The fund balance: what is it, really? Call it a political ploy or a random act of councilmanic kindness to taxpayers, but whatever the motive, the Ocean City Council’s decision to cut the new tax rate by a penny by drawing from the city’s fund balance speaks a thousand words. That’s because it would take at least that many to explain in detail what a “fund balance” really is and why the council’s dipping into it to replace this reduction in tax revenues and, not long ago, to pay bonuses to employees is a good, bad or indifferent thing. Various authorities have devoted whole journals to examining the subject of government fund balances, but for our purposes we’ll say they differ little from a company’s operating capital. The company or government can spend this money if it wants to, but would prefer to keep it to cover its cash flow needs between the time it must pay its bills and when the revenue comes in. Obviously, the money can also be used to stay afloat if something terrible happens. Depleting that fund without replacing that money means the company or government would have less to cover its expenses or other contingencies the next time around. Hence, the bond rating agencies’ concern about the size of municipality’s fund balance. So how much of a balance is enough? It depends. Moody’s Investment Service’s David Jacobson says Ocean City has a Aa2 bond rating, the company’s third highest, but Moody’s has no policy that stipulates what percentage of a municipality’s budget should be held in reserve. “In the most recent report, we do note that, ‘Favorably, town officials also maintain a 12 percent benchmark for fund balance levels, given risks inherent to coastal, tourism-based economies.’ So the 12 percent appears to be a town policy.” Most thinking on the subject suggests that 12 percent is a little low and that the balance should be 15 percent or more. But neither is critically low according to these same sources. What matters is whether Ocean City government can replenish the fund when it must, either through additional savings or higher taxes. And that is the election year question.

Do something extraordinary May 15 Editor, I will make my request short and sweet. On Tuesday, May 15, my little sister, Mrs. Whitney Hurley Hatchett, will have open-heart surgery. She has a history of heart challenges, but has never undergone such extensive surgery. It is my belief that if as many people as possible put enough positive energy into the world, she will survive. Karma is an incredible source of power. Here is my request: on May 15, please go out and do something extraordinary — something that you don’t normally do that puts a smile on someone else’s face (including Mother Nature). For me, I will be giving blood that afternoon. Then, whatever you decide to do, can you please let me know (12626 Sunset Ave., Ocean City, Md. 21842)? Then, I will put each idea in a card that Whitney can open on each day of her recovery to learn what a stranger did for her on the day of her surgery. Here are some extraordinary ideas: n Pick up trash along the side of the road or on the beach n Volunteer to serve food in a soup kitchen n Donate used blankets and towels to an animal shelter n If going through a toll, pay for the person behind you n Leave an extra $10 for your waitress at lunch or dinner n Donate blood or hair n Plant a tree n Read to kindergartners or residents in an assisted living facility
n Give a stranger a hug or a compliment n Tell someone you love them n Volunteer in your community (Habitat for Humanity, Girls and Boys Club, etc). Thank you all from the bottom of my heart. Clarifying signature collection Editor, In the May 4 edition [of Ocean City Today], there appeared a letter vociferously denouncing the Catholic Church in general, and St. John Neumann Church in particular, for having had “the audacity to have petitioning going on at the church on Sunday against the same sex bill.” Further, that the church decided to hold its petition in the church lobby on Sunday during Mass. The fact is that on Sunday, April 29, signatures were collected after Mass on “the petition to ‘preserve marriage’ in Maryland.” Almost 56,000 valid petition signatures are required to put the issue of preserving marriage on the ballot in the state of Maryland on Nov. 6, 2012. This action will simply give all Maryland voters an opportunity to vote on the issue of the definition of marriage in Maryland in November, instead of being defined by our politicians. The petition did not take place in the lobby actually designated as the
gathering area or vestibule. It was conducted after Mass in a separate wing of the building. Despite the implication, Mass was certainly not disrupted. The position of the church on the subject of marriage has been clearly defined through the ages, and will remain so, such letters notwithstanding. Without rancor or vituperation, all that can be said about the letter in question is that it remains totally in question. We will pray for its author. William G. Dillon Ocean Pines
Writer won’t return to Catholic Church Editor, I am writing this letter to show support for Amy Povloski and her well-written letter in last week’s publication. She did a wonderful job of expressing the thoughts and feelings of the many people that are very unhappy with the role that the Catholic Church has chosen in social and government issues. How mean-spirited to nurture intolerance for any one of God’s children. The Church and the participants in this petition should be ashamed of themselves. Bishop Desmond Tutu has said that anyone not accepting same-sex marriage cannot call themselves Christians. I agree with him. As a life-long Catholic, I will not be back to the Catholic Church.
