Fourth quarter sees settlements increase BERLIN – The Lower Eastern Shore kicked off the fourth quarter of 2015 with increased home settlements, according to the latest figures from the Coastal Association of Realtors (CAR). CAR’s local housing statistics for October 2015 showed an overall 9.7 percent increase in settlements of single family homes and condominiums compared to the same time last year in Somerset, Wicomico and Worcester counties. Single-family homes in Wicomico and Worcester counties saw the highest jump in settlements, increasing by 16.9 percent and 8 percent, respectively. Condominiums in Worcester County also saw a significant increase of 15.7 percent compared to the same time last year. Overall contracts, or pending sales, were also up by 30.1 percent. Single-family homes in Worcester County saw the most impressive hike in contracts with a 53.3 percent in-
crease compared to the same time last year. Local inventory is decreasing slightly, as the three counties collectively saw a 5.4 percent dip in listings. This tight supply of homes is likely directly correlated to spikes in listing prices and sales prices, which increased overall by 24.3 percent and 23.7 percent, respectively, compared to last month. Days on market increased by 12 percent. “Overall, the local market is doing well,” said CAR President Linda Moran. “The mild weather we are experiencing on the Shore makes for ideal conditions to show homes, which translates into more sales for our members.” CAR’s monthly local housing statistics are pulled from the association’s Multiple Listing Service, which represents the activity of more than 1,000 local Realtors in Somerset, Wicomico and Worcester counties. Prices sustain steady growth in third qtr. Low inventory in metro areas surveyed partly responsible for stability
WASHINGTON â&#x20AC;&#x201C; The encouraging lift in home sales amidst ongoing inventory shortages kept home prices rising in most of the country during the third quarter, but overall price appreciation slowed to a healthier pace, according to the latest quarterly report by the National Association of Realtors. The median existing single-family
home price increased in 87 percent of measured markets, with 154 out of 178 metropolitan statistical areas (MSAs) showing gains based on closings in the third quarter compared with the third quarter of 2014. Twenty-four areas (13 percent) recorded lower median prices from a year earlier. There were slightly fewer rising markets in the third quarter compared to the second quarter, when price gains were recorded in 93 percent of metro areas. Twenty-one metro areas in the
third quarter (12 percent) experienced double-digit increases, a decline from the 34 metro areas in the second quarter. Sixteen metro areas (9 percent) experienced double-digit increases in the third quarter of 2014. Lawrence Yun, NAR chief economist, said there's no question the housing market had its best quarter in nearly a decade. "The demand for buying picked up speed in many metro areas during the summer as more households entered the market, encouraged by favorable mortgage rates and improving local
economies," he said. "While price growth still teetered near or above unhealthy levels in some markets, the good news is that there was some moderation despite the stronger pace of sales." The national median existing single-family home price in the third quarter was $229,000, up 5.5 percent from the third quarter of 2014 ($217,100). "Unfortunately, the lack of any meaningful gains in housing supply pushed prices in some areas above what some potential buyers — especially first-time buyers — are able to afford." The five most expensive housing markets in the third quarter were the San Jose, Ca., metro area, where the median existing single-family price was $965,000. Rounding out the top five were San Francisco, $809,400; AnaheimSanta Ana, Ca., $715,300; Honolulu, $714,000; and San Diego, $554,400. The five lowest-cost metro areas in the third quarter were Cumberland, Md., where the median single-family home price was $82,400; Youngstown-Warren-Boardman, Ohio, $90,700; Decatur, Ill., $101,400; Rockford, Ill., $102,800; and Elmira, N.Y., $108,800.

Metro area condominium and cooperative prices — covering changes in 62 metro areas — showed the national median existing-condo price was $215,200 in the third quarter, up 2.0 percent from the third quarter of 2014 ($211,000). Forty-four metro areas (71 percent) showed gains in their median condo price from a year ago; 18 areas had declines. At the end of the third quarter, there were 2.21 million existing homes available for sale, which is below the 2.28 million homes for sale at the end of the third quarter in 2014. The average supply during the third quarter was 4.9 months — down from 5.5 months a year ago.

"Realtors are still reporting that many homes are going under contract more quickly than what's typical this time of year," he said. "While this is certainly beneficial to homeowners looking to sell, some are still reluctant to list out of concerns they'll have limited time and choices during their own home search." Rising home prices, despite an increase in the national family median income ($67,723), slightly decreased affordability in the third quarter compared to the third quarter of last year. To purchase a single-family home at the national median price, a buyer making a 5 percent down payment would need an income of $50,324, a 10 percent down payment would require an income of $47,675, and $42,378 would be needed for a 20 percent down payment.

CAR solicits students’ fair housing posters
BERLIN – The Coastal Association of Realtors (CAR) is encouraging local teachers to participate in the annual Fair Housing Poster Contest, which sends the winning student to Annapolis for a meeting with the governor or other state official. Sponsored by the Maryland Association of Realtors (MAR), the contest is a means for Realtors across the state to help increase awareness of this important issue. “Fair housing” pertains to the Fair Housing Act, which prohibits discrimination in the sale and rental of housing based on race, color, national origin, religion, sex, familial status or handicap. The contest aims to teach children that discrimination is not only wrong, but illegal. Artwork submitted by students must illustrate this year’s calendar theme, “Dreams Come True With Fair Housing.” CAR will choose a local winner from each of three age groups: kindergarten through second grade, third grade through fifth grade and sixth grade through eighth grade. These winners will receive Visa gift cards, courtesy of CAR. Their entries will be forwarded to MAR, who will choose one for inclusion in the 2017 statewide calendar.
The winner will travel to Annapolis, where they will be honored along with 12 other students from across the state. Contest packets have been mailed to the principals of public and private schools in Somerset, Wicomico and Worcester counties. Home schools, aftercare programs, churches and other children’s centers are encouraged to participate. Existing home sales forecast increase moderately in 2016 SAN DIEGO – Following the housing market’s best year since the recession, existing-home sales are expected to increase in 2016 at a moderate pace; although affordability pressures from inventory shortages and rising mortgage rates could slow the potential for even stronger sales momentum, according to an economic forecast forum here at the 2015 Realtors Conference & Expo in November. Lawrence Yun, chief economist of the National Association of Realtors, presented his 2016 economic and housing forecast and was joined onstage by Cris deRitis, senior director of credit analytics at Moody’s Analytics, who also shared his insights on the housing market and U.S. economy, and Jonathan Corr, president and CEO at Ellie Mae, who discussed issues impacting the mortgage industry and how real estate professionals can adjust to the upcoming wave of new millennial buyers. According to Yun, the pent-up demand for buying in recent years finally broke out in a meaningful way in 2015, fueled by sustained job growth in many parts of the country and rising home values giving more homeowners the incentive to sell – a trend that he expects to continue next year. “Sales activity in 2016 will once again be primarily driven by the ongoing release of more pent-up sellers finally realizing their equity gains and using it towards the down payment on their next home,” said Yun. With demand expected to remain stable through the final two months of the year, Yun forecasts home sales to finish 2015 at a pace of 5.30 million and then expand 3 percent to around 5.45 million in 2016. The national median existing-home price is expected to rise to around 6 percent this year before slightly moderating to around 5 percent in 2016. Although Yun anticipates further expansion in existing-sales next year, rising mortgage rates and supply constraints are two likely roadblocks that have the potential to slow the pace of sales from being even more robust. “Rents and home prices are expected to exceed income growth into next year because of the insufficient creation of new home construction and the detrimental impact its inadequacy continues to have on housing costs in several markets,” said Yun. “The real solution to preserving affordability is a substantial ramp-up in housing starts and more homeowners listing their home for sale.” Yun forecasts single-family housing starts to close out around 1.1 million this year and reach 1.3 million in 2016, which is still below the 1.5 million he says is needed each year to keep up with current demand. Newhome sales are likely to total 505,000 this year, and increase to 590,000 next year.
deRitis, who also expects ongoing affordability pressures in some areas as builders slowly respond to current housing shortages, said there’s still an above-average share of young adults living with their parents. He predicted a burst of activity in new construction and home sales coming to fruition in upcoming years, backed by a labor market at full employment, and pent-up demand from delayed household formation and rising rents will encourage more renters to consider buying. A portion of Yun’s presentation focused on the difficulty facing firsttime buyers, whose participation in the market was reported by NAR earlier this month1 and fell to its lowest share in nearly 30 years. Surprised by the underperforming percent share, he highlighted a few of the reasons behind their hardships, including a meager amount of affordable inventory, competition from vacation buyers and investors buying similarly priced homes and repaying student loan debt. “Even among recently successful first-time buyers, 41 percent have student debt and the typical amount is $25,000. Repaying this debt amidst flat wage growth and sharp rent increases only makes it more difficult to come up with the cash needed for a down payment,” said Yun. “Their emergence back into the market will be a gradual one, but our data does show that young adults view homeownership as a good financial investment and part of their personal American dream.” Yun anticipates the homeownership rate declining slightly further as the number of new renter households exceeds the share of new homebuyers – as it has at least since 2008. He said the pendulum will likely swing towards a balance of more new homeowners as early as 2017. “Millennials outnumber baby boomers by almost 10 percent, and they’re collectively just entering their homebuying years with marriage and children on the horizon,” added Corr. “The good news is that most surveys are finding that millennials still want to engage directly with mortgage loan professionals and Realtors at key times in the buying process. Going forward, both will need to adjust accordingly by further adopting digital processes that make the buying experience easy and accessible for this group of engaged buyers.” As has been the case every year since the downturn, Yun remarked that uneven quarterly economic growth will likely keep Gross Domestic Product around 2 percent to close out this year, before some acceleration next year, with GDP coming in closer to 3 percent (2.7 percent). On the topic of borrowing rates, Yun foresees the U.S. to start slowly entering a rising interest rate environment in coming months.

Most people agree, buying home solid financial move WASHINGTON — A vast majority of Americans believe that buying a home is a solid financial decision, and most believe they could sell their home for at least its initial purchase price, according to a new survey from the National Association of Realtors. The 2015 National Housing Pulse Survey also found that a preponderance of Americans think that now is a good time to buy a home. The survey, which measures consumers' attitudes and concerns about housing issues in the nation's 50 largest metropolitan statistical areas, found that more than eight in 10 Americans believe that purchasing a home is a good financial decision and 68 percent believe that now is a good time to buy a home. Seventy-one percent believe they could sell their house for what they paid for it, a jump of 16 percentage points from 2013. When asked why homeownership matters to them, respondents’ answers did not change significantly from past years. Building equity, wanting a stable and safe environment, and having the freedom to choose their neighborhood remain the top three reasons to own a home. The number of renters who are now thinking about purchasing a home has increased since the last sur-
vey in 2013, up from 36 percent to 39 percent. Sixty-one percent of renters stated that owning a home is a priority for their future. According to the survey, 80 percent of respondents believe that prepurchase counseling programs and classes are very or somewhat important. Forty-five percent of homeowners who said they did not take a counseling program, reported they would have taken part in one had it been easily available to them. Attitudes about the housing market have improved in recent years. Forty-nine percent of respondents indicated that they feel activity in the housing market has increased in the past year, compared to 44 percent in 2013 and 12 percent in 2011. Eighty-nine percent expect home sales in their area to either increase or remain the same. Concern about foreclosures has also declined, with only 15 percent of respondents indicating that foreclosure is a major concern. In addition to improved attitudes about the housing market, survey participants also showed an improved outlook regarding the economy. Only 36 percent think that job layoffs and unemployment are a big problem, a substantial drop from 45 percent in 2013.

10 Tips for the Second Home Buyer Whether you’re looking for a vacation home or an investment property, buying a second home can be a wonderful financial and recreational opportunity for your family. Always have a place to stay at the beach or create an additional stream of revenue by renting the property to vacationers. A second home can yield potential tax benefits and can someday serve as a retirement home. No matter what your purpose is for seeking a second home, rely on a local REALTOR® and a local lender to help you choose the best property to fit your needs and make your visit a permanent vacation. 1. Hire a local REALTOR®. The benefits of utilizing a local REALTOR® are numerous. These trained professionals will guide you through this experience, from helping you determine what and where you want to buy to helping you navigate the transaction more smoothly. Choose a REALTOR® with experience in buying and selling properties in the area you’re considering and is a member of the Coastal Association of REALTORS®. Members of CAR are held to the highest of industry standards. 2. Work with a local lender. Local lenders have the knowledge and experience to ensure the smoothest and most successful process possible. Jamie Wetzelberger, a loan officer with SunTrust Mortgage in Ocean City, said a local lender knows a local property’s eligibility criteria, which is important because the Lower Shore’s market is unique. “We know if a building is seasonal, if it allows rentals, if it allows daily rentals, and whether it meets Fannie Mae or Freddie Mac criteria,” Wetzelberger said. “We know the local contacts for the rental management companies and we know the local insurance representatives. All your local resources work together to make the process as smooth as possible.” Again, choose a local lender who is an affiliate member of CAR as they are the most trusted local vendors for your real estate needs. 3. Get prequalified. The prequalification process, which should be done with a local lender, assesses your income, assets, eligibility, and affordability. Your lender will give you a prequalification letter that says how much house you’re able to buy. This lets sellers know that you’re serious and gives your REALTOR® some direction as to what price range you’re working in. 4. Be ready with a down payment Most buyers fund the purchase of a home with the combination of a down payment and a mortgage. The higher the down payment, the lower the loan, and the more house you can afford to buy. Shawn Hunt, a loan officer with MNET Mortgage Corp. in Salisbury, said a second home mortgage typically requires a minimum 10 percent down payment. However, he strongly recommends that buyers come prepared with 20 percent. “If you finance more than 80 percent of the cost of the home, you’ll have to pay mortgage insurance, which is typically required by lenders to protect those higher amounts,” Hunt said. “So some people will choose to go ahead and put 20 percent down so they can avoid that monthly cost.” 5. Calculate additional expenses. For some, additional costs that are oftentimes overlooked can make second homeownership more expensive than you initially thought. These costs vary depending on the use of the home – whether it be your vacation home, a rental, or both. Calculate your expenses, while factoring in other costs associated with your not occupying the home every day. “If a buyer does decide to rent, they will need to factor in costs like a management company, additional insurances, cleaning, increased utility bills, repairs, and maintenance,” said Vicki Harmon, president of CAR’s board of directors. “Additionally, buyers will need to make sure the property is desirable and will appeal to renters. Investigate the rental history for similar properties or if the property is currently rented, find out the annual income.” Homeowners Association dues should also be included, if applicable. 6. Consider tax implications. Property taxes should always be taken into consideration when looking for any home – whether it’s your primary or secondary residence. For second home buyers who plan to rent, income taxes must also be factored. There are, however, tax perks in second homeownership. Deductions are generally based on the property’s use – the more time YOU spend there, the more items you’re able to deduct, such as mortgage interest and real estate taxes, to name a few. When renting a property, you should treat it like a business, deducting expenses like taxes, insurance, mortgage interest, utilities, housekeeping, and repairs. It’s best to consult a tax advisor, as deductions for vacation homes are complex. 7. Determine whether it’s the right time to buy. Before taking this leap into dual homeownership, you want to make sure it’s the right time for you, the area in which you plan to buy, and the market. In addition to assessing your financial goals and formulating a plan, you’ll want to work with your REALTOR® ensure you’re choosing an area where your home is going to appreciate in value. Also, the recent downturn in housing prices within the U.S. could present you with a valuable opportunity to buy cheap. Work with your REALTOR® to get the biggest bang for your buck. 8. Decide where and what to buy. There’s a lot to examine when choosing your home and its location. Consider things like the strength of the surrounding economy, demographics, trends in house resale values, convenience and amenities, property tax rates, the quality of local schools, and medical care, among others. Choosing the type of home you want to buy can also be a lofty decision. Do you want a single-family home, a condominium, an apartment, a townhouse, or a co-op? Which works with your budget? Your REALTOR® has this information and can help you determine which area and type of home best fits your family’s needs. 9. Buy insurance. Your REALTOR® and lender can help you determine what types of insurance you need to buy, whether it be flood, title, hazard, liability, or others. Your needs will depend on your location, type of home, and use, among other factors. Work with local professionals who can connect you with the area’s most reputable and trusted insurance representatives. 10. Learn how to be a landlord. If you do plan to rent your property, prepare yourself for the responsibilities of being a landlord. First and foremost, do not expect to turn a profit for a few years. It will take some time for you to get grounded and see a return on your investment. Secondly, you’ll want to look into local legislation to determine your municipal responsibilities, such as occupancy limits, lease addendums, and more. You’ll also want to take into consideration your practical and legal responsibilities, such as finding good, trustworthy tenants, understanding and preparing leases or short-term agreements, and dealing with ongoing management and repairs.
