While the HRP initially projected that IDPs would return in large numbers to their areas of origin, this has not transpired. Several factors such as insecurity, limited provision of government services and livelihood opportunities as well as slow progress in the clearance of explosive hazards have been hampering the return of displaced people. Durable solutions beyond return to area of origin are now being explored.

As of 19 September, the Humanitarian Response Plan (HRP) has received US$341 million (60 per cent) of the requested $569 million. Some $250 million has been recorded outside the HRP. Although overall funding disbursements is generally on track with projections, some clusters are facing funding shortfalls against their HRP requirements which impact their operations. Emergency Livelihoods (10 per cent) and Food Security (13 per cent) are among those confronting the largest gaps in funding.

During August, the Cash Working Group supported a total of 4,976 households (30,000 individuals) with multipurpose cash assistance, multi-month cash assistance and one-off transfers. The majority of individuals reached were returnees (87 per cent) while only 2 percent IDPs were reached. Of the nine governorates covered in August, the top two governorates where MPCA was distributed were Ninewa and Anbar.
