PROPARCO IN FAVOR OF QUALITY PRIVATE EDUCATIONAL OPPORTUNITIES Proparco, a subsidiary of AFD, supports private initiatives in developing countries providing quality education, as widely accessible as possible, to facilitate the integration of young people in society and make local economy dynamic and innovative.

On their own, the public services in developing countries cannot satisfy the enormous needs in terms of education and training. The contribution of the private sector is often an essential complement, on condition that it is regulated and coordinated by the public authorities in order to ensure access to the education provided, as well as its quality and equity.

For this reason, Proparco supports the emergence of innovative, quality offers in private education through financing and expertise. It funds the creation, extension or equipment of educational institutions, vocational training centers or university campuses, as well as systems for student loans. It contributes to teacher training and the strengthening of vocational training in partnership with local businesses. Since 2013, Proparco has funded ten projects contributing to Sustainable Development Goal No.4: Ensure inclusive and quality education for all and promote lifelong learning.

CHIAKA SIDIBÉ, the first hotel school for work-study schemes

MALI

In 2015, Proparco granted a loan of 16.5 million euros to develop the Azalai Hotel Group. On top of the loan, Proparco has accompanied through a three years program of technical assistance the set up of the first hotel school in Mali. More than 40 students have already followed the 11-month work-study course, a highly innovative model in Mali because it combines general lessons with practical training in the hospitality trades. At the end of this course, the students, 50% of whom are women, have excellent employment prospects.

ESPRIT, elite training for engineers

SUITABLE FINANCING TOOLS Proparco grants loans to businesses and financial institutions. They can vary between 3 and 100 million euros, and are made available in either major or local currency as long-term loans (up to 20 years), with the possibility of deferring repayment of the capital. Proparco can also take minority shareholdings in companies, thus increasing their capacity for funding their own investments. In addition to its range of financial tools, Proparco offers its customers technical assistance, enabling them to improve their practices (environmental, social, etc.), or to develop innovative initiatives.

TUNISIA Since 2012, Proparco has been assisting the private Academy of Engineering and Technologies. This institution based in Tunis meets European standards concerning training for future engineers. After investing 2 million euros alongside other institutional and private investors, Proparco contributed to the launching of an incubator for startups, located on the school’s campus. Today, ESPRIT takes in nearly 5,000 students each year, and offers an internationally recognized diploma and good prospects of employment.

A network of international schools to broaden the educational offer

SOUTH AFRICA, CAMEROON, CÔTE D’IVOIRE, DR CONGO

In 2016, Proparco invested 1 million euros in the Enko group, which develops a wide range of educational programs to address the real need for quality education in the countries of sub-Saharan Africa. Proparco is supporting the establishment and the operation of 30 international high schools and the establishment of a curriculum leading to the International Baccalaureate. With fees likely to be less than a third of those practised in most African countries for this type of education, by 2022, 6,000 students will have benefited from these programs. It is expected to produce 1,000 young graduates every year.
