Tuile in Abhainn na Sionainne in 2016 chun go mbeadh comhoibriú níos fearr idir na Gníomhaireachtaí Stáit a bhfuil baint acu le hAbhainn na Sionainne. Tabharfaidh na beartais atá sna pleananna seo, mar aon le beartais atá i bhfeidhm cheana féin nó atá bpleanáil nó á ndearadh faoi láthair cosaint do 95% de na sealúchais a bheadh i mbaol sna ceantair ar a ndearnadh staidéar orthu. Bainfear úsáid as an taighde seo nuair a bheidh an clár straitéiseach infheistíochta €1bn á chur i bhfeidhm. 2ra CUID DEN TREOIR EORPACH MAIDIR LE ‘TUILTE’ D’aontaigh an Grúpa Náisiúnta um Chomhordú na Treorach i leith ‘Tuilte’ le cur chuige maidir leis an Dara Cuid den Treoir Eorpach i leith ‘Tuilte’ a chur i bhfeidhm. Táthar ag súil go ndéanfar beachtú agus feabhsú ar an obair mhór a rinneadh le linn don Chéad Chuid a bheith á feidhmiú faoin gClár CFRAM. Thosaigh obair ar ullmhú léarscáileanna táscacha náisiúnta a léireoidh baol tuilte in aibhneacha agus baineann na léarscáileanna seo le ceantair nach raibh clúdaithe sna léarscáileanna faoi Chlár CFRAM, rinneadh athbhreithniú ar leibhéil arda farraige ar mhaithe le mapáil níos cruinne a dhéanamh ar thuilte cósta, agus tosaíodh ullmhúcháin ar mhapáil níos fearr a dhéanamh ar thuilte turlach.

In 2018, lean OOP ag cur seirbhís chomhairleach ar fáil do na húdaráis phleanála maidir le feidhmiú na dTreoirlínte um Chóras Pleanála agus Bainistiú Riosca Tuile (2009). SCÉIMEANNA FAOISIMH TUILTE I rith 2018, lean an obair ar dhearadh agus thógáil 36 ollscéim faoisimh tuilte agus caitheadh os cionn €60 milliún ar na tograí seo. Cuirfidh na scéimeanna seo cosaint ar fáil do 12,000 teach cónaithe. Tosaíodh ar 11 de na tograí seo le linn 2018, ina measc, oibreacha ar thograí nua i gCloch na Coillte, Co. Chorcaí agus Cill Dhéagláin, Co. na Mí. Cuireadh tograí móra i gcrích nó beagnach i gcrích ar dhá thogra ag Baile na Lorgan, Co. Lú agus An Sciobairín, Co. Chorcaí. Thug an dá scéim seo, a thosaigh ag feidhmiú ag deireadh 2018 cosaint do 350 sealúchas. Tá 12,000 sealúchas faoi chosaint ó 1995. Cuireadh 44 togra i gcrích ar chostas de €1.1m in 15 ceantar de chuid na nÚdarás Áitiúil. Tugadh cosaint do os cionn 300 sealúchas faoi na tograí seo. Ceadaíodh 727 togra faoi Mhionoibreacha um Mhaolú Tuilte agus Scéim um Chosaint an Chósta ó 2009, ag tabhairt cosaint do bhreis is 6,800 sealúchas. CLÁR UM DHRAENÁIL ARTAIREACH OOP Ta OOP ag leanacht lena dualgas reachtúil i dtaca le draenáil artaireach agus in 2018, rinneadh cothabháil ar 2,100 de chainéil dhraenála artairigh OOP. Tá an tSeirbhís Cothabhála Maoine ag forbairt a gcur chuige straitéiseach i ndáil le bainistiú um chothabháil maoine. Tá breis béime á cur ar chláir chothabhála pleanáilte agus choisctheacha vis-à-vis cothabháil fhrithghníomhach. Caitheadh €24.705m ar Chothabháil Rannach in 2018. Caitheadh €3m ar chothabháil phleanáilte creatlaigh foirgnimh; caitheadh os cionn €14m ar oibreacha Meicniúla agus Leictreacha agus caitheadh €7m ar chothabháil fhrithghníomhach ar iarratas ó chliaint.

Clár Rochtana Oiriúnaithe do Chách: Tá OOP i bpáirt leis an Údarás Náisiúnta Míchumais (NDA) ag déanamh athbhreithniú oibríochta ar éifeachtacht Alt 25 den Acht Míchumais 2005 (gníomh 26 sa Straitéis Náisiúna um Chuimsiú Míchumais 2017-2021). Tosaíodh próiseas comhairliúcháin leis na príomhpháirtithe leasmhara agus tá sé beartaithe tuairisc a chur i gcrích in 2019. Mar chuid den phróiseas seo bhí sraith comhchainteanna le Grúpaí Úsáideoirí chun aird a dhíriú ar na deacrachtaí agus dúshláin atá fós ann ó tháinig an tAcht i bhfeidhm. Reáchtáladh ceardlanna agus agallaimh leis na príomhpháirtithe leasmhara i rith 2018, agus ghlac ionadaithe ó gach cearn den tír páirt sa phróiseas. Vótáil móramh sa Ríocht Aontaithe i bhfabhar an tAontas Eorpach a fhágáil i reifreann a reáchtáladh ansin ar an 23 Meitheamh 2016. Tar éis ghairm Airteagal 50 de Chonradh an Aontais Eorpaigh, tosaíodh próiseas dhá bhliain a bhí le bheith críochnaithe ar an 29 Márta 2019, sé sin an dáta ina bhfágfadh an Bhreatain an tAontas Eorpach. Iarradh ar OOP riachtanais na nGníomhaireachtaí Rialtais bainteach leis an mBreatimeacht a chónascadh (Oifig na gCoimisinéirí Ioncaim, An Roinn Talmhaíochta, Bia agus Mara, Seirbhís Sláinte Comhshaoil FSS, go háirithe) chun an t-infreastruchtúr riachtanach a ullmhú i dtaca leis na seiceálacha a theastódh chun gluaiseacht earraí a éascú trí Chalafort Bhaile Átha Cliath, Aerfort Bhaile Átha Cliath agus Europhort Ros Láir. Europhort Ros Láir Tá OOP ag cur infeastruchtúir agus áiseanna ar fáil ag ceithre shuíomh thart ar Europhort Ros Láir chun freastal ar fhoireann bhreise na gCoimisinéirí Ioncaim/Custaim, FSS agus An Roinn Talmhaíochta, Bia agus Mara mar aon le hinfreastruchtúr seiceála cáipéisí agus séalaí. Cuirfear áiseanna sealadacha ar fáil i gcomhair ainmhithe beo a sheiceáil go dtí go mbeidh áiseanna buana curtha i gcrích amach anseo. Cuireadh oifigí ar fáil do os cionn 100 oibrí bainteach leis an mBreatimeacht.
Central Case – Ag ullmhú do Bhreatimeacht ina mbeidh socruithe eagraithe déanta Calafort Bhaile Átha Cliath Tá scéim eolais agus sceitse ullmhaithe ag OOP i dtaca le 35 bá iniúchta, 130,000 troigh cearnach a chur ar fáil ar shuíomh lárnach sa Chalafort, a ceannaíodh go sonrach chun freastal ar riachtanais an Bhreatimeachta. Tá pleananna ullmhaithe do 270 spás páirceála i gcomhair 270 Feithicil Earraí Troma (HGVs) a bheidh ag feitheamh le hiniúchadh laistigh den Chalafort. Tá suíomh eile aimsithe chun Ionad Rialú Teorann (BCP) d’Ainmhithe Beo a thógáil.
Ros Láir Amach anseo, forbrófar suíomh 3.5 heicteár gar do Europhort Ros Láir chun áiseanna seiceála cáipéisí agus séalaí a chur ar fáil le spás do 35 FET (HGV). Cleachtais a spreagadh a chuireann le héifeachtúlacht fuinnimh i bhfoirgnimh phoiblí Lean OOP lena bhfeachtas éifeachtúlachta fuinnimh ‘Sárúsáid Fuinnimh @ an Obair’ i bhfoirgnimh an Rialtais Láir agus na hEarnála Poiblí. Déantar coigilt fuinnimh de 18.6% sa bhliain (Sin sábháil de thuairim is €6.3m sa bhliain) de bharr fheachtas an Rialtais Láir. Tá coigilt fuinnimh de 9.1% á dhéanamh de bharr fheachtas na hearnála poiblí. Maidir le spriocanna fuinnimh OOP féin, léirigh Tuairisc Bhliantúil 2018 um Éifeachtúlacht Fuinnimh san Earnáil Phoiblí de chuid Údarás Fuinnimh Inmharthana na hÉireann, go bhfuil an eagraíocht ag coigilt fuinnimh de 21.1% , sin sábháil 13.4GWh fuinnimh. In 2018 arís, i gcompháirtíocht le hÚdarás Fuinnimh Inmharthana na hÉireann agus maoinithe ag an Roinn Cumarsáide, Gníomhaithe ar son na hAeráide agus Comhshaoil (DCCAE), chuir OOP clár oibre aisfheistithe um éifeachtúlacht fuinnimh i gcrích i bhfoirgnimh an Rialtais Láir. Méadaíodh an ciste maoinithe ó €4m in 2017 go €9m in 2018. Rinneadh oibreacha uasghrádaithe i 40 foirgneamh mhóra le dhá bhliain. Rinneadh uasghrádú ar sheanchórais soilse agus cuireadh soilse LED atá fíor-éifeachtúil ina n-áit, mar aon le lasca uathoibríocha. Rinneadh uasghrádú ar choirí chomh maith. Tuairiscítear go bhfuil coigilt shuntasach, suas go 70% ar an méid leicteachais a úsáidtear do shoilsiú, ag léiriú coigilt de 45% den mhéad iomlán leictreachais a úsáideadh. Tá clár aisfheistithe eile beartaithe do 2019 agus beidh oibreacha uasghrádaithe ar na foirgnimh féin san áireamh. Chuaigh an aisfheistiú chun tairbhe do 44 foirgneamh, Stáisiúin Gardaí a bhformhór. I measc na mbearta aisfheistithe, rinneadh aisfheistiú domhain agus insliú, feistíodh fuinneoga /doirse nua agus rinneadh uasghrádú ar chórais teasa agus soilsithe. Chosain an scéim os cionn €1.3m agus is iad an RCGAC (DCCAE) agus an ÚFIÉ (SEAI) a rinne an scéim a mhaoiniú. De bharr na scéime, tháinig laghdú suntasach ar astaíochtaí carbóin ó na foirgnimh seo agus sábhálfar €100,000 sa bhliain de bharr coigilt fuinnimh.

Tá OOP tiomanta lena chinntiú go gcomhlíonfar na dualgais faoin treoir Eorpach i ndáil le Feidhmíocht Fuinnimh i bhFoirgnimh i ngach foirgneamh atá faoi chúram na hOifige. Chomh maith leis sin, ó 2020 ar aghaidh beidh ar gach foirgneamh a bheith deartha sa dóigh nach n-úsáidfear ach fíorbheagán fuinnimh iontu. Tá ar OOP togra mór foirgníochta a chur i gcrích faoin bPlean Náisiúnta Forbartha 2018 -2027, agus caithfidh an dearadh agus an obair thógála cloí le caighdeáin NZEB. Tá Oifigí ar Lána Líosain, Saotharlanna Eolaíochta Fóiréinseach ar Champas Bhacastúin agus an tIonad Slándála agus Cosctha Coireachta an Gharda Síochána, An Bóthar Míleata, Baile Átha Cliath i measc na dtograí seo. Mar chuid de chlár ’Aisfheistiú Domhain’ OOP rinneadh obair dheartha ar Theach Tom Johnson. Déanfar uasghrádú iomlán ar chreatlach an fhoirgnimh agus oibreacha ar na córais fuinnimh agus úsáidfear foinsí in-athnuaite fuinnimh chun cloí le Páirt L de na Rialacháin Foirgníochta.

Tá 780 séadchomhartha náisiúnta, 32 Réadmhaoin Stairiúil agus 5,000 acra de pháirceanna agus gairdíní faoi chúram OOP. Tá seirbhísí do chuairteoirí ar fáil ag 70 láithreán agus tá freagracht ar OOP as plandaí a chothabháil agus a shaothrú ag roinnt láithreán mar aon le cúram a dhéanamh de ghnáthóga ina bhfuil flóra agus fána faoi chosaint iontu.
CÚIRT ÍOMA: Cuireadh oibreacha athchóirithe i gcrích ar Ascaill Wellington i rith 2018 agus tá an ascaill ar oscailt anois chomh fada le Seangheataí Wellington. Tá pleananna ullmhaithe chun obair a thosú ar an dara hurlár ar an suíomh ag deireadh 2018 agus tá sé beartaithe an chuid seo den teach a oscailt don phobal, den chéad uair, in 2019. AN BLASCAOD MÓR: Tá feabhas á gcur ar shaoráidí do chuairteoirí ar an mBlascaod Mór mar pháirt de chlár oibre ina bhfuil comhoibriú idir eagraíochtaí poiblí, Oifig na nOibreacha Poiblí, Comhairle Contae Chiarraí, Fáilte Éireann agus an Roinn Cultúir Oidhreachta agus Gaeltachta. In 2018 osclaíodh dhá theach stairiúil a ndearnadh athchóiriú orthu le gairid don phobal. Ba le Tomás Ó Criomhthain, údar ceann de na saothair is iomráití i litríocht na Gaeilge, an tOileánach (The Islandman) ceann de na tithe seo. Chomh maith leis sin cuireadh láthair amhairc nua ar fáil in Ionad an Bhlascaoid Mhóir i nDún Chaoin agus rinneadh uasdátú ar an léirmhíniúchán le maoiniú a fuarthas ó Fháilte Éireann mar chuid den chlár straitéiseach infheistíochta in ionaid aitheanta turasóireachta ar ‘Shlí an Atlantaigh Fhiáin’.

GARRÁN SAN ANNA: Lean an obair ar athchóiriú na nGairdíní ag Garrán San Anna. Rinneadh oibreacha caomhantais ar an teach, cuireadh fuinneoga nua isteach mar aon le hathrindreáil ar an taobh amuigh. Bhí cuairteoirí in ann dul isteach sa teach i rith mhí Bealtaine 2018 agus chuir eagraíocht forbartha pobail áitiúil turais threoraithe réamháirithe ar fáil. Cuireadh carrchlós agus leithris phoiblí ar fáil ag an suíomh mar beidh an láithreán oscailte ar feadh tréimhsí níos faide sa todhchaí.
ALTAMONT: Cuireadh oibreacha ar dhíon nua i gcrích in 2018 lena chinntiú go mbeadh an foirgneamh uiscedhíonach agus daingnithe. Thosaigh oibreacha ar chóras nua cóireála fuíolluisce ar an láithreán. Cuirfear na hoibreacha seo i gcrích in Aibreán 2019.

CAISLEÁN URUMHAN: I ndiaidh móroibreacha athchóirithe ag an gcaisleán i gCarraig na Siúire, cuireadh léirmhíniúchán ar fáil chun faisnéis stairiúil agus ábhar eile bainteach leis an láithreán a chur ar taispeáint.
PÁIRC AN FHIONNUISCE: Is í Páirc an Fhionnuisce an pháirc phoiblí infhálaithe is mó dá bhfuil in aon phríomhchathair san Eoraip agus tagann 10 milliún cuairteoir chuig an bpáirc gach bliain. Bhí níos mó mór-imeachtaí sa pháirc in 2018 ná mar a facthas riamh agus bhí roinnt imeachtaí spóirt ar siúl anseo freisin. D’fhreastail os cionn 750,000 duine ar imeachtaí sa Pháirc in 2018. Bronnadh an chéad ‘Duais Óir do Pháirceanna Uirbeacha’ ar an bpáirc ag siompóisiam Pháirceanna Uirbeacha an Domhain i Melbourne. Ni bhfuair ach páirc amháin eile sa domhan an gradam iomráiteach seo. Tugann na gradaim aitheantas do chaighdeán na bPáirceanna ar fud na cruinne, mar aon le scileanna an lucht oibre a bhainistíonn na páirceanna agus an tairbhe a dhéanann na páirceanna do na cathracha ina mbíonn siad. MÚSAEM CHILL MHAIGHNEANN: Bhí an-tóir ag cuairteoirí arís in 2018 ar Mhúsaem Phríosún Chill Mhaighneann agus thug beagnach 431,000 duine cuairt ar an láithreán i rith na bliana. Bhí roinnt imeachtaí ar siúl ar an láithreán i rith 2018, ina measc taispeántas a cuireadh ar bun i gcomhar le Foras Nelson Mandela agus an Roinn Gnóthaí Eachtracha agus Trádála chun comóradh Céad Bliain lá breithe iar-Uachtarán na hAfraice Theas a cheiliúradh.

SCEILG MHICHÍL: Tá tóir ag cuairteoirí i gcónaí ar láithreán Sceilg Mhichíl in ainneoin na ndeacrachtaí praiticiúla a bhaineann le taisteal chuig an oileán. Thug 16,755 duine cuairt ar an oileán in 2018. Sa dara cuid den bhliain tosaíodh ag ullmhú Plean Bainistíochta 10 mbliana don láithreán. Cuirfear an plean i gcrích in 2019 agus beidh sé mar threoir i dtaca le bainistiú an láithreáin sa todhchaí, agus cloífear le rialacha UNESCO i leith Láithreáin Oidhreachta Domhanda.

CAISLEÁN AGUS GAIRDÍNÍ PHORT OMNA: Osclaíodh bialanna nua don phobal ag láithreán Phort Omna i lár 2018. Seo ceann de shraith forbairtí atá pleanáilte don láithreán tábhachtach seo chun infreastruchtúr do chuairteoirí a fheabhsú. Rinneadh roinnt oibre ar ullmhúchán an charrchlóis anseo agus fuarthas cead Pleanála le haghaidh carrchlós nua sa dara leath den bhliain.
CARLO SCARPA AWARD: Is feachtas staidéir agus cúraim do láithreáin atá saibhir ó thaobh luach nádúrtha, stairiúil agus cruthaitheach, de réir an phainéal moltóirí, atá i gceist le Duais Carlo Scarpa do Ghairdíní. MÓRIMEACHTAÍ AGUS CUAIRTEANNA STÁIT Cuairt an Phápa Cuireann OOP seirbhís bainistíochta imeachtaí den scoth ar fáil don Stát agus déanann an oifig maoirseacht ar imeachtaí uile an Stáit, ar nós, ócáidí cuimhneacháin agus cuairteanna ceannairí stáit idirnáisiúnta. Ar iarratas ón Rialtas d’ullmhaigh OOP Plean Bainistíochta i gcomhair Chuairt an Phápa i gcomhar le Cruinniú Domhanda na dTeaghlach. Ba í an phríomhaidhm ná sláinte, sábháilteacht agus leas na rannpháirtithe, na ndaoine a bhí i láthair, péintéirí, lucht bailithe bruscair, agus na foirne a chinntiú ag na láithreacha éagsúla, ina measc, Aerfort Bhaile Átha Cliath, Scrín Chnoc Mhuire, Caisleán Bhaile Átha Cliath, Áras an Uachtaráin agus Páirc an Fhionnuisce. Bhainistigh Oifig na nOibreacha Poiblí na gnéithe a bhain le sábháilteacht agus lóistíocht i gcomhar leis An nGarda Síochána agus páirtithe leasmhara eile ar nós FSS, Transport for Ireland (Iompar Éireann), Comhairle Cathrach Bhaile Átha Cliath. D’fhreastail 150,000 duine ar an Aifreann clabhsúir i bPáirc an Fhionnuisce. Bhí foireann na páirce go léir páirteach sna hullmhúcháin, ina measc, garraíodóirí, maoir pháirce, oibrithe ginearálta, péintéirí, bailitheoirí bruscair, crannlianna, foireann riaracháin, saoistí, bainisteoirí seirbhísí agus maoirseoirí páirce. Bá í an ghné ba mhó den obair ná na conraitheoirí a bhí ag obair ar an láthair chun an imeacht a chur i láthair, a bhainistiú. Scaip foireann OOP os cionn 780 tonna de ghaineamh gairneoireachta ar na bealaí ar fud Pháirc an Fhionnuisce ar fad, ionas nach mbeadh daoine ag sciorradh/sleamhnú agus ag titim. Bhí 15km de bhealaí ar fad istigh sa pháirc. Bhain an fhoireann 300m de bhruacha ionas go mbeadh rochtain ar fáil do gach duine ar na bealaí isteach agus amach agus chuir siad 300m tarra ar cholbha na gcosán agus ar na rampaí chun a chinntiú go mbeadh gach duine in ann gluaiseacht ar na bealaí ar fad istigh sa Pháirc. Thug an fhoireann aire don tréad fianna ó thosaigh an obair ar an suíomh ar an 23 Iúil agus choinnigh siad súil ar na fianna san oíche le cinntiú go raibh siad slán i rith an deireadh seachtaine.

Cuairteanna ríoga Tháinig Prionsa na Breataine Bige agus Bandiúc Choirn na Breataine ar cuairt 3 lá go hÉirinn. Bhí cúram lóistíochta agus bainistíochta imeachtaí ar OOP le linn na cuairte. B’fhoireann de chuid Réadmhaoin Stairiúil Náisiúnta a d’eagraigh an phríomhghné den chuairt, is é sin an chuairt speisialta ar theach Dhónaill Uí Chonaill i nDoire Fhíonáin, Co. Chiarraí. I Mí Iúil 2018, tháinig Diúc agus Bandiúc Cambridge go Baile Átha Cliath agus arís chuir foireann Réadmhaoin Náisiúnta Stairiúil ag Farmleigh seirbhís iontach ar fáil do na cuairteoirí ríoga agus a lucht coimhdeachta ag teach aíochta an Stáit.
Ceolchoirmeacha agus mórimeachtaí Bhí saothar mór ag baint le sraith ceolchoirmeacha Ed Sheeran in Aibreán/Bealtaine 2018. D’fhreastail 180,000 ar na ceolchoirmeacha thar trí oíche. Thart ar an am céanna d’fhreastail 120,000 duine ar an ócáid ‘Bloom in the Park’ a reáchtáiltear go bliantúil le linn dheireadh seachtaine Saoire Bainc thús mhí an Mheithimh. I rith Mhí na Samhna/na Nollag, d’oibrigh foireann na Páirce i gcomhar le Gairdín na nAinmhithe Bhaile Átha Cliath chun ócáid na ‘Soilse Oíche’ a chur i láthair. D’fhreastail 240,000 cuairteoir ar an ócáid.
Taispeántais agus imeachtaí eile Le linn 2018, i gcomhar le líon mór páirtithe eile, reáchtáil OOP nó réitigh siad an bealach do réimse leathan féilte, cláir, taispeántais agus imeachtaí eile. Cuid de na príomhoibreacha in 2018: CLÁR PRINTÍSEACHTA CEARDAÍOCHTA Lean Clár Printíseachta Ceardaíochta OOP, i gcomhar le SOLAS i rith na bliana. Bhí 36 Printíseach páirteach ann i rith na bliana. Cháiligh na chéad phrintísigh ón gClár 4 bliana – 12 Snoíodóir cloch/Saor Cloiche agus 6 Siúinéir/Saor adhmaid agus bhí ócáid cheiliúrtha in Farmleigh ag deireadh na bliana áit ar bhronn an tAire Stáit Kevin ‘Boxer’ Moran Sainteastais Ceardaíochta ar na rannpháirtithe.
BAINISTIÚ BAILIÚCHÁN Tá OOP i bhfeighil roinnt bailiúchán suntasach agus luachmhar a chuireann ar ár gcumas ár stair shaibhir ilchineálach ár láithreán oidhreachta a léirmhíniú. Tá muid tiomanta i dtaca le sárchaomhnú agus cosaint na sóchmhainní luachmhara seo do na glúnta atá le teacht. Déanaimid cúram dár mbailiúcháin agus láithreáin de réir na gcaighdeán gairmiúil a bhaineann le músaem. COMHAIRLE AN AONTAIS EORPAIGH Thug Comhairle an Aontais Eorpaigh cuireadh do ghrúpa saineolaithe náisiúnta chun aistriú scileanna, oiliúna agus eolais sna gairmeacha oidhreachta san Eoraip a iniúchadh. D’oibrigh an grúpa in 2107 agus 2018 faoin bPlean Oibre don Chultúr 2015-2018, le tacaíocht ó Choimisiún na hEorpa. D’fhreastail ionadaí ó Sheirbhísí Caomhantais OOP ar chruinnithe mar chuid de Mhodh Oscailte an Chomhordaithe (OMC) do Choimisiún na hEorpa. Ba é an téama a bhí i gceist anseo ná ‘Comhoibriú a chothú san Aontas Eorpach (AE) i ndáil le haistriú scileanna, oiliúna agus eolais sna gairmeacha oidhreachta cultúrtha’. Foilseofar tuarascáil an ghrúpa in 2019 agus beidh seo mar fhoinse eolais don Aontas Eorpach (AE) chun inbhuanaitheacht oidhreacht chultúrtha na hEorpa a chinntiú. Is í aidhm na tuarascála ná a chur in iúl gurb é an bealach is éifeachtaí le hoidhreacht chultúrtha na hEorpa, nach féidir a gcomhshamhail a fháil, a bhainistiú, a chosaint a chur chun cinn agus a fheabhsú ná a chinntiú go mbeadh na scileanna traidisiúnta agus na scileanna nua cuí ag na daoine a dhéanann an obair chasta, dhúshlánach riachtanach seo (agus ag na páirtithe leasmhara a dhéanann cinntí i leith na hoidhreachta cultúrtha chomh maith).

Ullmhaíodh plean nua forbartha d’Ollionad an Cheolárais Náisiúnta ag Ardán Phort an Iarla, Beidh obair fheabhsúcháin á déanamh ar an Halla, cuirfear halla beag eile ar an láthair agus beidh ionaid oideachais agus áiseanna poiblí nua ar fáil. »» GAILEARAÍ CRAWFORD: Cuireadh oibreacha iniúchta agus staidéir phleanála i gcrích ar mhórthogra uasghrádaithe ar Ghailearaí Crawfod. Díríodh ar uasghrádú a dhéanamh ar spásanna istigh san fhoirgneamh, áiseanna nua a chur ar fáil don phobal agus ionaid stórála níos fearr i gcomhair an bhailiúcháin.

Cuireadh réimse leathan tacaíochta ar fáil in 2018: »» Rinneadh uasdátú ar an bPlean Gníomhaíochta Custaiméirí 2017- 2019 agus scaipeadh Cairt Chustaiméirí ar oifigí agus láithreáin. »» Lean OOP den mhonatóireacht ar fheidhmiú na Scéime Oifigiúla Gaeilge. »» Bronnadh duaiseanna fad-seirbhíse ar 75 oibrí de chuid OOP ag searmanas i Mí na Samhna 2018; »» Cuireadh córas nua ríomhphoist MS-Exchange/MS-Outlook i bhfeidhm do 1,300 ball foirne ar fud 130+ laithreán. »» Ullmhaíodh Straitéis TFC 2018-20. »» Réitíodh 10,030 glao deasc chabhrach TFC. »» Cuireadh ePQ (Seirbhísí Comhroinnte) i bhfeidhm (Build to share). »» Tosaíodh ar bhearta suntasacha acmhainní, agus tháinig méadú de 7.33% ar acmhainní in 2017. Cuireadh acmhainní ar fáil i ndáil le réimsí áirithe a bhí ar an ngannchuid le fada agus rinneadh bainistiú ar Acmhainní Daonna agus Airgeadais ar bhealach ní ba ghairmiúla. Cuireadh Plean Straitéiseach don Fhórsa Oibre i bhfeidhm a leanfaidh ar feadh 3 bliana, ionas go mbeidh foireann oilte leis na scileanna cuí ar fáil don Oifig sna róil chearta ag an am ceart. »» Foilsíodh torthaí Shuirbhé ar Rannpháirtíocht Fostaithe na Státseirbhise i mí Márta 2018 agus léiríodh go raibh leibhéal ard rannpháirtíochta i measc na bhfostaithe agus go raibh tacaíocht níos fearr á fáil acu ón eagraíocht. Tá dúshláin go fóill maidir le cultúr nuálaíochta agus rannpháirtíochta don fhoireann uile. Reáchtáladh 13 grúpa fócais, ina raibh ionadaíocht ag gach grád agus láthair ar fud na tíre chun dul i ngleic leis na dúshláin seo. D’eascair leibhéal ard rannpháirtíochta agus trust as cur chuige na ngrúpaí fócais. Táthar ag ullmhú plean gníomhaíochta chun tús áite a thabhairt do chúram ceart a dhéanamh don lucht oibre. »» Díríodh go mór ar chultúr um bhainistíocht feidhmíochta, cuireadh oiliúint agus tacaíocht ar fáil do bhainisteoirí líne agus thainig méadú ó 70% in 2017 go 83% in 2018 ar an ráta géilliúlachta. »» Bunaíodh rannóg nua um Fhoghlaim agus Forbairt in 2018 leis an bhfócas ar fhoghlaim leanúnach. Cuireadh 1,793 idirghabháil foghlama ar fáil in 2018. »» Leanadh ag cur tacaíochta ar fáil d’Fhorbairt Ghairmiúil leanúnach (CPD) i réimsí gairmiúla agus teicniúla ar nós réimse na hAiltireachta agus na hInnealtóireachta agus leathnaíodh amach é seo go réimsí an Airgeadais agus Acmhainní Daonna in 2018. »» Leathnaíodh Feidhm Chomhionnanais OOP, cuireadh treoir fhoirmeálta um Rannpháirtíochta san áireamh agus tá athbhreithniú á dhéanamh anois ar Rannpháirtíocht agus Folláine.

CLÁR CONARTHAÍ OOP OPW Tugadh isteach Clár Conarthaí OOP ar Chóras Airgeadais Integra in 2018. Déantar taifeadadh ar gach conradh soláthair de chuid OOP ar an gcóras. Luaitear cineál, luach, modh soláthair agus an caiteachas a bhain le gach conradh sa taifead seo. Rinneadh taifead ar 5,500 conradh le luach iomlán de €88.5m i rith 2018.
