Inventory shortage driving home prices Lower Eastern Shore, Md. – Continued limited inventory is boosting multiple-offer sales and driving up prices, according to the latest numbers from the Coastal Association of Realtors. Throughout July, there were 1,855 active, available residential units on the Shore. In July 2018, there were 2,406 available units, which is a 22.9 percent drop. Individually, active listings are down by 19 percent in Worcester County, by 31.5 percent in Wicomico County, and by 25.5 percent in Somerset County. Conversely, new listings that went on the market in July were up overall by 7.2 percent across the shore. Individually, new listings were up by 13.6 percent in Wicomico and by seven percent in Worcester. New listings were down by 16.7 percent in Somerset. The average list price for the shore was $228,927, which is 3.8 percent lower than this time last year. The average sale price was $221,446, which is 12.4 percent higher than this time last year. “What we’re seeing here is a boost in sale prices compared to list prices, because people are willing to pay more in this low-inventory market,”

said President Bernie Flax. “This is a true seller’s market.” Settlements are down slightly compared to July of last year, with new settlements being 3.4 percent lower and Year to Date (YTD) settlements being 0.7 percent lower. Individually, new settlements throughout July were up by 16.1 percent in Wicomico, and were down by 11.5 percent and 33.3 percent in Worcester and Somerset, respectively. The average Cumulative Days on Market (CDOM) for July was 152, or 34.5 percent higher than the same time last year. Individually, CDOM increased by 104 percent in Somerset and by 28 percent in Wicomico, and decreased by 11 percent in Worcester Coastal’s monthly local housing statistics are pulled from the Bright Multiple Listing Service, which represents the activity of over 1,000 local Realtors in Somerset, Wicomico and Worcester counties, as well as 85,000 real estate professionals across the Mid-Atlantic. The Bright MLS service area includes Maryland, Delaware, New Jersey, Pennsylvania, Virginia, Washington, D.C., and West Virginia.

Realtors’ annual golf tourney raises thousands for charities Lower Eastern Shore, Md. – The Coastal Association of Realtors is seeking sponsors for its second annual golf tournament to benefit the Coastal Realtors Foundation on Thursday, Oct. 10 at the Ocean City Golf Club Seaside Course. Registration opens at 10 a.m. and the shotgun start is at 11 a.m. The tournament is a four-person scramble with all levels of players welcome. The cost to participate is $400 per team. Players without a team are welcome to register for $100 and will be assigned. Teams who wish to sponsor a tee sign will receive a discount. Prizes will be awarded for best and worst scores. Included in the cost of registration are green fees, golf cart rental, a swag bag, drink tickets, snacks, and a full after-golf meal.
The event is the primary fundraiser for the Coastal Realtors Foundation, which is a charitable fund held by the Community Foundation of the Eastern Shore. The fund provides grants to local nonprofit organizations that are supported by members of Coastal. The foundation has supported organizations like Habitat for Humanity, the Life Crisis Center, and the Parsonsburg Volunteer Fire Department, to name a few. There are various levels of sponsorship available, ranging in price from $50 to $2,000. Last year’s event hosted 76 players and raised over $12,000. FHA condo rule change should spur sales Maryland Realtors, along with the National Association of Realtors (NAR), applauded the Department of Housing and Urban Development (HUD) for finalizing new Federal Housing Authority (FHA) regulations that significantly alter the condominium approval process. The new condominium approval process will increase the availability of FHA-backed condo loans, and is expected to yield thousands of new homeownership opportunities nationwide. "Condos are often the most affordable, attractive option for first-time homebuyers in Maryland, but the absence of FHA condominium financing made it harder for potential
homebuyers to enter the market," said Merry Tobin, Maryland Realtors president. "In Maryland, these new rules have the potential to transform our housing market and state economy, easing affordability constraints, maximizing first-time homebuyer assistance programs and putting sustainable homeownership in reach for a number of buyers that would have continued to be denied this critical opportunity,” she said. “Maryland Realtors supports the FHA's regulatory changes which have the potential to make homeownership a reality for many in Maryland." Specifically, the new guidance extends certifications from two years to
three, allows for single-unit mortgage approvals, provides more flexibility with owner/occupancy ratios, and increases the allowable number of FHA loans in a single project. The rule will go into effect in midOctober, 60 days from publication. HUD believes the changes will extend critical benefits to aspiring homeowners and confirm the agency is properly serving the public. The vast majority (84 percent) of FHA-insured condo buyers have never owned a home before. During NAR's most recent existing home sales report, June condominium and co-op sales were recorded at a seasonally adjusted annual rate of 580,000 units.
The figure represents a decline of 3.3 percent from May and a 6.5 percent drop from the same time last year. With more than 8.7 million condo units nationwide, only 17,792 FHA condo loans have been originated in the past year. NAR Chief Economist Lawrence Yun recently said that even though median prices for existing condos have risen slightly, their relative affordability means condominiums remain a natural answer to inventory shortages holding back housing sales growth. "Condos are typically more affordable than a detached single-family home, but only a small fraction of condos are FHA-certified," Yun said.
July sales see climbing mid-level prices nationwide Washington – Existing-home sales strengthened in July, a positive reversal after total sales were down slightly in the previous month, according to the National Association of Realtors. Although Northeast transactions declined, the other three major U.S. regions recorded sales increases, including vast growth in the West last month. Total existing home sales — singlefamily homes, townhomes, condo-
miniums and co-ops — rose 2.5 percent from June to a seasonally adjusted annual rate of 5.42 million in July. Overall sales are up 0.6 percent from a year ago (5.39 million in July 2018). “Falling mortgage rates are improving housing affordability and nudging buyers into the market,” said Lawrence Yun, NAR’s chief economist. However, he added that the supply of affordable housing is se-

Moderately-priced homes in short supply across country Continued from page 15 chased in the upper half of the market in these same metro areas in 2012 increased at a much slower pace when sold in 2018. “Clearly, the inventory of moderately-priced homes is inadequate and more home building is needed,” said Yun. “Some new apartments could be converted into condominiums thereby helping with the supply, especially in light of new federal rules permitting a wider use of Federal Housing Administration (FHA) mortgages to buy condo properties.” The median existing home price
for all housing types in July was $280,800, up 4.3 percent from July 2018 ($269,300). July’s price increase marks the 89th straight month of year-over-year gains. Total housing inventory at the end of July decreased to 1.89 million, down from 1.92 million existinghomes available for sale in June, and a 1.6 percent decrease from 1.92 million one year ago. Unsold inventory is at a 4.2-month supply at the current sales pace, down from the 4.4 month-supply recorded in June and down from the 4.3-month supply recorded in July of
2018. Properties typically remained on the market for 29 days in July, up from 27 days in June and up from 27 days in July of 2018. Fifty-one percent of homes sold in July were on the market for less than a month. According to Freddie Mac, the average commitment rate (link is external) for a 30-year, conventional, fixed-rate mortgage decreased to 3.77 percent in July, down from 3.80 percent in June. The average commitment rate across all of 2018 was 4.54 percent. “Mortgage rates are important to
consumers, but so is confidence about the nation’s overall economic outlook,” Yun continued. “Home buying is a serious longterm decision and current low or even lower future mortgage rates may not in themselves meaningfully boost sales unless accompanied by improved consumer confidence,” Yun added. First-time buyers were responsible for 32 percent of sales in July, down from 35 percent the month prior and about equal to the 32 percent recorded in July 2018. NAR’s 2018 Continued on page 18

All-cash sales accounted for 19 percent of transactions in July, up
from June and down from July of 2018 (16 percent and 20 percent, respectively). Distressed sales – foreclosures and short sales – represented 2 percent of sales in July, unchanged from June but down from 3 percent in July 2018.
