McKahan and Kim face tough state competition

Before the 33rd annual St. Patrick’s Day parade and festivities began last year, hundreds of people participated in the fourth annual St. Patty’s Day Boardwalk 5K run, presented by OC Tri-Running Sports Inc.

Fifth event expected to be largest More than 1,000 runners from 18 states registered for St. Patty’s Day 5K race

By Kara Hallissey Staff Writer (March 13, 2015) The fifth annual St. Patty’s Day 5K will be the largest since the race’s inception with close to 1,100 runners set to make their way down the Boardwalk on Saturday morning. Sponsored by OC Tri-Running, the event is a precursor to the St. Patrick’s Day parade scheduled to begin at noon along Coastal Highway from 57th to 45th streets. “People come to Ocean City for the parade, which is one of the largest in the state,” OC Tri-Running President Chris Klebe said. “Families and friends gather together to have a nice run and enjoy Shenanigan’s [restaurant] before going to the parade.” More than 1,100 runners from 18 states have already pre-registered online. This year, women have taken over the race as significantly more females have signed up than men. For organizers to better prepare for Sat-

urday’s race, online registration has closed, although the first 50 people to sign up at packet pickup tonight, Friday, from 5:30-8 p.m. at Shenanigan’s Irish Pub, on the Boardwalk at Fourth Street, can take part for $40, Klebe said. Registered runners can pick up their race packets today, from 5:30-8 p.m. or Saturday morning from 7:308:40 a.m. at Shenanigan’s. The race begins at 9 a.m. in front of Shenanigan’s. Runners will go south on the Boardwalk to the inlet, race around the pier and under the tram station, make a turn to head north to 16th Street then back south to the Fourth Street finish line. Awards will be presented to the first and second fastest male and female, in addition to first, second and third place finishers in seven age groups for both genders at approximately 10 a.m. Race fees include a tech style long sleeve shirt, race finishers ribbon and one Guinness drink ticket that can be redeemed at Shenanigan’s after the event. Last year, 1,020 signed up, but 910 people participated on race day. Un-

less there is bad weather, the race draws a large amount of people and has grown almost every year, Klebe said. Proceeds from the race will benefit local charities. About $1,500 was raised last year. This year, funds will go to Diakonia, a residence in West Ocean City which provides emergency and transitional housing, food services, counseling and assistance to its guests, and Worcester Youth and Family Counseling Services based in Berlin, which provides a broad spectrum of services helping people of all ages with the goal of inspiring individuals to lead healthy, fulfilling lives. It offers counseling services, education, outreach, support, professional education, training and advocacy for children. At Shenanigan’s, there will be an after-race party with bag pipes and music by Patrick McAllorum at 11 a.m. “It’s important to enjoy the day and have fun,” Klebe said. “The whole atmosphere of being at Shenanigan’s on race day captures the moment of St. Patty’s.” For more information about OC Tri-Running events, visit octrirunning.com.

By Lisa Capitelli Managing Editor (March 13, 2015) Stephen Decatur sophomore Andy McKahan and junior Brett Kim competed in the 4A/3A state wrestling tournament, held Saturday and Monday, at Cole Field House on the University of Maryland-College Park campus. “They did great. Todd Martinek They both had really tough, competitive weight classes,” said Decatur Coach Todd Martinek. “I was happy with how they did.” McKahan finished fourth in the 126-pound weight class. He pinned his first opponent, Andrew Southwell from Catonsville High School, in 1:16. McKahan won his second match 6-3 over Damascus’ David Creegan. The Decatur sophomore lost to North Hagerstown’s Aaron Brooks, 12-4, in the next round. Brooks went on to win the 126-pound state title. McKahan battled Walter Johnson’s Logan Wilson for the chance to compete in the third/fourth-place match. After three, two-minute periods, the score was tied 1-1. Neither wrestler scored in the one-minute overtime period, so it came down to two 30-second periods. McKahan scored a point for an escape and held on to win 2-1. McKahan took fourth place, falling to Mt. Hebron’s Jeff Hayden, 5-2. “He was just a tough wrestler,” McKahan said of Hayden. A little disappointed, McKahan (27-8) said he has some work to do to get back to the state meet again next year. This was his second time competing in the tournament. He finished third in the 113-pound division last year. “Our team’s going to get better in the next few years and the same with me,” said the two-time Bayside Conference and 4A/3A South Regional champion. Kim faced the defending state champ, Meade’s Travis Chidebe, in the first round. He lost 7-3. Chidebe went on to win the 160-pound title. “I did better than I thought I would do against him,” Kim said. Kim pinned Dulaney’s Sean Hoffman in the third period of their match. He lost 2-1 to Brent Martin of See MCKAHAN Page 60

Year could spell return of absent ‘move-up buyers’

ZACK HOOPES/OCEAN CITY TODAY

Jolly Roger headmen Dean Langrall, left, and Steve Pastusak race up the spiral incline of the new "Cyclone" go-kart track, which features 1,500 feet of near-constant turns.

Jolly Roger debuts elevated go-kart track at 32nd St.

By Zack Hoopes Staff Writer (March 13, 2015) For all the high-rise hotels and condos of previous decades’ building booms, the resort’s great engineering marvel of the most recent 10 years may very well be–a go-kart track. Speedworld, the karting facility at the Jolly Roger Amusement Park on 30th Street, plans to open its new, elevated, spiraling kart track to the public this weekend, weather permitting. Dubbed “Cyclone: The World’s First Cart Coaster,” the track stands five stories tall on the park’s northern edge, just south of 32nd Street. The raceway is more than 1,500 feet long, built on 78 pilings that are buttressed together by 22,320 square feet of lumber and 83,000 steel bolts. “We didn’t want to build just ‘another track,’” said Steve Pastusak, Jolly Roger’s general manager. “We’re hoping this becomes a destination.” Speedworld is already the highestvolume go-kart facility on the East Coast, with 10 tracks and more than 500 cars. Now, it’s one of only three with a multi-deck track–the others being located in Tennessee and Florida. “The amusement industry, like a lot of industries, is in constant flux,” said Dean Langrall, director of sales and marketing for Bay Shore Development, Jolly Roger’s parent company. “You have to grow continually to

keep your visitors coming back. We’ve had something new, if not every year, then the vast majority of years since I’ve been here.” The Cyclone occupies space formerly taken up by two older Speedworld tracks, which were used as low-speed courses for children and families. The move is part of Jolly Roger’s overall strategy to continue building more headline attractions, while modifying existing structures to continue to accommodate the family demographic. In Speedworld’s case, more tracks will be open this year to children riding with parents. “We’ve moved to having doubleseater karts on more tracks,” Pastusak said. “It was a whole process for us to be able to accommodate families on other tracks before building more adult attractions.”

Last year, the park purchased 200 new karts, mostly twin-seaters. This year, the investment went into building the Cyclone, and purchasing 40 additional karts dedicated to the new track. Because of the long, spiraling incline, karts used on the Cyclone have tighter gear ratios to in order to maintain enough power to accelerate uphill. Remarkably, the track was built by Jolly Roger’s staff, in keeping with the park’s history of using its own people to build custom infrastructure. Speedworld has existed in some form, Langrall said, since the park opened in 1964 with a dirt kart track and a golf range. “For the most part, the park has been built by the people who’ve worked here over the past 50 years,” Langrall said. By Lauren Bunting Contributing Writer (March 13, 2015) Homeownership lends a level of stability and security in having a place to call home. According to the National Association of Realtors (NAR), homeowners have historically remained in their homes an average of six to seven years; however, that tenure has increased to 10 years as of 2014. NAR believes 2015 could be the year these homeowners “move out and move up.” During the market downturn years, the increased tenure of homeownership can be attributed to homeowners not being able to sell their homes at a reasonable profit. A sizable number of homeowners were even under water on their home loans - meaning they owed more in mortgage than the current market value of their property - and would not able to sell without conducting a short sale, which negatively effects one’s credit and the ability to purchase their next home. But with interest rates remaining at all-time lows, and prices finally starting to show signs of improvement in most markets throughout the country, pent-up sellers are in a better position to place their home on the market. The move-up buyer has been a missing component for the most part in the past several years. If 2015 proves to be the year that these homeowners make a significant return to the real estate market, it can make a positive impact on housing. Worcester County has seen a reduction in active inventory over the past few months, and the average number of days a home remains on the market has decreased approximately 15 percent in 2014 compared to Worcester’s 2013 performance. In 2013, the county homes averaged seven months on the market prior to sale, as compared to six months in 2014. Additionally, the county’s average difference between list and sale prices has decreased. In 2013, sale prices averaged six percent below list, falling to five percent off list in 2014. Service shall be deemed effective upon the purchaser 3 days after postmarked by the United States Post Office. It is expressly agreed by the purchaser that actual receipt of the certified mail is not required for service to be effective. If the purchaser fails to go to settlement the deposit shall be forfeited to the Sub-Trustees and all expenses of

this sale (including attorney fees and full commission on the gross sales price of the sale) shall be charged against and paid from the forfeited deposit. In the event of resale the defaulting purchaser shall not be entitled to any surplus proceeds or profits resulting from any resale of the property regardless of any improvements made to the real property. Interest is to be paid on the unpaid purchase money at the rate of 8.50000% per annum from the date of sale to the date the funds are received in the office of the SubTrustees. Taxes, ground rent, water rent, condominium fees and/or homeowner association dues, all public charges/assessments payable on an annual basis, including sanitary and/or metropolitan district charges, if applicable, to be adjusted for the current year to date of sale and assumed thereafter by the purchaser. Purchaser shall be responsible for the costs of all transfer taxes, documentary stamps and all other costs incident to settlement. Purchaser shall be responsible for physical possession of the property. Purchaser assumes the risk of loss from the date of sale forward. The sale is subject to post sale audit by the Noteholder to determine whether the borrower entered into any repayment/forbearance agreement, reinstated or paid off prior to the sale. In any such event the Purchaser agrees that upon notification by the Sub-Trustees of such event the sale is null and void and of no legal effect and the deposit returned without interest. If the Sub-Trustees are unable to convey either insurable or good and marketable title, or the sale is not ratified for any reason by the Circuit Court including errors made by the Sub-Trustees, the purchaser’s sole remedy at law or in equity shall be limited to a refund of the deposit without any interest. Ocean City Today

Government gets no good news this week

There was no good news for local governments this week, as yet another exhibit of their unfortunate fiscal circumstances made its way into the headlines. The latest, of course, is that the Worcester County Commissioners have imposed a hiring freeze on all departments as they attempt to figure out how to balance their budget for the upcoming fiscal year without plundering the rainy day fund or risking political fury by imposing a significant tax increase. The county truly is in a difficult situation, given its heavy dependence on the tax assessments on resort properties and the slightly downward slide of these assessments in the current cycle. If they haven’t already, Ocean City officials will feel their pain, since they were hoping for an even greater contribution from the county to local coffers, given that Ocean City doesn’t use all the services that the county provides, even though resort taxpayers are helping to cover that bill. The simplest of summaries at this juncture would be to say that no community is going to get more out of the county this year, leaving them in much the same position as the county. Raise taxes, dip into the reserves? These are questions that resort officials will be asking themselves in the weeks ahead. They have a new contract with the Fraternal Order of Police and that had to cost at least a little more, and now the focus will be on how much that will affect the payroll for all the city’s other employees. It has to be a difficult situation, but it’s not one that local businesses haven’t already endured going back five years or so. It’s just that while businesses are now climbing back to where they once were, the three-year lag in the tax cycle doesn’t reflect current economic conditions. This is government’s problem, not the economy’s, and it remains to be seen how it will work out.

Letters to the editor Right to refuse PARCC tests

Editor, I asked the Worcester County Public School Administration the following question: Will the PARCC assessment results (grade) be used in the students’ final grade? If so, what percent of students’ final grade will be made up of PARCC results? Their response: No, PARCC assessment results are not used in the calculation of a student’s coursework grade. It is an accountability measure for teachers, principals, schools, and the school system, but not the student. If PARCC tests are to have no bearing on your child’s final grade or performance, why are we spending months teaching to a test that does nothing more than collect data to fire teachers and shut down schools? The data is useless to the student. The test results won’t even be back until December 2015, long after your child has moved to the next grade. Why are we putting undue stress and anxiety on our children? Statewide, taxpayers are spending hundreds of millions of dollars to upgrade technology and to pay for the costs of administering the PARCC tests. As large of a concern is the student level data being collected on

your children that PARCC is required to share with the US Department of Education as part of their agreement for federal funding. School boards may try to manipulate you through fear and intimidation to participate in the assessments. Their agenda is to get a certain percentage of students to take the test in order to qualify for federal funding. You and your children have the right to refuse the PARCC assessments. There is no Maryland or federal law stating that your child must participate in these tests. Ask them to show you the law. Francis Gebhart Berlin

No bonus for failing amenity

Editor, I read in [last] week’s Gazette that the Yacht Club has lost over $140,000 the last four months. I read last summer in the local papers the Yacht Club was on the upswing of things. They had so many bookings for weddings, private parties, etc. It doesn’t take a math expert to figure out if you take in $50,000 and put out $80,000 that things are not on the upswing. The property owners voted

last year on how they felt about the existing board of directors. We know how that worked out. No more outrageous pay raises, no bonus for an amenity that loses money. I believe that the new board of directors are working toward what the majority of Ocean Pines property owners want. I don’t believe that a projected loss of $60,000 for the golf club is a plus; last time I did math that $60,000 was a minus. Mike Graves Ocean Pines
