(Dec. 13, 2013) Since the bursting of the real estate bubble roughly six years ago, dealing with the housing market has been like dealing with a petulant toddler – you have to manage its expectations. In the resort area, those expectations have made a complete turnaround from where they were a decade or so ago. Gone are the days where market health was measured by home values and new growth. Instead, success today is measured by the gradual depletion of housing inventory, and the movement of properties that have been stagnated since the bottom dropped out of the market. Based on this rubric, the industry is showing new vitality. “There were times when we had 20 months of inventory just sitting,� said Susan Megargee, president of the Coastal Association of Realtors. “Inventories have reduced and sales have gone up. What people are telling me is that they’re busy. They’re out showing houses right now.� According to CAR’s data, the total number of condo listings in Worcester

County as of the end of November 2013 is down 4.4 percent from November 2012, to 960 properties. Conversely, the number of properties under contract with a buyer are up 6.5 percent, and completed settlements up 9.5 percent. This indicates that the crowded condo market resulting from the glut of construction during the boom years is beginning to thin out and stabilize. “We see a lot more people now who are interesting in reinvesting in the real estate market rather than going into the stock market or bond market,� Megargee said. “Once you’ve been to the bottom of the real estate market, it’s a pretty steady uptrend,� she said, noting that the boombust cycle in real estate typically runs 20 years. “Especially at the beach, we have a lot of people saying they wouldn’t mind having a property they could vacation at as well as investing in.� Even stronger numbers were shown this year for the single-family home market, which was considerably less overbuilt than condominiums. Contracts are up 21.6 percent over November of last year, and settlements up 18.5. Single-family homes in Worcester also posted an 8.1 percent increase in listings over November of last year, most of which is attributable to their more consistent resale value relative to condos, and less to new construction. “From where we went, we have a long

way to go on new construction, Megargee said. “We’ll continue to see some growth, nothing ridiculous like 2005, but steady improvement.� Realtors have also been enthused that some of the higher-end properties in the resort area have been moving. Nearly 90 percent of the condo market, by sales, is still under $400,000. “We did have five properties over a million dollars sell this year. Last year we had one,� Megargee said. In all four of CAR’s market segments – condos and single-family homes, both in Ocean City and the county as a whole – the median number of days that properties were on the market was significantly less than the average number of days. This would indicate that, while the majority of listings tend to sell in shorter periods, a small number of listings that have been on the market for extremely long spans are pulling the average up. Most of these are high-end properties that have been on the market for years, Megargee said, and whose owners are reluctant to come down from their boom-year asking prices. “People will see the properties that are a value and they’ll jump on them,� she said. “But you’ll also have somebody who wants to sell but doesn’t want to budge on the price they could’ve gotten in 2005.� Those properties that sell at or below the median time span – 54 days for con-

dos in the county as a whole, per instance – typically get 95 percent or better of their asking price, Megargee said. Those properties above the median selling time, she said, average at only around 80 percent of their initial asking price.

(December 19, 2013) – Existing-home sales fell in November, although median prices continue to show strong year-overyear growth, according to the National Association of Realtors. Total existing-home sales, which are completed transactions that include single-family homes, townhomes, condominiums and co-ops, dropped 4.3 percent to a seasonally adjusted annual rate of 4.90 million in November from 5.12 million in October, and are 1.2 percent below the 4.96 million-unit pace in November 2012. This is the first time in 29 months that sales were below year-ago levels. Lawrence Yun, NAR chief economist, said the market is being squeezed. “Home sales are hurt by higher mortgage interest rates, constrained inventory and continuing tight credit,” he said. “There is a pent-up demand for both rental and owner-occupied housing as household formation will inevitably burst out, but the bottleneck is in limited housing supply, due to the slow recovery in new home construction. As such, rents are rising at the fastest pace in five years, while annual home prices are rising at the highest rate in eight years.” The national median existing-home price for all housing types was $196,300 in November, up 9.4 percent from November 2012. NAR President Steve Brown, co-owner of Irongate Inc., Realtors in Dayton, Ohio, noted that new rules defining the Qualified Mortgage will be going into effect soon. “New underwriting rules to protect borrowers, effective in January, will prohibit many loan features, set tighter limits on the amount of debt a borrower can have and still get a mortgage, and require that lenders accurately measure a borrower’s ability to repay,” he said. “This means that qualified borrowers are getting a loan that they are very likely to be able to repay, but some borrowers may wind up paying much more for their

mortgage, or not get a loan at all due to the tougher standards,” Brown said. “The new rules may tighten credit too much, but we’re hopeful regulators will make adjustments if this proves to be true.” First-time buyers accounted for 28 percent of purchases in November, unchanged from October; they were 30 percent in November 2012. All-cash sales comprised 32 percent of transactions in November, up from 31 percent in October and 30 percent in November 2012. Individual investors, who account for many cash sales, purchased 19 percent of homes in November, unchanged from October and from November 2012. Last month, seven out of 10 investors paid cash. Single-family home sales fell 3.8 percent to a seasonally adjusted annual rate of 4.32

million in November from 4.49 million in October, and are 0.9 percent below the 4.36 million-unit level in November 2012. The median existing single-family home price was $196,200 in November, which is 9.4 percent above a year ago. Existing condominium and co-op sales dropped 7.9 percent to an annual rate of 580,000 units in November from 630,000 units in October, and are 3.3 percent lower than the 600,000-unit pace a year ago. The median existing condo price was $197,400 in November, up 10.0 percent from November 2012. Regionally, existing-home sales in the Northeast declined 3.0 percent to an annual rate of 650,000 in November, but are 6.6 percent above November 2012. The median price in the Northeast was

In a rare gathering of CEOs and senior executives from the biggest names in mortgage lending, Realtors were told earlier this fall to expect market growth in 2014 and to prepare their buyers for transactions with heavy documentation requirements. NAR President Gary Thomas and CEO Dale Stinton moderated the discussion at the 2013 Realtors Conference and Expo, where the top mortgage industry executives expounded on new regulatory hur-

dles that could temporarily restrict lending to some buyers, but will likely even out over time. The Qualified Mortgage, or ability-torepay rule, will become effective in January 2014 and contains a number of underwriting standards that will constrict mortgage availability and deny credit to some first-time homebuyers, said Bill Emerson, CEO of Quicken Loans. The QM rule requires significant documentation from consumers to justify lenders’

underwriting decisions; lenders face strict penalties if a loan is made outside of the specific criteria. Kevin Watters, CEO of JPMorgan Chase, agreed that lower- and moderateincome buyers, as well as self-employed buyers who don’t have a consistent flow of income, might have a tougher time in the new lending environment. “We need to work together to help first-time buyers into affordable housing options.” The new lending standards and docu-

mentation requirements are making some potential borrowers anxious about competing with cash buyers in the real estate market. Lending executives, however, said the way to compete against a cash buyer, the group agreed, is to build a process that has no surprises as you go. The lending leaders unanimously agreed that consumers will see a healthy increase in the market next year, keeping pace with gains made in 2013.
