CAO’s Message:

Welcome to our beautiful Township! Situated in the northeast section of the Region of Waterloo, the Township of Woolwich, with its rural heritage and bountiful harvests, offers new and exciting ways to experience a taste of both the pastoral country and thriving business communities! The Township is home to the bustling St. Jacobs Farmers’ Market and the world’s largest one-day Maple Syrup Festival, which occurs every April in Elmira.

Woolwich Township is a community of communities. Fostering safe and healthy spaces to live, work, and play increases the quality of life for Township residents. For our new Strategic Plan, which will guide us to 2030, we require input, participation, and involvement from all of our communities. Last spring, we met with engaged residents and business owners from across Woolwich and gained valuable input through community engagement sessions held in Breslau, Elmira, and St. Jacobs. Residents showcased passionate involvement in their communities—from supporting active lifestyles and local community hubs to considerations for the engagement of residents of all ages and support for our robust tourism industry. This fall we will be advertising ways that residents can provide input regarding the Strategic Plan priorities via online engagement.

Woolwich is a community that continues to flourish, and both collaboration and cooperation are vital components for how we can and will continue to make our Township known for its healthy, sustainable, engaged, and vibrant communities for years to come. The Township has made a concerted effort toward becoming a more sustainable corporation and community. To this effect, we have some very committed volunteers who encourage Council to take steps to make the Township greener and more accountable. The Township’s Environmental Enhancement Committee (TWEEC) is working to increase our tree canopy and to improve our downtown core, having planted over 23,000 trees and working toward their goal of planting one for each resident! Newcomers to the Township may wish to join TWEEC or any one of our many service groups or organizations. This is a great way for you to become acquainted with your neighbours and for us to get to know you! More information on taking part in our Greening Initiative can be found in our monthly Woolwich Connected e-Newsletter. Our recreation and sports programs are at the heart of our community. This year, we’ve had the wonderful opportunity to host the University Ringette Tournament, the Provincial Curling Championships, the National Sledge Hockey Championships, and the Midget Final Four. We’ve received wonderful comments from organizers and visitors alike, highlighting the dedication of our volunteers and our staff, and their enjoyment of our facilities across all of these exciting events. We are thrilled to be able to host events like these which bring great exposure and economic activity to the Township! It is important for Council that we strive to maintain this unique and welcoming atmosphere for everyone who lives, works, and visits here, cementing Woolwich as a place to remember—and visit often! I encourage you to use this guide as a tool to get involved in your community, make a positive impact, and live a healthy and active lifestyle. From the beautiful countryside to thriving urban areas, there’s something for everyone in all of our wonderful communities. Everyone that lives, works and visits here today plays a role in where we will be tomorrow, and the future has never been brighter!

The Township is always exploring innovative ways to keep our residents and business owners informed and engaged. As the Township’s Chief Administrative Officer, one of my core responsibilities is ensuring that the expectations of Woolwich’s citizens continue to be met or exceeded in our program and service delivery. Our goal is to ensure information about your local government is readily available. Township staff are continuously working to expand and modernize service delivery for residents and business owners. Part of this process has involved making strides in the distribution of information through technology—from our website (www.woolwich.ca) to our Twitter and Facebook pages, as well as our online newsletter (“Woolwich Connected”), distributed monthly. Our goal is to provide residents with up-to-date, factual information about what’s happening in their community. Our social media and online newsletter have been a great source for information on recreation programs, sustainability initiatives, volunteering opportunities, community events, frequently asked questions designed to keep residents aware and informed, and more! My door is always open to receive constructive feedback about the services the municipality provides; continuous improvement is something that the Township strives to achieve on a daily basis. WARD 1 It is a continued honour to serve as your Ward 1 Councillor, and I look forward to being your representative for the next three years. Some of the issues I am interested in are Council’s relationship with appointed staff, managing growth in our community, and building better streets. Elected officials and hired staff are not competing forces. They should work together towards a common goal, each doing their own job. As our Township and Region continue to grow managing that growth will be important. Sprawling subdivisions require the most expensive infrastructure to maintain, and if we don’t grow responsibly the price we will pay for that will be significant. Building better streets in our Township will require working with the Region, as many of our main streets are Regional roads. Our streets can be built to support diverse activities, active transportation and local businesses which will strengthen our community. As Councillors, we hear a lot about affordable housing. This has become an issue in many regions in Canada, including our own. We must do what we can to work with our Regional and provincial colleagues to address this issue. Young people getting into the housing market for the first time, empty-nesters downsizing, and active seniors trying to maintain their independence are all feeling the pressure from the lack of affordable housing. WARD 1 As a municipal Councillor I often take phone calls or emails that start off presenting a problem. Whatever the problem, it often ends with “somebody should do something.” The implication is that somebody is me as well as the entire resources of the Township of Woolwich. While I’m happy to help point residents in the right direction to solve their problems—it is the job—often, larger community-wide “issues” can’t be fully addressed by the municipality alone. Edicts from Council don’t often motivate residents to change behaviour or a social norm— there needs to be community buy-in and ownership. One of my jobs as Councillor is working on the coordinating committee of Woolwich Healthy Communities (WHC). At 28 years, this group is the longest working healthy community’s organization in Ontario. Many of these volunteer organizations have shuttered for various reasons including lack of community-minded citizens getting involved. Over the next year we’re taking a look at how WHC can better serve the community, and we’re going to need your help. On Thursday, November 14, WHC has invited author and communitybuilding therapist Doug Griffiths to deliver a keynote address to the community. This is my personal invite to all of you to join us. Griffiths is a sought-after speaker known for his 13 Ways to Kill a Community presentation, as well as analysing the merits of Woolwich Township as a healthy community. We’re convinced his message will resonate with community members. The organization of the event alone is a testament of the overall theme of working together. WHC has leaned on partnerships with The Region of Waterloo, Woolwich Township, KWCF – The Woolwich Foundation, Woolwich Recreation and Facilities Foundation, EDSS and parent council,

Woolwich Community Services, as well as other generous corporate sponsors. We want to start the conversation about working together to solve our problems. We need long-term equal partnerships with citizens, agency stakeholders, community groups and local governments to create the healthy communities we all desire to live in. WARD 2 I have now served for over six months on Woolwich Township Council. There has been much to learn, such as the budgeting process that began in our very first meeting. Each meeting we have to read between 200-300 pages of documents. I have learned what I need to read , and the other material can be looked at later. The challenge is not to miss the important stuff. Land use issues are the most difficult decisions to resolve. We want to keep our farmland and green spaces, but people still want to live here, and developers want to build. We need gravel, but we want those gravel pits to be out of sight. We want to encourage businesses to locate in the Township, but we have questions about where the best place is is to do that. We want good roads, but we are not happy with all the detours and construction. And, we continue to want our taxes to be the lowest around the area. It has been great to see the community come to the Council meetings to voice their opinions on how they want to Township to go forward, or stay the same. It is good that people are invested in the process, and they have the opportunity to speak out of their love of the Township. I have lived here for 28 years, and I feel like I am new to the place. Please, continue to tell me about what is important to you, so that Council, Staff and the Public can continue to work on making this a wonderful place to live.

WARD 3 I am proud to be representing the community of Woolwich as a representative of Ward 3 on Township Council. A healthy, active community has always been very important to me. Whether in my role as a Councillor, a resident, a volunteer, and, most importantly – a father and grandfather, protecting and promoting all the elements that make Woolwich such a wonderful place to live, work and raise a family has always been my foremost priority. Volunteerism has been a substantial part of my life in the Township. From my role in helping to provide positive recreation programs and suitable facilities on the Conestogo Recreation Association to the over twenty years of service I have provided in protecting the health and well-being of residents as a volunteer firefighter, giving back to the community that has provided me with so much has been a privilege and an honour. After recently retiring after twenty-nine years, I look forward to spending more time helping to shape and preserve the community I love. As your

representative on Council, I will continue to make prudent and thoughtful decisions in an open and transparent manner befitting the trust you have placed in me.

A new initiative in this year’s budget was a special greening levy that was passed. My personal area of concern in the greening initiative is the development of a topsoil standard. I have been working over the past number of years to have Woolwich become a leader in this area. As we continue to experience climate change this will allow for rain to be absorbed into the ground rather than have it run off into the storm sewers and/or retention ponds. With our watering ban in effect each year, we also need to make sure there is a good depth of quality topsoil to retain the moisture to keep our lawns green.

I will continue to work tirelessly, as I have throughout my time on Council, to ensure that future generations, like my grandchildren, will get to experience the same rewards and pleasures that living in Woolwich has provided for me.

One of my ongoing goals since elected is to keep an eye on our budget spending. Going through this process is a good way for a new Council to get to know one another. I feel we had good debates and have once again presented a budget that will move the Township forward with controlled development while continuing to address the infrastructure deficit.

Committee of the Whole and Council Meetings The Council of the Township of Woolwich generally meets as Committee of the Whole in week one, as Council in week two, and has no meetings in week three. The three-week rotational schedule is set at the beginning of each year. Any decisions made at a Committee of the Whole meeting are not final and must be ratified at the following Council meeting. Council meeting details, agendas and minutes are available on the Township’s website under the headings Township Services, Mayor and Council.

WANT TO SPEAK TO COUNCIL? Council is always interested in hearing from residents or agency representatives. Before bringing a concern to Council, residents should attempt to have a staff member in the appropriate department resolve the concern. If a concern still exists, you can contact a member of Council for assistance. They may recommend that you register as a delegation to address all members of Council at a public meeting. Delegations are given 10 minutes to speak; we can supply a laptop and projector upon request. Full details on how and when to register as a delegation, and other information helpful to you

as a speaker, is available from the Council and Administrative Services Division by calling 519-669-6004 or available on the Township’s website under the headings Township Services, Mayor and Council. If you wish to register as a delegation, please keep in mind: • Delegations must register for the meeting agenda by 5:00 pm on the Thursday before the meeting. • Agendas are published on the Township’s website by 2:00 pm on the Friday before the meeting. • To speak to an item that is already listed on the agenda, delegations may register for the “revised agenda” until 12:00 pm on the day of the meeting. • Delegations about personnel issues, enforcement concerns or legal matters are not permitted. Township information and services LICENSING – NEW FOR Animal Control DOG 2019! DOGS AND KENNELS The Township of Woolwich requires all dogs to be licensed and wear their annual dog tag, effective within 21 days of moving into the Township. The Animal Control By-law requires that residents purchase dog tags before March 1st of each year for all dogs over the age of 16 weeks. Service dogs require tags, but the fee is waived. Dog tags give the peace of mind of knowing that if your dog is ever lost and found wearing their tag, you can save the pound fees and your pet receives a free ride home. Dog owners are restricted to owning three dogs per property. Kennels must also be licensed and are only permitted on agricultural properties, subject to certain conditions and annual inspections. For more information about where to purchase dog tags, or to apply for a kennel licence, please visit the Township Services, Animal Services section of our website at www.woolwich.ca or call 519-669-6009.

Starting in November with the sale of dog tags for 2020, a new dog licensing process will be implemented. Township staff will send dog tag licensing forms by mail with the property tax invoice to all properties in the Township. This will allow residents the opportunity to license any dog(s) which may not have previously been licensed. Residents who own dogs will have until March 1st of each year to purchase a dog tag or update their information in the Township’s system. If not paid by March 1st, a reminder letter will be sent by mail stating the outstanding balance for the dog tag. If an outstanding balance remains after April 15th it will be added to the tax roll with an administration fee of $15.00. As a reminder, please note that licensing your dog is mandatory in the Township of Woolwich as-per our Animal Control By-law.

ANIMAL CONTROL SERVICES UPDATE As of January 1, 2019, the Township of Woolwich has contracted the Kitchener-Waterloo Humane Society to provide

animal control, dog licensing, shelter services and by-law enforcement for the municipality. Residents of the Township should call the Kitchener-Waterloo Humane Society at 519-745-5615 for the following: • to report by-law violations (except barking dogs – see below) • to report stray animals • to report a lost pet • to report a found pet • to report injured animals • to report a dog bite • to report a dead domestic animal • to report dead wildlife (dead wildlife on public property is collected at no charge) Barking dogs are considered a noise violation and are handled by Township By-law Enforcement Services or the police. If you are experiencing a disturbance in the Township of Woolwich and are looking to report a noise complaint, please call 519-6696009. Please note that all complaints are made confidentially, and that the Township is unable to investigate complaints where the location of the dog is unknown.

CATS The Township does not regulate or control cats.

WHERE TO TAKE STRAY OR INJURED DOGS OR CATS Residents may deliver stray or injured dogs and cats to the K-W Humane Society at 250 Riverbend Drive in Kitchener (519-745-5615). Please call to make an appointment first and to provide details on where the animal was found.

Enforcement Services By-law Enforcement Services delivers professional customer service in a timely and effective manner when enforcing Township by-laws. Enforcement Officers operate primarily on a complaint basis, unless they see a safety issue, and work towards by-law compliance through education first, where possible. If you wish to make a complaint, you will be asked to provide your full name, address, phone number and the exact location of the concern, as well as complaint details which can be verified by an Enforcement Officer. Complainant information is kept confidential unless you agree to provide your name as part of a court process. Complaints may be made by email, letter mail, or by calling 519-669-6009 Monday through Friday from 9:00 am to 5:00 pm. Complaints filed without the complainant’s contact information will not be dealt with, as-per a Council mandated policy, unless a public safety issue has been identified.

MOTORIZED SNOW VEHICLES (ATVS AND SNOWMOBILES) No person shall operate a motorized snow vehicle within any settlement area between the hours of 11:00 p.m. and 7:00 a.m. any day of the week. No person shall operate a motorized snow vehicle in or on the following public municipal lands: public parks, playgrounds, walkways, cemeteries, Township trails (unless the trail forms part of an Ontario Federation of Snowmobile Clubs authorized snowmobile trail), or along a sidewalk situated along any road. This is

to increase the safety of pedestrians on municipal property.

SIDEWALK & ROOFTOP SNOW AND ICE REMOVAL Sidewalk snow removal within the settlement of Elmira is cleared by a private company under contract to the Township. The cost is levied onto residents’ tax bills. All property owners outside of Elmira must clear their sidewalks of all snow and ice within 24-hours of a snowfall. This includes all sides of properties on corner lots. Ice on rooftops can pose a safety concern and should be removed. Attendance

Due to the intensity of information in these courses, 100% attendance and participation is required. To be certified, any missed classes will require a make up private lesson. Make up lessons will be charged as private lessons, as per our current Fees & Charges. Those who chose not to complete make up lessons may continue to attend and participate, but cannot be certified, due to certification and legal requirements.

What to Bring to a Course

Please bring the original copy of any prerequisites. Course manuals and materials will be provided on the first day of the course. For aquatic courses, bathing suit(s) and towel(s) are required. Recommended: comfortable clothing, notebook, pens/pencils, snacks, lunch, water bottle.

Certification

Many courses have an exam session. To be certified, candidates must successfully complete all aspects of the course, at the discretion of the instructor and course examiner. This includes exams, fitness requirements & written tests.

SWIM TEST CRITERIA:

• Front Swim: 25m (recognizable front crawl or breaststroke with near horizontal body position) • Tread Water: 1 minute (vertical and stationary body position, with ears staying above water)

• Must complete Swim Test (without Mermaid Tail) before attempting the Mermaid Tail Swim Test • Swim with Mermaid Tail: 15m continuously, change direction, and swim 15m back to point of safety • Those who complete the test will be issued a purple wristband

Children 10 years and older may be admitted to the pool area unsupervised, although swimming with a buddy is encouraged.

TIPS FOR SUCCESSFUL SWIMMING LESSONS Whether it’s your first time in lessons, or you’ve swum with us before, welcome! We offer aquatic programming to help keep our community safe in, on and around the water. This includes the Lifesaving Society’s Swim for Life programs, Swim to Survive, Learn to Dive, Advanced Aquatics, Aquafit classes, and recreational swims. Our programs are for people of all ages and abilities – you’re never too young to start, and never too old to learn! Learning to swim takes time and practice to develop the skills, techniques and endurance to be Water Smart. • Come ready to swim! Remember your bathing suit and towel! Bathing suits should not have built-in floatation, and you do not need to bring a PFD to lessons. For beginner swimmers, goggles can be a false sense of security. If your swimmer feels that they need goggles, they may bring them; although your instructor will encourage swimmers to be comfortable without goggles. • Shower before you swim. • Help us keep our pool water safe and prevent pool contamination. Please refrain from eating large meals before swimming. All swimmers are encouraged to visit the washroom before entering the pool; those without bowel control are required to wear a swim diaper. • Strollers are not permitted on the pool deck.

• Learning to swim is more than just swimming lessons. Practice swimming skills outside of lessons – join a family or public swim to reinforce what is learned in lessons. Ask your instructor what skills should be practiced, or refer to the charts posted in the pool viewing areas for a summary of each level’s skills. • Focus on SAFE and SUCCESSFUL. Learning to swim is a life skill, and it takes time. Allow your swimmer to progress at their own rate, and keep realistic expectations. Remember, learning to swim is about mastering the skills to be safe in the water, not about passing the levels. • Talk to your instructor & the Supervisor. Ask about successes and areas of improvement. Have a concern? Please let your instructor or the Lesson Supervisor know early in the session.

Masters Swim Fitness & Triathlon Training

This introductory recreational level teaches lifeWednesdays saving fundamentals, with a continued focus on 7 – 8 pm stroke technique and endurance. In this coach-led program, athletes learn about swim workouts, team building, sport ethics and responsibility. Athletes progress at their own pace, completing skills like 300m workouts, dives, flip turns, throwing with a rescue tube and swimming under obstacles. Note: Ability to swim at least 100m consecutively is required. Group lessons tailored to your swimming & water safety goals. Swim Basics 1 For those new to swimming – become more comfortable in the water, including holding your breath, floating, deep water comfort, and treading water. You will gain confidence learning front and back crawl. Swim Basics 2 Building on the fundamental skills, you will work on stroke technique (front crawl, back crawl, breast stroke, etc.), build fitness & endurance, and learn how to incorporate swimming into your fitness regime.

Teens (13-18yrs) Tuesdays 8:30 pm

A program for those seeking alternative fitness through swim training. The program is designed to enhance competitive swimming abilities, stroke techniques & personal fitness. Workouts range from high intensity interval training to endurance training. Coaches create workouts to meet individual and collective needs. Woolwich is fortunate to have more than 90 km of public trails available to residents and visitors. There are hardpacked granular trails, natural footpaths and some paved sections. While the trails in Woolwich are not winter maintained, they are open to the public for hiking with some geared to cross country skiing and snow shoeing. Infrastructure Services & Development Services Through a Township organizational review, the Engineering & Planning Services Department is now known as Infrastructure Services and Planning and Development Services. These departments continue to provide a variety of services to the community. Through responsible & sustainable planning and growth management practices, Woolwich has been able to maintain and enhance its status as a Healthy Community. The Township works diligently to preserve and protect the unique nature of Woolwich as a ‘community of communities’. We will continue to advocate for affordable housing opportunities, and work with stakeholders to ensure that people in our community feel like they belong. We will also continue to focus on maintaining and renewing the Township’s infrastructure to provide residents with safe & secure roads, bridges, facilities, and water & wastewater infrastructure. Winter maintenance of Township roadways are completed in accordance with the Ontario Minimum Maintenance Standards for Ontario Highways. During extreme snowfall events, main roads and transit routes will take priority over residential and low traffic volume streets. To help ensure safety during the winter months, please adhere to the following: • Please ensure that children do not play on the road side snow banks. • Please be patient, when plowing operations begin trucks follow a pre-determined route to minimize duplication and maximize the efficiency of snow clearing operations. Plowing operations can take several hours or longer depending on the amount of snow.

• When travelling behind a snow plow, please be cautious as they will frequently stop and back up. • We understand your frustration when you clear your driveway and then a plow comes by and leaves a windrow of snow. Unfortunately, it’s impossible to plow without leaving one.

SIDEWALK SNOW CLEARING For all Settlements, except Elmira, property owners are required to clear snow from the sidewalks in front of or beside their homes or businesses within 24 hours after the end of a snow fall that results in an accumulation of 38mm or more. The Township of Woolwich contracts the removal of snow on sidewalks in Elmira and then adds this service to the benefitting property owner’s tax bill. In Elmira the contractor has 24 hours after the end of the snowfall to clear the sidewalks.

Woolwich Fire & Emergency Preparedness A HEALTHY COMMUNITY IS A SAFE COMMUNITY For over a century, the Woolwich Fire Department has protected the community and ensured the well-being of residents. This long history, coupled with recent innovations, has significantly impacted the Township’s status as a leader in Emergency Management across the province. There is a confident sense of security across all of our settlements, which is achieved by a relentless commitment to providing knowledge and information regarding Fire Prevention and Emergency Preparedness. Ensuring a healthy community through a culture of safety is a priority that impacts many decisions made by the Township.

VOLUNTEER FIREFIGHTERS Our Volunteer Firefighters, provide emergency services to residents in Woolwich and surrounding communities working out of our 6 fire stations. This is an exceptional group of dedicated and well trained firefighters that provide the Township with an excellent level of service. The Fire Department responds to life-threatening emergencies including: motor vehicle accidents; hazardous spills; medical emergencies; Carbon Monoxide and Smoke Alarm activations; and, fire-related emergencies. All Volunteer Firefighters use a Green light in their personal vehicle. When you see this light, please remember to be courteous and allow the right-of-way.

ON THE LEADING EDGE: JOINT EMS / FIRE STATION OPENED IN BRESLAU As the population in Breslau continues to grow, so does the risk of an emergency. The decision to build a joint Breslau EMS /Fire Station facility, which will be occupied by Waterloo Region EMS and Woolwich Township Fire, has been made with community safety as a top priority. The new facility is located at 51 Beacon Point Court in Breslau, with direct access to Highway 7 and will improve coverage, specifically in Breslau, Bloomingdale and across neighboring areas. In June 2017 construction of the joint facility commenced and with completion a year later in June 2018. The new facility has room for three fire trucks which

allows for future growth, while the EMS part houses two ambulance bays, the new fire hall will be showcased on September 15th as part of the Doors Open Waterloo Region Event.

EMERGENCY PREPAREDNESS: WE CAN KEEP YOU SAFE! Since the 1980s the Township has partnered with the Community Awareness and Emergency Response (CAER) group, to develop emergency preparedness & safety issues arising in Woolwich. The large chemical manufacturing, industrial, and oil refining industries in the Township present a unique public safety challenge. There are two main components of the CAER initiative: Community Awareness is the branch of CAER that keeps the community informed. Communication is provided around the nature of our local industry and what steps citizens should take in the event of a natural or industrial emergency. Emergency Response This function drove the formation of CAER, bringing municipal and industrial emergency responders together to identify potential risks associated with industrial operations and to develop emergency plans around them.

MAY 11TH EMERGENCY PREPAREDNESS OPEN HOUSE On May 30th 2019, the Township’s Community Awareness and Emergency Response (CAER) group held an Emergency Preparedness open house at the Woolwich Memorial Centre, in the Jim McLeod arena for more than 280 Grade 7 students and teachers from across the Township of Woolwich. The students participated in various interactive displays relating to Emergency Response and Emergency Preparedness including ‘Lectric Larry’s electrical safety demonstration, and water safety demonstrations by the Grand River Conservation Authority (GRCA) to name a couple. We would like to thank the participating schools, volunteers, display vendors, local merchants and companies that helped make the event a success. We look forward to hosting the open house again next year.
