INTRODUCTION
The Orange County Transportation Authority (OCTA) keeps people moving throughout Orange County’s 34 cities and unincorporated areas by providing bus service, reducing freeway congestion, improving local roads and helping people find alternative ways to travel including vanpooling, carpooling and active transportation such as walking or bicycling. In 2017, the OCTA Board of Directors established five strategic initiatives to continue to deliver on the mission of keeping Orange County moving and improving the transportation network. This progress report is centered on these initiatives and highlights a wide array of achievements that were accomplished by OCTA during the year.

02 C A P I TA L P R O J E C T S MOVE FORWARD WITH THE I-405 IMPROVEMENT PROJECT • Executed the design-build contract with the contractor, OC 405 Partners, for the $1.9 billion I-405 Improvement Project – the largest in OCTA’s history – that will improve a 16-mile stretch of the I-405 from Euclid Street in Costa Mesa to the I-605 near the L.A. County line. • Issued Notice to Proceed (NTP) #1 and NTP #2 allowing OCTA to fully proceed with the design and construction of the project.

• Secured a loan agreement with the U.S. Department of Transportation, providing $629 million in Transportation Infrastructure Finance and Innovation Act (TIFIA) funding for the project. • Approved a toll operating agreement with Caltrans to address all toll operation matters for the 405 Express Lanes that will be built as part of the project. IMPROVE THE SR-55 • Continued work on the final design, in partnership with Caltrans, on the SR55 Improvement Project that will add a second high-occupancy vehicle (HOV) lane and a general-purpose lane to the SR-55, between the I-405 and the I-5, with construction anticipated in 2021.
ADVANCE THE I-5 SOUTH COUNTY PROJECT • Completed the Avenida Vista Hermosa to Pacific Coast Highway segment of the I-5 South County Improvement project that will add six miles of carpool lanes in each direction between San Juan Creek Road and Avenida Pico and reconstruct the Avenida Pico interchange. • The completed segment includes more than 7,550 feet of sound walls and retaining walls and nearly five miles of new roadway. Completion of the entire project is expected in 2018.

COMPLETE THE OC BRIDGES PROGRAM
• Collaborated extensively with the Riverside County Transportation Commission (RCTC) on their SR91 Project to extend the 91 Express Lanes into Riverside County which opened to motorists in March.
• Completed the $663.9 million OC Bridges Program which eliminates the need for vehicles to wait at railroad crossings along the Orangethorpe Corridor through Anaheim, Fullerton and Placentia.
• More than 17,000 new customers joined the 91 Express Lanes during the fiscal year.
• Opened the Lakeview Avenue, Raymond Avenue and State College Boulevard railroad grade separation projects – the last of the seven structures that comprise the OC Bridges Program. IMPROVE STREETS AND ROADS • Approved $32.24 million in funding for 13 projects under the Measure M Regional Capacity Program to improve busy streets and intersections.
• Distributed $61.9 million in Measure M Local Fair Share funds to cities and the County for local agency street projects in FY 16-17. FUND SIGNAL SYNCHRONIZATION PROJECTS • Approved $2.5 million for five projects to synchronize traffic signals as part of the 2017 Regional Traffic Signal Synchronization Program. • Improved travel time along 86.3 miles of streets and at 296 signalized intersections through 11 signal synchronization projects.

OC BUS CONTINUE IMPLEMENTATION OF OC BUS 360°
• Initiated enhanced security measures for reduced fare IDs to minimize fraud.
• Improved travel times and frequencies on Routes 29, 43, 46, 50, 53, 54, 56, 59, 60, 89, 90 and 91 as part of the comprehensive OC Bus 360° plan to optimize the efficiency of the bus system.
• Launched a three-year pilot bus pass program providing 42,000 Santa Ana College students with free bus rides during the first year, utilizing funding from California’s Low Carbon Transit Operations Program.
• Introduced Route 53Xpress, a limited-stop service that reduces commute times between Anaheim and Santa Ana.
ENCOURAGE CUSTOMERS TO USE TRANSIT
• Launched the OC Bus mobile ticketing app and recorded nearly 40,000 registered users. • Collected approximately 7 percent of total fare revenue via the mobile app, more than double the industry average.

• Set ridership records on shuttle and trolley services in Laguna Beach, Huntington Beach, Dana Point, Newport Beach on the Balboa Peninsula, San Clemente and San Juan Capistrano funded primarily through Measure M. • Recorded nearly 88,000 trips on the OC Fair Express on Saturdays and
Sundays, boosting weekend ridership by nearly 33 percent compared to last year’s weekend numbers. MODERNIZE THE FLEET • Accepted delivery of 157 New Flyer 40-foot buses and 132 ACCESS buses to modernize the bus fleet. • Obtained grant funding from the Center for Transportation and the Environment and the South Coast Air Quality Management District to purchase 10 hydrogen fuel cell buses, taking another step to reduce OCTA’s carbon footprint.

• Participated in a risk assessment workshop conducted by the FTA and rolled out the project’s Safety Management System Implementation Plan.

• Released a request for prequalification of contractors to ensure the prime contractor awarded the contract has the necessary capacity and experience.

• Submitted a Full Funding Grant Agreement application to the FTA for nearly $150 million, approximately half the cost of the project.
• Distributed more than 32,000 project brochures, presented at five neighborhood association meetings, hosted four community meetings, staffed information tables at 27 community events surrounding the project corridor and circulated an electronic communications toolkit to more than 100 community groups.
• Released a request for proposals (RFP) for public awareness campaign services and an RFP for manufacturing and delivery of streetcar vehicles.

M E T R O L I N K / PAC I F I C S U R F L I N E R MOVE COMMUTERS AND TRAVELERS BY RAIL • Recorded 39,331 boardings and provided service to 53 Angels’ home games on the popular Angels Express service. • Launched the Metrolink football train providing service to Los Angeles Rams home games at the Los Angeles Coliseum. More than 5,000 boardings were recorded during the season. • Completed preliminary plans and environmentally cleared the Anaheim Canyon Metrolink Station project to construct a second main track and platform and lengthen the existing platform.
• Hosted a groundbreaking ceremony and commenced construction on a new parking structure to expand capacity at the Orange Metrolink Station. MANAGE AND PROMOTE AMTRAK PACIFIC SURFLINER SERVICE • Boosted ridership by 2.8 percent and total revenue by 4.9 percent, recording nearly 3 million boardings. • Increased farebox recovery to 80 percent, a 7.4 percent increase over the prior year. • Expanded business class seating, resulting in a 20 percent increase in business class revenue.
• Produced two award-winning videos that promoted rail travel from San Luis Obispo to San Diego on the Pacific Surfliner, reaching more than 1.5 million people on YouTube and Facebook.
07 A C T I V E T R A N S P O R TAT I O N / VA N P O O L MAKE IT SAFER TO WALK AND BIKE • Utilized more than $1 million in grant funding to create safety videos, planning studies and collaborate with law enforcement to encourage and promote bicycle and pedestrian safety. • Initiated OC Active – Orange County’s Bike and Pedestrian Plan – to identify areas and opportunities of improvement for active transportation and provide the first comprehensive countywide pedestrian analysis.
• Participated in numerous Go Human safety promotion events throughout the county. Go Human is a community outreach and advertising collaboration launched by the Southern California Association of Governments (SCAG). INCREASE OPPORTUNITIES TO SHARE THE RIDE • Formed 88 new vanpools, bringing the total number of vanpools to 531, which provide service to 151 worksites throughout the county. • Added 10 new employers and introduced multiple new vehicle options including luxury limo van commuting to encourage vanpooling.

• Awarded a contract to Enterprise Rideshare to provide commuter vanpool services.

E N V I R O N M E N TA L CLEAN AND RESTORE ORANGE COUNTY • Awarded $2.77 million in Environmental Cleanup Tier 1 funds to 16 local agency projects to improve water quality and keep trash out of waterways. • Conducted nine hikes and equestrian rides on OCTA’s open space preserves, providing an opportunity for more than 160 people to learn about the Environmental Mitigation Program and experience the approximately 1,300 acres of wildlife habitat that OCTA has permanently preserved. • Signed a Conservation Plan Implementing Agreement with the United States Fish and
Wildlife Service and the California Department of Fish and Wildlife that protects habitat and wildlife in perpetuity, streamlines the environmental process and allows OCTA to move forward with Measure M freeway projects. • Approved funding for the United States Forest Service San Juan Creek Dam Removal Project – a new restoration project within OCTA’s Environmental Mitigation Program (EMP). • Submitted the first deposit of $2.9 million for the EMP endowment which will pay for the long-term management of Measure M conservation properties that were purchased to mitigate the impacts
of the Measure M freeway program. Fully funding the endowment is estimated to take up to 15 years. • Selected a fund manager to oversee the EMP endowment.

S U S TA I N A B I L I T Y / T E C H N O L O G Y • Adopted the Next 10 Delivery Plan, a project delivery framework for the next 10 years with the overarching goal of successfully delivering the Measure M Program by 2041. • Successfully developed more than $210 million in grant requests from a variety of federal, state, and local sources. Of these, $67 million were pursued through competitive grant programs. • Received more than $126 million in formula grants in FY 2016-17.
• Completed the Transit Investment Framework for the OC Transit Vision which establishes a 20-year plan for Orange County’s transit future. • Kicked off the process for updating OCTA’s Long-Range Transportation Plan and began gathering public input on the document that will shape future planning efforts.
INTEGRATE SOLUTIONS • Established an Office of Innovation to explore new technologies and embrace new ideas in order to keep Orange County moving. • Launched a pilot OC Taxi App for ACCESS-eligible customers to book their ACCESS trips using OCTA’s mobile app.
• Completed a revision of OCTA’s Continuity of Operations Plan and continued working on updating OCTA’s Emergency Operations Plans.
• Recorded an average of 40 trips booked each week through the mobile app.
• Finalized an update of OCTA’s Succession Plan.
• Initiated an upgrade to the Lawson Human Resources and Payroll software system. • Completed an upgrade of the camera security systems at all OCTA facilities.
