Realtors promote Newtown living Informational session includes financing, amenities and events

Salisbury, Md. – The Coastal Association of Realtors (CAR) recently participated in an informational meeting hosted by the Newtown Association regarding the benefits of buying and living in this historic Salisbury neighborhood. Held in the home of Barry and Judith Dressel, who are on the Board of Directors for the Newtown Association, the meeting focused on how Realtors can sell Newtown’s historic homes, which can be perceived as costly due to their age and size. The group discussed financing options for renovations, neighborhood amenities and events, as well as the area’s close proximity

to the Downtown, Salisbury University, and Peninsula Regional Media Center. Representatives from the Salisbury Police Department, Lt. Jason Yankalunas and Ofc. John DiMare, spoke to the group about the neighborhood’s crime statistics, noting that a misperception regarding high calls-for-service numbers is attributed to proactive measures conducted by police to ensure the safety of residents in the core of the city. Mayor Jake Day also attended, and applauded the Newtown Association for its dedication to the revitalization of their neighborhood. The Newtown Association distributed information to the Realtors that may be useful to their clients, including an extensive fact sheet that addresses commonly asked questions regarding afford-

ability, energy efficiency, and maintenance, among others. The association also shared information regarding their upcoming Holiday House Tour, which is scheduled for Sunday, Dec. 4 and will feature nine of the neighborhood’s historic homes. The Newtown Association recently launched a new website – www.newtownhistoricdistrict.org – which contains a wealth of information about the neighborhood, including current listings. “After hearing that some residents believe Realtors discourage their clients from buying in Newtown, we wanted to have an open dialogue with the Newtown Association and the city to get more information and clear up any misperceptions,” said CAR President Don Bailey. “Newtown is a wonderful See REALTORS Page 14

Orlando, Fla. – Representatives from the Coastal Association of Realtors (CAR) recently traveled to Orlando, Florida to participate in the annual National Association of Realtors (NAR) 2016 Conference & Expo.

CAR President Don Bailey, President-elect Joel Maher and Executive Vice President Page Browning represented the Lower Eastern Shore of Maryland at the national conference. About 20,000 real estate professionals from across the country attended the four-day event, which offers 100 information sessions and professional develop-

ment workshops to gain education and insights into residential and commercial real estate markets, home buying and selling trends, commercial market growth, economic forecasts, and public policy and regulatory concerns. The theme of this year’s event was “Educate. Innovate. Celebrate!”, and, inSee CAR Page 6

For the first time in seven months, local inventory increased on the Lower Eastern Shore, according to the latest figures from the Coastal Association of Realtors (CAR). October 2016 saw an overall 4 percent bump in new local listings compared to the same time last year in Somerset, Wicomico, and Worcester counties. This increase was driven primarily by a 34.7 percent increase in condominium listings in Wicomico County. Single family home listings were down by 13.6 percent in Wicomico, by 11.2 percent in Worcester and by 16 percent in Somerset. Condominium listings remained steady in Somerset and decreased by 33.3 percent in Worcester. New contract, or pending sales, activity stayed up slightly in October, recording an overall 2.7 percent increase in the Tri-County area. However, the area saw a 17 percent dip in new settle-

ments. Worcester and Wicomico counties reported decreases in single family and condominium settlements, while numbers remained steady in Somerset. Days on market was largely up in October, with the Lower Shore in its entirety reflecting a 31.5 percent increase compared to the previous month. Worcester County condominiums saw the highest spike, with data reflecting a 45.7 percent increase. Wicomico County condominiums increased by 44 percent and Somerset County single family homes increased by 36 percent. Days on market was down by four percent among single family homes in Worcester County and by 9.5 percent among single family homes in Wicomico County. Listing and sales prices were down overall by 17 percent and 17.3 percent, respectively, with the average listing price being $163,076 and the average sales price being $155,976. “Although it wasn’t a huge jump, the inventory increase is encouraging, seeing as See BAILEY Page 14

Fair housing poster contest underway CAR encouraging local teachers to participate in calendar competition

Berlin, Md. – The Coastal Association of Realtors (CAR) is encouraging local teachers to participate in the annual Fair Housing Calendar Contest, which sends the winning student to Annapolis for a meeting with the governor or other state official. Sponsored by the Maryland Association of Realtors (MAR), the contest is a means for Realtors across the state to help increase awareness of this important issue. “Fair housing” pertains to the Fair Housing Act, which prohibits

discrimination in the sale and rental of housing based on race, color, national origin, religion, sex, familial status or handicap. The contest aims to teach children that discrimination is not only wrong, but illegal. Artwork submitted by students must illustrate this year’s calendar theme, “I n Fair Housing.” CAR will choose a local winner from each of three counties: Somerset, Wicomico, and Worcester. These winners will receive Visa gift cards, courtesy of CAR. Their entries will be forwarded to MAR, who will choose one for inclusion in the 2017 statewide calendar. The winner will travel to Annapolis, where they will be honored along

with 12 other students from across the state. Contest packets have been mailed to the principals of public and private schools in Somerset, Wicomico and Worcester counties. Home schools, aftercare programs, churches and other children’s centers are encouraged to participate. CAR president helping Habitat Salisbury, Md. – Don Bailey, 201617 president of the Coastal Association of Realtors is a “Celebrity Builder” in the upcoming Chefs for Habitat event that benefits Habitat for Humanity of Wicomico County. Bailey joins 13 other “celebrities” helping to raise money for Habitat’s mission of providing safe, decent, and affordable housing. Celebrity Builders have been challenged to raise at least $2,000 before the Chefs for Habitat on Feb. 25, at Reign Restaurant & Event Center in Salisbury. At the event, the builders will compete against each other to see how

quickly and accurately they can construct a Lowe’s Build and Grow play kit. To boost fundraising efforts, CAR will enter donors who give at least $25 to Bailey’s campaign into a drawing for a free ticket to Chefs for Habitat, compliments of the association. The tickets are priced at $75 apiece. “Throughout my presidency, CAR will kick start a number of efforts to support both the Wicomico and Worcester County chapters of Habitat for Humanity,” Bailey said. “We feel Habitat’s mission aligns perfectly with our industry’s aim to help local families realize the dream of homeownership.”

Short-term rentals laws discussed at convention Important to understand legal, zoning and tax rules, Realtor Dawn Thomas says Orlando, Fla. — Home sharing is increasingly becoming popular amongst travelers and homeowners alike, and Realtors need to be aware of the opportunities and intricacies when helping their clients purchase property that's intended for shortterm rentals. That's according to a panel discussion recently at the 2016 Realtors Conference & Expo. The timely conversation on shortterm rentals and private property rights comes at a time of much debate on the appropriate amount of regulation for home sharing from state and local governments. Providing their insights and advice on engaging with local authorities and navigating clients through the process were Brian Copeland, 2016 president-elect of the Tennessee Association of Realtors, and Realtors Dawn Thomas and Raziel Ungar, both top producing agents serving clients in California's Silicon Valley. All three speakers own shortterm rentals and provided their insights that other Realtors should know.

Thomas kicked off the discussion emphasizing that it's absolutely critical to understand the legal, zoning and tax rules around owning a short-term rental — which is considered any property rented for less than 30 days. She also recommended clients have a conversation with an attorney about the tax implications around purchasing a second home through mortgage financing. Copeland emphatically agreed with Thomas' remarks and stressed the importance of knowing the federal and local laws and to communicate them thoroughly to clients exploring a home purchase for short-term rentals. He explained that a growing number of localities are deploying regulations and laws, including limiting the amount of vacation rentals within a certain census tract. In some popular areas, the wait list to get a permit can be several years. "Realtors need to be abreast of the laws and regulations in their market and watch what's happening at the state and local level," said Copeland. "Hiring a professional photographer to highlight the features of the home will go a long way in garnering interest from renters." The speakers all took turns sharing the financial rewards, potential traps and horror stories they've experienced as short-term rental property owners. They highlighted these seven key things to know: • Understand what a short-term rental is (and know the rules) • Familiarize yourself with the popular social platforms • Your guests expect certain amenities - deliver on them • Prepare yourself for liability • There are pitfalls and warnings to heed • Know supply and demand and how to price appropriately

• Strategies exist to attract a short-term rental investor The end of the session focused on the approaches Realtors can use to attract investors interested in purchasing a short-term rental property. Thomas said being educated of the local laws, pitfalls, expenses and opportunity will go a long way in building trust with investor clients. A client shouldn't be surprised by any local fees and taxes a short-term rental owner has to pay. "Make sure they understand they may have to buy in areas that are more expensive for the potential for a higher yield," said Thomas. "Ask clients what they want to be achieved and help deliver on it."

Even with the potential dangers and expenses involved, the panel all agreed that being a short-term rental owner can be extremely profitable. "Especially in markets where hotel occupancy is limited or pricey, seeking out residential properties for vacation and weekend getaways is becoming more popular among travelers," said Copeland. "Homeowners interested in renting out their property will succeed by marketing and pricing accordingly and staying attuned to big events such as sports, concerts and festivals." Data from NAR's 2016 Investment and Vacation Home Buyers Survey show that homeowner inter-

est in renting out their property for a short period of time is rising. According to the survey, 42 percent of recent investment buyers did or tried to rent their property in 2015 for less than 30 days and plan to do so again this year. Realtors are encouraged to read NAR's recently released white paper on residential rentals. The paper analyzes the issues raised by different regulatory approaches, provides Realtors with ways to address shortterm rental obstacles, and outlines best practice approaches to rental housing that Realtors can use in discussions with local government officials.

Housing affordability among top issues Orlando, Fla. – Housing affordability, demographic shifts and ecommerce’s impact on retail spaces are among the top pressing issues Realtors should be knowledgeable about heading into 2017. That’s according to a forum on the emerging trends affecting real estate at the 2016 Realtors Conference & Expo. Providing their timely insights on residential and commercial real estate were two speakers with leadership roles from the Counselors of

Burley pointed out that demographic shifts are also poised to transform the real estate industry now that millennials have taken over baby boomers as the largest generation. With a growing share of millennials now entering their mid30s, an increasing number of them will be getting married and eventually having children. This points to strengthening demand for buying a home. Meanwhile, baby boomers' tendencies to age in place creates opportunities for commercial real estate in the form of medical and assisted living facilities development. On the topic of housing affordability, Burley said the lack of new supply coming onto the market has made purchasing a home more expensive. Furthermore, younger and older buyers are competing for the minimal available inventory in many of the same places. Adding more pressure is that while apartment construction has ramped up, rents are still outpacing incomes in many communities. This only adds to the pressure of aspiring homebuyers trying to save enough money for a down payment. "Home prices have outstripped incomes and it makes it very challenging for millennials looking to

buy," Burley said. "As a result, rental demand is expected to remain very strong." The added pressure on suburbs to become more urbanized was also discussed during the session. According to Burley, cities are expanding as people prefer to live in or immediately near urban cities. Those living in the suburbs still want to be within distance of walkable areas with a plethora of activities and unique experiences. This has resulted in the suburbs striving to become more urban-like with mixed-used developments and office space. "Suburban areas are adding urban amenities so that there’s an environment where people can live, work and play right outside of the core part of the city," added Burley. In the commercial real estate retail sector, the rapid rise in online shopping has led to major retailers adjusting accordingly by closing stores and shrinking their store footprints. One emerging trend in the industry is smaller "showroom" space with an online component where consumers can buy at the store and have the item shipped to their home within a few days. Another shift is that many new commercial construction projects are mixed-use developments with a variety of retail, food and housing.

Muldavin said that there’s huge opportunity in secondary and tertiary markets for this type of development because retailers strive to be near walkable residential areas.
