With warmer temps, sales should go up Decrease in resort sales results from cold February, spring should bring thaw (BERLIN, MD) – Several months of increased contracts translated into settlements in February, according to the latest figures from the Coastal Association of Realtors (CAR). CAR’s local housing statistics for February 2016 showed an overall 5.2 percent increase in settlements compared to the same time last year in Somerset, Wicomico and Worcester counties. Of particular note were increases of 24.4 percent and 75 percent in Wicomico County single-family homes and condominiums, respectively. Worcester County’s settlements of single-family homes and condominiums decreased by 16.7 percent and 11.9 percent, respectively, compared to the same time last year. Contracts, or pending sales, were largely down, with the exception of a 12.5 percent increase of condominiums in Wicomico County, a 2.5 per-

cent increase of single-family homes in Wicomico County, and a 3.9 percent increase of condominiums in Worcester County. Local inventory increased by 8 percent in all three counties. Listing and sale prices were up by 12.6 percent and 13.3 percent, respectively, compared to January 2016. Days on market was up 56.9 percent. “The overall market is historically slower in February due to cold temperatures. We saw a significant amount of snow over the past few months, and that puts everything on hold; but despite that, we saw some encouraging numbers in February,” said Coastal Association of Realtors President Linda Moran. “Expect to see those settlement numbers continue to increase as the weather gets warmer and we head into the busy season.” CAR’s monthly local housing statistics are pulled from the association’s Multiple Listing Service, which represents the activity of more than 1,000 Realtors in Somerset, Wicomico and Worcester counties. Computers, Internet, smart phones, tablets … all help provide us with ways to do things easier, faster and better than ever before. The real estate business has seen a tremendous growth in the technology available to help Realtors better serve their clients. For example, it wasn’t all that long ago that listings for sale were printed in a large book and distributed monthly to broker’s offices. Now it’s all online, with real time information feeding into websites for the public as well. “Virtual assistants,” mobile applications, transaction management software, e-signatures, even aerial property photos using drones are all examples of the kinds of new tools available to assist a Realtor in their business. For the non-tech savvy, trying to keep up with it all can be quite bewil-

Mortgage rates up slightly, but still 3rd lowest in 2016 (NEW YORK) — Mortgage rates reversed course this week with the benchmark 30-year fixed inching higher to 3.82 percent, according to Bankrate.com's weekly national survey. The 30-year fixed mortgage has an average of 0.18 discount and origination points. The larger jumbo 30-year also saw an increase, rising to 3.74 percent, and the average 15-year fixed mortgage inched up to 3.10 percent. Adjustable mortgage rates mostly followed suit, with the 5-year and 10year ARMs climbing to 3.32 percent and 3.67 percent, respectively. Mortgage rates ticked slightly higher this week, but still below the level of two weeks ago and are at the third lowest point of 2016. The better tone of economic data, particularly around durable goods orders and a less dour outlook on manufacturing, coupled with reduced nervousness in financial markets, saw bond yields and mortgage rates move up from last week. Mortgage rates are closely related to yields on long-term bonds because mortgages are frequently packaged into mortgage-backed bonds. The looming employment report, if solid, could further put economic worries on the backburner and push

mortgage rates upward. At the current average 30-year fixed mortgage rate of 3.82 percent, the monthly payment for a $200,000 loan is $934.19.

SURVEY RESULTS

• 30-year fixed: 3.82 percent — up from 3.80 percent last week (avg. points: 0.18). • 15-year fixed: 3.10 percent — up from 3.09 percent last week (avg. points: 0.14). • 5/1 ARM: 3.32 percent — up from 3.24 percent last week (avg. points: 0.19). Bankrate's national weekly mortgage survey is conducted each Wednesday from data provided by the top 10 banks and thrifts in 10 top markets. The survey is complemented by Bankrate's weekly Rate Trend Index, in which a panel of mortgage experts predicts which way the rates are headed over the next seven days. The majority of the panelists, 64 percent, believe mortgage rates will continue to rise over the next week. Twenty-two percent of the respondents predict that mortgage rates will remain more or less unchanged. Only 14 percent think rates will fall over the next seven days.

the Fair Housing Act, which prohibits discrimination in the sale and rental of housing based on race, color, national origin, religion, sex, familial status, or handicap. The contest aims to teach children that discrimination

‘Placemaking board’ aided by Realtor grant (BERLIN, MD)– The Coastal Association of Realtors (CAR) and Town of Berlin officials held a ribbon cutting ceremony on Friday, Feb. 19, to celebrate the completion of the Berlin Community Chalkboard at the Visitor’s Center in Downtown Berlin. Construction of the chalkboard was funded in part by a $2,000 Placemaking micro-grant from the National Association of Realtors (NAR). The grant is intended to help Realtor associations partner with others to plan, organize, implement and maintain placemaking activities in their communities. CAR is the first Realtor association in the state of Maryland to receive an NAR placemaking micro-grant. CAR also contributed $300 to the project, for a total Downtown improvement valued at $2,300. CAR partnered with Berlin’s Economic Development Office to complete this project. The chalkboard will bolster community interaction. Each month, the Town

of Berlin will write a different question on the board, which is located outside of the Visitor’s Center. These questions will be designed to bring residents and visitors together by making them think about what a positive, strong community is made of. For example, a question could be, “What’s your definition of a community?” The whole community will be welcome to write their answers on the board. While enjoying the chalkboard, residents and visitors will be encouraged to get more information about America’s Coolest Small Town inside of the Visitor’s Center. There is also seating available in the area of the kiosk, as well as various locallyowned shops and restaurants. Free Wi-Fi access is available in Downtown Berlin. The chalkboard was constructed by the Berlin-based Anchor Wood Creations and was made with repurposed wood from an old corn crib in Berlin.

Existing home sales get good start in ’16 Inventory pushes prices up, while sales grow 11 pct. above last year’s levels

(WASHINGTON) — Existinghome sales crept forward in January to the highest annual rate in six months, and subpar supply levels propelled price growth to the fastest increase since last April, according to the National Association of Realtors. Total existing-home sales, which are completed transactions that include single-family homes, townhomes, condominiums and co-ops, inched 0.4 percent to a seasonally adjusted annual rate of 5.47 million in January from a downwardly revised 5.45 million in December. Sales are now 11 percent higher than a year ago – the largest year-over-year gain since July 2013 (16.3 percent). Lawrence Yun, NAR chief economist, says existing sales kicked off 2016 on solid footing, rising slightly to the strongest pace since July 2015 (5.48 million). "The housing market has shown promising resilience in recent months, but home prices are still rising too fast because of ongoing supply constraints," he said. "Despite the global economic slowdown, the housing sector continues to recover and will likely help the U.S. economy avoid a recession."

The median existing-home price for all housing types in January was $213,800, up 8.2 percent from January 2015 ($197,600). Last month's price increase was the largest since April 2015 (8.5 percent) and marks the 47th consecutive month of yearover-year gains. Total housing inventory at the end of January increased 3.4 percent to 1.82 million existing homes available for sale, but is still 2.2 percent lower than a year ago (1.86 million). Unsold inventory is at a 4-month supply at the current sales pace, up slightly from 3.9 months in December 2015. "The spring buying season is right around the corner and current supply levels aren't even close to what's needed to accommodate the subsequent growth in housing demand," says Yun. "Home prices ascending near or above double-digit appreciation aren't healthy – especially considering the fact that household income and wages are barely rising." The share of first-time buyers remained at 32 percent in January for the second consecutive month and is up from 28 percent a year ago. Firsttime buyers in all of 2015 represented an average of 30 percent, up from 29 percent in both 2014 and 2013. All-cash sales were 26 percent of transactions in January (24 percent in December 2015) and are down

from 27 percent a year ago. Individual investors, who account for many cash sales, purchased 17 percent of homes in January (15 percent in December 2015), matching the highest share since last January. Sixty-seven percent of investors paid cash in January. According to Freddie Mac, the average commitment rate for a 30-year, conventional, fixed-rate mortgage stayed below 4 percent for the sixth consecutive month and declined in January to 3.87 (lowest since October 2015 at 3.80 percent) from 3.96 percent in December. The average commitment rate for all of 2015 was 3.85 percent. Properties typically stayed on the market for 64 days in January, an increase from 58 days in December but below the 69 days in January 2015. Short sales were on the market the longest at a median of 77 days in January, while foreclosures sold in 57 days and non-distressed homes took 61 days. Thirty-two percent of homes sold in January were on the market for less than a month.
