(Lower Eastern Shore, Md.) The Coastal Association of Realtors (Coastal) recognized its 2018 award winners during a special ceremony on Monday, Oct. 24, at Dunes Manor Hotel & Suites in Ocean City. Rick Proctor of Freedmont Mortgage in Ocean City received the Outstanding Affiliate Award. Proctor served this year as chair of the Realtors Political Action Committee (RPAC) Task Force and was an active participant in the association’s legislative advocacy efforts. He visited numerous member offices to discuss RPAC and also traveled to Annapolis and Washington, D.C. to represent the association in meetings with state and national legislators. (Lower Eastern Shore, Md.) Local market activity continues to fall behind last year’s numbers, according to the September 2018 housing reports from the Coastal Association of Realtors. New listings that went on the market in September were down 7.1 percent and total active listings were down 24.4 percent compared to the same time last year in Somerset, Wicomico and Worcester counties. That translates to 559 new listings and 3,132 active listings. Individually, available housing units were up by 8.7 percent in Worcester County, and were down by 31 percent in Wicomico and by 15 percent in Somerset. Sales that made it to the settlement table in September were down by 20.3 percent overall compared to the same time last year, with Worcester seeing a 22 percent drop, Wicomico a 19.7 percent drop and Somerset a 5 percent drop. Year-to-date settlements were down overall by 5.7 percent. Individually, Somerset was up by 4.6 percent, while Worcester was down by 7.6 percent and Wicomico was down by 5.4 percent. Listing prices continued to rise throughout the month, reaching a median price of $164,900 in all three counties, which is 10 percent higher than the same time last year. The median sale price, however, was $145,000, which is 6.4 percent lower than the same time last year. The overall cumulative days on market was 75.25, which is 22 percent lower than the same time last year. “We’ve been seeing very similar trends each month for the past several months – low inventory, higher prices, less settlements,” said Coastal President Joel Maher. “However, we wouldn’t be surprised to see a shift in October’s market, given the recent interest rate increase that could prompt buyers to act now before the rates get even higher.” Lawrence Yun, the chief economist for the National Association of Realtors (NAR), said in a recent report that rising interest rates are not expected to have negative impact on the national real estate market. “We have two opposing factors affecting the market: the negative impact of rising mortgage rates and the positive impact of continued job creation,” Yun said. “This should lead to future home sales staying fairly neutral. As long as there is job growth, rising mortgage rates will hinder some buyers, but job creation means second or third incomes being added to households, which gives consumers the financial confidence to go out and make a home purchase.” According to a recent report from the Maryland Department of Labor, Licensing and Regulation, total employment increased in Maryland by 4,600 jobs in August of this year. Since January 2015, total employment in Maryland has increased by 107,000 jobs. The state’s unemployment rate has decreased to 4.2 percent. “Our area is due for a market boost now that interest rates are going up and consumer confidence is at an all-time high,” Maher said. “Increased rates mean more buyers and more buyers should spur more sellers.” Coastal’s monthly local housing statistics are pulled from the Bright Multiple Listing Service, which represents the activity of over 1,000 local Realtors in Somerset, Wicomico and Worcester counties, as well as 85,000 real estate professionals across the Mid-Atlantic. NAR 2019 forecast sees price increases (Boston) Consumers should expect home sales to flatten and home prices to continue to increase, though at a slower pace, according to a residential housing and economic forecast session at NAR's 2018 Realtors Conference & Expo. As Lawrence Yun, chief economist at the National Association of Realtors, presented his 2019 housing and economic forecast, he was joined onstage by Lisa Sturtevant, president of Lisa Sturtevant & Associates LLC, who discussed the importance of affordable housing in the U.S.

Much of Yun's presentation focused on recent declines in home sales, but in the context of long-term trends to illustrate the housing market's actual performance. "Ninety percent of markets are experiencing price gains while very few are experiencing consistent price declines," said Yun. "2017 was the best year for home sales in ten years, and 2018 is only down 1.5 percent year to date. Statistically, it is a mild twinge in the data and a very mild adjustment compared to the long-term growth we've been experiencing over the past

few years." As to the possibility that we are currently experiencing a small bubble, Yun was quick to shut down any speculation. "The current market conditions are fundamentally different than what we were experiencing before the recession 10 years ago," said Yun. "Most states are reporting stable or strong market conditions, housing starts are under-producing instead of over-producing and we are seeing historically low foreclosure levels, indicating that people are living within their means and not purchasing homes they cannot

afford. This is a stronger, more stable market compared to the loosely regulated market leading up to the bust." Housing affordability was also discussed by both panelists. While the U.S. is experiencing historically normal levels of affordability, potential buyers may be staying out of the market because of perceived problems with affordability. "NAR research shows that a lower percentage of consumers think that now is a good time to buy, while more are indicating that it is a good time to sell," said Yun. "Problems could arise if the market is flooded with too

many sellers and not enough buyers. Fortunately, that does not appear to be the case, as indicated by months' supply of inventory at below five months." Sturtevant discussed the importance of homeownership on a social level — how homeowners tend to be in better physical and mental health and have greater opportunity for economic selfsufficiency. Additionally, communities with more homeowners tend to be more economically prosperous and better able to attract and retain workers. "I am a researcher, not an advocate; but the results of my research have

compelled me to see the importance of affordable, stable housing, and the positive economic impact to local communities," said Sturtevant. Looking to next year, Yun shared his forecast for home sales and median home prices. "The forecast for home sales will be very boring - meaning stable," said Yun. With a few months of data remaining in 2018, Yun estimates that existing-home sales will finish at a pace of 5.345 million—a decrease from 2017 (5.51 million). In 2019, sales are forecasted to increase to 5.4 million, a 1 percent increase.

The national median existing-home price is expected to rise to around $266,800 in 2019 (up 3.1 percent from 2018 this year and $274,000 in 2020. "Home price appreciation will slow down - the days of easy price gains are coming to an end - but prices will continue to rise." All of these forecasts, however, are dependent on higher levels of home production, Yun said. "All indications are that we have a housing shortage. If you look at population growth and job growth, it is clear that we are not producing enough houses.

“This is often a local issue, not a national one, so NAR has created a website where local associations and Realtors can go for information on how to advocate for increased supply in their communities," Yun said.. Commenting on the overall health of the U.S. economy, Yun noted that the economy is "good." He noted that we have low unemployment, record high job openings, historically low jobless claims, job additions for eight straight years and wages beginning to increase. "This type of activity in the economy should support the housing market, even as interest rates rise," said Yun.

Prices rise throughout state (Annapolis) Residential home prices remained strong in September for the eighth month in a row compared to the same period of 2017, according to housing statistics released by Maryland Realtors. Average home prices rose by 4.9 percent, while median prices also rose in September by 3.6 percent as compared to the same time in 2017. "The average residential home and median sale prices continued their rise," said Maryland Realtors President Merry Tobin. "While the 3.9 months of available inventory is a negligible increase over the 3.6 months of inventory in 2017, this has the potential to start dampening consumers enthusiasm, impacting everyone's ability to buy or sell." A six-month to 6.5-month supply

is considered to be a balanced market. The September sales total of 6,018 represents a decrease of 10.8 percent from the September 2017 total of 6,743. The September statewide median sales price was $287,700, an increase of 3.6 percent from the September 2017 median of $ $277,746. Pending sales decreased 9 percent in September compared to a year ago. The average days on market for home sales closed during September was 56, a decrease from 66 in September 2017. The average sale price compared to original list price for September increased to 96.4 percent from 95.5 percent in September 2017. Maryland monthly housing statistics are compiled by data as reported by MRIS/Bright MLS.

Expert panel reports on its list of issues facing industry (Boston) Housing affordability, disruptive technology and rising interest rates were just some of the issues the Counselors of Real Estate (CRE) named most likely to affect the real estate industry during a session titled "Update: The Top Ten Impacts on Real Estate 2018-2019" at NAR's 2018 Realtors Conference & Expo. Each year CRE members pool their research, analysis and information to develop a “Top Ten Issues Affecting Real Estate” list and the substantiation that validates it. This list identifies the most pressing trends and challenges that will have an impact on the housing and commercial real estate market now and in the years to come. "Real estate touches every American, from every part of the country and every walk of life," said panelist Hugh Kelly, of Hugh F. Kelly Real Estate Economics. "The concerns facing the real estate industry are our common concerns." The group divided the list into two groups: issues the organization believes the industry needs to be thinking about in the coming year and issues that will be important over the next 10 years. Student debt cuts deep into home-buying

Carrying student debt, whether for themselves or someone else, limits potential home buyers’ budgets by $92,440, leaving fewer homes on the market they can afford. The average monthly student debt payment for renters who plan to buy a home in the next year is $388, according to the Zillow Housing Aspirations Report. The maximum priced home a buyer with student debt could afford is $269,400, if they spend no more than 30 percent of their income on combined housing and student debt.

At this price point, they could buy 52.3 percent of homes currently listed for sale. For a buyer with no student debt seeking to spend the same share of income, the buying limit would increase to $361,800, and they could afford to buy 66.4 percent of available homes nationwide. Student debt reached record levels this year, with the total amount at $1.56 trillion in the third quarter of 2018. Paying off student loans also makes it harder to set aside money for a down payment, which is
