Housing Affordability • Housing affordability for single family homes at a 10-year low. • Only 61.4% of new and existing homes sold in Q1 of 2019 were affordable to families earing median income. • More stringent energy conservation requirements will significantly increase the cost of new homes and harm housing affordability. • Need Cost-effective & Market-driven Solutions


Existing Housing Stock • Majority of U.S. homes built before 2010. • Existing homes not as efficient as new homes. • Improving the energy efficiency of the existing housing stock would significantly reduce emissions and is a much more effective way to achieve energy savings than targeting new homes.


Regulations, Mandates & Building Codes • Regulations & mandates are costly • 25% of the final cost of a SF Home • >30% of the cost of a MF Home • More stringent building codes impact housing affordability and are impractical in many areas. • Measurable gains can be achieved in other ways.


Voluntary Efforts & Incentives • Invite efficiency, provide cost-effective options and create market demand. • Proven track record of success. • Reduce barriers to home modernization • Real estate valuations/transactions • Public-private partnerships • Tax incentives
