Prices projected to continue increasing WASHINGTON– After recording the quickest recovery in the nation's history in the wake of the COVID-19 pandemic, the U.S. economy is expected to kick into higher gear in 2021. That is according to analysis from the National Association of Realtors delivered last month during the 2021 Realtors Legislative Meetings & Trade Expo at the Residential Economic Issues and Trends Forum. With the number of vaccinated Americans increasing and new cases
of coronavirus on the decline, NAR Chief Economist Lawrence Yun anticipates the economy will grow 4.5 percent in 2021. "Consumers will begin to spend massive savings, and do more shopping, restaurant dining, traveling and in-person house hunting," he said. While home sales continue to be an economic bright spot, unemployment remains an issue. Eight million jobs that were lost during the pandemic have not yet been recaptured.
Yun maintains that job recovery is taking longer due to some friction in the labor market, including workers being unable to return to their jobs, where work-from-home is not an option for many. As economic growth strengthens, 4 million jobs are projected to be gained this year. Despite high unemployment, the economic recovery – propelled by favorable federal monetary and fiscal policies – has created the hottest housing market in nearly 50 years. The marketplace has surpassed

‘Multiple-offer situation will become less prevalent’ pre-pandemic levels in terms of sales, but the fast-paced recovery has contributed to historic home price growth. In fact, an NAR report released in late May found that 89 percent of metro areas saw prices climb at double-digit rates on a year-over-year basis during the first quarter of 2021. An analysis of the data found that the economic recovery, both in the U.S. and globally, has raised inflationary pressures, which will ultimately lead to an increase in the
30-year fixed mortgage to an average of 3.2 percent in 2021. Consumer price inflation is accelerating due to higher costs for a number of goods and commodities, including oil, gasoline, lumber, moving and storage fees, household appliances, rents, and houses, which have reached record-highs. "As mortgage rates increase, the frenzied multiple-offer situation will become less prevalent by year's end, as affordability challenges squeeze out some buyers and more inventory reaches the market," Yun said.
Although the low supply of housing has played a significant role in home price surges, Yun expects more home construction, a growing willingness among homeowners to list properties because of an increase in vaccinations, and a gradual decline in mortgage forbearance. In addition to homebuilders' intentions to ramp-up construction, a recent NAR report – Case Studies on Repurposing Vacant Hotels/Motels into Multifamily Housing – details the idea of remodeling underutilized hotels and motels in
order to help replenish the supply of affordable multifamily housing. "With more inventory and some easing in demand, home prices are expected to shift to mid-single-digit appreciation by the fourth quarter and in 2022," Yun said. Yun predicts that the median existing-home sales price will increase at a slower pace of 7 percent later in the year. As more homes reach the market, NAR anticipates existinghome sales will grow by 10 percent and new home sales will jump by 20 percent.

Prices increase in all regions in first quarter WASHINGTON – Nearly every metro area tracked by the National Association of Realtors — 99 percent — recorded year-over-year price increases in the first quarter of 2021, according to the latest quarterly report released by NAR. The 11 metro areas with the highest price increases saw median sales prices ranging from the $100,000s to $600,000s. Those cities include: Kingston, N.Y. (35.5%; $303,100); Bridgeport-Stamford-Norwalk, Conn. (34.3%; $580,400); Atlantic CityHammonton, N.J. (34.0%; $277,200); Barnstable Town, Mass. (33.1%; $567,600); Boise City-Nampa, Idaho (32.8%; $422,600); Sherman-Denison, Texas (29.8%; $234,800); Elmira, N.Y. (29.1%; $126,900); Austin-Round Rock, Texas (28.2%; $437,900); Youngstown-WarrenBoardman, Ohio-Pa. (27.7%; $119,500); Decatur, Ill. (27.5%; $102,400); and Glens Falls, N.Y. (27.5%; $214,600). Some of the changes in medianhome price, especially in small cities, were dependent on the type of homes sold during Q1 2021; not all homes saw large appreciations in price. "Significant price increases throughout the country simply illustrate strong demand and record-low housing supply," said Lawrence Yun,
NAR chief economist. "The recordhigh home prices are happening across nearly all markets, big and small, even in those metros that have long been considered off-the-radar in prior years for many home seekers." The overwhelmingly majority of metros experienced strong price increases, with 89% (163 metro areas out of 183) registering double-digit price growth.1 For comparison, 25% of metro areas (46 out of 181) saw such growth in 2020's first quarter when housing inventory was at a healthier level of 3.3 months, which better matched the pace of monthly demand. Although home sellers have benefited from sharp price jumps, the situation has of course presented challenges for buyers. "The sudden price appreciation is impacting affordability, especially among first-time home buyers," said Yun. "With low inventory already impacting the market, added skyrocketing costs have left many families facing the reality of being priced out entirely." The most expensive markets also continued to experience double-digit price growth. Those metros include San Jose-Sunnyvale-Santa Clara, Calif. ($1.5 million; 11.1%); San Francisco-Oakland-Hayward, Calif. ($1.2 million; 21.8%); Anaheim-Santa Ana-

All regions recorded double-digit year-over-year price growth, with the Northeast seeing a 22.1% increase, followed by the West (18.0%), South (15.0%) and Midwest (14.4%). "These higher home prices underscore the importance of stepping up housing supply," he said. "An increase of inventory — either by new construction or by converting abandoned and unused retails or hotels — would combat the affordability problem." A new NAR report, the Case Studies on Repurposing Vacant Hotels/Motels into Multifamily Housing, examines the feasibility and benefits of these types of transformations. As a result of soaring home prices, the average national monthly mort-
gage payment rose to $1,067, up from $995 one year ago. This increase exists even as the effective 30-year fixed mortgage rate2 decreased to 2.93% in the first quarter of 2021 (3.57% one year ago). In the first quarter, on average, families with a median income of $90,547 spent 14.1% of that income on mortgage payments with a 20% down payment and a 30-year fixed mortgage (14.5% one year ago). Mortgage payments are considered affordable if they amount to no more than 25% of the family's income.3 Nationally, a family typically needed an income of $51,216 to pay a 30-year fixed-rate mortgage with a 20% down payment ($47,760 one year ago). In 68% of the measured markets (125 of the 183 metro areas), a family needed less than $50,000 to afford a home. In eight metro areas, a family needed more than $100,000: San Jose-Sunnyvale-Santa Clara, Calif. ($242,682); San Francisco-OaklandHayward, Calif. ($194,145); AnaheimSanta Ana-Irvine, Calif. ($161,788); Urban Honolulu, Hawaii ($152,145); San Diego-Carlsbad, Calif. ($123,525); Boulder, Colo. ($117,555); Los Angeles-Long Beach-Glendale, Calif. ($110,404); and Seattle-TacomaBellevue, Wash. Act fast, as home sales move rapidly Thinking about selling your home? Now is the time to do it. Home prices continue to rise and buyers continue to have bidding wars on homes and offer above asking. Inventory is still at historic lows and with interest rates still very appealing, causing no shortage of buyers. Because inventory is low, home
prices continue to rise. The median home price in April was $285,00, which is up from $275,255 in March and up $35,000 from April 2020. As of April, there were only 471 active listings in the lower three counties as compared to 1,329 in April 2020. In all three counties throughout April, new settlements were up 57.3 percent compared to the same time last year. Individually, new settlements throughout April were up by 53.2 percent in Wicomico, 56.3 percent in Worcester, and 93.3 percent in Somerset. New listings in April were up 118 percent compared to the same time last year in all three counties. Individually, new listings were up by 140.7

We need to be looking at zoning, incentives, and other tools to create new housing in our area before we lose prospective buyers to other markets.” “Right now some of the homes that are being sold used to be rentals and although it is good to have the listings for sale, I am worried about the rental market and the affordable housing market,” said Williamson. “The market is so tight we have sellers who sell their home and can’t find a new home to buy or even rent. People are staying put because of fear of not finding a new place to live.”
