Between January and October 2018, humanitarian partners reached 2.47 million people with some form of humanitarian assistance, 71 per cent of the 3.4 million targeted under the Humanitarian Response Plan. Humanitarians reported increasing access constraints in the delivery of aid, due to the establishment of new customs procedures at crossings between federal Iraq and the Kurdistan Region of Iraq, and requests by various security actors for documentation from multiple authorities in order to gain access through certain checkpoints. Clusters and NGO partners have identiďŹ ed gaps in preparations for winterization, including the need for tens of thousands of replacement tents in several IDP camps, and delays in the distribution of kerosene by relevant government ministries to both in-camp and out-of-camp IDPs. Food security partners worked to mitigate a pipeline break in emergency food assistance to camps, which resulted in some beneďŹ ciaries receiving only half-rations.
1. The target population is calculated based on strict prioritisation that addresses multi-sector or multiple needs, focusing on vulnerability rather than status. 2. The Health Cluster figures for people reached were used to reflect the overall number of people reached and they do not have sub-annual targets but compute people reached as of Oct 2018 according to cluster specific criteria. 3. People reached under SO2 exceed target probably due to misreporting by partners. 4. Number of partners reporting on HRP response in the ActivityInfo platform. 5. Health and Protection are considered service clusters while in-kind assistance clusters are WASH, Shelter-NFIs and Food Security. As of 13-November, the Humanitarian Response Plan (HRP) has received US$551 million (97 per cent) of the requested $569 million. There were signiďŹ cant increases in humanitarian funding to Iraq during the latter part of the year: Protection, Food Security and Health all received substantial contributions against HRP requirements. In parallel, considerable growth in funding outside the HRP was also logged, with $546m recorded, for a total of US$1.05 billion of humanitarian funding in Iraq. The Iraq Humanitarian Fund began preparations for its second standard allocation, which had $40 million available for up to 25 projects which prioritized IDPs, returnees or host communities in high or very-high severity locations. Large-scale consortium projects and projects lead by or in partnership with I/NNGOs were encouraged.
1. There is no obligation of donors to report funding on FTS and while projects are funded, they are not necessarily reported. This results in FTS not always accurately reflect funds received by agencies. Cluster level funding may change when funding not yet allocated to any cluster is assigned to the relevant cluster.

Key Messages Deteriorating water quality, due to high salinity and faecal contamination, especially in the south, continued to pose major challenges. The Cluster improved water quality in affected areas through increased water treatment, testing and monitoring; 350,000 people in Basra, including 70,000 school children, were reached with water treatment and quality improvement. In Thi-Qar, 168 Reverse Osmosis mechanisms were installed, providing safe water to 224,000 people.

In response to a food pipeline break that affected 460,000 IDPs in camps, partners mobilised resources to decrease the impact, especially for female headed and large households. While 160,000 most vulnerable people were covered with full rations, 300,000 people had half-rations. A failure to maintain regular humanitarian assistance to IDPs risks significant negative impacts on those who are most vulnerable. Cash modalities accounted for 40 per cent of response.

The Cluster reďŹ ned its Standard Operating Procedures for vocational training, asset replacement, business incubators and job placement. Partners continued to create temporary jobs through Cash for Work (CFW) activities and asset replacement in communities experiencing high levels of return, as well as in communities with of high levels of protracted displacement. Dozens of partners worked to support programming in 12 governorates.

A total of 66 per cent of the of 4,907 households received one-month cash assistance and 34 per cent received multi-month cash assistance. The majority of cash activities took place in Ninewa Governorate, focusing mostly in Sinjar and Telafar districts.
