Georgia Bureau of Investigation Director Vernon Keenan said the department is close to wrapping up its investigation into the shooting death of Anthony Hill, who was unarmed and naked when a DeKalb Police officer killed him on March 9. The mentally ill U.S. Air Force veteran was roaming the apartment complex where he lived when the police officer shot him. Keenan met with the DeKalb NAACP on Monday (April 6) at the GBI headquarters in Decatur to hear the organization’s concerns about the investigation and he promised transparency. “We will put it all out there so everybody can read and see what happened. Separate the fact from fiction. This is

officer use of force shooting. Someone has to do that work and I believe we are the best to do it.”

A group of concerned parents at Southwest DeKalb High School are leading an effort to help raise money to cover the funeral expenses for Pierre Tilson. The 15-year-old drummer who played in the Southwest DeKalb High’s marching band was accidentally shot by his own mother on April 4. The teen died on April 6 at Grady Hospital. Family members say Latoya Tilson was trying to break up a fight between a group of teens and her son outside her College Park apartment, where her son was visiting, when she fired several shots into the crowd, accidentally striking Pierre Tilson. Another teen, who was shot in the buttocks, is recovering. Latoya Tilson is scheduled to make a second court appearance on April 20. She waived her first appearance on April 6. “This has hit the Southwest DeKalb High family hard. As a member of Fathers Being Involved @ SWD, I’ve seen 10 deaths over the years at this school

and this is one of the saddest, if not the saddest one,” said Greg White, a former Southwest DeKalb PTSA president. White said a memorial fund has been set up in Pierre Tilson’s name at Wells Fargo and PeachState Credit Union. “We need to raise $8,500 to cover the burial expenses for Pierre,” said White. Pierre’s father, Wayne Jones, says his family has

received an outpouring of calls and thousands of posts on social media. “My son’s Facebook page has about 50,000 comments. My phone has been ringing off the hook 24 hours. About 15 of my Morehouse classmates have called,” said Jones, who is a tax accountant and 38-year resident of DeKalb. Jones says he plans to make an appeal to the community and on radio stations V-103 and WAOK to help raise the money he needs for his son’s funeral. “We are planning a very special service for him. The band will do a rendition of songs Pierre liked. We plan to bury Pierre in his uniform and with his (drummer) sticks.” Jones said the wake has been set for April 17, 5 p.m., at the Gregory B. Levett & Sons Funeral Home’s South DeKalb Chapel, 4347 Flat Shoals Parkway, Decatur. The funeral has been tentatively set for Saturday, April 18, at Ray of Hope Christian Church, 2778 Snapfinger Road, Decatur. No time has been set yet.

with lawmakers By Valerie J. Morgan

Dr. Kathryn Rice, who is leading the Concerned Citizens for Cityhood of South DeKalb Inc., says her group will meet with state legislators within the next few weeks to discuss the future of the proposed Dr. Kathryn Rice city of Greenhaven. The Greenhaven cityhood bill died during this year’s legislative session, along with the proposed city of Stonecrest. DeKalb lawmakers have said, however, incorporation will be revisted next year. “We want to meet with our legislators. We want to give them the opportunity to tell us what happened and discuss how we can protect our future,” said Rice. Rice said State Representatives Howard Mosby, Rahn Mayo and Steve Henson responded to an email she sent out to lawmakers, saying they are willing to meet and discuss how to move forward now that this year’s Legislative Session has ended. Rice said she is especially concerned that without cityhood, South DeKalb residents will face higher property taxes because they will have to shoulder the costs of the county’s pension See Greenhaven, page 10

revent Child Abuse Rockdale has placed dozens of pinwheels around the county to bring awareness to child abuse in the community. Officials of the non-profit hope to get more people talking about the problem and encourage more volunteer efforts to educate the community and stop child abuse. On April 7, the Rockdale County Board of Commissioners presented a proclamation to staff members and volunteers with Prevent Child Abuse Rockdale, recognizing the organization’s efforts. “We are doing our best to blanket the community with child abuse prevention programs. You will see those programs in the churches, school system and other agencies in our neighborhoods so we can make a difference in the lives of Rockdale families,” said Diane Howington, the organization’s director. “We are very grateful for this recognition.” About six other volunteers and staff members joined Howington at the Rockdale Board of Commissioners (BOC) meeting, where commissioners declared the month of April as Child Abuse Prevention Awareness Month. “Rockdale County is committed to promoting child abuse prevention and we commend Prevent Child Abuse Rockdale for its tireless work in supporting and protecting children in our

community,” said BOC Chairman Richard Oden. “We call upon citizens, community agencies, religious organizations, educators, medical facilities and businesses to encourage participation in strengthening the community by getting involved with the prevention of child abuse.” Commissioner Doreen Williams urged the community to support Prevent Child Abuse Rockdale and other organizations that are fighting child abuse. “Child abuse is a tragic reality that continues to be one of the most urgent family, health and social issues in our community today,” Williams said. “Child abuse crosses all social, cultural and economic boundaries. We

must continue to support groups like this one because in 2014 there were more than 600 reports of child abuse and neglect in Rockdale County.” The non-profit got some help from Rockdale County Public Schools’ social workers to plant “prevention pinwheels” at the School System’s main county office location, the system’s support services location on West Avenue, and in front of the Rockdale County Assembly Hall. “We are committed to strengthening families and preventing child abuse and neglect by providing families with the information, support, and resources necessary to be successful in raising children,”

said Howington. “Since 1989, Prevent Child Abuse Rockdale has been dedicated to ensuring that all children are raised in a safe, loving, nurturing home free from all forms of abuse and neglect.” Nearly five children die each day in the U.S. as a result of being abused or neglected, according to Prevent Child Abuse America. The organization also states that every 35 seconds a child is confirmed as abused in the U.S. Prevent Child Abuse Rockdale is a community-based non-profit provider of prevention and intervention services in the community. The organization serves families in both Newton and Rockdale counties.

Decatur’s Panthersville Stadium to be renamed for Coach Buck Godfrey By Joshua Smith

When the football season begins later this year, DeKalb County’s Panthersville Stadium will bear a new name. School officials say the William “Buck” Godfrey Stadium will represent a man whose legacy is as prominent off the field as it was on the gridiron. “Coach Godfrey’s contributions to DeKalb as a coach and as an educator go beyond his work at Southwest DeKalb High School and beyond the game of football. He impacted the whole county,” said DeKalb County Athletics Director Horace Dunson. “He didn’t just develop great student athletes. He made great men and great members of the community who constantly make contributions to the county and the high school. Coach is known across the state as a great man and a hall of famer.” Dunson says the county is planning an official unveiling ceremony in late summer, just before the upcoming football season begins. Godfrey, the former Southwest DeKalb High School football coach, Georgia

An official unveiling ceremony for the William “Buck” Godfrey Stadium is scheduled for late August.

Athletic Coaches Association and Atlanta Sports Hall of Fame Inductee, started his 30-year career at the school in 1983. While building a football dynasty that resulted in 273 wins, he took seven teams to the semifinals, won 13 region titles and went 1-1 in state championship games. His 1995 squad defeated Gwinnett County’s Parkview High School 14-7 to give the Southwest DeKalb Panthers its first state crown since 1972. Godfrey has coached at least seven NFL players, but he says that setting a good example for the kids he has coached has meant more to him than anything.

More than 270 of his SWD players won college athletic scholarships and 200 of them earned bachelor’s degrees, 37 have master’s degrees and 17 earned doctorates. He says all of his honors meant nothing if he couldn’t help produce successful and respectful members of society. “The real winners were and are made off the field, when the scoreboard goes off. Yes, I taught them Xs and Os over the years, but what I take pride in the most is knowing that I taught them how to dress, how to eat properly, character, how to be a man—not just football,” said Godfrey. “When I look at

athletes like Fred Jones, Cosey Coleman, Quincy Carter or any other players who made it to the NFL, it gives me the same amount of pride to see my former players in other fields. We got seven preachers, police officers, six principals and a list of other former players who are professionals in other fields besides just sports.” Godfrey ranks 16th on the all-time wins list among football coaches in the state of Georgia. Godfrey never had a losing record in his 30 seasons at Southwest DeKalb and missed the postseason just three times. Off the field, he has helped 277 players get college scholarships, 214 graduated.

In 2010, Godfrey was inducted into the Atlanta Sports Hall of Fame. At the time, he was enshrined as the only high school coach. Godfrey then joined the company of Hall of Famers such as former Braves home run hitting king Hank Aaron, former Hawks player Dominique “The Human Highlight Film” Wilkins and former Braves manager Bobby Cox. In 2014, Godfery was inducted to the GACA Hall of Fame. The DeKalb County Board of Education voted on April 1 to rename Panthersville Stadium after the legendary coach. Godfrey’s family, friends and former players were at the school board meeting to celebrate his latest honor. At the meeting, District 5 board member Vickie Turner read the resolution written by District 3 board member Michael Erwin, who was absent, and former board member David Campbell. The William “Buck” Godfrey Stadium seats about 8,500 people at full capacity and is located at 2817 Clifton Springs Road in Decatur. The stadium was originally built in 1968.

eKalb County has 20 new firefighters. The crop of recruits were part of the 101st and 102nd graduating class of DeKalb County Fire Rescue. The graduation was held April 9 at the Porter Sanford III Performing Arts and Community Center in Decatur. “I am so proud to congratulate the 101st and 102nd graduating class of

Atlanta Streetcar will remain free to riders through 2015 City of Atlanta officials say the new Atlanta Streetcar will remain fare-free for the remainder of this year. The city is reviewing how the Streetcar’s fare system can best interface with the MARTA Breeze system and looking at emerging technology to ensure that riding the Streetcar remains an easy, convenient and green option. “We have a state-of-the-art streetcar, built on principles of sustainability that make our lives easier, reduce congestion, reduce our de-

pendence on cars and contribute to cleaner air,” said Mayor Kasim Reed. “The fare collection system should be easy for commuters and visitors, and in this case, we can do better. We want the Atlanta Streetcar to be a habit for Atlanta’s residents and visitors, and streamlining the fare process will benefit our riders.” City officials say the city is committed to collaborating with transit partners to design a system that works equally well for everyday commuters and occasional riders.

Additionally, the city is looking at smartphone apps that would include trip-planning tools. In the future, riders should expect to access alerts and schedule information, check real-time arrivals and find information about Streetcar-accessible activities and events. The original budget projected $304,000 in ticket revenue. Private, philanthropic support and operational savings will offset these funds, city officials said.

DeKalb Animal Services offer free pet adoptions

D

eKalb County Animal Services is offering free pet adoptions throughout the month of April. Springtime in Atlanta brings sunshine, Dogwood blooms and, sadly, intake levels skyrocket at DeKalb County Animal Services (DCAS) due to the high number of animals being born.

To encourage the public to adopt, LifeLine Animal Project, the nonprofit that manages DCAS, is offering feewaived adoptions on all pets 25 lbs and up through the “Spring into Adoption” promotion. Adoption counselors will be on hand to ensure the animals are being placed into good homes. DCAS Shelter Director Susan Feingold says a staggering number of unwanted pets enter the shelter during warmer months. “Beginning in the spring, we receive an influx of unwanted litters due to people not getting their pets fixed,” she said. “We hope this promotion will bring adopters in quickly, so many wonderful pets can be adopted and lives can be saved.” All April adopters will receive a pet that has been spayed or neutered, has had all vaccines and is microchipped – a $200 value – for free. You can view photos of pets available for adoption at DeKalbAnimalServices.com. For more information, call 404-294-2165.

Driver Services launches Limo Chauffeur Endorsement online The Department of Driver Services (DDS) has launched a new online service designed to simplify and accelerate the process for customers applying for a Limo Chauffeur Endorsement. Customers may now submit the application and supporting documentation via the DDS’ secure website: www.dds.ga.gov. The new service will help reduce the number of incomplete applications, eliminate postage, notary and money order fees and provide a faster processing time -- saving customers and DDS time and money, officials say. “DDS continues to embrace new technologies to serve a greater number of customers more efficiently from their computers, tablets and smartphones,” said Commissioner Rob Mikell Mikell. “This online application will dramatically streamline the customer’s process and speed up application approval times.”

For both returning and new applicants for a Limo endorsement, this new feature enables customers to make an application online, submit all required documents and monitor the application status. After receipt of the Approval Letter via email, customers may visit any DDS customer service center and present the letter for license issuance. Georgia currently has 4,851 drivers with a valid Limo Chauffeur Endorsement regulated by DDS to ensure passenger and driver safety. During Fiscal Year 2014, a total of 2,487 Limo Chauffeur Endorsement Applications were processed by DDS, and 1,974 or 76% were incomplete. Prior to this new process, applicants manually submitted the application and payment leaving a large margin for errors. For more information, visit www. dds.ga.gov.

Metro Atlanta Post Offices prepare for last-minute tax filers

T

wenty-seven metro-Atlanta Post Offices with normal hours past 5 p.m. will accommodate last-minute tax filers on Wednesday, April 15, the tax filing deadline. Two locations, the Atlanta Main Office and the Boggs Road, Post Office, will take drive-by stamped tax returns and give the April 15 postmark until midnight. Tips On Mailing Tax Forms

· Sign and date your return. Always use a proper return address.

· Write clearly or use address labels. Handwritten tax return envelopes should be legible - and include a return address. · Double-check postage. Weigh any return that feels heavier than one ounce. Tax agencies do not accept postage due mail; tax returns bearing insufficient postage will be returned – meaning taxpayers will be penalized for filing late tax returns. · Approximately 5 sheets of paper, 1 paper clip & the envelope can be mailed for 49-cents (1 ounce); each additional ounce is 22-cents per ounce.

· Use First-Class postage. The Internal Revenue Service (IRS) recognizes the inexpensive FirstClass letter postmark as proof that a return has been mailed on time. · If mailing in a collection box or Self-Service Ship and Mail Center, be sure to deposit before last collection time posted. · Mail as early in the day as possible.

· Also, FAA rules require that stamped tax returns weighing one pound or more must be mailed at a post office - they cannot be deposited in a mail collection box.

· For taxpayers sending original receipts without copies, registered mail is recommended for ultimate peace of mind. It costs a little more – but it’s secure.

organization plans to stay vigilant. “With all of the other options that Officer Robert Olson had at his disposal, using deadly force on someone who is obviously acting unstable should have been the last option,” said Evans. “We want them to know that we will be looking hard at this case.” Keenan said his office is poring over witness interviews, evidence and other documents and expects to release its findings “in the very near future.” Once the investigation is completed, the GBI will turn over the information to DeKalb District Attorney Robert James, who will decide if legal action should be taken against Officer Robert Olson. Olsen responded to a report of a naked person knocking on doors and crawling on the ground at The Heights At Chamblee apartment complex located off Chamblee Tucker Road. Olsen shot Hill, who was unarmed, twice as Hill began running toward him and didn’t stop when ordered, according to the police report. Hill had jumped off his second- floor apartment balcony just before police arrived, police said. Hill’s girlfriend said Hill had been undergoing treatment for bipolar disorder and had stopped taking his medication. Witnesses said Hill had his hands up when he was shot. “This is an unusual case. You’re dealing with the sensitive issue of mental illness and the balance between the system and the victim,” said Evans.

plans. “South DeKalb will be the only area left that is not incorporated. The taxes are going to go through the roof,” said Rice. “We have to be concerned about what the financial impact of not forming a city will do.” As more and more areas have pulled out of DeKalb to form their own cities, county officials are trying to figure out where the money will come from to cover the pensions for county workers. State lawmakers approved cityhood bills for LaVista Hills and Tucker on the last day of the session. Now, residents are awaiting the governor’s signature on the

“In an era of witness tampering and officers doing all types of things to keep up an image, we just want the facts to be the judge.” Evans says the civil rights group will also continue to demand more training for police officers. DeKalb County Deputy Chief Operating Officer of Public Safety Cedric Alexander has said his department is looking at ways to enhance police training to deal with situations involving the mentally ill. He says he wants all officers to complete at least 40 hours of training in dealing with the mentally ill. It may take as long as a year for all of the officers to take the training, he said, but he plans to start with new recruits going through the Police Academy.

bills. If the governor signs the bill, which he is expected to do, voters in those areas will decide in November referendums if they want to incorporate and govern themselves. State Representatives Mosby and Pam Stephenson said during the April 4 community meeting hosted with DeKalb Commissioner Stan Watson that the final hours of the session were hectic. They said they plan to host a post legislative meeting to discuss strategies for next year. The city of Greenhaven is proposed to have a population of 294,398, making it the second-largest city in the state, behind the city of Atlanta. The city of Stonecrest is planned for 50,000 residents.
