Welcome to our beautiful Township!
With the start of a new decade, I’m very excited about all of the opportunities in Woolwich’s future. We can all appreciate the value of developing safe and healthy spaces to live and play, and the positive impact these spaces have on residents’ quality of life. One of the key focus areas of our current Strategic Plan is Healthy Communities. The Township works hard to preserve, protect, and cultivate the lifestyle elements and amenities that make Woolwich a sought-after place to live. Staff consider the relevance of social, capital, and civic engagement; healthy living and active lifestyles; sustainability of the natural environment and related resources; creating and maintaining inclusive and accessible communities; and ensuring the continued safety of the Township
Woolwich Township, with our pastoral heritage and gorgeous landscapes, offers new and exciting ways to experience a taste of our idyllic countryside and thriving business communities! The Township is home to the bustling St. Jacobs Farmer’s Market and the world’s largest one-day Maple Syrup Festival, occurring every April in Elmira. Woolwich thrives with a sense of community; people here work together to help each other. Whether you live here or work here, you are key to leading that growth and our unparalleled sense of engagement. We are a community that focuses on collaboration and cooperation, understanding that these are vital components for how we can and will continue to make our Township known for its healthy, sustainable, engaged, and vibrant communities. Recently, one of our major focuses has been on the Township’s sustainability practices, through our Greening Initiative. The Township has made a concerted effort toward becoming a more sustainable corporation and community. To this effect, we have some very committed volunteers who encourage Council to take steps to make the Township greener and more accountable, including the Township’s Environmental Enhancement Committee (TWEEC), which is working to increase our tree canopy and to improve our downtown core. It’s been very exciting to see how much has already been accomplished and to look forward to the various other great initiatives that are still being rolled out. There is much more than I have space for here! If you’re looking to support the Township’s Greening Initiative, you may wish to join TWEEC or any one of our many service groups or organizations. This is a great way for you to become acquainted with your neighbours and for us to get to know you! Those looking to stay up-to-date on Township news through a more dynamic format than our traditional communication channels are invited to join us on Wednesday, May 20th for the 2020 State of the Township Address at 40 South Street West, in Elmira. From 7:15 am – 9:00 am, we’ll share breakfast and discuss current events within our Township, with proceeds benefitting a local community organization. Our objective is to always provide accessible, efficient and effective government to our residents. I encourage you to use this guide as an instrument to get involved in your community, make a positive impact, and live a healthy and active lifestyle. To build our new Strategic Plan, which will guide us through to 2030, we require the community engagement that Woolwich is known for. Last spring, we met with engaged residents and business owners from across the Township. Staff gained valuable input during community engagement sessions held in Breslau, Elmira, and St. Jacobs. Residents and stakeholders exhibited passionate involvement in their communities, from supporting active lifestyles and local community hubs to considerations for resident engagement and support for our robust tourism industry. We will soon be asking residents and business owners to provide us with additional input regarding the Strategic Plan priorities through online engagement. Your input is invaluable to this process. Consider— • D o you ever dream about a brighter future for your community? • How can we make our community a better place to live, work and play? • What do you want us to know about your community’s priorities? • What actions can we take to improve wellbeing in your community—and beyond it? WARD 1 It is a continued honour to serve as your Ward 1 Councillor, and I look forward to being your representative for the next three years. Some of the issues I am interested in are Council’s relationship with appointed staff, managing growth in our community, and building better streets. Elected officials and hired staff are not competing forces. They should work together towards a common goal, each doing their own job. As our Township and Region continue to grow managing that growth will be important. Sprawling subdivisions require the most expensive infrastructure to maintain, and if we don’t grow responsibly the price we will pay for that will be significant. Building better streets in our Township will require working with the Region, as many of our main streets are Regional roads. Our streets can be built to support diverse activities, active transportation and local businesses which will strengthen our community. As Councillors, we hear a lot about affordable housing. This has become an issue in many regions in Canada, including our own. We must do what we can to work with our Regional and provincial colleagues to address this issue. Young people getting into the housing market for the first time, empty-nesters downsizing, and active seniors trying to maintain their independence are all feeling the pressure from the lack of affordable housing. In November Doug Griffiths was invited to our community to deliver his 13 Ways to Kill a Community presentation at the Somebody Should Do Something event. Griffiths is a sought-after “community therapist” working with communities across North America. Woolwich Healthy Communities organized and hosted his presentations, workshop and showcase to raise awareness in the community of the need for volunteer time, input and expertise. Over the span of 2 days about 650 residents got to hear much of what he had to say about how to develop our communities, how the future will impact us and the importance of citizen involvement. In his assessment, Griffiths writes “No municipality will ever have enough resources to meet all growth demands, and the substantive growth that is taking place in this region will make the lack of resources an endemic issue.” Council budget deliberations are an excellent example of how the municipality prioritizes resources that best serve residents now and for the future. The discussion emanating from the 2020 budget discussion is of transitioning from a mid-sized municipality to a more substantive one that is being driven by growth and requests for services from new residents. Where that discussion leads must be tempered with our collective ability to pay. Growth does not pay for growth, and while additional services are nice for some, our taxes will see significant increases. Council will be looking to hear from residents over the coming year for your input and direction. Griffiths offers this about community building. “Success is always a work in progress, not a destination. No one is ever done working on building success.” As a member of the Woolwich Healthy Communities committee I’m working with residents to build upon the success of Somebody Should Do Something. As a group, we’re working on new community-focused
initiatives that were driven from feedback from participants who attended our event. The four key areas of identified were housing, downtown revitalization, community events and promoting a positive attitude. If any of these topics are areas of interest to you, we would appreciate hearing from you to volunteer with us. We can accomplish so much more together for a better community for us now and our future. WARD 2 I am impressed when the Council Chambers are filled during a Council meeting. It means that our community is engaged and interested in issues that will change their lives or the life of our community. It is great to see people who might seldom speak in public, get up, and articulate their vision for a project or service in the Township. I was also impressed with two events that happened every week all summer long. Each Friday, a set of food trucks came to a different church in town. There was a great variety of food, and there was great conversation among the community. It was good to see people that we knew from ten years ago, but our paths had not crossed in recent years. Food, fun, friendship, and fellowship every Friday night. Then, on Sunday nights at Gore Park was the musical concert series. The whole park is packed. There are people who attend from outside of the area. It gets so full that they might have to find a new venue or close off the street! Country music is not my favourite style, but it is a strong community event that makes this such a great place to live. And both of these community events are planned by the community and for the community. It is not a Township staff or Council driven event. It is about us and for us. And finally, our neighbour invited the whole street for a block party. We came late but had a great time getting to know our neighbours better. So, maybe when a difficulty happens to one of our street members, we will be able to respond in better ways. We should have hundreds of street parties all over the Township, so we can strengthen our communities.

WARD 3 I am proud to be representing the community of Woolwich as a representative of Ward 3 on Township Council. A healthy, active community has always been very important to me. Whether in my role as a Councillor, a resident, a volunteer, and – most importantly, – a father and grandfather, protecting and promoting all the elements that make Woolwich such a wonderful place to live, work and raise a family has always been my foremost priority. Volunteerism has been a substantial part of my life in the Township. From my role in helping to provide positive recreation programs and suitable facilities on the Conestogo Recreation Association to the over twenty years of service I have provided in protecting the health and well-being of residents as a volunteer firefighter, giving back to the community that has provided me with so much has been a privilege and an honour.

to the local government, we have to find ways to continue to offer the standard of service you have come to expect, while maintaining the infrastructure we already have.
Since recently retiring after twenty-nine years, I look forward to spending more time helping to shape and preserve the community I love. As your representative on Council, I will continue to make prudent and thoughtful decisions in an open and transparent manner befitting the trust you have placed in me.
On a more positive note: The last time I wrote about our “Greening Initiative” and my initiative for the Township to add and implement a topsoil standard. I am pleased to report that, after a number of years of work, the following resolution was passed: “3. That the Council of the Township of Woolwich directs staff to include the provisions for screened topsoil at a minimum depth of 0.45 metres in the front and rear yards of all new residential developments.” I want to thank the rest of my colleagues for their support on this initiative.
I will continue to work tirelessly, as I have throughout my time on Council, to ensure that future generations, like my grandchildren, will get to experience the same rewards and pleasures that living in Woolwich has provided for me.

Local Government Council Meetings / Township Information and Services
Committee of the Whole and Council Meetings The Council of the Township of Woolwich generally meets as Committee of the Whole in week one, as Council in week two, and has no meetings in week three. The three-week rotational schedule is set at the beginning of each year. Any decisions made at a Committee of the Whole meeting are not final and must be ratified at the following Council meeting. Council meeting details, agendas and minutes are available on the Township’s website under the headings Township Services, Mayor and Council.
WANT TO SPEAK TO COUNCIL? Council is always interested in hearing from residents or agency representatives. Before bringing a concern to Council, residents should attempt to have a staff member in the appropriate department resolve the concern. If a concern still exists, you can contact a member of Council for assistance. They might recommend that you register as a delegation to address all members of Council at a public meeting. Delegations are given 10 minutes to speak; we can supply a laptop and projector upon request. Full details on how and when to register as a delegation, and other information helpful to you
as a speaker, is available from the Council and Administrative Services Division by calling 519-669-6004 or available on the Township’s website under the headings Township Services, Mayor and Council. If you wish to register as a delegation, please keep in mind: • Delegations must register for the meeting agenda by 4:30 pm on the Thursday before the meeting. • Agendas are published on the Township’s website by 2 pm on the Friday before the meeting. • To speak to an item that is already listed on the agenda, delegations may register for the “revised agenda” until Noon on the day of the meeting. • Delegations about personnel issues, enforcement concerns or legal matters are not permitted. Township information and services ANIMAL CONTROL DOGS AND KENNELS The Township of Woolwich requires all dogs to be licensed and wear their annual dog tag, effective within 21 days of moving into the Township. The Animal Control By-law requires that residents purchase dog tags before March 1st of each year for all dogs over the age of 16 weeks. Service dogs require tags, but the fee is waived. Dog tags give the peace of mind of knowing that if your dog is ever lost and found wearing their tag, you can save the pound fees and your pet receives a free ride home. Dog owners are restricted to owning three dogs per property. Kennels must also be licensed and are only permitted on agricultural properties, subject to certain conditions and annual inspections. For more information about where to purchase dog tags, or to apply for a kennel license, please visit the Township Services, Animal Services section of our website at www.woolwich.ca or call 519-669-6009.
DOG LICENSING Starting with the sale of the 2020 dog
tags, a new dog licensing process will be implemented. Residents will receive dog tag licensing forms by mail with their property tax invoice, to all properties in the Township. The updated process will allow residents the opportunity to license any dog(s) which may not have previously been licensed. Residents owning dogs will have until March 1st of each year to purchase a dog tag or update their information in the Township’s system. If outstanding licensing fees are not paid by March 1st, a reminder letter will be sent by mail stating the outstanding balance for the dog tag. If an outstanding balance remains after April 15th of each year, the outstanding balance will be added to the tax roll with an administration fee of $15.00. As a reminder, please note that licensing your dog is mandatory in the Township of Woolwich as-per our Animal Control By-law, available on our website.
ANIMAL CONTROL SERVICES UPDATE The Township of Woolwich has contracted the Kitchener-Waterloo Humane Society to provide animal control, dog licensing, shelter services, and relevant
by-law enforcement for the municipality. Residents of the Township should call the Kitchener-Waterloo Humane Society at 519-745-5615 for the following: • to report by-law violations (except barking dogs – see below) • to report stray animals • to report a lost pet • to report a found pet • to report injured animals • to report a dog bite • to report a dead domestic animal • to report dead wildlife (dead wildlife on public property is collected at no charge) Barking dogs are considered a noise violation and are handled by Township Bylaw Enforcement Services or the police. If you are experiencing a disturbance in the Township of Woolwich and are looking to report a noise complaint, please call 519-669-6009. Please note that all complaints are made confidentially, and that the Township is unable to investigate complaints where the location of the dog is unknown.

CATS The Township does not regulate or control cats.
WHERE TO TAKE STRAY OR INJURED CATS OR DOGS Residents may deliver stray or injured dogs and cats to the K-W Humane Society at 250 Riverbend Drive in Kitchener (519-745-5615). Please call to make an appointment first and to provide details on where the animal was found.
ENFORCEMENT SERVICES By-law Enforcement Services delivers professional customer service in a timely and effective manner when enforcing Township by-laws. The Township’s Enforcement Officers operate primarily on a complaint basis, unless they encounter a safety issue, and work towards compliance through education first, wherever possible. If you wish to make a by-law contravention complaint, you will be asked to provide your full name, address, phone number and the exact location of the concern, as well as relevant details which can be verified by an Enforcement Officer. Complainant information is kept confidential unless you agree to provide your name as part of a court process. Complaints may be made by email, letter mail, or by calling 519-669-6009 Monday through Friday from 8:30 am to 4:30 pm. Complaints filed without the complainant’s contact information will not be dealt with, as-per the Council mandated policy, unless a public safety issue has been identified by Enforcement Services staff.
MOTORIZED SNOW VEHICLES (ATVS AND SNOWMOBILES) No person shall operate a motorized snow vehicle within any settlement area between the hours of 11:00 pm and 7:00 am any day of the week. No person shall operate a motorized snow vehicle in or on the following public municipal lands: public parks, playgrounds, walkways, cemeteries, Township trails (unless the trail forms part of an Ontario Federation of Snowmobile Clubs authorized snowmobile trail), or along a sidewalk situated along any road. This is to increase the
safety of pedestrians on municipal property.
SIDEWALK & ROOFTOP SNOW AND ICE REMOVAL Sidewalk snow removal within the settlement of Elmira is cleared by a private company under contract to the Township. The cost is levied onto residents’ tax bills. All property owners outside of Elmira must clear their sidewalks of all snow and ice within 24-hours of a snowfall. This includes all sides of properties on corner lots. Ice on rooftops can pose a safety concern and should be removed. For questions and concerns regarding Sidewalk Snow Removal, please call 519-669-6009.
MARRIAGES LICENCES Corporate Services staff can issue Marriage Licences. Please note that you will need to make an appointment to have your licence issued. Please call the office at 519-669-6009 or email us to request an appointment. If you do not make an appointment, we cannot guarantee the availability of a licence issuer. The application form for a Marriage Licence and other information is available on the website under the Township Services menu. The applicant(s) must bring the completed application form, signed by both applicants, and two pieces of government issued ID for each applicant when you come in for your marriage licence application appointment. The cost of a marriage licence is $140. If this is not your first marriage, please call 519-669-6009 or visit us online to see what additional documentation you are required to provide. Your marriage licence can be issued up to 90 days prior to the intended date of marriage.
CEREMONIES The Township of Woolwich offers professional Officiants for Civil Marriage Ceremonies at your location or ours, weekdays, evenings, and weekends! The Civil Marriage Ceremony is a dignified, non-denominational ceremony which adheres to the requirements of the Province of Ontario’s Marriage Act. We have

several Marriage Officiants ready to serve you. Fill out the online ceremony request form on the Township website or call 519-669-6009 to speak to our Ceremony Facilitator. Please note that we do require advance notice of at least two business days for an on-site ceremony to ensure an officiant is available.
FEES Council Chambers Ceremony (seating for up to 25 people) • During Business Hours - $250 + HST • Non-Business Hours - $350 + HST • Your Preferred Location $350 + HST (locations outside of the Township can be accommodated, with advance notice) Please note a $50.00 non-refundable deposit is due up-front when the ceremony is booked. Evening ceremonies can be accommodated, subject to Officiant availability. If you would like to purchase Township witnesses for your on-site ceremony in Council Chambers, the cost is $25.00 + HST per witness. Please note this service is only available for ceremonies that occur in Council Chambers during regular business hours: 8:30 am to 4:30 pm, Monday to Friday. PARKING OVERNIGHT PARKING Between April 1st and November 30th, residents are allowed to park vehicles overnight on Township roads for a maximum time period of 24 consecutive hours. Do not park within 1.5 metres of a driveway access or within 9 metres of an intersection. Overnight parking is prohibited on Township roads between December 1st and March 31st every year. It is important to keep vehicles from parking on the road during this time for effective snowclearing operations, which also enhances community safety and access for emergency responders. The parking ban is advertised in the Community Page of the Woolwich Observer, on our website, and through social media beginning in November of each year. New to Elmira Union in 2018 is our first 48 Niche Columbarium.
Parking fines may be paid at the Township of Woolwich Administration Office by cash, cheque, or debit. A convenient drop box is available at the Township Office opposite Maple Street. Payment may also be mailed to the Corporate Services Department. Questions or inquiries about parking tickets issued in the Township of Woolwich may be directed to our Enforcement Services Division at

CEMETERIES The Township of Woolwich operates two active cemeteries – Elmira Union on Church St. W, Elmira and St. Teresa on Arthur St., north of Elmira.
General Cemetery Guidelines as per the Cemetery By-law: • Visitors are welcome at the cemeteries daily from 7:00 am to sunset. • Children must be accompanied by an adult. • Flowerbeds of annual plants only. Edging materials are not permitted.
• Containers or decorations are not to interfere with the care of the lot. • No glass allowed. • All decoration must keep with the dignity and decorum of the cemeteries. • Township must approve all additions to grave sites. BOOKING DETAILS • A 25% deposit is due at time of booking with the balance due 3 weeks prior to the event. The facility rental will not be confirmed until the deposit is received. • A $200 damage deposit is required for all rentals. • Additional information for alcohol events is required. This information will be communicated at the time of booking. • Alcohol rentals require a minimum of $5 million Liability insurance. Meeting Rooms are also available to rent.

NEW! Cycling Skills Training Ages 9 – 13 years Join Cycling Into The Future’s experienced cycling instructors for a fun, hands-on bike safety course. Students will learn the rules of the road, bike handling skills, how to repair a flat tire, and how to ride safely on neighbourhood streets. The course involves classroom instruction, closed-course skills practice and on-road instruction. Course fee includes a bike tune-up, helmet fitting, a bell and course completion certificate. Students must be able to balance a bike without training wheels. They must also have a properly-sized bike in decent condition and an undamaged helmet that fits.

Participants will receive a take-home workbook.

Babysitting Ages 11 – 15 years This Canadian Red Cross course covers everything from managing difficult behaviors to essential content on leadership and professional conduct as a babysitter. Participants will take home a Babysitter’s Manual. Please bring a stuffed toy/doll to practice infant care.

Attendance
Due to the intensity of information in these courses, 100% attendance and participation is required. To be certified, any missed classes will require a make up private lesson. Make up lessons will be charged as private lessons, as per our current Fees & Charges. Those who chose not to complete make up lessons may continue to attend and participate, but cannot be certified, due to certification and legal requirements.
What to Bring to a Course
Please bring the original copy of any prerequisites. Course manuals and materials will be provided on the first day of the course. For aquatic courses, bathing suit(s) and towel(s) are required. Recommended: comfortable clothing, notebook, pens/pencils, snacks, lunch, water bottle.
Certification
Many courses have an exam session. To be certified, candidates must successfully complete all aspects of the course, at the discretion of the instructor and course examiner. This includes exams, fitness requirements & written tests.

Go Girls! Healthy Bodies, Healthy Minds! Ages 12 – 14 Go Girls! is an opportunity for girls to participate in fun activities and engage in exciting discussions that encourage active living and balanced eating. NEW! Lifesaving Society Safeguard (12+ years) This safety supervision training is designed for guardians (day camp counsellors, Leaders in Training, Scout or Guide Leaders, etc) who accompany groups of young people to pools or waterfronts. This certification course stresses the responsibility of these leaders for safeguarding swimmers, even under lifeguard supervision. This course focuses on water safety awareness, accident prevention, identifying hazards, and how to respond safely in an aquatic emergency. The ability to swim 50m and tread water for 2 minutes is required. This course has both classroom and pool portions.

NEW! Summer Camp Leader in Training Program (13 – 16 years)* Do you want to be a Day Camp Leader? This program focuses on leadership styles, goal setting, teamwork skills, game/activity planning, identifying bullying and prevention strategies, and offers tips for working with children and leading activities in our Summer Day Camp Programs. Includes LSS SafeGuard and Anaphylaxis Rescuer certifications, and a canoe trip. After completing this program, there is an expectation that youth volunteer with at least 2 weeks of Township of Woolwich Kids Camps.

Youth must pass the swim test, and adults must be comfortable swimming 50m with their face in the water. This program is offered by the Woolwich Wave Swim Team, in partnership with the University of Waterloo, and the Township of Woolwich. The program is made possible through a Gender Equity in Recreational Sport Community Grant (CPRA) and the Sport Information Resource Centre (SIRC). • Front Swim: 25m (recognizable front crawl or breaststroke with near horizontal body position) • Tread Water: 1 minute (vertical and stationary body position, with ears staying above water)
• Must complete Swim Test (without Mermaid Tail) before attempting the Mermaid Tail Swim Test • Swim with Mermaid Tail: 15m continuously, change direction, and swim 15m back to point of safety • Those who complete the test will be issued a purple wristband

TIPS FOR SUCCESSFUL SWIMMING LESSONS Whether it’s your first time in lessons, or you’ve swum with us before, welcome! We offer aquatic programming to help keep our community safe in, on and around the water. This includes the Lifesaving Society’s Swim for Life programs, Swim to Survive, Advanced Aquatics, Aquafit classes, and recreational swims. Our programs are for people of all ages and abilities – you’re never too young to start, and never too old to learn! Learning to swim takes time and practice to develop the skills, techniques and endurance to be Water Smart. • Come ready to swim! Remember your bathing suit and towel! Bathing suits should not have built-in floatation, and you do not need to bring a PFD to lessons. For beginner swimmers, goggles can be a false sense of security. If your swimmer feels that they need goggles, they may bring them; although your instructor will encourage swimmers to be comfortable without goggles. • Shower before you swim. • Help us keep our pool water safe and prevent pool contamination. Please refrain from eating large meals before swimming. All swimmers are encouraged to visit the washroom before entering the pool; those without bowel control are required to wear a swim diaper. • Strollers are not permitted on the pool deck. • Learning to swim is more than just swimming lessons. Splashball Water Polo (1 hour)
We’re excited to partner with KW Water Polo Club to offer this introductory Water Polo Program! This program is for children 6 – 12 years old who are comfortable swimming (completed Swimmer 3 or higher) and are interested in learning Water Polo game play, techniques and fitness.

Join us in the pool and fitness centre for coach-led training sessions! Improve your swimming, cycling and running technique and endurance in preparation for triathlons, competitions and lifelong fitness. Note: Ability to swim 25m with face in the water is required.

Youth Lifesaving Sport (1 hour)
This introductory recreational level teaches lifesaving fundamentals, with a continued focus on stroke technique and endurance. In this coach-led program, athletes learn about swim workouts, team building, sport ethics and responsibility. Athletes progress at their own pace, completing skills like 300m workouts, dives, flip turns, throwing with a rescue tube and swimming under obstacles. Note: Ability to swim at least 100m consecutively is required.

Swim Basics 2 Building on the fundamental skills, you will work on stroke technique (front crawl, back crawl, breast stroke, etc.), build fitness & endurance, and learn how to incorporate swimming into your fitness regime.

Participants in our Kids Camp are 5 – 10 years old – 4 year olds can register if they are turning 5 before Dec 31st, and are fully toilet trained. Camp leaders will take age and developmental differences into account when creating groups and programming activities.

Try out our awesome specialty camps (Golf & Sports; Kitchen Adventures), great for youth 8 – 14 years old who are looking for a fun new challenge! Participants in our Youth Adventure Camp (YAC) are 9 – 14 years old. YAC is specifically developed to meet the interests and needs of youth in this age group, and our camp leaders plan activities that will incorporate activity, trying new things, learning and fun! Woolwich Memorial Centre Kids Camp: $190 / week, $155 / 4 days YAC: $205 / week, $160 / 4 days Golf & Sports Camp: $295 / week Kitchen Adventures: $220 / week

Camp Hours
Regular camp programming hours are 9 am – 4 pm. Extended care (8 – 9 am and 4 – 5 pm), which includes our supervised drop off hours, costs $5 / day. Quiet games, crafts and reading are part of this extended care.
Camper Drop Off & Pick Up
For camper safety, adults MUST show photo ID during camp pick up. Campers 9 years and under must be picked up by an adult that is identified in advance. Only those adults listed during registration will be permitted to pick up your child(ren). Campers 10 years or older may only leave by themselves if this has been indicated during registration. Please notify us if your child will not be attending camp, or of any change in your child’s pick up routine by calling 519-514-7000.
Our Staff Team
Our amazing camp staff have been hired based on their experience, creativity and enthusiasm working with children. They are certified in Standard First Aid & CPR-C, High Five*, and Lifesaving Society SafeGuard, and complete in depth, onsite training. Our Summer Camp Leaders are supported by on-site Summer Camp Coordinators, and are complimented by our volunteer Leaders in Training. Our camp operates with a maximum ratio of 1 leader for every 10 campers. *High Five is Canada’s only comprehensive quality standard for children’s sport and recreation, an evidence-based approach to healthy child development.

Typical Camp Day
A typical camp day runs from 9 am – 4 pm, and includes games, crafts, indoor and outdoor play. Our weekly themes help guide planning of our activities, games, crafts, outings and special guests. The camp day will also include non-themed portions. For safety for those with life-threatening allergies, our camps are a “nut aware” environment. We ask that all families avoid sending peanut or nut products to camp. Please send energizing snacks including fruits and vegetables. Campers are asked to bring a water bottle to camp.
Lunch & Snacks
WMC lunch option (daily) includes choice of meal (tuna wrap, back bacon sandwich, hot dog, hamburger or grilled cheese); side dish (fries, popcorn or chips); snack (apple, banana or veggie sticks); and drink (water or juice box). Please note that food offerings may change. Breslau & Conestogo lunch option (Fridays) includes choice of pepperoni or cheese pizza; popcorn or veggies & dip; water or juice

Medical Information
Please ensure camper medical information is updated during registration, including an emergency contact. Should a camper require medication while at camp, please inform the Camp Coordinator and complete the Medical Administration Form. All medications brought to camp must be in their original container. All medications will be stored in the Coordinator’s office, with the exception of EpiPens and inhalers, which are carried by the camper in a waist pouch. In the event of a medical emergency, camp staff, Township staff and/or lifeguards will provide immediate medical treatment, including follow up with EMS if necessary. Parents will be notified in the event of a medical emergency.
Inclusion at Camp
We strive to integrate all campers into our summer camp programs. To help us best support your camper’s experience at camp, we ask that any additional needs be disclosed during registration. A staff member will be in touch to discuss how we can best integrate your camper into our group programming. Please note that we are unable to provide one to one support for campers with additional needs. However, we welcome volunteers or support workers provided by the family in this capacity.
Camp Attire
Campers should come ready for fun! Sunscreen, a hat, closed-toe shoes and weather-appropriate clothing are required. Please send clothes that are comfortable to move in, and that can get messy. The Township of Woolwich is not responsible for any lost or stolen items.
Inclement Weather
Rain or shine, we’re here to play! We plan a majority of our camp day to be outside, although during inclement weather, camp program will relocate inside. A movie (rated G or PG) may be shown in the event of inclement weather – please contact the Camp Coordinator with questions regarding the choice of movie.
Camper Behaviour Expectations
We strive to ensure all campers have a GREAT, safe and fun experience at camp. We have fun, play fair, and show respect for ourselves and others. This includes: Respect yourself: Come to camp with a positive attitude and participate so you can have the best experience! Respect others: Stay out of other’s personal space, speak nicely to others, and listen to your leaders. Respect property and the facility: Touch only what belongs to you, stay within the activity area, and clean up after yourself. Physical aggression and bullying behaviour may require temporary or full suspension from camp. Refunds will not be issued for campers that are sent home from camp for behavioural or safety concerns. Each week revolves around a different theme that guides the activities, trips and special guest, and the camp day also includes some non-themed portions. Regardless of the theme the overall structure of the program remains the same, including sign-in, sign-out, snack, lunch and swim time. Campers will be asked to participate in all activities, unless written or verbal permission from a parent or guardian, to a leader, has been given for special circumstances.
Swimming (WMC)
Camp at the WMC includes swimming – bring your bathing suit and towel! Lifeguards and camp staff will supervise the swims. The Swim Admittance Policy is in effect – campers aged 6 to 9, wishing to swim in the lap pool will be required to complete the facility swim test. For safety, we offer 2 attempts for completing the swim test each week. Completion is at the discretion of the lifeguards on duty. The swim test includes: 25m of recognizable front crawl or breast stroke and tread water for 1 minute. As safety is our first priority, campers 5 and under, and those who do not complete the swim test, MUST wear a lifejacket and swim with a leader, in the leisure pool or shallow end. Camp swimming lessons are an optional add on for camps at the WMC, and run from 4 – 4:45 pm each day.

Woolwich Trails Spring and Summer - a great time to explore a new trail or visit an old favourite! Woolwich is fortunate to have more than 80 kms of public trails! Choose from hard-packed granular trails, natural footpaths and paved trails. 2020 GREENING VOLUNTEER OPPORTUNITIES–SOMETHING FOR EVERYONE!
TOWNSHIP OF WOOLWICH GREENING INITIATIVE • To mark the kick-off of the Township of Woolwich Greening Initiative, Woolwich residents, Trees for Woolwich and TWEEC volunteers, businesses and Township council and staff were busy in 2019 with many greening activities. • Tree planting: 1157 trees were planted in parks, rural areas and along boulevards as part of the Trees for Woolwich campaign. Six community tree-planting events were hosted in 2019. • $50 tree vouchers will be available to Woolwich residents for a $5 donation to T4W in 2020. • 401 trees were inventoried in Elmira to assess tree health and help plan future tree care. • 1400 boulevard and park trees were pruned by volunteers and part-time tree care staff. • Ash Tree Removal: More than 1000 dying ash trees were cut in Southpark Woods and 200 trees replanted. • Southpark neighbours formed the Stewards of Southpark Woods group to nurture their local woodlot. • Community Tree Nursery and Education programs: The tree nursery contained 2100 trees in 2019. 1300 trees have been harvested from the nursery since 2014. TWEEC also offers programs to the community including Seedlings in the Classroom, Students for Shade and Seeds for Seniors. More details at www.healthywoolwich.ca.

TWEEC works to improve the quality of the natural environment in Woolwich, through clean-up days, tree planting, operating a tree nursery and more. TWEEC is a committee of council with dedicated volunteers. The Township has allocated funds and staff resources, and partners with Woolwich Healthy Communities to support this initiative. The group continues to solicit green project ideas from Woolwich residents and welcomes volunteers interested in making Woolwich a greener place to live, work and play.
Tree Care Stewards: Work with a volunteer crew to mulch and prune young boulevard and park trees. Training and tools provided. Tree Inventory: Work with a volunteer crew to inventory park and boulevard trees. Training is provided, including tree identification and assessing tree health. Elmira Community Nursery: Roll up your sleeves and help transplant seedlings, fertilize, weed, water and prune trees at the nursery. Flexible schedule. Tree Seed Collectors: Help collect seeds in the spring, summer and fall for our Seedlings in the Classroom and Seeds for Seniors programs. Trees for Woolwich is a community-wide project with the goal of increasing the forest cover in Woolwich by planting trees. The goal of 23,000 – one for every resident in Woolwich – was reached in 2018! The next goal is 5000 trees planted each year over the next 5 years. Help us reach our goal by joining in our community tree plantings and planting trees on your own property. INFRASTRUCTURE SERVICES & DEVELOPMENT SERVICES Infrastructure Services and Development Services provide a variety of services to the community. Through responsible & sustainable planning and growth management practices, Woolwich has been able to maintain and enhance its status as a Healthy Community. The Township works diligently to preserve and protect the unique nature of Woolwich as a “community of communities”. We will continue to advocate for affordable housing opportunities, and work with stakeholders to ensure that people in our community feel like they belong. We will also continue to focus on maintaining and renewing the Township’s infrastructure to provide residents with safe & secure roads, bridges, and water & wastewater infrastructure. HOW TO CARE FOR YOUR NEW To help ensure safety during the winter months, please adhere to the following: BOULEVARD TREE The Township is responsible for maintaining all municipal trees located within our road allowances. With your cooperation and assistance in helping to create a more beautiful and healthier environment we can ensure continued enjoyment of these trees for many years to come. There are three easy steps to growing a healthy tree: 1. Water – once a week filling a watering bag with 75 litres. 2. Mulch – maintain and replenish mulch around the tree. Do not mound the mulch at the base of the tree. 3. Protect – avoid hitting trees with lawnmowers and grass trimmers. Do not plant anything in the mulched area. Additional information on mulching, pruning and watering trees or to report a dying tree can be found on the Township website by navigating to Living Here – Trees and Yards.
CALL BEFORE YOU DIG If you are planning to dig, build, or excavate on your property, you are required by law to locate all your utility lines first. It is important to complete this step to ensure safety for you and your community. Should a line, pipe or wire be impacted by a dig, it can cause serious damage, and may cause you harm. It’s just one call to Ontario One Call – 1-800-400-2255 Please notify Ontario One Call at least two weeks before you plan to dig, especially during the spring and summer months. This will ensure enough time to locate all utility information before you begin your project.
WINTER MAINTENANCE The Township is committed to providing safe roads for the travelling public during the winter season. Winter maintenance of Township roadways are completed in accordance with the Ontario Minimum Maintenance Standards for Ontario Highways. During extreme snowfall events, main roads and transit routes will take priority over residential and low traffic volume streets.

• Please ensure that children do not play on the road side snow banks. • Please be patient, when plowing operations begin trucks follow a pre-determined route to minimize duplication and maximize the efficiency of snow clearing operations. Plowing operations can take several hours or longer depending on the amount of snow. • When travelling behind a snow plow, please be cautious as they frequently stop and back up. • We understand your frustration when you clear your driveway and then a plow comes by and leaves a windrow of snow. Unfortunately, it’s impossible to plow without leaving one.
SIDEWALK SNOW CLEARING For all Settlements, except Elmira, property owners are required to clear snow from the sidewalks in front of or beside their home or business within 24 hours after the end of a snow fall that results in an accumulation of 38mm or more. The Township contracts the removal of snow on sidewalks in Elmira and then adds this service to the benefiting property owner’s tax bill. In Elmira the contractor has 24 hours after the end of the snowfall to clear the sidewalks.

DO I NEED A PERMIT TO HAVE A CAMPFIRE IN WOOLWICH?
1. The campfire shall be attended, controlled and supervised at all times by a responsible adult (18 years or older) and shall be completely extinguished before the campfire is vacated. 2. An appropriate extinguishing agent must be present at all times during the campfire and until the campfire is fully and completely extinguished. 3. The campfire must not cause any discomfort, danger, irritation and/or nuisance (i.e smoke, sparks, odours, fumes or interfere with a neighbour). Complaints from neighbours may terminate the permit. 4. Burn only clean, non-treated wood. No burning of leaves, plastics, rubber, Styrofoam, petroleum products or any hazardous materials that violates Ministry of the Environment codes or the Environmental Protection Act.
The answer is yes, a permit is required for all campfires. In Woolwich, campfire is defined as: • A small contained fire that does not exceed 60cm x 60 cm. • Flames not higher than 60cm (2 feet) high. • The fire must be contained (steel rim, bricks, stones, or an appliance like a fire bowl, chiminea or barrel). • A location that provides for a minimum distance of 4.5 metres (15 feet) from any property line, structure, fence, hedge, roadway, overhead wires or any other combustible structure or object. If you have any questions or concerns please contact the Woolwich Fire Department at 519-669-6022. Free permits are available on the Township website or at the Township Administrative building, 24 Church Street, West, Elmira. After getting your permit, an inspection will take place for

Campfires are not permitted during periods of dry conditions, drought or when a “Fire/Burn ban” is issued. You do not require a campfire permit for propane or natural gas units, but they must be used and installed as per the manufacturer’s guidelines. Make sure you get a permit, as the Fire Department will always respond to an alarm or complaint. Please be mindful however, that fire fighters and resources may be diverted from an actual emergency. If you have any questions or concerns about having a campfire, please contact the Fire department at 519-669-6022 or on the Township website under the permits section or the fire department page.

Kitchener-Waterloo House League Baseball (KWHLB) is a partnership between the Kitchener Minor Baseball Association and the Waterloo Minor Baseball Association. KWHLB is a house league baseball program for players of all skill levels from ages 4-19 and is available for families who live in the Kitchener, Waterloo and surrounding communities. General Program Information (T-Ball and above) ● Baseball season runs from May 2- July 18th (May 2 - July 11 for T-Ball) ● All teams are formed to ensure balanced and fair play across all divisions, from T-Ball through 19U. ● An average of 2 games per week (6:15pm start) across all divisions plus optional practices (at coach discretion). ● Games and practices (optional) will take place across Kitchener and Waterloo. ● Opening Day is May 2, 2020 at Lion’s Arena (meet team, receive uniform, team photo, etc) ● Additional details about each division can be found at www.kwhlb.ca.
