Mortgage rates, fewer listings mean buy now Lower Shore region reflects national home sales trend

Realtors get flood insurance update Major changes in program mean client education will become part of mission

BERLIN, MD – Upcoming significant changes to Ocean City’s flood maps have local Realtors preparing to educate their clients on the importance of flood insurance, regardless as to whether it is required. Reese Cropper, president of Insurance Management Group Inc. of Ocean City, presented “April 2015 Flood Insurance Changes – Effects on Realtors and Their Clients” to several members of the Coastal Association of Realtors (CAR) last month. Cropper described how Ocean City’s flood maps are changing – most oceanfront property is moving from a high-risk flood zone to a lowrisk flood zone – and how these changes could affect local real estate. “In recognition of beach replenishment that aims to protect the town during major weather events, much of Ocean City is being downgraded to

a low-risk flood zone by the National Flood Insurance Program (NFIP),” Cropper said. “In these low-risk zones, flood in-

surance may not be required by mortgage lenders, and our concern is that if it’s not required, property owners won’t buy it and much of Ocean City will become uninsured.” Every property, despite its proximity to a body of water, is located in a flood zone and is subject to flooding, Cropper added. Linda Moran, president-elect of the CAR Board of Directors, said she maintains flood insurance for her Berlin home for many reasons. “Even though my home is not waterfront, I’ve got flood insurance because what if, perhaps, my neighbor’s septic system overflows onto my property and causes flooding in my home,” Moran said. “Flooding is not unique to hurricanes and other weather events.” According to Cropper and Tim Swartz, vice president of Insurance Management Group, new flood maps are not their only concern regarding changes to the NFIP. BERLIN, MD – A national trend that reflects limited inventory impeding overall sales numbers is beginning to crop up on the Lower Shore, and local Realtors are encouraging potential sellers to take action now while competition and mortgage rates are low. March 2015 housing statistics from the Coastal Association of Realtors (CAR) – which represent the activity of CAR’s more than 1,000 Realtor members in Somerset, Wicomico, and Worcester counties – reflect decreases in listings, contracts, and settlements. Compared to the same time last year, single-family home listings across all three counties decreased by 2.2 percent in March. Condominium listings decreased by 3.8 percent. Contracts, or pending sales, for single family homes and condominiums in all three counties decreased by 20.9 percent, and settlements decreased by 8.4 percent. According to the National Association of Realtors (NAR), existing home sales would be much higher if it wasn’t for negative equity overhang. Too many homeowners, NAR experts say, still lack sufficient equity in their homes to sell. Homeowners who have equity below 20 percent are less likely to sell because they may not be able to cover the costs of the transaction. About 35 percent of homeowners nationwide are either in a negative equity position or have equity below 20 percent. Lawrence Yun, NAR chief economist, said factors like recent solid gains in pending sales, a steadily improving labor market, and mortgage rates hovering around four percent, as well as the likelihood of more renters looking to hedge against increasing rents, should boost the industry this spring and summer. “However, the underlying obstacle – especially for first-time buyers – continues to be the depressed level of homes available for sale,” Yun said. “Realtors are reporting severe shortages of move-in ready and available properties in lower price ranges. OCEAN CITY, MD – The proceeds from a 50/50 raffle held during the Coastal Association of Realtors (CAR) March Business Card Exchange at Adolfo’s in Ocean City were donated last month to the Wounded Warrior Project. The monthly exchange allows CAR members to network and to raise money for worthy cause. Each event is sponsored by CAR affiliate members. “This is the second time over the past year that CAR has contributed the proceeds from its 50/50 raffle to Wounded Warrior, and for good reason,” said Pam Wadler, chair of the CAR Events Committee and broker for Shamrock Realty Group in Berlin. “Local Realtors support all facets of our local communities, and that especially includes all members of our military, particularly those who are coming home wounded.” The donation brings CAR’s total contribution to Wounded Warrior over the past year to $738. CAR donated $500 to the organization in December. Rod Flowers of Prime Lending was the affiliate sponsor of the March Business Card Exchange and chose the project as the recipient of the raffle proceeds. Former Army Cpl. John Rego accepted the donation on behalf of the project. Rego was a Special Operations Army Ranger and was seriously injured in Iraq in April 2003. With the help the project, he has fully recovered and now works for CAR affiliate member T&G Builders in Berlin.

Local Realtors get updated on 2015 legislative session SALISBURY, MD – The Coastal Association of Realtors (CAR) held its annual Local Legislative Breakfast on Tuesday, April 28, at the Wicomico Youth & Civic Center in Salisbury. CAR’s guests at the breakfast were Jeannie Haddaway Riccio of Gov. Larry Hogan’s office, Sen. Jim Mathias, Sen. Adelaide Eckardt, Delegate Johnny Mautz, Delegate Chris Adams, Delegate Carl Anderton, Delegate Sheree Sample-Hughes, Delegate Mary Beth Carozza and Delegate Charles Otto. The legislators addressed more than 60 local realtors regarding the 2105 session of the Maryland General Assembly and touched on a number of topics, including the real estate industry, the state budget, economic development, job creation, and tourism, among others. Riccio touted the absence of a tax increase in this year’s budget and the creation of a statewide heroin task force. She also lauded the governor’s ef-

forts in Baltimore during recent protests and riots. She also said the governor’s future endeavors include regulatory reform, tax reform and an all-around increasingly friendly business environment. “A Realtor who is engaged in their local and state government is an informed Realtor, one who can provide better service to their clients and assist in ongoing efforts to protect private property rights, which is the foundation of our advocacy work,” said 2015 CAR President Vicki Harmon. “Until I became a member of CAR, I had no idea how critically important it is for all citizens, regardless of their profession, to be engaged in the political process, because your elected officials look to you for direction. Pending sales see big increase in region April numbers indicate strong season lies ahead in Lower Shore real estate BERLIN, MD – A marked increase in pending sales throughout April on the Lower Shore indicates a strong busy season for the local real estate industry. According to the latest figures from the Coastal Association of Realtors (CAR), which represents the activity of more than 1,000 Realtor members in Somerset, Wicomico, and Worcester counties, contracts or pending sales on the Lower Shore increased in April by 28.8 percent compared to the same time last year. The more notable increases were in Wicomico County, where singlefamily home contracts increased by 45.5 percent and condominium contracts increased by 50 percent. Settlement numbers were largely down in April on the Lower Shore, with the exception of a 1.5 percent increase in single-family home sales in Worcester County. A 28.8 percent decrease in days on market for the area indicates faster moving inventory in April, compared to March. Overall, list prices and sales prices were down in April, as was the number of homes that sold at or close to their listing price.
