Energy efficiency in housing and construction

Key questions In order to share some operational hypotheses together, let me identify some key questions. 1.

Ongoing phenomena and strategy. Is it possible to identify a single globally valid strategy? Should global goals be defined, but with different policies to be achieved at regional or national level?

2.

Existing buildings. Should the strategy include only new housing or should it also include existing buildings?

3.

Urban development. Is it possible to achieve real housing quality (free markets, affordable and social housing), without considering the characteristics of cities, infrastructures and public services?

4.

Integrated options. Should eco / energy efficiency be related to improving the resilience of buildings and housing quality?

5.

Markets and Lenders. Why markets should prefer green, efficient and resilient buildings with higher construction costs? How to motivate the markets to support higher price and lenders to support the need for higher mortgages?

6.

Stakeholders. What are the appropriate initiatives to motivate policy makers as well as the entire supply chain involved (from building builders to users).

7.

Institutional initiatives. What are the main initiatives that regional Institution and international Organizations should take? 2

4. Integrated options. Should eco / energy efficiency be related to improving the resilience of buildings and housing quality?

Several answer can be found in a United Nations document: Approved during the Committee Session on October 4, 2018, the Study consist of: 12 Principles, 115 Criteria and a Glossary

These Principles have been updated considering the UN 2030 Agenda for Sustainable Development Goals (SDGs) and other economic and legal issues that interact at different levels. The Principles can be applied on a national basis according to the different degrees of development of the country and to the different legal frameworks.
